Safeguard<strong>in</strong>g <strong>European</strong> solidarity<br />

Political <strong>is</strong>sues such as migration and <strong>the</strong> respect for <strong>the</strong> rule of law will make <strong>the</strong> debate on <strong>the</strong><br />

solidarity funds more political than ever. By Koert Debeuf<br />

The <strong>European</strong> <strong>Parliament</strong>'s committee for regional<br />

development (REGI) does not often make headl<strong>in</strong>es <strong>in</strong><br />

Brussels' <strong>new</strong>s.<br />

However, for many <strong>European</strong>s it can be prec<strong>is</strong>ely <strong>the</strong>se<br />

regional funds that make <strong>the</strong> EU <strong>the</strong> most v<strong>is</strong>ible force<br />

of change.<br />

Those <strong>who</strong> v<strong>is</strong>ited central <strong>European</strong> countries before<br />

2004, or 2007, and went aga<strong>in</strong> 10 years later, have no<br />

doubt seen <strong>the</strong> <strong>new</strong> <strong>in</strong>frastructure built with <strong>European</strong><br />

funds.<br />

Therefore, <strong>the</strong>se so-called Structural Funds and <strong>the</strong><br />

Cohesion Fund are at <strong>the</strong> heart of <strong>European</strong> policy, aim<strong>in</strong>g<br />

at more equality between regions with<strong>in</strong> <strong>the</strong> EU, by try<strong>in</strong>g<br />

to reduce d<strong>is</strong>parities <strong>in</strong> <strong>in</strong>come, wealth and opportunities.<br />

However, two <strong>new</strong> political realities s<strong>in</strong>ce <strong>the</strong><br />

implementation of <strong>the</strong> 2014-2020 budget will make <strong>the</strong><br />

d<strong>is</strong>cussion on <strong>the</strong> regional funds more complicated: <strong>the</strong><br />

migration <strong>is</strong>sue that deeply divided <strong>the</strong> EU s<strong>in</strong>ce 2015,<br />

and <strong>the</strong> call by some to put conditions on <strong>the</strong> respect for<br />

<strong>the</strong> rule of law on <strong>the</strong> d<strong>is</strong>tribution of structural funds.<br />

Th<strong>is</strong> <strong>new</strong> reality will no doubt make <strong>the</strong> debates about<br />

regional development more political and div<strong>is</strong>ive than<br />

ever.<br />

Despite that, Omarjee hopes that with<strong>in</strong> five years he can<br />

look back and say h<strong>is</strong> committee has "secured a budget<br />

for cohesion that allows <strong>European</strong> solidarity to cont<strong>in</strong>ue<br />

and to reduce territorial <strong>in</strong>equalities." He <strong>is</strong> look<strong>in</strong>g forward,<br />

he cont<strong>in</strong>ued "to prove <strong>the</strong> added value of cohesion and<br />

succeed <strong>in</strong> <strong>the</strong> objective of simplification."<br />

Toge<strong>the</strong>r, <strong>the</strong> two funds form one of <strong>the</strong> largest budget<br />

l<strong>in</strong>es of <strong>the</strong> <strong>European</strong> Union.<br />

These l<strong>in</strong>es are fixed with<strong>in</strong> <strong>the</strong> EU budget for seven<br />

years (2014-2020) <strong>in</strong> <strong>the</strong> so-called MultiAnnual F<strong>in</strong>ancial<br />

Framework, but will need to be negotiated aga<strong>in</strong> for <strong>the</strong><br />

follow<strong>in</strong>g seven years (2021-2027).<br />

The coord<strong>in</strong>ators of <strong>the</strong> REGI committee are Andrei<br />

Novakov (EPP, Bulgaria), Constanze Krehl (S&D,<br />

Germany), Ondrej Knotek (Re<strong>new</strong>, Czech Republic),<br />

Niklas Nienass (Greens/EFA, Germany), Francesca<br />

Donato (ID, Italy), Raffaele Fitto (ECR, Italy), Mart<strong>in</strong>a<br />

Michels (GUE/NGL, Germany).<br />

S<strong>in</strong>ce 2018 a <strong>new</strong> fund, <strong>the</strong> Energy Transition Fund, was<br />

put <strong>in</strong> place <strong>in</strong> order to help poorer regions to reach <strong>the</strong><br />

climate goals through a transition to green energy.<br />

The political control of <strong>the</strong> spend<strong>in</strong>g of <strong>the</strong>se funds <strong>is</strong> what<br />

<strong>the</strong> REGI committee does.<br />

Accord<strong>in</strong>g to <strong>the</strong> committee's chairman Younous Omarjee<br />

(GUE/NGL, France) <strong>the</strong> ma<strong>in</strong> challenge for <strong>the</strong> com<strong>in</strong>g<br />

five years will be controll<strong>in</strong>g "<strong>the</strong> efficiency and absorption<br />

of <strong>the</strong> cohesion funds, as well as <strong>the</strong> implementation of<br />

reforms aim<strong>in</strong>g at reduc<strong>in</strong>g <strong>the</strong> regional d<strong>is</strong>parities".<br />

Ano<strong>the</strong>r challenge, Omarjee cont<strong>in</strong>ued <strong>is</strong> "a just transition<br />

fund", or - <strong>in</strong> o<strong>the</strong>r words - f<strong>in</strong>d<strong>in</strong>g a way that all <strong>European</strong><br />

regions "participate <strong>in</strong> <strong>the</strong> Par<strong>is</strong> Agreement objectives".<br />

On top of that he foresees that <strong>the</strong> "fight aga<strong>in</strong>st urban<br />

poverty and an ambition for <strong>European</strong> <strong>is</strong>lands" will top <strong>the</strong><br />

committee's agenda for <strong>the</strong> next five years.<br />
