HAPPY HOLIDAYS TO OUR NEIGHBORS<br />

The <strong>Westlake</strong> CIA Board and volunteers wish each of you a very Happy<br />

Holiday Season… A Merry Christmas and a Happy New Year.<br />

BREAKFAST WITH SANTA S<br />

ATURDAY, DECEMBER 7TH<br />

The WCIA will be holding a special Christmas event for the children of<br />

both <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong> on Saturday, <strong>December</strong> 7, <strong>2019</strong>.<br />

Breakfast with Santa will include food, a visit with Santa Claus, gifts and<br />

some activities for the children. Christmas music will set the scene for this<br />

neighborhood celebration.<br />

This event will be held in <strong>Westlake</strong> <strong>Forest</strong> only. All residents of <strong>Westlake</strong><br />

and <strong>Westlake</strong> <strong>Forest</strong> are invited to bring their young children to this<br />

special opening of the holiday season. Santa and Mrs. Claus will be at the<br />

gazebo in Reflections Park and breakfast will be served for the children<br />

and their parents at the Civic Center on Franz Road. The children will do<br />

special holiday crafts and games.<br />

Breakfast with Santa will start at 9 AM and end around 11 AM. Santa &<br />

Mrs. Claus will be leaving <strong>Westlake</strong> <strong>Forest</strong> shortly before 11 AM.<br />

Families with young children are invited to attend the celebration in<br />

HOLIDAY DECORATION<br />

CONTEST IS UNDERWAY<br />

The annual Holiday/Christmas decorating contest in <strong>Westlake</strong> <strong>Forest</strong> and<br />

<strong>Westlake</strong> will be held again this year. Each subdivision will receive first,<br />

second and third place prizes. First place is a $100 gift certificate, second<br />

place is a $75 gift certificate and third place is a $50 gift certificate.<br />

Many of our residents enjoy decorating their homes and yards for the<br />

holiday season. We encourage each of you to participate. Start decorating<br />

now as the judging will be held on the 15 th and 16 th of <strong>December</strong> in<br />

order to give our residents two full weekends in <strong>December</strong> to decorate.<br />

Awards will be given within 24-48 hours by a Board representative to the<br />

resident.<br />

NO BOARD MEETING PLANNED FOR DECEMBER<br />

The <strong>Westlake</strong> CIA will not be holding a homeowner’s meeting in<br />

<strong>December</strong> <strong>2019</strong>. At the time of this writing, no executive session<br />

is planned. If it becomes necessary to hold an executive meeting,<br />

announcements will be made on the westlakecia.org website, nextdoor.<br />

com and through the community email.<br />

REPORTING NUISANCES &<br />

HEALTH HAZARDS TO HARRIS COUNTY<br />

If your neighbor has garbage, junk, trash, construction materials,<br />

mattresses, box springs, couches, chairs or any other type of junk that<br />

attracts vermin, you can directly report this to the Harris County Public<br />

Health and Environmental Services online. You can also report dead<br />

birds and other types of problems as well. Here is the website for online<br />

reporting: www.hcphes.org/templates/onlineservices.htm. Telephone<br />

calls might be necessary if you do not receive a reply as to the status of<br />

the investigation. Keep a copy of your online form in case that is the case.<br />

TREAT OUR PARKS, GREENBELT & AMENITIES<br />

WITH RESPECT AND CARE<br />

Both <strong>Westlake</strong> <strong>Forest</strong> and <strong>Westlake</strong> have added many lovely new amenities<br />

for the enjoyment of all of our residents. We have also installed cameras<br />

throughout these areas and we have noticed that some residents are not<br />

clear on how to behave in the parks. Please refrain from picking flowers,<br />

throwing rocks from around the fountains onto the fountains, wading in<br />

the fountain, climbing on the fountain, dumping sand into the streambed<br />

at the <strong>Westlake</strong> park, driving vehicles on the greenbelt in <strong>Westlake</strong> or<br />

the parks in either <strong>Westlake</strong> or <strong>Westlake</strong> <strong>Forest</strong>, drinking alcohol on<br />

any community owned property or vandalizing any of the community<br />

owned property. While most of us have a basic understanding of how to<br />

behave in public, there are a few deviants who frequent our parks and<br />

other common areas. The vandalism and graffiti simply waste community<br />

financial resources. If you see anyone who is behaving destructively in<br />

our parks and common areas, please call the Sheriff’s Office and also<br />

let a Board member know immediately. We do not want our parks and<br />

common areas to take on a rundown look that is ugly and repulsive.<br />

REPORTING CRIMES AND ONGOING ACTIVITY<br />

Some of our residents are confused about whom to call for various types<br />

of crimes and suspicious ongoing activity. We have a contract with the<br />

Sheriff’s Department, which includes a deputy in a marked vehicle in<br />

our subdivisions 40 hours per week. <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong> share<br />

these costs in order to provide a more secure environment for you and<br />

your family. In addition to our contract deputy, we have deputies who<br />

work in the subdivisions at odd hours of the day and night-sometimes<br />

in marked units, sometimes in civilian vehicles. However, if you do not<br />

call the Sheriff’s Office when a crime occurs or when you see suspicious<br />

activity, the deputies have no way of knowing that a crime has occurred<br />

or that suspicious activity is happening in an ongoing fashion. We<br />

encourage you to contact the Sheriff’s Office for any type of crime…<br />

whether it is serious in nature such as a burglary of a home or motor<br />

vehicle or suspicious activity that is occurring at the moment. To report<br />

crimes, call the following numbers:<br />

If you are observing ongoing activity in your area of the neighborhood,<br />

call Annette Baldwin at 281-578-9118. This telephone number is listed<br />

on the inside of the back page of your newsletter each month. Ongoing<br />

activity can be anything from teenagers consistently violating curfew<br />

to loud music to possible drug dealing from a home. It can also include<br />

illegal parking, hazardous waste dumping, environmental threats, etc. If<br />

you wish to speak with the contract deputy about the activity, he will call<br />

you, come to your home or meet you at the Sheriff’s Office Store front<br />

located on Fry Road. If you want Ms. Baldwin to talk with the deputy<br />

and follow up on the resolution of activity, she can call you when the<br />

information is made available.<br />

TRAVELING DURING THE HOLIDAY BREAK?<br />

If you plan to be away from home for more than one night during the<br />

Holiday break, please call the Clay Road substation at 281-463-2648 and<br />

ask for a vacation watch form to be emailed or faxed to you. If you are<br />

on our info.westlake@gmail.com email list, a form can be emailed to you;<br />

you will then complete the form and send it to the Sheriff’s Office Fax at<br />

281-463-8246. A form can also be found on our website, westlakecia.org.<br />

The contract deputy and district patrol will check your home for any signs<br />

of criminal activity throughout the day while you are gone. In addition,<br />

the patrols will pass by your home more frequently during your absence,<br />

proactively providing higher visibility. It takes only a few minutes to<br />

complete a vacation watch form. Make sure you have made arrangements<br />

for newspaper pick up and mail pick up while you are away.<br />

ANNUAL DUES ARE PAYABLE<br />

BY JANUARY 31, 2020<br />

The annual dues of $475 per year are payable on or before January<br />

31, 2020. The invoices for dues were mailed and received before mid-<br />

October, <strong>2019</strong>. This was done to enable you to pay something each<br />

month prior to the deadline of January 31, 2020, if you wanted to do<br />

this. We encourage each of our homeowners to pay promptly as the cost<br />

to the homeowner for collection begins mounting on February 1, 2020.<br />

If you would like to establish a monthly pre-payment program for your<br />

2020 dues, contact Inframark at 281-870-0585 and explain that you want<br />

to set up a pre-payment program for your 2020 dues.<br />

TAKE PRECAUTIONS AGAINST<br />

CRIME DURING HOLIDAYS<br />

The holidays are busy times and our minds are preoccupied with<br />

shopping, baking, planning parties, church activities and so much more.<br />

The holidays are also lucrative times for criminals. Here are some tips for<br />

our residents:<br />

Never leave packages or attractive items in a vehicle. Lock these in the<br />

trunk. Many car burglaries are occurring at various malls and shopping<br />

areas on the west and northwest side of Houston.<br />

Make arrangements for UPS, Fed Ex or USPS packages to be delivered to a<br />

neighbor who is always home or to your office. Leaving packages at your<br />

front door is an open invitation to thieves.<br />

Solicitors at your door need to be analyzed carefully before unlocking<br />

the door. If you do not have a window that allows a view of the person<br />

who is at your door, consider installing a peep hole in the door. Never<br />

open the door to someone you do not know. If someone knocks at your<br />

door that you don’t recognize, ask them to state their reason for being at<br />

your home. If you don’t want to talk with them, tell them to leave your<br />

property as you are not interested. If they do not leave immediately,<br />

call the Harris County Sheriff’s Office at 9-1-1 as you should be feeling<br />

threatened at this point. If you have an outside storm door, keep it locked<br />

at all times when you are home.<br />

There is an uptick in online email from hackers who have various nefarious<br />

intentions. Never click on a link that is sent from someone on your email<br />

list but includes no explanation of something you are expecting. Friends<br />

get hacked and these links which are used when emailing their lists (that<br />

would include you) allow instant access to your computer for various<br />

reasons that are either criminal or very shady.<br />

If you get a phone call from the IRS saying that you owe them money,<br />

hang up. The IRS never calls taxpayers about taxes owed. Their<br />

communications are relayed only through the US mail.<br />

Do not leave a garage door opener in your vehicle which is parked outside<br />

of the garage. The reason for this is obvious. Consider locking your garage<br />

door from the inside when you come home after work or shopping. This<br />

eliminates criminals who use random garage door frequencies to break<br />

into homes.<br />

Try to shop with at least one other person. Stay together and be aware of<br />

your surroundings while in parking lots and in stores.<br />

Watch your credit card and your driver’s license. When you pay for your<br />

purchases, you will often be asked for your driver’s license with your<br />

credit card; you will always have to present identification (usually a<br />

driver’s license) when you write a check. Yes, the lines are long and you<br />

want to hurry through your transaction, but don’t be tempted to engage<br />

in conversation or watch anything or anyone but the clerk processing<br />

your transaction. Both of these items should be within your sight at all<br />

times. Before you sign a credit card receipt, ask for your credit card and<br />

driver’s license. The holidays are great times for identity thieves and those<br />

who would steal your credit cards. Be very aware of what is happening<br />

when you pay for your purchase. Put everything away before leaving the<br />

purchase counter.<br />

Never leave your purse in a locked or unlocked vehicle. Never set your<br />

purse down while shopping. Never put your purse in a shopping cart.<br />

Always have your purse in your hand or over your shoulder. To avoid<br />

purse snatching, cross the purse so that the strap is over one shoulder<br />

and the bag is hanging on the opposite side of your body. Men should<br />

carry wallets, check books and credit cards in the front pockets of their<br />

pants or in a shirt or interior suit pocket.<br />

When going to your car with your purchases, check the lot for suspicious<br />

people. Carefully check around and glance under your vehicle. If a closed<br />

van is parked next to the driver’s door, slide in through the passenger<br />

side. Check the back seat and back floor before getting into your vehicle.<br />

If you are loading small children, lock your purse in the trunk with your<br />

packages (keep the keys in your hand or pocket). After the children are<br />

secured, take another look around for suspicious activity before you open<br />

the trunk to get your purse. When you get into your vehicle, immediately<br />

lock the doors, start the engine and drive away. If you feel insecure going<br />

into the parking lot, ask for a security guard to accompany you.<br />

When returning home, immediately pull into your garage. If this is not an<br />

option, park the car in the driveway and immediately unload all contents<br />

and lock the car. Stay alert during this process.<br />

Do not put attractive packages next to windows that offer an easy view<br />

from the street.<br />

When leaving your home for the evening, leave some lights and a radio or<br />

television turned on. Leave one outside light on. Upon returning home,<br />

check the sides of your house and the area across the street and adjacent<br />

to your home from your vehicle before parking. If you are a woman alone,<br />

get your house key ready before you exit your car. Lock your car as you<br />

are leaving it and immediately go to your door, unlock it, go inside and<br />

relock the door.<br />

All homes should be equipped with long dead bolt key locks. Windows<br />

should be locked when you are not at home or are not awake.<br />

If you are leaving for the holidays, ask a friend or neighbor to pick up<br />

the newspapers and your mail each day or file a stop delivery for these.<br />

Complete a vacation watch form and submit it to the Sheriff’s Office in<br />

Clay Road. Fax this to 281-463-8246.<br />

By taking a few precautions, you will insure a safe and happy holiday for<br />

you and your family.<br />

PARKING LAWS STRICTLY<br />

ENFORCED DURING HOLIDAYS<br />

Often, we have guests during the holidays. Please advise them that the<br />

parking laws are enforced in both <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong>. Tell<br />

them to park with the traffic and not to block fire hydrants or neighbors’<br />

driveways. Fire engines and ambulances must have clear access to each<br />

street in both neighborhoods at all times.<br />

IT’S TREE PLANTING SEASON<br />

<strong>December</strong> and January are ideal times in Houston to plant trees and<br />

shrubs. The cool weather combined with the rain offer trees and shrubs<br />

the opportunity to establish themselves. In addition, the soft winter<br />

sunshine and warm days nurture the plants.<br />

If you are thinking of adding to your landscaping, this is an ideal time<br />

to do it. Whether you select a 5-gallon plant or large trees planted by a<br />

tree planting service, your plants and trees will have the highest hope of<br />

survival this summer if planted now.<br />

Be sure to select trees and shrubs, which are recommended for the Gulf<br />

Coast summers. Native plants are always best and use the least amount<br />

of water.<br />

STREETLIGHTS OUT?<br />

Please report outages of streetlights to Centerpoint Energy. Get the pole<br />

number as well as the nearest street address and call 713–207-2222 or go<br />

to their website and complete an on-line form. It is very important that<br />

non-working lights are reported for the safety of our each of us. Call it in,<br />

Eggnog Pie<br />

You could make this on National Eggnog Day <strong>December</strong> 24th!<br />

INGREDIENTS:<br />

1 (.25 ounce) package unflavored gelatin<br />

1/4 cup cold water<br />

1 cup milk<br />

1/2 cup white sugar<br />

2 eggs, lightly beaten<br />

1/4 cup rum<br />

1 cup whipping cream<br />

1/4 pinch white sugar<br />

1 (9 inch) pie shell, baked or graham cracker pie crust<br />

1/2 teaspoon ground nutmeg<br />

DIRECTIONS: In a small bowl, combine gelatin and cold water; set<br />

aside to soften. Combine milk and 1/2 cup sugar in a small glass bowl.<br />

Microwave for 3 minutes or until milk begins to boil. In a steady stream,<br />

pour hot milk into beaten eggs, whisking constantly. Cook custard in the<br />

microwave, whisking after each minute, until it thickens slightly, about<br />

2 minutes. Stir in softened gelatin and mix until melted. Stir in rum. Let<br />

filling cool to room temperature. (If you refrigerate it, stir occasionally to<br />

prevent gelatin from setting too soon.) In a medium bowl, whip cream<br />

until soft peaks form; beat in 1/4 cup sugar. Set aside 1/2 cup of whipped<br />

cream for garnish; keep refrigerated. Fold remaining whipped cream<br />

into eggnog mixture. Pour filling into pie crust and refrigerate 4 hours<br />

or overnight. Garnish with reserved whipped cream and a dusting of<br />

You could make this on National Oatmeal Muffin Day <strong>December</strong> 19th!<br />

INGREDIENTS:<br />

2 eggs<br />

2/3 cup brown sugar<br />

1/2 cup vegetable oil<br />

1/2 cup milk<br />

1 cup all-purpose flour<br />

3/4 cup instant oatmeal<br />

1 teaspoon baking powder<br />

1/2 teaspoon baking soda<br />

1 pinch salt<br />

DIRECTIONS: Preheat oven to 400 degrees F (200 degrees C). Grease 12<br />

muffin cups. Whisk eggs, brown sugar, vegetable oil and milk together<br />

in a bowl until smooth. Stir flour, oatmeal, baking powder, baking soda<br />

and salt into wet ingredients to form a batter. Fill the prepared muffin<br />

cups with batter.Bake in preheated oven until tops are golden brown<br />

and an inserted toothpick comes out clean, about 20 minutes. Source:<br />

Southwest Houston’s own brand new women’s flat track roller derby<br />

team is now forming. This isn’t the old school roller derby you’ve seen in<br />

guidelines set forth by WFTDA, the Women’s Flat Track Derby Association.<br />

We are actively recruiting skaters, referees and volunteers. Skaters must<br />
