holidays.

If you haven’t already received your statement for your 2020 Homeowner’s 

Association Fees, it will be in your mailbox soon. DO NOT assume that 

that your HOA fees are paid by your mortgage company. Most mortgage 

companies do not include these fees in their escrow payments. This 

statement is sent only to the homeowner and it is your responsibility to 

send it to your mortgage company if they do pay these fees. The fees 

are due January 1, 2020, with a 30 day grace period; however, if the fees 

have not paid late fees will be applied February 1, 2020. Please contact 

Preferred Management Services if you need a payment plan and they will 

try to assist with a payment plan suitable to your circumstance. Please do 

not ignore any correspondence you receive from the association and/or 

Preferred Management Services regarding the Homeowners Association. 

CHRISTMAS TREE TIPS 

Permission to reprint granted by the National Safety 

Council, a membership organization dedicated to 

protecting life and promoting health. For many 

people, decorating the Christmas tree is a favorite 

part of the holiday. The National Safety Council offers 

some safety tips to make sure a mishap doesn’t spoil 

your holiday season. 

CHRISTMAS TREES 

• A real tree can add to the spirit of Christmas by 

filling your home with beauty and the scent of pine. 

But a real tree can also pose a fire hazard. Each year, 

more than 400 residential fires involve Christmas 

trees and tragically nearly 40 deaths and 100 injuries 

result from those fires. 

• Try to select a fresh tree by looking for one that is 

green. The needles of pines and spruces should bend 

and not break and should be hard to pull off the 

branches. On fir species, a needle pulled from a fresh tree will snap when 

bent, much like a fresh carrot. Also, look for a trunk sticky with sap. 

• Cut off about two inches of the trunk and put the tree in a sturdy, waterholding 

stand. Keep the stand filled with water so the tree does not dry 

out quickly. 

• Stand your tree away from fireplaces, radiators and other heat sources. 

Make sure the tree does not block foot traffic or doorways. 

• If you use an artificial tree, choose one that tested and labeled as fire 

resistant. Artificial trees with built-in electrical systems should have the 

Underwriters Laboratory (UL) label. 

TREE LIGHTS 

• Only use indoor lights indoors (and outdoor lights only outdoors). Look 

for the UL label. Check lights for broken or cracked sockets, frayed or bare 

wires or loose connections. Replace or repair any damaged light sets. 

• Also, use no more than three light sets on any one extension cord. 

Extension cords should be placed against the wall to avoid tripping 

hazards, but do not run cords under rugs. 

• Turn off all lights on trees and decorations when you go to bed or leave 

the house. 

TREE ORNAMENTS 

• Always use the proper step stool or ladder to reach high places. 

• Read labels before you use materials that come in jars, cans and spray 

cans. 

• Never place lighted candles on a tree or near any flammable materials. 

• Avoid placing breakable tree ornaments or ones with small, detachable 

parts on lower branches where small children or pets can reach them. 

• Do not hang popcorn chains and candy canes on the tree when small 

children are present. They may think that other tree ornaments are also 

edible.

holidays is approaching. Please be 

considerate of your neighbors while 

enjoying the tradition of fireworks on 

New Years’ Eve. Don’t use people or 

cars as targets for bottle rockets and 

roman candles. It would be tragic to 

cause injury or damage on this exciting holiday. 

• Please don’t direct any fireworks at anything or anyone. 

• Please don’t shoot fireworks off before 9 AM or after 10 PM on any day, 

(except New Year’s Eve: try to finish by 1AM). 

• Avoid shooting fireworks that shoot up or fly through the air. 

• If a car comes down the street, get out of its way and do not light any 

fireworks while it is passing. 

• Don’t make the “fireworks holiday” turn into a month of fireworks. Often 

frightened pets must be taken inside while the fireworks are going off. 

• MOST IMPORTANT: Clean up the mess! Sweep the streets and drives 

(and, don’t forget to pick up the items that accidentally went into your 

neighbor’s yard).

defecate if others yards and the parks. When walking your dogs, please 

be prepared to remove any waste they may leave behind.

Bayou MUD contract officers. This covers a large portion of Concord 

Bridge, Eldridge Park, McKindrie Park and various business areas within 

the Horsepen Bayou MUD district. Our contract program is successful 

with the cooperation of residents and officers. If you have information

CONCORD BRIDGE SERVICES 

Services in Concord Bridge are provided by two different municipal utility 

districts. Areas covered and service providers are shown below. The overhead 

power lines running north and south through the subdivision is the dividing 

line between the MUD district responsibilities. The two trash collection 

companies observe different holidays. Please note if a holiday falls on a 

regular trash collection day, the trash will be picked up the next SCHEDULED 

day, NOT the next day. Please do not place your trash out until the correct 

day. If you have a manhole cover in your yard, driveway or sidewalk and it is 

causing problems, please contact your Municipal District Services, LLC, 281- 

290-6503. They cover both MUD Horsepen Bayou and Harris County 102.

The Cy-Fair Educational Foundation in partnership with Houston 

Methodist Willowbrook Hospital and Houston Methodist West Hospital 

will host the tournament December 12-14, 2019 showcasing 12 Cypress 

Fairbanks ISD and 12 out of district boys’ varsity basketball teams. The

St. Cuthbert Episcopal Church will be hosting a Blood Drive on Sunday, 

December 15 th , beginning at 8:30 AM. A mobile unit will be in the 

parking lot until 12:30 PM. To donate, you must be a least 17 years of 

age, at least 110 lbs. and in good general health. If just 20 people donate,

HOUSTON REPERTOIRE BALLET’S 21 ST ANNUAL 

PERFORMANCE OF THE HOLIDAY CLASSIC THE NUTCRACKER 

Houston Repertoire Ballet (HRB), Houston’s premier pre-professional 

ballet company, celebrates its 24 th season, beginning with its 21 st annual 

performance series of The Nutcracker, featuring professional guest artist 

Jared Matthews as the Cavalier and Joseph Modlin as Herr Drosselmeyer,

COMMUNITY MENTAL HEALTH RESOURCE FAIR 

SET FOR DECEMBER 3RD 

The CFISD guidance and counseling and psychological services 

departments are sponsoring the Community Mental Health Resource 

Fair, to be held on December 3 rd , 3:30-6 PM at the Berry Center (8877 

Barker Cypress Road). District parents, staff and community members 

will have the opportunity to meet the CFISD Mental Health Intervention 

Team and community mental health care providers, as well as learn of 

available resources and opportunities. 

More than 70 mental health providers and vendors are scheduled to 

attend the fair, including a massage therapist to help promote self-care. 

Numerous door prizes will be available for fair patrons to win, while 

vendors and events booths will have gifts and other giveaways. 

“This is an awesome opportunity for our entire community to view many 

of our mental health providers under one roof,” said Franklin Sampson, 

director of guidance and counseling. “It’s very rare to have an event solely 

focused on providing individual information from multiple therapists and 

facilities. We are taking the guess work out of it. We are giving everyone 

the privilege of meeting with mental health providers. The event is totally 

free and we encourage all to attend. Let’s continue to tackle the stigma 

associated with mental health concerns.” 

CFISD RECEIVES BRONZE AWARD FROM CENTER 

FOR SCHOOL BEHAVIORAL HEALTH 

Cypress-Fairbanks ISD, through the department of psychological services 

and the guidance and counseling department, received a Bronze 

recognition award at the Center for School Behavioral Health’s annual 

conference on September 27 th . 

The Center for School Behavioral Health is a program started by Mental 

Health America of Greater Houston. The program allows school districts 

across the greater Houston area to come together and collaborate on 

ideas and best practices through the Center Collaborative and Learning 

Community subprograms. CFISD’s department of psychological services 

and the guidance and counseling department have both been members 

of the Center Collaborative and Learning Community for more than 

seven years. 

The following requirements must be met by a school district to receive a 

Bronze recognition award: 

• District is a Center Collaborative member for at least one full academic 

year. 

• District is implementing five to 10 center recommendations. 

• At least one district representative attends 60 percent of the Center 

Collaborative meetings. 

• At least one district representative attends 40 percent of the Learning 

Community meetings.

• At least one district representative has attended an additional center 

organized event or learning opportunity. 

• At least one district staff member attends the annual center conference. 

• More than 50 percent of the district staff has received training on signs 

and symptoms of mental health challenges and suicide prevention. 

CFISD EARNS SCHOOLS FIRST TOP RATING 

FOR 17TH STRAIGHT YEAR 

Cypress-Fairbanks ISD received a rating of Superior by the Texas Education 

Agency (TEA)’s School FIRST (Financial Integrity Rating System of Texas) 

program, announced in early August - marking the 17 th consecutive top 

rating for CFISD. 

The rating system measures the quality of a district’s financial management 

and reporting system based on 15 indicators. A negative response to any 

of the first few criteria could have resulted in an automatic “Substandard” 

rating. CFISD received the highest rating on 14 of 15 indicators. While a 

score of 60 indicates a passing mark, CFISD attained a score of 94. The 

highest possible score is 100. 

School FIRST was developed by the TEA in response to Senate Bill 218, 

which was passed by the 77 th Legislature in 2001. The primary objective 

of School FIRST is to achieve quality performance in the management of 

school districts’ financial resources - a goal made more significant due to the 

complexity of accounting associated with the Texas school financial system. 

The School FIRST accountability rating system assigns financial ratings 

to Texas school districts, with the highest being Superior, followed by 

Above-Standard, Meets-Standard and Substandard Achievement. 

SIXTH ANNUAL CFISD HEALTH EXPO 

DRAWS 1,300-PLUS GUESTS 

More than 1,300 patrons visited the sixth annual CFISD Health Expo, 

benefitting the Health Organization of Physical Educators (H.O.P.E.), on 

October 12 th at the Berry Center. 

The event featured on-site health screenings and massages and included 

health demonstrations such as the blender bike attraction provided by 

CFISD’s nutrition services department. The event featured a total of seven 

student performances. 

Students and parents participated in a health walk on the concourse 

facilitated by elementary PE teachers to encourage movement. The expo 

benefits H.O.P.E., which raises scholarships to support physical education 

and promote lifelong physical fitness. 

“We’re so thankful to have everyone come out,” said Tania Gaubert, CFISD 

health services coordinator. “It’s been overwhelming to see the amount of 

sponsors that have come out and set up their booths for the community 

to see. It’s been a great success.”

Quick and Easy Oatmeal Muffins 

You could make this on National Oatmeal Muffin Day December 19th! 

INGREDIENTS: 

2 eggs 

2/3 cup brown sugar 

1/2 cup vegetable oil 

1/2 cup milk 

1 cup all-purpose flour 

3/4 cup instant oatmeal 

1 teaspoon baking powder 

1/2 teaspoon baking soda 

1 pinch salt 

DIRECTIONS: 

Preheat oven to 400 degrees F (200 degrees C). Grease 12 muffin cups. 

Whisk eggs, brown sugar, vegetable oil and milk together in a bowl until 

smooth. Stir flour, oatmeal, baking powder, baking soda and salt into wet 

ingredients to form a batter. Fill the prepared muffin cups with batter. 

Bake in preheated oven until tops are golden brown and an inserted 

toothpick comes out clean, about 20 minutes.

INGREDIENTS: 

1 (.25 ounce) package unflavored gelatin 

1/4 cup cold water 

1 cup milk 

1/2 cup white sugar 

2 eggs, lightly beaten 

1/4 cup rum 

1 cup whipping cream 

1/4 pinch white sugar 

1 (9 inch) pie shell, baked or 

graham cracker pie crust 

1/2 teaspoon ground nutmeg 

DIRECTIONS: 

In a small bowl, combine gelatin and cold water; set aside to soften. 

Combine milk and 1/2 cup sugar in a small glass bowl. Microwave for 3 

minutes or until milk begins to boil. 

In a steady stream, pour hot milk into beaten eggs, whisking constantly. 

Cook custard in the microwave, whisking after each minute, until it 

thickens slightly, about 2 minutes. Stir in softened gelatin and mix until 

melted. Stir in rum. Let filling cool to room temperature. (If you refrigerate 

it, stir occasionally to prevent gelatin from setting too soon.) 

In a medium bowl, whip cream until soft peaks form; beat in 1/4 cup 

sugar. Set aside 1/2 cup of whipped cream for garnish; keep refrigerated. 

Fold remaining whipped cream into eggnog mixture. Pour filling into 

pie crust and refrigerate 4 hours or overnight. Garnish with reserved 

whipped cream and a dusting of nutmeg.
