Irma’s new school in opening ceremony

ECA Review

A historic day for Irma was on Mon.

Nov. 4 as students enter their new

school for the very first time.

Many gaping mouths and wide eyes

took in the massive school and it’s

modern upgrades.

Irma is a village with a population of

521 people.

The school currently has 200 students

enrolled with a projection of 240

by 2021.

The community as well as respected

guests were invited to the school’s

grand opening on Fri. Nov. 22.

Speeches were given as well as an

as tours of the modern facility.

interesting time lapse video of the

school over the 15 month period it took

to construct.

The school band also played a few

songs like ‘Dreams of Victory’ and

‘God Save the Queen’.

Dinny Lovig, a former Irma school

teacher, gave an engaging speech of the

school’s history written by Ruth

Archibald.

Masters of Ceremonies were students

Sinead Ford and Paige Pauls.

ONPA Architects, Stantec and

Chandos were the leaders in

construction.

Principal

Darren

Grosky is

elated with

the upgrade.

“It’s going

extremely

well,” began

Grosky.

“Our staff

did a great job

of transferring

everything

over from the

old school to the new school and we

didn’t miss any days because of it.

“The kids left on Friday at the end of

their regular classes and started

Monday in their new classes. It went

extremely smooth because everyone

pitched in and did what needed to be

done to lessen the impact on the kids.”

Some of the features of the $16 million

modernization include an open

community library, large common

area in front of the school where they

can host gatherings, a playground and

community spaces available for rent.

“We have a more efficient use of

space,” he said. “We have more opportunities

for collaborative delivery. It’s

obviously newer and less prone to

weather changes.”

An enlarged gymnasium was a

major highlight as the original plan

was to have a space a third of its current

size.

The community stepped up by providing

$2 million to make this large

gym and a larger food area a reality.

With the new school in place, the old

one just south will eventually be

demolished and recycled into a field

once asbestos is removed.

“They did a great job of making it

inhabitable but it was time,” said

Grosky.

The previous

school was built in

1950 with renovations

last happening

in the 1980s.

The process from

conceptualization to

completely finishing

this new

school began in 2017

when the province

approved construction

as a financial

partnership

between government

and community stakeholders.

Buffalo Trail Public Schools made

the modernization their top priority

when it came to budgeting and future

goals.

Students are thrilled with their

brand new learning facility.

“They really enjoy it. Well obviously

it’s new and it’s physically nicer but

again, the design of it, we worked

really hard to try to make it have some

good flow and have them have spots to

be able to work in small groups and

they really like that,” said Grosky.

The school offers Kindergarten to

Grade 12 classes as well as playschool

services and before and after school

programming.

PARLIAMENT

‘Greatest honour of my life’

Damien Kurek, MP

Battle River-Crowfoot

On Nov. 25, I was officially

Sworn-In as the

Member of Parliament for

Battle River – Crowfoot in

the 43rd Canadian

Parliament.

It is the greatest honour of

my life, along with my wife

Danielle and my family, to

be able to serve this

constituency.

I am energized and eager

to represent all of you, to

advocate and fight for East

Central Alberta, and to take

action on the issues you

shared with me throughout

the campaign.

Since the election, I have

been busy travelling to

events and meetings across

the constituency.

I have opened a main

office in Camrose and

Ottawa.

I was able to see the

reality of how powerful elections

are and that our

MORRIN COUNCIL

Special meeting

remuneration

Council motioned to

change the remuneration for

special meetings during regular

working hours for the

Chief Administrative

Officer (CAO).

Presently, the CAO gets

paid $50 for special meetings

even if the meeting falls

during the CAO’s regular

work hours.

“It was set up that way

when I was hired to work

here,” stated CAO Plachner.

Council approved a

motion that the CAO will

not receive compensation

for extra meetings that are

during working hours.

Council also reminded

CAO Plachner of the unanimous

motion in April that

bank reconciliations and

bank statements be provided

at the council meetings

quarterly.

Helton directed that “We

get back on track of that at

the December 18 meeting.”

Other unanswered

requests by council included

where the $55,000 overrun

on the fire pump motor

replacement was coming out

in the budget, as was promised

by Plachner at the

special meeting.

Plachner did not recall

where the monies were

found in the budget stating

finally, “I took that from

something we didn’t do. It’s

covered anyway.”

Plachner agreed to inform

council exactly where the

monies were found for the

overrun at their next

meeting.

system empowers Canadians to be able

to choose their representatives. I join

337 other MPs from across Canada,

also elected by their continents, to

serve Canadians. Even though MPs

will disagree, I am looking forward to

the opportunity to engage in the process

of governing our great country.

My Swearing-In became especially

poignant when Danielle and I, along

with a few of family members learned

that my Great-Great Uncle’s name was

going to be displayed in the World War

II Book of Remembrance the following

day.

For those who have not had the

opportunity to visit Parliament let me

explain; there is a small chapel on

Parliament Hill that houses a series of

books that records the name of every

Canadian Serviceman and Woman

who has been lost in service to our

Country.

Each day the pages of these books

are turned, to ensure that once a year,

every person who died in service has

their name displayed in the heart of

Canada’s democratic system.

Danielle, myself, my children and a

few family members arrived at the

“Room of Remembrance” shortly

before the ceremony was scheduled to

begin.

We witnessed a simple, but powerful

ceremony when the pages are turned.

After the ceremony I was able to

view and even feel the page where

Flight Officer John Earl Stillings of

the RCAF is memorialized.

I share this story with you because

our democracy and the freedoms that

we have as Canadians are not something

that we can forget. We should not

dismiss nor can we ever neglect to protect

this. Although we face serious

challenges as a province and region,

we live in an amazing country.

In future columns I will address concerns,

current events, initiatives, and

many other subjects.

OPINION

The opinions expressed are not necessarily

the opinions of this newspaper.

Mind control

B. Schimke

ECA Review

It’s hard not to be concerned about

the future, when one watches the news.

The world is in an uproar, citizens are

rioting, democratic elections are being

compromised, autocratic leaders, corruption

and ethic cleansing are on the

rise.

There are lots of scary men to blame,

but I would argue the two most powerful

kingpins in the demise of a stable

world are China’s eternal Premier, Xi

Jinping, and Facebook’s founder and

president, Mark Zuckerberg.

They have God-like

status and directly or

indirectly control the

minds of 40 per cent of

the world’s population.

Jinping has the power to directly

control the minds of 1.43 billion people

(18.4 per cent of the world’s population)

and Zuckerberg has personal power

over an unregulated platform that controls

the minds of 2.5 billion people

(19.1 per cent of the world’s population).

In China, Jinping controls all media

and uses the military to control any

dissidents. He has brutalized millions

of Muslims by forcing them into massive

concentration camps, ironically

named, re-education centres, to beat

their religion out of them.

With the Americans withdrawing

into themselves, Jinping’s agenda for

world dominance is moving forward

quickly. Communist China has and

continues to directly invest billions

into infrastructure projects in developing

nations and rouge states,

specifically in Africa, South America

and Eastern Europe.

Chinese state-owned companies

have bought strategic industries in all

of the G-7 nations and through Huawei

are offering the cheapest and best G5

network on the market today, making

it an obvious choice for Canada’s three

Telecom giants.

As our governments pulls funding

from post secondary institutions, the

Chinese have stepped into the void

making significant investments at our

major universities.

Lest we forget, money equals

influence.

Then there’s Facebook, a wonderful

tool for keeping up with families and

friends. It is little wonder that people

sign up in the millions annually.

Roger McNamee in his must-read

book, ‘Zucked’ argues that Zuckerberg,

in his relentless pursuit of growth has

forgone any moral obligations to user’s

privacy or mental health.

McNamee, was a consultant and

friend to Zuckerberg and once a strong

advocate of Facebook. Now he is

arguing for a breakup of Facebook and

more regulatory control.

Zuck’s business model is to exploit

personal data to anyone willing to pay

and as such his platform has enabled

anonymous bad actors to undermine

governments and increase civil rights

violations worldwide.

Zuck calls Facebook, free speech.

McNamee says anonymous free speech

is no free speech at all.

In 2018, Science Magazine, published

a study that revealed disinformation

and fake news are shared 70 per cent

more often than factual stories and

spread roughly six times faster.

A free-for-all on Facebook clearly

benefits bad actors. The algorithms

prey on behaviour modification techniques

that create addictions. Its

algorithms are designed to move

people into filter bubbles—creating

tribal

behaviours.

Zuck’s largest

revenue streams

come from sites

with the most

hate, fear, anger

and conspiracy

theories.

Jinping’s

overall goal is to

be the supreme

economic and military

leader of the

world. Zuck’s singular

focus is to

pursue global

influence and

massive personal

profits. In so

doing, Zuck has

abdicated his platform

to bad actors

and fake news.

Today these two

men, each with

suspect morals,

are not accountable

to anyone but

themselves.

They have Godlike

status and

directly or indirectly

control the

minds of 40 per

cent of the world’s

population.

That should

cause all of us to

ponder

McNamee’s most

profound observation,

“You see the

effect today

among people

whose embrace of

Donald Trump

has required them

to abandon personal

beliefs held

deeply only a few

years earlier.”

PRAIRIEVIEW

Science or propaganda?

by Herman

Schwenk

About three

weeks ago my son

Michael sent me a

scientific document

that was 22

pages in length

written by Sacha

Dobler explaining

the detailed

causes of climate

change.

Now there is no

way that I can

condense a document

of that

length into a

column of 650

words. But I did

get the message

out of that paper

that the current

proponents of

climate change

are so far out to

lunch on the propaganda

they

are promoting

that it defies

reason.

Nowhere in that

paper did it make

any reference to

C02 emissions as

a cause of climate

change. Well.

actually in one

place it did say

that water vapour

[that is a gas not

water condensation]

has 10 times

the power of C02

as a greenhouse

gas.

Climate is

affected by cosmic

rays and solar

flares.

This scientist

seems to maintain

that at the

present time we

may be entering a

period of very low

solar activity

known as a Grand

Solar Minimum

or much less sun

spot activity. This

means that we are

in a cooling

trend.

When I read

through that

paper it became

very clear that

the current propaganda

that we

are being exposed

to actually has it

all backwards.

Mr. Dobler has

clearly stated that

the climate has

been cooling since

the year 2000.

In a Grand

Solar Minimum,

more cosmic rays

enter earth’s

atmosphere. Here,

these high

velocity particles,

mostly protons,

collide with atmospheric

atoms and

dissociate in a

cascading mode

into smaller subatomic

particles.

These particles

act as cloud nuclei

by ionization and

propagate low

cloud formation.

Some particles

may reach the

earth’s surface

and even penetrate

it. In this

way, more cosmic

storm formation,

snowstorms, hail

The Coronation Evangelical Free Church wishes

to thank all those in our community who

participated in our Roast Beef Supper Fundraiser

on May 4, 2019. As a result of your generosity,

we were able to raise $11,000, which will go towards some of our

pressing building maintenance issues. With the funds we raised,

we will be replacing two sets of double doors, and part of our West

Exterior Wall, where water has been seeping through and flooding

our basement. While we had originally planned to replace the

shingles on our roof, the issues with our doors and wall are more

pressing, so we have made the decision to fix them first.

Thank you again for your generosity, and if you have any

questions, please feel free to call Pastor Clayton Grice at

(403) 578-3884, or Barry Lindmark at (306) 296-7833.

She maintains

this has to happen

in the next decade

or the harm will

be irreversible.

Well, science is

not about large

majorities but

about evidence

and current evidence

indicates

the opposite.

It would be

interesting to see

where Elizabeth

May and the rest

of those climate

change zealots

are getting what

they claim is scientific

information.

They obviously

are not reading

the real climate

science that scientists

like Sacha

Dobler are publishing,

or if they

are, then these

people, and that

includes the

media, have deliberately

lied and

misled the public

to achieve an

agenda that has

nothing to do with

climate change.

I do believe that

if this foolishness

continues for

another decade

we may have an

irreversible

disaster, and I am

not talking about

climate damage.

I am referring

to a financial

disaster that

could see the

world go

bankrupt.

Countries

around the world

are incurring

huge deficits and

debts. Much of

this debt is due to

climate change

policy.

When governments

subsidize

green energy

technology that

cannot compete

with traditional

forms of energy,

they are consuming

wealth to

line the pockets of

those green

energy developers

that are exploiting

hard working taxpayers

instead of

allowing the capitalist

system to

work and produce

wealth.

CAO Entitlements Policy

Cont’d from Pg 2

Following a closed session

that CAO Plachner

refused to attend, council

moved to accept a CAO

Entitlements Policy.

It was explained that

this was a necessary step

as all documents from

the past listing these

benefits and amounts are

no longer in existence.

When questioned by

CAO Plachner, Mayor

Helton stated, “The purpose

of this policy is to

establish a record going

forward, as at this stage

there is neither a record

of entitlements nor documentation

of previous

council approval of these

current entitlements.

“ There is no change, it

is just what you are currently

getting as regards

to vacation, sick, salary,

the RSPs, staff holidays,

just so we have a record

of it,” he concluded.

FOIP fee returned

Further to missing

documents, council

motioned to return a $25

FOIP fee to Joyce

Webster, ECA Review

publisher, as per her

written request.

Coun. Melissa Wilton

read from the letter from

Catherine Taylor, Senior

Information and Privacy

Manager from the Office

of the Information and

Privacy Commissioner of

Alberta that, in part,

stated, ‘The written and

verbal reason cited by

the Public Body [CAO

Plachner] to deny access

is not a valid reason

under the FOIP Act.’

The letter concluded

stating “A public body

cannot simply refuse to

look for a record and

refuse to respond. The

FOIP Act was put in

place to prevent that

very thing.”

List of destroyed

documents

To be compliant with

the Municipal

Government Act (MGA)

Section 214 (1 and 2),

council passed a motion

to have the CAO present

a comprehensive report

listing all missing

documents.

CAO Plachner had

responded to John

Siemens request on Sept.

4, 2019 that the “minutes

from the 1970’s and 1980’s

were not available as

they do not exist any

longer and were apparently

disposed of years

ago when the storage

room was cleaned out in

the 90’s by council and a

summer student.”

Coun. Wilton continued

to read,

“Apparently the disposal

of documents was not

dealt with as per the

Municipal Government

Act.

Door into work area

Council proposed a

divider for the work

space area that is convenient

for all parties

working in the office,

instead of a separate

door, as quotes came in

ranging from $10,000 to

$20,000 for a door.

“It [the divider] won’t

work because of the

FOIP Act. Because of the

FOIP Act it has to be a

soundproof room,” said

CAO Plachner.

Council tabled the item

and motioned for CAO

Plachner to provide the

FOIP regulation section

that specifies the ‘work

space room’ would

require sound proofing

and provide it to council

before their meeting on

Wed. Dec. 18.

County concludes Municipal Accountability Review

Cont’d from Pg 3

Councillors debated who

they felt would be the best fit

including Bunbury, Bye and

Pilsworth.

“I do think that Marilyn

has a good perspective as

well. I wouldn’t cancel her

out,” said Dep. Reeve Doreen

Blumhagen.

“Sorry for using that term

but facts are there,” said

Reeve Schulmeister.

“I mean that there are

women who are active in

farming as well,” said

Blumhagen.

“Yeah well…” said

Schulmeister in a doubtful

voice.

“Careful Stan, careful,”

said Coun. Diane Elliott.

“She is just as qualified as

everyone [else],” added

Blumhagen.

The motion was made to

have Dale Pilsworth and

Dan Bunbury be appointed

to the ASB while Walter

Pickles, Loren Rodvang,

Gordon Wakefield and

Jaron Bye be appointed as

Members at large to sit on

the Weed and Pesticide

Appeal Board for a one-year

term.

Six councillors

were in favour

while Dep. Reeve

Blumhagen was

against it.

Since there

was one more

position needed

to be filled for the

weed and pesticide

board,

Weber who was

asked following

the meeting, if

she would be

interested in that

as she had only

mentioned her

initial interest in

the ASB.

She has since

accepted the

position.

After a short

break, Reeve

Schulmeister

opened the

meeting with a

short apology on

the matter

stating, “The

word I used

describing who

was applying was

not derogatory. It

was not meant as

such but because

of sensitivities I

formally apologize

for using the

term ‘Housewife’,

although I think

they are a very

important position

in our

world.”

Since the

council meeting,

Schulmeister has

sent a letter of

apology to Weber

for this comment.

MAP Review

Paintearth was

randomly

selected by the

provincial government

to

undergo the

Municipal

Accountability

Review (MAP) Report this

year in July.

The review is conducted

by Municipal Affairs officials

who dive into

administration’s policies,

procedures, records and

bylaws for compliance and

items that are not yet compliant

in the eyes of the

Municipal Government Act

(MGA).

It also gives council an

idea of the diverse responsibilities

of the county.

The final findings were

accepted during the council

meeting on Nov. 20 with 16

non-compliant items for the

county to solve.

Chief Administrative

Officer (CAO) Michael

Simpson noted these items

were mostly about bylaw or

policy wording.

“The items with this

report now complete, the

county was required to

implement an action plan to

tackle these non-compliant

items which they passed

during the same council

meeting.

This must be done within

a year which the CAO feels

confident they will.

“Administratively we don’t see any

glaring problems with the stuff they

have identified. It’s just a matter of getting

some policies and bylaws up to

date,” said CAO Simpson.

For positives outlined in the report,

the review noted the public participation

policy as well as public presence

at meetings, tax recovery, land use

bylaw, financial records and receipts,

and passing bylaws to name a few.

As for legislative gaps in administration’s

books, they found voting,

pecuniary interest, schedule of fees

ECA REVIEW HANNA/CORONATION/STETTLER, AB DECEmBER 5'19 11

New branding for Hanna

E. Morrill

ECA Review

Over 100 residents attended to hear

the new Town of Hanna Strategic Plan,

‘Embracing Change, State of the

Union’ forum at the Hanna

Community Centre on Thurs. Nov. 28.

Hanna council and Cactus Corridor

Economic Development Corporation

(CCEDC) hired 13 Ways Inc. to develop

a roadmap

designed to

bring prosperity

to

Hanna well

into the

future.

Mayor

Chad

Warwick

stated, “We

do need help from our citizens to

implement this new Strategic Plan”.

The new Strategic Plan is a document

of two pages with a playbook of

160 pages and is broken into sections.

Doug Griffiths, consultant of 13

Ways Inc., said the new vision for the

Town is, “A community cultivating an

unparalleled quality of life through

technology, agriculture and lifelong

learning.”

Rather than stating “values”, the

new Strategic Plan lists five items outlining

“What We Value”.

These five items are, agriculture,

education, technology, business and

collaboration.

Griffiths stressed the “What We

Value” items are “really important.

This is the plan and priorities beyond

basic infrastructure that always must

take precedence.”

If someone

shows up and

wants to

develop something

that

does not fit

into “What We

Value”, then

Hanna should

say “No”.

The new

Hanna logo representing agriculture,

technology and lifelong learning was

unveiled.

The phrase on the new Town Logo is

“Live the Lifestyle”.

Griffiths stated Hanna needs to reinvent

itself and acknowledged this was

not going to happen over night.

He said, “The only thing holding you

guys back is mind set.”

12 D ecember 5'19 HANNA/CORONATION/STETTLer, AB. ECA REVIEW

The Hanna Ministerial Association presented The

Community Christmas Carol Festival at the Hanna

Community Centre on Sun. Dec. 1. The St. George’s

Catholic Church choir participated in this 20-year

tradition singing ‘Carol of the Bells’. Other participants

included the Hanna Alliance Church, Seventh Day

Adventist Church, Bethel Church choir, Hanna Seniors’

‘Agriculture is huge’

Cont’d from Pg 11

“Where do we go from here?” asked

Mayor Warwick.

“Cactus Corridor needs to hire a

new economic team,” said Griffiths.

“A team with innovation to go out

and get business synonymous to the

core of “What We Value”.

The Strategic Plan compliments the

Strategic Economic Strategy of Cactus

Corridor and the region, so they will

be executed together.

Griffiths continued by stating

another top priority is innovative new

agriculture. He said, “Agriculture is

huge.”

Today, there are many changes in

agriculture through research and

innovation. There is vertical agriculture,

urban agriculture, neutral

pharmaceuticals, greenhouse agriculture

organics and hydroponics.

China and India are looking for safe,

secure food. They are not going to

know we exist if we do not advertise

and they then become aware of what

we can grow and our assets.

A third priority outlined by Griffiths

is the introduction of a new website for

Land for Sale by Tender

The following briefly describes property offered for sale by tender.

Choir, Redeemer Lutheran Church choir, Hanna First

United Church and Ira and Lana Ross. The offering of

$1,281 taken supports the Hanna Ministerial Emergency

Assistance Fund to help with gas and lodging for people

in need of emergency assistance passing through the

region and to help Hanna area families experiencing

domestic violence. ECA Review/R. Baumbach

marketing and have a sales pitch.

Pages should go faster, host videos and

modern look. It should be sophisticated

and show the great quality of life

Hanna offers.

Griffiths proposed the establishment

of local apprenticeship training which

would help the people of Hanna

develop careers in the trades and a

renovation for downtown.

If the community does not come

together no one else will take a risk.

An audience member said that in

addition to the ideas Griffiths put forward,

in some parts of the world they

are creating renewable energy from

food.

Mayor Warwick noted this line of

questioning was impressive and that

the Hanna Learning Centre is in the

process of establishing a business hub

which is charged with the task of

working with entrepreneurs to bring

new businesses to the Hanna region.

“When you sell it [your town], be

positive!” concluded Griffiths,

“Inoculate your friends against negativity.

If they are negative, it won’t sell.
