The <strong>Westlake</strong> CIA will hold its monthly meeting on Tuesday, <strong>January</strong> 21,<br />
<strong>2020</strong>, at 7 PM at the Civic Center located at the corner of Franz Road and<br />
Creek Meadow in <strong>Westlake</strong> <strong>Forest</strong>. Homeowners are invited to attend the<br />
Board meeting and then to participate in the Homeowners Forum, which<br />

FILE ACC BEFORE MAKING MAJOR<br />

All owners are required to file an ACC document when changing the<br />
paint, roof or altering the exterior of the home or any changes that can be<br />
seen from the street in any way. This form can be found on our website:<br />
www.westlakecia.org. Major changes that are initiated prior to filing an<br />
ACC form will be challenged in a court of law.<br />
HOLIDAY & CHRISTMAS DECORATIONS MUST BE<br />
REMOVED BY JANUARY 31ST<br />
We thank all who participated in the holiday and Christmas decorating<br />
contest. Your efforts helped to bring much joy to our neighborhood.<br />
Please remember that all Christmas and holiday decorations must be<br />
removed from the exterior of your home by <strong>January</strong> 31, <strong>2020</strong>. Please<br />

NUISANCE ABATEMENT ENFORCEMENT<br />
CONTINUES IN OUR NEIGHBORHOODS<br />
The Harris County Sheriff’s Office has an overall Nuisance Abatement<br />
program for neighborhoods, such as ours, which have suffered from<br />
severe neglect during the sub-prime foreclosure crisis. Empty homes with<br />
junk and clutter in the front and back yards, eyesores for the community,<br />
inoperable vehicles, health and safety hazards… these and much more<br />
are addressed under Texas law as it applies to Nuisance Abatements in<br />
the Traffic Code and the Health and Safety code.<br />
All contract units are trained in every Nuisance Abatement law on the<br />
books. Each law will be enforced quickly. Once again we are putting a<br />
burden on the Sheriff’s Office that rightfully belongs on other agencies<br />
and the homeowners’ associations, but this is the most expeditious way<br />
of solving the many problems we are seeing in both <strong>Westlake</strong> <strong>Forest</strong> and<br />
<strong>Westlake</strong>.<br />
So, if you know of a home that is abandoned, has a junk vehicle in the<br />
driveway or street, trash, debris, high grass, a dangerous swimming pool,<br />
etc., please email Annette Baldwin at info.westlake@gmail.com or call her<br />
at 281-578-9118. She will forward the information to our deputy or the<br />
district nuisance abatement deputy who will act on it immediately.<br />
This program began in 2011 following the training of all deputies. New<br />
deputies who bid into contracts are trained in Nuisance Abatement prior<br />
to their new assignment.<br />
The vehicle Nuisance Abatement and parking code are enforced in an<br />
ongoing policy for <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong>. The health and safety<br />
laws will supplement that for further improvement in our neighborhoods.<br />
The Harris County Sheriff’s Office is partnering with the Harris County<br />
Health Department and the County Attorney in an effort to clean up<br />
these problems.<br />
WARN YOUR CHILDREN ABOUT SURFACE WATER<br />
IN BAYOUS & SPILLWAYS<br />
Please warn your children not to swim in any surface water bayous or<br />
spillways in Harris County. Most MUD districts dump “gray water” into<br />
the surface water of Harris County. “Gray water” is partially processed<br />
wastewater from sewers and contains lots of bacteria. Recently we have<br />
seen younger children wading in the spillways and teenagers in the<br />
waters of the bayous. In addition to the bacteria, our bayous are home to<br />
a number of animals such as alligators and snakes. Just to be safe, have a<br />
conversation with your children about our waterways.<br />
CALL IT IN… CALL IT IN<br />
An unlikely dynamic in <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong> has taken shape<br />
with nextdoor.com. Instead of calling the Sheriff’s Office about suspicious<br />
activity or possible criminal activity, people are posting these events on<br />
next door. Don’t do this.<br />
A quick review of our calls for service in 2018, has demonstrated that our<br />
residents are not calling the Sheriff’s Office on suspicious persons and<br />
suspicious vehicles as well as crimes such as burglary of a motor vehicle,<br />
etc.<br />
If you don’t call to report a crime or suspected criminal activity in progress<br />
or suspicious persons or vehicles, no arrests will be made, the crime or<br />
criminal activity will continue and the Sheriff’s Office will not know that<br />
anything is going on. Yes, we have those rare occasions where a deputy,<br />
by pure luck, drives up on a crime or suspicious activity in progress. But<br />
why rely on luck when you have a telephone? The number to call is 713-<br />
221-6000. This is the phone number for the Harris County Sheriff’s Office.<br />
If there is an emergency, call 9-1-1. We live in HARRIS County. If you would<br />
like a magnet for your refrigerator so that both these numbers are readily<br />
available to you, stop at the Franz Road Fry Store Front and pick one up.<br />

While parking on the street and in the driveway is legal, it is amazing how<br />
many people do not use their garages for vehicle parking. If your garage<br />
is full of junk, this might be the time to clean it out, throw it away or put<br />
it in the attic<br />
If you must park on your driveway, please remember to lock your vehicle.<br />
Before leaving your vehicle, take out items that might attract a criminal<br />
(major or minor) such as CDs, tapes, computers, cell phones, cash, credit<br />
cards, bags containing unknown items and anything that might attract a<br />
crime of opportunity. If you leave items in your vehicle and your vehicle<br />
is unlocked, don’t be surprised if your property is missing the next day.<br />
Recently we have reports of catalytic converters, wheels and tailgates of<br />
pick-ups being stolen from various vehicles parked both on the street<br />
and in driveways. All of these are expensive replacements, minimally<br />
requiring a deductible payment on vehicle insurance and often raising<br />
your rates with a claim. It would seem wiser to empty the garage and<br />
park the cars there overnight.<br />
PARKING LAWS MEANT<br />
TO INCREASE SAFETY<br />
Once again we are asking you to please be considerate of your neighbors<br />
and the emergency personnel who risk their lives for us. Fire engines and<br />
ambulances often cannot squeeze down some of our streets when cars<br />
and trucks are parked on the street. Park cars in your garage and on your<br />
driveway. Always lock cars parked on your driveway and make sure you<br />
have removed “attractive valuables” from them. Since the largest homes<br />
in our subdivisions have four bedrooms, there is really no reason for more<br />
than four cars per house….two in the garage and two in the driveway.<br />
Guests can park on the street, but they need to be very aware of the<br />
parking laws in Texas. Due to the continuing upswing in street parking,<br />
the following Parking Laws of the state of Texas will be enforced to the<br />
letter:<br />
1. Park no closer than 30 feet from a stop sign<br />
2. Park no closer than 20 feet from a cross walk<br />
3. Park no closer than 15 feet from a fire hydrant<br />
4. Park no farther from the curb than 18”<br />
5. Cars parked on the street must be locked<br />
6. Park with the flow of traffic<br />
7. Vehicles parked on the street must have a valid and current registration<br />
and inspection sticker and be in operable condition<br />
8. Parking for more than 48 hours on the street is a violation that can<br />
result in towing<br />
9. Do not obstruct the driveways of others with your vehicle<br />
10. Double parking will result in immediate citation and possible towing<br />
These laws are not designed for a neat appearance and for the safety of<br />
the public. The life you save might just be your own. And many citations<br />
have been written over the past six months; citations will be written to<br />
any vehicle that is illegally parked.<br />
WCIA DUES ARE PAYABLE<br />
BY JANUARY 31, <strong>2020</strong><br />
Your <strong>2020</strong> annual maintenance dues are payable on or before <strong>January</strong><br />
31, <strong>2020</strong>. Please make sure to mail your check in advance of the date so<br />
that you do not incur a late penalty.<br />
As in previous years, if you would like to make arrangements to pay your<br />
<strong>2020</strong> dues in advance over the twelve month period, please send your<br />
checks to PCMI and include the address and account number for the<br />
home. Inframark is listed on the inside page of this newsletter.<br />

If you are having a financial hardship and cannot pay your <strong>2020</strong> dues in full<br />
by <strong>January</strong> 31, <strong>2020</strong>, please contact Inframark to make arrangements for<br />
monthly payments. Texas law permits homeowners to set up a payment<br />
plan if they are unable to pay the full amount owed to their HOA by the<br />
deadline.<br />

in the Houston area. The temperatures are chilly to moderate and the<br />
trees and shrubbery are given the best possible start on life.<br />

LOCAL DEVELOPER PLEDGES 3-YEAR CONTRIBUTION TO KATY ISD EDUCATION FOUNDATION<br />
Cane Island, home to many parents, grandparents and increasing numbers of Katy ISD students, has joined the corps of Keystone Investors contributing<br />
to the Katy ISD Education Foundation and its Inspiring Imagination teacher grant program. The Foundation’s Investor program allows the community,<br />
both individuals and business leaders like Cane Island, to provide a sound financial platform for Foundation initiatives by committing to three years<br />
or more of support.<br />
Cane Island President Dan Naef joined the Katy ISD Education Foundation for 2019-<strong>2020</strong> Inspiring Imagination teacher grant announcements. “It was<br />
one of the most special experiences I’ve had in Katy,” Naef said, “To be present and witness the joy in a teacher’s eyes when they win a grant and to hear<br />
the excitement in their voice, it’s priceless.” Cane Island doesn’t just build homes, it builds community. Naef said, “Nothing says community like taking<br />
care of our children and taking care of the educators who pour into our children.”<br />
The Katy ISD Education Foundation has awarded $1.6 million in its first seven years of Inspiring Imagination teacher grants, impacting students in<br />
classrooms all around the district. Funding for the program is provided in part by long-term investors like Cane Island and annual fundraising events<br />

Pick your race, pick your pace and raise funds for teacher grants with<br />
every step. Run or walk with the Katy ISD Education Foundation in the<br />
Katy Half Marathon/5K/1K on Saturday, February 8, <strong>2020</strong> at Katy Mills<br />
Mall to raise funds for the Inspiring Imagination teacher grant program.<br />
The Katy ISD Education Foundation celebrated a spectacular milestone<br />
this year with $1,600,000 awarded in its first seven years of Inspiring<br />
Imagination teacher grants. Reason2Race and its proceeds play a key role<br />
in reaching milestones such as this and will continue to garner support as<br />
the foundation’s grant program expands.<br />
Register and join Team Katy ISD Education Foundation, a Katy ISD campus<br />
team or recruit your own team of co-workers and friends. The Katy ISD<br />
Education Foundation has a goal of $60,000 for this year’s Reason2Race.<br />

mark your calendar for the Houston Wing Annual Hanger Dance, set<br />

EXCHANGE STUDENT?<br />
You don’t have any kids? Are you a single parent? Same sex couple? An<br />
empty nester? This is not a problem, we place our students in all kinds of<br />
families!<br />
You’re not rich? Neither am I! Your exchange student comes with their<br />
own spending money and health insurance. All you provide is room/<br />
board and three meals a day. Oh and TLC…but that’s free. Live in the<br />
middle of nowhere? Small town? Not a big deal. Some kids prefer to get<br />
away from the hustle and bustle of big cities. The exchange students also<br />
do pretty well in small schools, as they usually get to be the center of<br />
attention and make friends rather quickly. Our students also get chances<br />
to travel to New York, Washington DC, Hawaii and California…so they<br />
can get their fill of the city life and return back to the peaceful sounds of<br />
nature. Do you consider yourself a boring person? More than likely this<br />
is not true and you should quit being so hard on yourself. Your student<br />
will make friends. Your student will meet other exchange students. Your<br />
student will attend activities offered by our program. Your student will<br />
get involved in sports and school clubs. Your purpose is not to entertain<br />
them. But you might find that you bring a little adventure to each others<br />
lives. Kids are too young? Great! Lots of students love young kids and<br />
your kids will love them. It’s beneficial to introduce your kids to new<br />
cultures at a very young age. You’re preparing them to accept people no<br />
matter what the religion, color of their skin or language they speak. That<br />
my friend, is good parenting. Don’t hold back! This is a gret experience for<br />
both parties. You get the opportunity to change a child’s life. You get the<br />
satisfaction of seeing them grow, even after they leave your home into<br />
becoming a doctor, a lawyer, a diplomat, artist, teacher…the list goes on.<br />
And you contributed to that success! And the best part of it all, is you gain<br />
another family member for life. We need people like you to give these<br />
kids a chance.<br />

You could make this on National Spaghetti Day <strong>January</strong> 4th! Everyone is<br />
trying to be a little healthier these days, so instead of a pasta spaghetti,<br />
try using spaghetti squash:<br />
DIRECTIONS:<br />
1. To start, cut your squash in half lengthwise. This is definitely the<br />
hardest part of making spaghetti squash, but with a sharp chef’s knife<br />
and some determination you’ll do just fine.<br />
2. Remove the seeds. Drizzle the cut sides with olive oil and season with<br />
salt and pepper. Flip the squash cut-side down on a baking sheet.<br />
3. Pop it in a 400°F oven for 40 minutes. Depending on the size of your<br />
squash, this could take more like an hour. If 40 minutes have passed<br />
and you’re not sure if the squash is ready, pull it out of the oven and<br />
drag the tines of a fork on the cut side. If spaghetti-like strands easily<br />
release from the skin, it’s ready. If not, continue baking and check on it<br />
every 5 to 10 minutes. Over-roasting can lead to soggier “spaghetti,” so<br />
it’s best to keep a close eye on the squash.<br />
4. Shred it! When it’s ready, let cool slightly before creating “spaghetti”<br />
with your fork.<br />
Top with spaghetti sauce or for an even healthier and lower calorie<br />
option, go with a marinara sauce.<br />

Ingredients<br />
1 banana, frozen<br />
1 cup (5-6 whole) strawberries, fresh or frozen<br />
1/4 cup milk of choice<br />
DIrections<br />
Place all 3 ingredients in a food processor and pulse for<br />
about 1-2 minutes. Scoop into bowl. ENJOY!!<br />

Gardening Tips<br />
• Birds: Provide food and fresh water. More birds die<br />
from lack of water than from lack of food.<br />
• Cacti: Semi-dormant now. Reduce watering.<br />
• Camellias: Plants may be moved. Pick up and discard fallen<br />
blooms.<br />
• Cultivation: Changes in design may now be made, new<br />
beds dug and old ones rebuilt. Correct defects in drainage.<br />
Incorporate gypsum into heavy soils: repeat in three weeks.<br />
Dig granite dust, rock phosphate and quantities of organic<br />
matter into soil. Allow time for settling before planting.<br />
• Fertilize: Daylilies, spuria, Louisiana and bearded irises<br />
with complete fertilizer. Give strawberries 1 teaspoon<br />
ammonium sulfate, keeping six inches away from plant.<br />
Fertilize pansies with manure tea or blood meal. Water in.<br />
• Fruits: Plant fruit trees. Mulch figs with grass or straw to<br />
prevent freeze damage to crown.<br />
• House Plants: Water, when surface soil is crumbly dry.<br />
Wash dust off leaves to open pores. Mist often. Inspect for<br />
diseases and insects. Reduce water for poinsettias.<br />
• Lawns: Remove thatch aerate, and feed with low nitrogen<br />
mixture.<br />
• Pests: For petal blight prevention, spray azaleas and<br />
camellias as flowers open. Spray for scale with dormant oil<br />
solution if temperature will be above 35˚ and below 85˚<br />
for next 48 hours. Always read and heed manufacturer’s<br />
directions before spraying.<br />
• Propagation: Ivy cuttings root easily this month and next.<br />
Root cuttings of shrubs in mixture of loam and coarse sand;<br />
keep damp and semi-shaded until rooted.<br />
• Prune: Fruit trees in advance of new growth. Prune to<br />
groom and shape. Do not remove too much. Remove dead<br />
wood from trees and shrubs before spring buds swell, but<br />
do not prune spring bloomers. Prune crape myrtles. Prune<br />
nandina and others of similar growth habit by cutting<br />
unwanted canes out at base of plant.<br />
• Roses: Annual pruning about the middle of February, just<br />
before the spring buds break. To prevent later appearance<br />
of disease in the old beds, keep garden clean of debris and<br />
weeds. Complete preparation of new beds for roses.<br />
• Transplanting: <strong>January</strong> is one of the best months to<br />
transplant woody plants, both evergreen and deciduous,<br />
especially trees. Energy will be expended on roots instead<br />
of foliage. Learn ultimate size and cultural needs of tree<br />
or plant before buying. Consider dwarf varieties to avoid<br />
crowding later. Group plants of similar cultural needs. Do<br />
not work wet soil. Assure good drainage. Keep plants moist.<br />
• Vegetables: Prepare beds, preferably raised for drainage,<br />
with about 50% humus, including rotted manure.<br />
• Winter Protection: Expect freeze any time; plan for<br />
protection of tender plants. Water. Remove coverings,<br />
particularly plastic, when temperature rises. Protect low<br />
plants with dry leaves, pine needles or soil mulch, but<br />
remove when weather warms.<br />
