NUISANCE ABATEMENT ENFORCEMENT
CONTINUES IN OUR NEIGHBORHOODS
The Harris County Sheriff’s Office has an overall Nuisance Abatement
program for neighborhoods, such as ours, which have suffered from
severe neglect during the sub-prime foreclosure crisis. Empty homes with
junk and clutter in the front and back yards, eyesores for the community,
inoperable vehicles, health and safety hazards… these and much more
are addressed under Texas law as it applies to Nuisance Abatements in
the Traffic Code and the Health and Safety code.
All contract units are trained in every Nuisance Abatement law on the
books. Each law will be enforced quickly. Once again we are putting a
burden on the Sheriff’s Office that rightfully belongs on other agencies
and the homeowners’ associations, but this is the most expeditious way
of solving the many problems we are seeing in both Westlake Forest and
Westlake.
So, if you know of a home that is abandoned, has a junk vehicle in the
driveway or street, trash, debris, high grass, a dangerous swimming pool,
etc., please email Annette Baldwin at info.westlake@gmail.com or call her
at 281-578-9118. She will forward the information to our deputy or the
district nuisance abatement deputy who will act on it immediately.
This program began in 2011 following the training of all deputies. New
deputies who bid into contracts are trained in Nuisance Abatement prior
to their new assignment.
The vehicle Nuisance Abatement and parking code are enforced in an
ongoing policy for Westlake and Westlake Forest. The health and safety
laws will supplement that for further improvement in our neighborhoods.
The Harris County Sheriff’s Office is partnering with the Harris County
Health Department and the County Attorney in an effort to clean up
these problems.
WARN YOUR CHILDREN ABOUT SURFACE WATER
IN BAYOUS & SPILLWAYS
Please warn your children not to swim in any surface water bayous or
spillways in Harris County. Most MUD districts dump “gray water” into
the surface water of Harris County. “Gray water” is partially processed
wastewater from sewers and contains lots of bacteria. Recently we have
seen younger children wading in the spillways and teenagers in the
waters of the bayous. In addition to the bacteria, our bayous are home to
a number of animals such as alligators and snakes. Just to be safe, have a
conversation with your children about our waterways.
CALL IT IN… CALL IT IN
An unlikely dynamic in Westlake and Westlake Forest has taken shape
with nextdoor.com. Instead of calling the Sheriff’s Office about suspicious
activity or possible criminal activity, people are posting these events on
next door. Don’t do this.
A quick review of our calls for service in 2018, has demonstrated that our
residents are not calling the Sheriff’s Office on suspicious persons and
suspicious vehicles as well as crimes such as burglary of a motor vehicle,
etc.
If you don’t call to report a crime or suspected criminal activity in progress
or suspicious persons or vehicles, no arrests will be made, the crime or
criminal activity will continue and the Sheriff’s Office will not know that
anything is going on. Yes, we have those rare occasions where a deputy,
by pure luck, drives up on a crime or suspicious activity in progress. But
why rely on luck when you have a telephone? The number to call is 713-
221-6000. This is the phone number for the Harris County Sheriff’s Office.
If there is an emergency, call 9-1-1. We live in HARRIS County. If you would
like a magnet for your refrigerator so that both these numbers are readily
available to you, stop at the Franz Road Fry Store Front and pick one up.
These deputies are with the Crime Prevention Bureau. The phones are
answered during weekdays only.
GARAGES AND CARS ARE
MADE FOR EACH OTHER
While parking on the street and in the driveway is legal, it is amazing how
many people do not use their garages for vehicle parking. If your garage
is full of junk, this might be the time to clean it out, throw it away or put
it in the attic
If you must park on your driveway, please remember to lock your vehicle.
Before leaving your vehicle, take out items that might attract a criminal
(major or minor) such as CDs, tapes, computers, cell phones, cash, credit
cards, bags containing unknown items and anything that might attract a
crime of opportunity. If you leave items in your vehicle and your vehicle
is unlocked, don’t be surprised if your property is missing the next day.
Recently we have reports of catalytic converters, wheels and tailgates of
pick-ups being stolen from various vehicles parked both on the street
and in driveways. All of these are expensive replacements, minimally
requiring a deductible payment on vehicle insurance and often raising
your rates with a claim. It would seem wiser to empty the garage and
park the cars there overnight.
PARKING LAWS MEANT
TO INCREASE SAFETY
Once again we are asking you to please be considerate of your neighbors
and the emergency personnel who risk their lives for us. Fire engines and
ambulances often cannot squeeze down some of our streets when cars
and trucks are parked on the street. Park cars in your garage and on your
driveway. Always lock cars parked on your driveway and make sure you
have removed “attractive valuables” from them. Since the largest homes
in our subdivisions have four bedrooms, there is really no reason for more
than four cars per house….two in the garage and two in the driveway.
Guests can park on the street, but they need to be very aware of the
parking laws in Texas. Due to the continuing upswing in street parking,
the following Parking Laws of the state of Texas will be enforced to the
letter:
1. Park no closer than 30 feet from a stop sign
2. Park no closer than 20 feet from a cross walk
3. Park no closer than 15 feet from a fire hydrant
4. Park no farther from the curb than 18”
5. Cars parked on the street must be locked
6. Park with the flow of traffic
7. Vehicles parked on the street must have a valid and current registration
and inspection sticker and be in operable condition
8. Parking for more than 48 hours on the street is a violation that can
result in towing
9. Do not obstruct the driveways of others with your vehicle
10. Double parking will result in immediate citation and possible towing
These laws are not designed for a neat appearance and for the safety of
the public. The life you save might just be your own. And many citations
have been written over the past six months; citations will be written to
any vehicle that is illegally parked.
WCIA DUES ARE PAYABLE
BY JANUARY 31, 2020
Your 2020 annual maintenance dues are payable on or before January
31, 2020. Please make sure to mail your check in advance of the date so
that you do not incur a late penalty.
As in previous years, if you would like to make arrangements to pay your
2020 dues in advance over the twelve month period, please send your
checks to PCMI and include the address and account number for the
home. Inframark is listed on the inside page of this newsletter.
6
January 2020 | Westlake/Westlake Forest

If you are having a financial hardship and cannot pay your 2020 dues in full
by January 31, 2020, please contact Inframark to make arrangements for
monthly payments. Texas law permits homeowners to set up a payment
plan if they are unable to pay the full amount owed to their HOA by the
deadline.
TREE PLANTING TIME
January and February are excellent times to plant trees and shrubbery
in the Houston area. The temperatures are chilly to moderate and the
trees and shrubbery are given the best possible start on life.
If you are considering adding to your landscaping, we recommend that
you choose one of these two months to do it. Your money will be well
spent.
LOCAL DEVELOPER PLEDGES 3-YEAR CONTRIBUTION TO KATY ISD EDUCATION FOUNDATION
Cane Island, home to many parents, grandparents and increasing numbers of Katy ISD students, has joined the corps of Keystone Investors contributing
to the Katy ISD Education Foundation and its Inspiring Imagination teacher grant program. The Foundation’s Investor program allows the community,
both individuals and business leaders like Cane Island, to provide a sound financial platform for Foundation initiatives by committing to three years
or more of support.
Cane Island President Dan Naef joined the Katy ISD Education Foundation for 2019-2020 Inspiring Imagination teacher grant announcements. “It was
one of the most special experiences I’ve had in Katy,” Naef said, “To be present and witness the joy in a teacher’s eyes when they win a grant and to hear
the excitement in their voice, it’s priceless.” Cane Island doesn’t just build homes, it builds community. Naef said, “Nothing says community like taking
care of our children and taking care of the educators who pour into our children.”
The Katy ISD Education Foundation has awarded $1.6 million in its first seven years of Inspiring Imagination teacher grants, impacting students in
classrooms all around the district. Funding for the program is provided in part by long-term investors like Cane Island and annual fundraising events
Fireflies & Foodtrucks and GROOVE. To learn more, contact us at 281-396-6031 or visit www.katyisdeducationfoundation.org.
in reaching milestones such as this and will continue to garner support as
the foundation’s grant program expands.
STILL ON THE FENCE ABOUT HOSTING AN
EXCHANGE STUDENT?
You don’t have any kids? Are you a single parent? Same sex couple? An
empty nester? This is not a problem, we place our students in all kinds of
families!
You’re not rich? Neither am I! Your exchange student comes with their
own spending money and health insurance. All you provide is room/
board and three meals a day. Oh and TLC…but that’s free. Live in the
middle of nowhere? Small town? Not a big deal. Some kids prefer to get
away from the hustle and bustle of big cities. The exchange students also
do pretty well in small schools, as they usually get to be the center of
attention and make friends rather quickly. Our students also get chances
to travel to New York, Washington DC, Hawaii and California…so they
can get their fill of the city life and return back to the peaceful sounds of
nature. Do you consider yourself a boring person? More than likely this
is not true and you should quit being so hard on yourself. Your student
will make friends. Your student will meet other exchange students. Your
student will attend activities offered by our program. Your student will
get involved in sports and school clubs. Your purpose is not to entertain
them. But you might find that you bring a little adventure to each others
lives. Kids are too young? Great! Lots of students love young kids and
your kids will love them. It’s beneficial to introduce your kids to new
cultures at a very young age. You’re preparing them to accept people no
matter what the religion, color of their skin or language they speak. That
my friend, is good parenting. Don’t hold back! This is a gret experience for
both parties. You get the opportunity to change a child’s life. You get the
satisfaction of seeing them grow, even after they leave your home into
becoming a doctor, a lawyer, a diplomat, artist, teacher…the list goes on.
And you contributed to that success! And the best part of it all, is you gain
another family member for life. We need people like you to give these
kids a chance.
STS Foundation is a 501(c)(3) organization whose mission is to place
exchange students in our area. If you are interest in hosting, please
contact me at 832-455-7881 or at vicki.stsfoundation@yahoo.com. I’ll be
happy to answer any question you might have and get you started on
hosting your very own student!
Spaghetti Squash
You could make this on National Spaghetti Day January 4th! Everyone is
trying to be a little healthier these days, so instead of a pasta spaghetti,
try using spaghetti squash:
DIRECTIONS:
1. To start, cut your squash in half lengthwise. This is definitely the
hardest part of making spaghetti squash, but with a sharp chef’s knife
and some determination you’ll do just fine.
2. Remove the seeds. Drizzle the cut sides with olive oil and season with
salt and pepper. Flip the squash cut-side down on a baking sheet.
3. Pop it in a 400°F oven for 40 minutes. Depending on the size of your
squash, this could take more like an hour. If 40 minutes have passed
and you’re not sure if the squash is ready, pull it out of the oven and
drag the tines of a fork on the cut side. If spaghetti-like strands easily
release from the skin, it’s ready. If not, continue baking and check on it
every 5 to 10 minutes. Over-roasting can lead to soggier “spaghetti,” so
it’s best to keep a close eye on the squash.
4. Shred it! When it’s ready, let cool slightly before creating “spaghetti”
with your fork.
Top with spaghetti sauce or for an even healthier and lower calorie
option, go with a marinara sauce.
Single Serving Healthy
Homemade Strawberry
Ice Cream
You could make this on National Strawberry Ice Cream Day
January 15th!
Ingredients
1 banana, frozen
1 cup (5-6 whole) strawberries, fresh or frozen
1/4 cup milk of choice
DIrections
Place all 3 ingredients in a food processor and pulse for
about 1-2 minutes. Scoop into bowl. ENJOY!!
Gardening Tips
• Birds: Provide food and fresh water. More birds die
from lack of water than from lack of food.
• Cacti: Semi-dormant now. Reduce watering.
• Camellias: Plants may be moved. Pick up and discard fallen
blooms.
• Cultivation: Changes in design may now be made, new
beds dug and old ones rebuilt. Correct defects in drainage.
Incorporate gypsum into heavy soils: repeat in three weeks.
Dig granite dust, rock phosphate and quantities of organic
matter into soil. Allow time for settling before planting.
• Fertilize: Daylilies, spuria, Louisiana and bearded irises
with complete fertilizer. Give strawberries 1 teaspoon
ammonium sulfate, keeping six inches away from plant.
Fertilize pansies with manure tea or blood meal. Water in.
• Fruits: Plant fruit trees. Mulch figs with grass or straw to
prevent freeze damage to crown.
• House Plants: Water, when surface soil is crumbly dry.
Wash dust off leaves to open pores. Mist often. Inspect for
diseases and insects. Reduce water for poinsettias.
• Lawns: Remove thatch aerate, and feed with low nitrogen
mixture.
• Pests: For petal blight prevention, spray azaleas and
camellias as flowers open. Spray for scale with dormant oil
solution if temperature will be above 35˚ and below 85˚
for next 48 hours. Always read and heed manufacturer’s
directions before spraying.
• Propagation: Ivy cuttings root easily this month and next.
Root cuttings of shrubs in mixture of loam and coarse sand;
keep damp and semi-shaded until rooted.
• Prune: Fruit trees in advance of new growth. Prune to
groom and shape. Do not remove too much. Remove dead
wood from trees and shrubs before spring buds swell, but
do not prune spring bloomers. Prune crape myrtles. Prune
nandina and others of similar growth habit by cutting
unwanted canes out at base of plant.
• Roses: Annual pruning about the middle of February, just
before the spring buds break. To prevent later appearance
of disease in the old beds, keep garden clean of debris and
weeds. Complete preparation of new beds for roses.
• Transplanting: January is one of the best months to
transplant woody plants, both evergreen and deciduous,
especially trees. Energy will be expended on roots instead
of foliage. Learn ultimate size and cultural needs of tree
or plant before buying. Consider dwarf varieties to avoid
crowding later. Group plants of similar cultural needs. Do
not work wet soil. Assure good drainage. Keep plants moist.
• Vegetables: Prepare beds, preferably raised for drainage,
with about 50% humus, including rotted manure.
• Winter Protection: Expect freeze any time; plan for
