Sammy Gyamfi
granted bail
THE NATIONAL
Communications
Officer of the National
Democratic
Congress (NDC),
Sammy Gyamfi, has been
granted police inquiry bail after
officials of the Criminal Investigations
Department (CID)
had picked him up in connection
with an alleged cybercrime
offence.
The police obtained warrants
from the Court to arrest
and interrogate the NDC
Communicator for his alleged
involvement in forgery and attempts
to spread false information
to cause fear and panic in
the country concerning kidnapping
and causing unlawful
damage.
After several hours of interrogation,
the police have
granted him bail and will report
on Monday at 2p.m. for
further investigation.
The forgery claims, Starrfm.com.gh
understands, was
filed by the Executive Secretary
to the President, Nana Asante
Bediatuo.
NDC bigwigs storm
CID Headquarters
• Sammy Gyamfi
Some high profile lawyers
and personalities of the NDC
thronged the Headquarters of
the CID following the arrest
of the party’s National Communications
Officer yesterday.
Starr news reporter Daniel
Lartey, who was on the premises,
reported that personalities
like National Party Chairman,
Samuel Ofosu-Ampofo,
Lawyer Tony Lithur, Mrs. Marietta
Brew Appiah –Oppon,
Lawyer Edwin Edudzi Tamakloe,
Lawyer Abraham Amaliba
and Mr Samuel Okudzeto
Ablakwa were at the place.
According to him, these
personalities, together with Mr
Gyamfi, had a closed-door
meeting with the police and Mr
Gyamfi, who was picked up by
the officials of the CID after
live-studio discussion morning
show “Adekye Nsroma” on
UTV.
The reason for his arrest
was yet to be established but it
is believed it is in connection
with his cybercrime case being
investigated by the police.
Background
The police in December invited
Mr Gyamfi to respond to
allegations of cybercrime levelled
against him by an unnamed
person in the Jubilee
House.
However, Mr Gyamfi declined
the invitation by the
CID and later, through his
lawyers, sued to stop the police
from examining his phone
records and gaining access to
his Facebook account.
The suit, filed at the Accra
High Court, among other
things, sought an injunction on
an earlier court warrant by the
Kaneshie District Court for the
seizure of his electronic gadgets.
Mr Gyamfi argued that the
police “failed to establish any
legal basis to have access to his
phone records when they failed
to show any probable cause
that the applicant has or is
about to commit the alleged
crime to justify the revocation
of the applicant’s right to privacy
and the protection of
same.”
He also said the police were
yet to provide the document he
allegedly forged “and any evidence
of the said forgery.”

Ofosu-Ampofo case:
AG begs for time
BY MUNTALLA INUSAH
muntalla.inusah@dailyheritage.com.gh
• To prepare its witness
THE DIRECTOR of
Public Prosecution
(DPP), Mrs Yvonne
Attakorah Obuobisah,
has asked the
Criminal Court in Accra to give
them time to prepare their first
witness in the case in which the
National Chairman of the National
Democratic Congress,
Samuel Ofoso Ampofo, and a
Deputy Communications Officer,
Kwaku Boahen, are standing
trial for various offences.
The two have been charged
with conspiracy to cause harm
and assault on a public officer
and have been granted bail after
pleading not guilty.
This was the second time the
trial has been adjourned. It was
initially fixed for December 18,
2019 but adjourned to Monday,
January 27, 2020.
In court on Monday, when
the case was called, the DPP
told the court that even though
the matter was fixed for the day
for the trial to commence, they
prayed for time to have a conference
with their first witness.
According to her, “our witness travelled
for a medical examination and so
we couldn’t have conference with him”
and therefore requested the case to be
adjourned to Wednesday, January 29,
2020.

the prosecution prior to the case
being called, said he was in agreement for
the case to be adjourned to Wednesday.
Struck case out
Meanwhile, counsel for the 2nd accused
person (Kwaku Boahen), Dr Aziz
Basit Bamba, has drawn the court’s attention
to the delay being occasioned by the
State.
According to him, since April last year
when the accused persons were arraigned,
the State was still asking for time
to prepare their witness.
It was his case that the state could
have called their 2nd witness once their
first witness was not ready.
He, however, prayed the court to
strike the case out so that anytime the
State was ready, they could come back.
In her short
response, the
DPP said the
delay in the case
could not have
been blamed on
the prosecution
because most of
the previous
sittings were all
used to respond
to various
applications from
the defence
team.
He contended that a criminal
charge is one of the serious things to
hang on one’s neck.
In her short response, the DPP said
the delay in the case could not have been
blamed on the prosecution because most
of the previous sittings were all used to
respond to various applications from the
defence team.
She assured the court that their witness
would be readily prepared for the
trial to commence on Wednesday.
Justice Samuel Asiedu, now justice of
the Court of Appeal sitting with additional
responsibility as a High Court
judge, said Wednesday is just two days
away and so could not strike the case out.
He subsequently adjourned the case to
January 29, 2020, for the State to produce
their first witness.

Health Service allays fears of
coronavirus entering country
THE GHANA
Health Service
(GHS) has
allayed fears the
coronavirus in
China may find its
way into the country.
Director-General of GHS, Dr
Patrick Aboagye, says stringent
measures have been put in place,
especially at the country's entry
points to screen passengers.
He added that should it enter
Ghana, a clinical health plan had
been developed with the Noguchi
Memorial Institute for Medical Research
to be on standby to test and
diagnose to manage the virus.
“We’ve put in place systems of
sorts to prevent entry and surveillance
to identify any threats from
anybody coming from an affected
country so that we are able to prevent
the disease from entering the
country.
“The Public Health Emergency
Management Committees, which
currently exist at the national, regional
and district level, have been
alerted. Yesterday the national
technical coordinating committee
also met to discuss the situation
and confer measures put in place
by the public health division and
the Ghana Health Service in general,”
Dr Aboagye said.
So far, in China, the lock-down
measures are increasing across the
Hubei province to try to control
the spread.
Travel restrictions have been
expanded to 13 cities, with a total
of 36 million people affected.
Wuhan, where the outbreak
began, is rapidly building a new
hospital.
The city, home to around 11
million people, is struggling to
cope with the increasing number
of patients and the city is on lockdown.
There are several Ghanaian students
who live in Wuhan. Meanwhile,
the National Union of
Ghana Students says their colleagues
in various institutions in
China are safe.
“Most cities where you have
Ghanaians are safe. In Wuhan,
which is the epicentre of the virus,
I [have] interacted with them since
this epidemic started and everyone
is safe because we have the local
executives interacting with all the
students in the various universities.
The Ghanaian Embassy over there
has also issued some guidelines for
students,” the NUGS president

respective countries, today,
January 27, 2020, presented
their letters of credence to
President Nana Addo
Dankwa Akufo Addo at the Jubilee
House.
The presentation of their credentials
essentially marks the beginning of
their tour of duty in the Republic of
Ghana.

Ambassador of Zimbabwe
Ambassador Kufa Edward Chinoza,
in his address to President

noted that Zimbabwe and
Ghana had come a long way in their

These relations, he said, dates back
to the time of Zimbabwe’s struggle
for independence. He indicated that
President Emmerson Mnangagwa was
looking forward to enriching this relationship
further.
President Akufo Addo on
Zimbabwe
President Akufo Addo, in response,
observed that Ghana was
aware of some serious sanctions that
had been imposed on Zimbabwe by
several inter-governmental organizations
across the world. These sanctions,
he said, were obviously affecting
the development of Zimbabwe negatively.
President Akufo Addo pledged
that Ghana, together with the rest of
Africa, would continue to press on the
organizations concerned to have these
sanctions removed.
Ambassador of Mali
Ambassador Abdoul Karder Toure
commended President Akufo-Addo
for his successful ‘Year of Return’ initiative.
“The initiative largely contributed
in giving another image, the real image
of Africa, to our Diasporans, who
now realize that Africa is not only the
continent of difficulties, wars, conflicts,
diseases, etc, but it also has men
and women who are fighting to overcome
the scourges of underdevelopment;
men and women who believe,

Aid” is possible, that “Africa Beyond
Aid” is possible,” Ambassador
Toure said.

the government for instituting the
“Year of Return” initiative. He described
the initiative as a “milestone”
under the Presidency of Nana Addo
Dankwa Akufo Akufo-Addo. He
urged the President, and for that matter
Ghana, to support the Republic of
Kenya’s bid for the Non-Permanent
seat of the United Nations Security
Council for the period 2021-2022.
President Akufo Addo on Kenya
President Akufo-Addo noted that
the challenges of terrorism in East
Africa were also showing up in West
Africa and the Sahel. These challenges
of terrorism and violent extremism,
he said, must be tackled head-on. He
pledged to take steps to lobby his colleague
African leaders to get them to
pay more attention to dealing with
them with the seriousness they deserved.
Indian High Commissioner
Indian High Commissioner,
Sugandh Rajaram said India was keen
on deepening ties with Ghana in all
areas and looked forward to working
closely towards fostering bilateral economic
and commercial relations for
mutual benefit.
“I affirm my commitment to you
to deepen and expand the scope of
our cooperation and my desire to
work together in advancing our common
goals of serving our citizens to
the best of my ability,” High Commissioner
Rajaram said.
President Akufo Addo on India
President Akufo Addo welcomed
the India envoy to Ghana and congratulated
him on his appointment. He
also wished him a successful tour of
duty in Ghana. He assured High Commissioner
Rajaram that his office, as
well as the Foreign Affairs and Regional
Integration Ministry, was ready
to assist him in order to have a successful
stay in the nation.

their respective countries’ desire to
deepen ties with Ghana. They also

Ghana as she hosts the continental
secretariat of the AfCFTA.
President Akufo Addo on Togo,
Guinea and Rwanda
President Akufo Addo wished
them success throughout their period
of stay in the Republic of Ghana. He
stressed the need for continued collaboration
between their countries and
Ghana in order to make the African

a success.

Comparing CPI to Afrobarometer
counterproductive
ANTI-GRAFT CAMPAIGNER
Vitus Azeem says the attempt by
the government to compare the corruption
perception index (CPI) and
the Afrobarometer corruption report
is counterproductive to the
fight against graft.
According to him, even though
both surveys focus on corruption,
their methodology and areas of interest
are uniquely different.
“You cannot compare them because
they are talking about different
things. The methodology is
different and their data interest is
different.
“If you leave CPI and you pick
barometer because it favours the
government, then you’re not helping
the corruption fight,” he told
sit-in host of Morning Starr, Lantam
Pappanko, on Monday, January
27.
Information Minister Kojo Oppong
Nkrumah on Sunday touted
the government’s efforts in the fight
against graft basing his comments
on the report of the latest Afrobarometey
survey which suggested
the government was doing well.
• Azeem to Oppong Nkrumah
The report comes on the back of
the latest findings of Transparency
International, which said Ghana was
declining in the battle against corruption.
Ghana scored 41 out of a possible
clean score of 100 in the CPI
2019 and ranked 80 out of 180
countries/territories included in this
year’s index. This year’s score of 41
shows that Ghana’s score remained
the same compared to its CPI 2018
score (41).
Ghana performed better than 37
other Sub-Saharan African countries,
including Burkina Faso 40,
Lesotho 40, Ethiopia 37, Gambia
37, and Tanzania 37.
In 2019, while Ghana performed
better than Burkina Faso and
Lesotho, Ghana could not catch up
with countries like South Africa,
Senegal, São Tomé and Príncipe
that scored better than Ghana in
2018.

GFA, sustain the heat
IT IS not an overstatement to
say that Ghanaians love
football because that is the
reality. As such anything done
to improve football would be
welcomed by the people.
Since Kurt Okraku took
over the reins of the Ghana
Football Association (GFA) as
its president, things seem to be
improving little by little.
For now, one thing that has
caught the attention of the
DAILY HERITAGE is
GFA’s partnership deal with
the State Transport
Corporation (STC) to, among
other things, have the Ghanaia
company render services to
referees and other match
officials as part of a special
package.
According to news reports,
the arrangement between the
GFA and STC will allow for
match officials to embark on
two-way travels to cover
football matches in STC
vehicles as the football
governing body bids to help
solve challenges that confront
the refereeing sector in the
exercising of their duties.
It is said that the
intervention, when it finally
comes to fruition, will form
part of measures put in place
by the GFA to improve the
welfare and working
conditions of Ghanaian
referees. It is the belief of the
Kurt Okraku administration
that when the financial
burdens of referees are eased,
they would not be tempted in
any way to compromise
professionalism and conduct
themselves in a manner that
would undermine the integrity
of the game.
We have also learnt that the
Football Association has
disbursed GHc300,000 to the
Referees Association of Ghana
as part-payment of debt owed
by the previous administration.
The
DAILY
HERITAGE commends the
new GFA administration for
its foresight and appeal to it to
sustain this passion or heat and
make football a truly a game
Ghanaians would forever love.

of Oak clash with Asante
Kotoko was GHc 726,380,"
National Sports Authority
PRO Charles Amoah has
said.
The previous record was
held by Kotoko last year
when they played Camerounian
side Coton Sport Garoua
in the CAF Confederation
Cup in Kumasi, which match
earned them GHc639,000.
Prior to that record, the
highest proceeds recorded
over the years was in 2014
when Ghana spanked Egypt
6-1 in a World Cup qualifier
in Kumasi that recorded a little
over GHc400,000.
So now the new record is
held by Hearts versus Kotoko
match on Sunday,
which ended 2-1 in favour of
the visiting side.

Dr Kyei gives each Kotoko player
GHc2000 for beating Hearts of Oak
EXECUTIVE CHAIRMAN of
Kumasi Asante Kotoko, Dr.
Kwame Kyei, has delivered on his
promise to reward the Kotoko
players with a special package
should they beat Hearts of Oak
in their league clash.
Dr. Kyei rewarded each player
with cash of GHc2000 for beating
Hearts of Oak over the weekend.
The Porcupine warriors triumphed
over sworn enemies
Hearts of Oak on Sunday at the
Accra Sports Stadium by 2-1.
Justice Blay opened the scores
for the Porcupine Warriors with a
deft header with the back of his
head in the early stages of the
game.
There were two further
goals in the second
half, first with a routine
short corner headed
home by Joseph Esso
after the initial shot
had hit the post.

There were two further goals
in the second half, first with a
routine short corner headed
home by Joseph Esso after the
initial shot had hit the post.
Very late into the game, Kotoko
won a penalty which was
duly converted by Guinean import
Naby Keita to give Kotoko
all three points.
Speaking to the players late on
Sunday night, Dr. Kyei honoured
his promise and outlined new
juicy bonus packages to the team.
'Yesterday, I promised you
that I would do something special.
Your winning bonus was 400
but I have reviewed it to 2,000,''
Dr Kyei disclosed at the team's
hotel.
'Also, your winning bonus for
away and home matches was
GH¢ 400 and GH¢ 300 respectively
but from today, it's GH¢
500.'
THE GHANA Football Association
is set to ink a partnership deal with
the State Transport Corporation
(STC).
The deal, among other things,
shall see the Ghanaian transport
company render services to referees
and other match officials as part of
a special package.
The arrangement between the
GFA and STC will allow for match
officials to embark on two-way travels
to cover football matches in STC
vehicles as the football governing
body bids to help solve challenges
that confront the
refereeing sector in
the exercising of
their duties.
The GFA President,
Kurt Okraku,
revealed this during
an inaugural ‘meetthe-press’
initiative
held at Exim Bank
Auditorium in
Accra.
“The GFA will
soon announce a
deal with transport
giants STC to ensure
referees are
provided transportation
to and
fro match venues,”
he said.
This intervention,
when it finally
comes to fruition,
will form part of
measures put in
place by the GFA to improve the
welfare and working conditions of
Ghanaian referees. It is believed that
when the financial burdens of referees
are eased, it will be for them to
exhibit strict professionalism and
conduct themselves in a manner
that doesn’t impugn the integrity of
the game.
The Football Association disbursed
GHc300,000 to the Referees
Association of Ghana, before the
start of the 2019/2020 season as
part-payment of debt owed by the
previous administration.
