Kathie Johnson Director of Family Services for New Lenox Township Everyday millions of motorists in the U.S. could be exposed to a fraud scheme called “skimming” at the gas pumps. Skimming happens when a device that reads a credit card or debit card is fraudulently installed inside or outside a gas pump. This technology enables a criminal to steal your credit or debit card data. This data can be sold and then can be used to create counterfeit credit and debit cards. A fraudulent skimmer device at a gas pump is “nearly impossible to detect” with your own eyes. There are no signs or clues on the outside that lead you to believe that a fraudulent skimmer has been installed. U.S. retailers switched to chip-card readers to meet an October 2015 deadline. However, gas stations got extra time to upgrade, due in part to the infrastructure at the pumps. In December of 2016, Visa adjusted its EMV acceptance deadline from 2017 to October 2020 for all fuel stations to adapt this technology. Unfortunately, because of this delay in the deadline consumers have been more susceptible to theft at the gas pumps. Those vulnerable old-style card readers are leading cause that gas pumps are among the top targets for skimming devices. With chip cards, no payment card data are actually transferred during a sale. Rather, a unique code is transmitted that, if stolen, is no more useful than an expired password. Starting in October 2020, if a fraudulent charge is made at a gas station card reader that still lacks chip-reader technology, the gas station — not the credit card company — will have the responsibility of covering the charge. If they don’t meet it, they face incurring the liability for fraud. Cardholders should get their money back if they report fraud to the card skimmers at gas pumps issuer, but the gas station would then owe that money to the card issuer. Gas stations that don’t upgrade in time might choose to have all customers pay at the cash register at a single chip-card reader, he said. You can become more sophisticated in helping crack down on gas-pump skimmers by simply installing one of many free apps for your smartphone. These apps rely on your phone’s Bluetooth signal to detect skimming devices at gas pumps. Before deciding to go this way please investigate thoroughly for pitfalls and problems Here are some helpful suggestions to help you: • Pay inside instead of at the pump. • Use gas pumps that are in plain view of the clerk. • Consider getting a gas card from one or two companies with lots of stations, so you can avoid exposing your credit or debit card to skimmers. • If you have to use a debit card, use it as a credit card to avoid having to type your PIN number, which skimmers can also capture. • Call local gas stations and ask if they have made the upgrade and installed the new EMV acceptance technology (chip-card readers) at their gas pumps. I did call many local gas stations in the area and found that quite a few gas stations were already in compliance having made the upgrade to the EMV technology (chip-readers). However, there were many other stations still using the old-style card readers. Again, call ahead or go into the gas station to find out if they have upgraded. Some of the employees I spoke to had no clue as to what I was taking about, so ask for a manager. Just to let everyone know that there will be no TRIAD meeting in January of 2020.
