The <strong>Cinco</strong> <strong>Ranch</strong> Ladies Club (CRLC) is a 501(c)4 providing residents in<br />

Katy and surrounding cities with activities, both social and charitable. We<br />

designate charities each year as recipients for our fundraising events. We<br />

typically meet each month as an entire club at The Golf Club at <strong>Cinco</strong><br />

<strong>Ranch</strong> at 7 PM to partake in themed events such as a Chili Cook Off,<br />

Halloween Party, Craft Fairs, Silent Auction, Line Dancing, Self--Defense<br />

Class, Favorite Things Exchange and Luau.<br />

We also offer about 22 sub-clubs that each meet once a month on a small<br />

HARRIS COUNTY - LEASH LAW<br />

Animals that are not properly restrained pose a threat to all our residents.<br />

While you may know your pet is friendly, an animal running at someone<br />

who is walking by is very scary for that person. Many children are afraid of<br />

animals and become frightened, which could result in the child getting<br />

hurt trying to avoid the animal.<br />

Harris County Animal Control advises, “All dogs and cats must be kept<br />

under restraint while in the unincorporated areas of Harris County, Texas.<br />

The custodian of a dog or cat is not authorized to have, harbor or keep<br />

any unlicensed dog or cat or to allow any dog or cat to become a stray.”<br />

Restraint is defined as “the control of a dog or cat under the following<br />

circumstances:<br />

1. When it is controlled by a line or leash not more than six (6)<br />

feet in length, if the line or leash is held by a human being, who<br />

is capable of controlling or governing the dog or cat in question.<br />

2. When it is within a fully enclosed vehicle.<br />

3. When it is on the premise of the custodian and the animal does not<br />

have access to sidewalk or street.<br />

While it may be nice to have your animal out in the yard while you work<br />

or play, it is against the law, unless the animal is properly restrained.<br />

FT. BEND COUNTY - LEASH LAW<br />

Laws written to ensure that owned animals are confined to their property<br />

or kept on a leash make freeing a community of unrestrained and freeroaming<br />

animals easier. Although most dog bites occur on the property<br />

where the dog lives, unrestrained or free-roaming dogs do pose a<br />

substantial threat to the public. In addition, unrestrained animals are at<br />

increased risk of being bitten by rabies-infected wildlife. Enforcement of<br />

restraint laws is essential in enhancing the animal control program efforts<br />

to reduce the risk of rabies in our community.<br />

LICENSING OF DOGS AND CATS<br />

The primary benefit of licensing animals is identification, should that<br />

animal become lost. Licensing also:<br />

• Ensures that rabies vaccination are current<br />

• Allows for quick identification in case of a bite incident<br />

• Provides revenue to offset the administration costs of the animal control<br />

program<br />

VACCINATION<br />

Rabies vaccinations are a prerequisite for licensing dogs and cats because<br />

they are an important control measure for the public health threat of<br />

rabies. In addition to protecting pets, rabies vaccinations provide a<br />

barrier between infected wild animals and humans.<br />

Just one quart of motor oil can ruin the quality of 250,000 gallons of<br />

water. Decomposing leaves and grass clippings can cause large amounts<br />

of algae to grow which depletes the oxygen level in the water and can<br />

lead to fish kills. The blowing, sweeping or dumping of grass clippings<br />

and other pollutants down the storm drain is against Texas State Law<br />

<strong>Cinco</strong> <strong>Ranch</strong> High School Student Council will be hosting “Joy Prom <strong>2020</strong>” April 4 th ,<br />

from 6-8:30 PM in the <strong>Cinco</strong> <strong>Ranch</strong> High School cafeteria. Joy Prom is for special<br />

needs individuals age 12 and up. <strong>Cinco</strong> <strong>Ranch</strong>’s cafeteria will be transformed for<br />

the event, which will feature a red carpet entrance, dancing with a deejay, games,<br />

cakewalk, coloring area and other activities and socializing. A catered dinner will<br />

DEMOGRAPHERS PROJECT<br />

CONTINUED GROWTH FOR KATY ISD<br />

During its December Board meeting, Population and Survey Analysts<br />

(PASA) presented its annual demographic update on Katy ISD enrollment<br />

growth. According to the organization, the District is expected to see<br />

nearly 100,000 students by 2029, making it the second fastest growth<br />

school district in Texas.<br />

While the District is currently 79% built out, PASA projects the majority of<br />

enrollment growth is expected to take place in the northwest quadrant<br />

of Katy ISD. Specifically, Katy High School and Paetow High School are<br />

projected to be over enrollment capacity by the year 2023. The five<br />

largest and fastest growing subdivisions in the northwest quadrant<br />

include Elyson, Cane Island, Bridgeland, Camillo Lakes, Morton Creek<br />

<strong>Ranch</strong>. Together, these growing subdivisions are expected to bring over<br />

27,000 residents to the area within the next eight years.<br />

Even with the growth projections spotlighting the northwest quadrant,<br />

in other quadrants around the District, many campuses will see various<br />

levels of enrollment growth. <strong>Cinco</strong> <strong>Ranch</strong> High School, for example, is<br />

projected to see large enrollment numbers in <strong>2020</strong>-2022.<br />

Katy ISD works closely with PASA to determine attendance boundary<br />

modifications needed as the district continues to grow at a rapid<br />

pace. PASA indicated the District will need new campuses to address<br />

overcapacity enrollment relief and to balance enrollment across the<br />

District, especially in the predicted growth area of the northwest<br />

quadrant.<br />

KATY ISD MOVING FORWARD<br />

WITH TWO SCHOOL BUS INITIATIVES<br />

In December, the Katy Independent School District Board of Trustees<br />

approved two transportation items that are focused on providing<br />

safe, reliable transportation to the District. The Transportation Camera<br />

Systems Upgrade, which was made possible by Katy ISD’s 2017 Bond,<br />

will enhance the camera systems on every District bus to include eight<br />

cameras located in the front, inside and back of the buses. In addition, to<br />

help alleviate the bus driver shortage across the District, Trustees voted<br />

to approve a contract for the <strong>2020</strong>-2021 school year that will provide<br />

funds to hire GoldStar Transit, a third party transportation provider, to<br />

supplement districtwide driver personnel needs.<br />

Assistant Superintendent of Operations, Ted Vierling, presented both<br />

items. “The camera system upgrade will provide the latest in technology<br />

and safety measures available in school bus transportation,” said Vierling.<br />

“The system is capable of supplying video coverage of every seat<br />

positioned in the school bus, while also monitoring the activity in nearly<br />

every corner of the vehicle and bus stop locations,” he added.<br />

Installation of the cameras began over the District’s Winter Break, with<br />

all 330 regular buses and 241 special education buses anticipated to be<br />

outfitted by the end of the 2019-<strong>2020</strong> school year.<br />

Katy ISD will also enter into an agreement with GoldStar Transit to provide<br />

additional drivers as the District continues to struggle with personnel<br />

recruitment amid the state- and nation-wide bus driver shortage. The new<br />

agreement with GoldStar Transit, a Texas based transportation company, will<br />

provide at least 40 bus routes, though remains tentative until new school and<br />

enrollment routes are confirmed in Summer <strong>2020</strong>. GoldStar Transit currently<br />

provides services to a number of school districts, including Fort Bend ISD,<br />

Bastrop ISD, Waco ISD and Navasota ISD. The company’s drivers will be<br />

trained alongside Katy ISD bus drivers, while its buses will display Katy ISD<br />

signage and have equipment on par with that of standard District buses.<br />

Still, District officials have emphasized that recruiting and retaining inhouse<br />

drivers remains its priority now and into the future. Katy ISD has<br />

put a great deal of effort into increasing and maintaining its bus driver<br />

pool, including recently raising hourly pay to $17.17/hour - a figure that<br />

is competitive across the region, increasing perfect attendance and<br />

recruitment bonuses, providing child care services at the rate of $2 a day<br />

and conducting annual recruitment fairs.<br />

KATY ISD EARNS AP® DISTRICT<br />

HONOR ROLL FOR THE 8TH TIME<br />

The College Board announced Katy Independent School District as one<br />

of 250 school districts in the U.S. and Canada to be recognized by the<br />

organization on the 10 th Annual AP® District Honor Roll for increasing<br />

Advanced Placement (AP) course participation and scores. Katy ISD is one<br />

of only 18 districts in Texas to earn this distinction.<br />

More than 4,000 colleges and universities around the world accept AP<br />

scores for college credit, advanced placement and/or consideration in the<br />

admissions process. To be included on the 10 th Annual AP District Honor<br />

Roll, the committee reviews three years of data, student participation<br />

and student scores on AP Exams.<br />

Additional requirements to be eligible for the 10 th Annual AP District<br />

Honor Roll, participating districts must:<br />

• Increase participation/access to AP course work by at least 4 percent<br />

in large districts, at least 6 percent in medium districts and at least 11<br />

percent in small districts.<br />

• Increase or maintain the percentage of exams taken by Black/African<br />

American, Hispanic/Latino, American Indian/Alaska Native and Native<br />

Hawaiian/Other Pacific Islander students who scored a 3 or higher on at<br />

least one AP exam.<br />

• Improve or maintain performance levels when comparing the<br />

percentage of students in 2018 scoring a three (3) or higher to those<br />

in 2016, unless the district has already attained a performance level at<br />

which more than 70 percent of its AP students are scoring a 3 or higher.<br />

In 2019, Katy ISD was also named the College Board’s AP Large District<br />

of the Year for being the nation’s leader among large school districts in<br />

simultaneously expanding access to Advanced Placement Program® (AP)<br />

courses and improving students’ performance on AP Exams.<br />

Cub Scouts is a fun way to teach boys about character, respect,<br />

CONGRATULATIONS TO A NEW EAGLE SCOUT<br />

William Hummeldorf, a sophomore at Tompkins High School in Katy,<br />

Texas, completed his Eagle Project at Manford Williams Elementary<br />

in Lamar CISD this month. William has been in the Boy Scout program<br />

since Kindergarten and is about to earn the highest rank possible. He<br />

is currently a Life Scout with BSA Troop 1103. He named his project the<br />

Rainbow Room. His Rainbow Room is a sensory room for elementary<br />

students with special needs. He wanted to provide a place for students<br />

to go when they feel over stimulated or overwhelmed. William is very<br />

passionate about this project because he, too, is on the autism spectrum<br />

and utilized a Rainbow Room in his preschool. William’s Rainbow room<br />

has a ball pit (made by Troop 1103), a punching bag, crash pad, teepee<br />

with weighted blanket and body sock, as well as a comfy bean bag chair<br />

with Optical LED lights surrounding it. William also provided a laptop with<br />

calming music already downloaded as well as a diffuser for aromatherapy<br />

and projector shining lights on the ceiling. The room is a tiny wonderland<br />

for kids who need it. William raised the money from family and friends,<br />

created a budget, built and assembled the items with help from fellow<br />

scouts and installed everything one weekend in December. William<br />

hopes the idea of his Rainbow Room will spread to other schools.<br />

NATIONAL CHARITY LEAGUE, INC., STAR CHAPTER RECOGNIZES SENIOR CLASS FOR ACHIEVEMENT IN <strong>2020</strong><br />

On Sunday, <strong>February</strong> 16 th , National Charity League, Inc., Star Chapter (NCL, Inc.) will honor the Senior Class of <strong>2020</strong> at the Chapter’s annual Senior<br />

Recognition Ceremony. This formal event will take place at the Sugar Land Marriott Town Square at 6:30 PM. The evening includes recognition of each<br />

of these 25 graduating seniors for their accomplishments and contributions to the community as well as dinner and dancing with family and friends<br />

in attendance. Over the last six years, these young ladies, alongside their mothers, have contributed over 9,255 volunteer hours at 32 local charities<br />

throughout the community. In addition to serving their community through volunteering, these young ladies were also honing leadership skills and<br />

developing cultural awareness by planning and attending educational meetings, chapter-wide events, socials, class retreats and cultural events that<br />

JOIN US AT THE HOUSTON WING HANGER DANCE<br />

If you want to have a really good time and support a really good cause,<br />

mark your calendar for the Houston Wing Annual Hanger Dance, set for<br />

Saturday, <strong>February</strong> 22 nd at the West Houston Airport (Hanger B-5). Dinner<br />

and dancing are on tap for the night. Doors open at 5 PM and a swing dance<br />

lesson will take place from 5:30-6:30 PM. Dinner will be served at 6:15 PM.<br />

The band “Third Coast Swing” will keep the mood festive no doubt. The<br />

CAF is an organization worthy of support, as it is dedicated to preserving<br />

and honoring our military history by keeping historical airplanes in flying<br />

The Spring Branch African Violet Club will hold their Annual Plant Show<br />

and Sale at the Judson Robinson Jr. Community Center, <strong>2020</strong> Hermann<br />

Drive, Houston, TX 77004. Violets of all types such as standards, miniatures,<br />

semi-miniatures and trailers will be available. Other Gesneriads such as<br />

Episcias and Streps and supplies such as potting soil, pots and fertilizers<br />

Slow Cooker Taco Soup<br />

You could make this on National Homemade Soup Day <strong>February</strong> 4th!<br />

Ingredients:<br />

1 pound ground beef<br />

1 onion, chopped<br />

1 (16 ounce) can chili beans, with liquid<br />

1 (15 ounce) can kidney beans with liquid<br />

1 (15 ounce) can whole kernel corn, with liquid<br />

1 (8 ounce) can tomato sauce<br />

2 cups water<br />

2 (14.5 ounce) cans peeled and diced tomatoes<br />

1 (4 ounce) can diced green chile peppers<br />

1 (1.25 ounce) package taco seasoning mix<br />

Sour Cream<br />

Directions: In a medium skillet, cook the ground beef until browned over medium<br />

heat. Drain, and set aside. Place the ground beef, onion, chili beans, kidney beans,<br />

corn, tomato sauce, water, diced tomatoes, green chile peppers and taco seasoning<br />

mix in a slow cooker. Mix to blend and cook on low setting for 8 hours.<br />

Lighter Chicken Fettuccine Alfredo<br />

Ingredients:<br />

2 large boneless skinless chicken breasts<br />

2 cups low-sodium chicken broth<br />

4 cloves garlic, minced<br />

ground black pepper to taste<br />

2 cups heavy cream<br />

2 egg yolks<br />

salt to taste<br />

1 pound fettuccine<br />

1 sprig chopped fresh parsley<br />

2 cups freshly grated Parmigiano-Reggiano cheese, divided<br />

Directions: Combine chicken breasts and chicken broth in a saucepan<br />

over medium-high heat. Bring to a boil, cover and reduce heat to low;<br />

simmer for 5 minutes. Turn breasts, cover and simmer another 5 minutes.<br />

Remove from heat and let sit with the cover on for 15 minutes.<br />

Remove chicken breasts from the broth and set aside to cool, reserving<br />

the broth in the saucepan. Once the chicken is cool enough to handle,<br />

cut into bite-size slices. Return the chicken broth to medium heat and<br />

cook until reduced to 1 cup. Stir garlic, black pepper and heavy cream<br />

into the reduced broth; bring to a simmer and remove from heat.<br />

Whisk egg yolks in a bowl until smooth. Beat 1 tablespoon of the warm<br />

cream mixture into the eggs until thoroughly incorporated; repeat until<br />

about 1/2 cup of the warm cream mixture is used. Whisk the warm cream<br />

and egg mixture back into the saucepan with the remaining cream<br />

mixture. Cook over medium-low heat, whisking constantly, until the<br />

mixture almost comes to a simmer and thickens, about 5 minutes. Season<br />

with salt and black pepper to taste.<br />

Bring a large pot of lightly salted water to a boil. Cook fettuccine in<br />

boiling water, stirring occasionally, until nearly cooked through, about<br />

7 minutes. Drain.<br />

Stir parsley, 1 cup of Parmigiano-Reggiano and cream mixture into the<br />

pasta. Remove from heat, cover and let sit for a few minutes until thick.<br />

Fold chicken and 1 cup Parmigiano-Reggiano into the pasta mixture to<br />

serve.<br />
