HOA BOARD MEETINGS<br />

<strong>Grand</strong> <strong>Lakes</strong> monthly HOA Board meetings take place every 4 th Monday of the<br />

month at 6:30 PM at the Seven Meadows Clubhouse located at 23610 Seven<br />

Meadows Parkway, Katy, TX 77494. Log on to Townsq App for up to date meeting<br />

monthly meetings to hear important updates or projects that will occur or happen<br />

Board Members about deed restrictions, community facilities that are in need of<br />

repair or anything else you would like to see your elected HOA Board members<br />

NEWS AND FEEDBACK FROM HOA BOARD<br />

<strong>Grand</strong> <strong>Lakes</strong> is a non-profit corporation organized for<br />

the collection, expenditure and management of the<br />

Maintenance Funds, general overall supervision of the<br />

affairs and well-being of the Development and promotion<br />

of the health, safety and welfare of the residents and<br />

Owners, enforcement or provisions of the Declarations<br />

and such other rights, duties and responsibilities as may<br />

be conferred upon or granted to such representative<br />

organization by Declarant or the Owners. Membership is mandatory and each<br />

owner automatically becomes a member of the Association upon acquiring a home<br />

in the subdivision. The Association is governed by the Declaration of Covenants,<br />

Conditions, Restrictions and Easements. These documents should be read by<br />

every homeowner. The major responsibilities of the Association are to protect<br />

the investment and enhance the value of the property owned by its members,<br />

the homeowners. The Association provides for the physical maintenance and<br />

operation of the common elements and facilities such as landscaped esplanades<br />

and signage. The Association is also responsible for enforcing the legal documents<br />

and may do anything lawful to protect, beautify or benefit the property under<br />

its jurisdiction, such as enforce restrictions. The Association collects an Annual<br />

maintenance charge each year on each lot depending on your community<br />

governing documents. The maintenance charge statement is sent to the owner<br />

of record at least a month prior of the due date and shall be deemed delinquent<br />

and, without notice, shall bear interest at a rate specified in the documents per<br />

annum until paid. The Board, at its option, may impose and collect late charges<br />

on delinquent payments. This Association may bring an action at law against the<br />

owner(s) personally obligated to pay the same or foreclose the lien against the<br />

property.<br />

It is through our office that this assessment is billed and collected. Assessments<br />

cover the cost of the maintenance, repair, replacement, insuring, administration,<br />

management and operation of the association, including without limitation, the<br />

maintenance, repair, replacement and operation of the Common Facilities any<br />

shared utility facilities and the subdivision sign, irrigation water bills and for the<br />

enforcement of this declaration by action at law or in equity. The affairs of the<br />

Association are managed by a Board of Directors and any committees they may<br />

appoint. The Associations officers are elected annually by the Board of Directors.<br />

The Board of Directors are required to determine the policy of the Association<br />

and each of the Directors must use his own discretion and exercise the utmost<br />

care and diligence in the performance of his duties. The Directors do not receive<br />

any compensation for their services. The Architectural Control Committee is<br />

organized to provide and maintain uniformity and harmony in the construction<br />

of improvements to the homes in <strong>Grand</strong> <strong>Lakes</strong>. Any improvement, made to the<br />

exterior of your home or property must have prior approval by the committee,<br />

which requires the enclosed ACC Application to be submitted. Please refer to your<br />

governing documents (Covenants) or ACC Guidelines. All lots shall be maintained<br />

in a sanitary, healthful and attractive manner by the owner(s). Weeds and grass<br />

must be cut and lawns edged. Lots shall not be used for storage of materials and/<br />

or equipment other than normal residential requirements or for construction of<br />

improvements as permitted by the Deed Restrictions. No boats, trailers, motor<br />

homes or commercial vehicles may be kept or stored in public view unless prior<br />

written approval by the Board of Directors is obtained. Pets must be leashed when<br />

not confined. Please refer to your governing documents (Covenants) for additional<br />

restrictions.<br />

MUSCOVY DUCKS<br />

• Muscovy Ducks usually live for 7-8 years;<br />

however they can live up to 20 years or<br />

more if they have access to good nutrition<br />

and don’t fall victim to an accident<br />

or predation. • The males can be very<br />

aggressive towards other birds. They are<br />

often observed in fights, using their claws,<br />

wings and beaks. They will chase away<br />

other males and pursue unwilling females in order to forcibly mate with them.<br />

The dominant male may even force himself on other males, particularly when<br />

the females are busy brooding eggs or raising their ducklings. This being said,<br />

they are generally quite friendly with people. • Muscovy’s communicate with one<br />

another by wagging their tails and raising and lowering their heads at one another.<br />

• Unlike other ducks, Muscovy’s don’t swim much as their oil glands are quite<br />

under-developed compared to other duck species. However, they still fly (low flight<br />

BEST TRASH<br />

Attention homeowners of <strong>Grand</strong> <strong>Lakes</strong>: Best Trash offers garage<br />

door service pick up! Best Trash will pick up your household<br />

trash only at your garage door. Place your trash out in trash bags<br />

or trash cans (between 30 and 50 gallons in size) and must be<br />

accessible and visible near your garage. We are not able to go behind gates, so<br />

please make sure your garbage is not behind a gate. All other trash, such yard<br />

waste and heavy trash, has to be placed at the curb for collection. All trash needs<br />

to be out by 6 AM on your collection day. This is not a new service or product<br />

offered to <strong>Grand</strong> <strong>Lakes</strong> homeowners. We pay extra for this service through our<br />

HOA dues and many homeowners do not take advantage of this service. All heavy<br />

trash and recycle items must be placed at the curb for pick up. Please refer to the<br />

THE GRAND LAKES COVENANTS ARTICLE XI SECTION 4<br />

Whether you have lived in <strong>Grand</strong> <strong>Lakes</strong> for twenty years or you are new to the<br />

neighborhood the <strong>Grand</strong> <strong>Lakes</strong> has Covenants. The Covenants have not changed<br />

concerning when you can place your trashcans, yard trimmings, bags of grass<br />

clippings or any trash on the curb for Best Trash Pick Up on Monday and Thursday.<br />

Article XI Section 4. Trash and Rubbish Removal of the <strong>Grand</strong> <strong>Lakes</strong> Covenants<br />

reads as follow. No trash, rubbish, garbage, manure or debris of any kind shall be<br />

kept or allowed to remain for extended periods on any Lot, except in approved<br />

containers inside a structure or, with respect to Commercial Lots only, in an<br />

enclosed trash dumpster or container that is properly screened from public<br />

view by an opaque fence or other screening device, as approved by the relevant<br />

Architectural Committee. The Owner of each Lot shall remove such trash and<br />

other prohibited matter from his Lot at regular intervals at his expense. During<br />

any hours when such refuse containers on a Residential Lot are outdoors for pick<br />

up by any trash collecting company, all such prohibited matter shall be placed<br />

in sanitary refuse containers with tight fitting lids which shall be maintained in a<br />

clean and attractive condition and, if so required by the Association, in containers<br />

of a uniform type. No trash containers shall be placed outside on any Residential<br />

Lot earlier than 6 AM on the day of pick up. Reasonable amounts of construction<br />

materials and equipment may be stored upon a Lot for reasonable periods of time<br />

during the construction of improvements thereon.<br />

Please do not place your trashcans, yard trimmings, grass clippings or any type of<br />

trash on the curb before 6 AM on Monday and Thursday.<br />

The Green Committee’s purpose is to assist the Board in fostering a culture of<br />

environmental sustainability within the <strong>Grand</strong> <strong>Lakes</strong> neighborhood, common<br />

facilities and/or common properties. The Green Committee Charter can be found<br />

on the documents section of the website. Formed in 2016, current membership<br />

What we’re currently working on:We are currently working on some revitalization<br />

of the <strong>Grand</strong> <strong>Lakes</strong> Community Garden (12 raised beds across from the Barn<br />

Park), ideas to reduce litter and ways to ‘green’ our community events. We look<br />

forward to continuing to utilizing the survey and resident feedback to further<br />

guide us in deciding how best to serve the <strong>Grand</strong> <strong>Lakes</strong> community. Want to help<br />

The Wildlife Committee (the “Committee”) is established as a standing committee<br />

and shall assist the Board of Directors (the “Board”) of the <strong>Grand</strong> <strong>Lakes</strong> Community<br />

Association, Inc. (the “Association”) in the management of all issues associated with<br />

the wildlife in the lakes and on the grounds within the neighborhood, common<br />

Husbandry” No sheep, goats, horses, cattle,<br />

swine, poultry, dangerous animals (the<br />

determination as to what is a dangerous<br />

animal shall be in the sole discretion of the<br />

Board), snakes or livestock of any kind shall<br />

ever be kept in or upon any part of the<br />

Property, except that (i) dogs, cats or other<br />

common household pets may be kept<br />

by the Owner or Occupant of any Living<br />

Unit, provided they are not kept for any<br />

commercial purpose and (ii) animals may<br />

be kept in a pet store, Veterinarian’s office<br />

or pet boarding facility located on any<br />

Commercial Lot. Any allowable pet that<br />

is kept in a household must be confined<br />

to its Owner’s Lot either by constraints<br />

of a backyard fence or a leash or kept within the Living Unit. No animal shall be<br />

permitted to run freely away from its Owner’s Lot and must be controlled by a<br />

leash. All applicable leash and licensing laws in effect in Harris County or Fort Bend<br />

County (whichever are more restrictive) shall, to the extent more restrictive than<br />

this provision, also apply to this animal husbandry provision and shall be complied<br />

with by all Owners and Occupants of Residential Lots.<br />

PREVENT EXCESSIVE BARKING!<br />

Dogs left alone all day get lonely, bored and restless. Many find relief in barking.<br />

Some respond noisily to any and all activity. Nothing is as annoying as incessant<br />

barking-even for dog lovers. If your dog is a yapper or a yowler, please consider<br />

some of these bark-abatement ideas to keep the noise down in your area. Your<br />

neighbors will thank you!<br />

• Training. Training not only helps your dog, you’ll be surprised how much it helps<br />

you, too. You may get some insight into why your dog barks so much, or what it is<br />

trying to communicate.<br />

• Citronella collars.<br />

• Confinement. Sometimes simply bringing an outspoken dog indoors or confining<br />

it to a crate cuts down on the disturbance to neighbors.<br />

• For inside dogs, reduce stimulus. Close drapes to help muffle street noise, or leave<br />

a radio on to mask it.<br />

• Companionship. Dogs are pack animals; they need companionship-a cat, bird<br />

or another dog. Consider a mid-day visit from a pet-sitting service or drop your<br />

pooch off at a friend’s place or a day-care facility once or twice a week.<br />

Katy Half Marathon/5K/1K on Saturday, <strong>February</strong> 8, <strong>2020</strong> at Katy Mills<br />

Mall to raise funds for the Inspiring Imagination teacher grant program.<br />

The Katy ISD Education Foundation celebrated a spectacular milestone<br />

this year with $1,600,000 awarded in its first seven years of Inspiring<br />

Imagination teacher grants. Reason2Race and its proceeds play a key role<br />

Slow Cooker Taco Soup<br />

You could make this on National Homemade Soup Day <strong>February</strong> 4th!<br />

Ingredients:<br />

1 pound ground beef<br />

1 onion, chopped<br />

1 (16 ounce) can chili beans, with liquid<br />

1 (15 ounce) can kidney beans with liquid<br />

1 (15 ounce) can whole kernel corn, with liquid<br />

1 (8 ounce) can tomato sauce<br />

2 cups water<br />

2 (14.5 ounce) cans peeled and diced tomatoes<br />

1 (4 ounce) can diced green chile peppers<br />

1 (1.25 ounce) package taco seasoning mix<br />

A few Optional Toppings:<br />

Corn Chips<br />

Tortillas<br />

Shredded Cheese<br />

Sour Cream<br />

Directions: In a medium skillet, cook the ground beef until browned over medium<br />

heat. Drain, and set aside. Place the ground beef, onion, chili beans, kidney beans,<br />

corn, tomato sauce, water, diced tomatoes, green chile peppers and taco seasoning<br />

mix in a slow cooker. Mix to blend and cook on low setting for 8 hours.<br />

Lighter Chicken Fettuccine Alfredo<br />

Ingredients:<br />

2 large boneless skinless chicken breasts<br />

2 cups low-sodium chicken broth<br />

4 cloves garlic, minced<br />

ground black pepper to taste<br />

2 cups heavy cream<br />

2 egg yolks<br />

salt to taste<br />

1 pound fettuccine<br />

1 sprig chopped fresh parsley<br />

2 cups freshly grated Parmigiano-Reggiano cheese, divided<br />

Directions: Combine chicken breasts and chicken broth in a saucepan<br />

over medium-high heat. Bring to a boil, cover and reduce heat to low;<br />

simmer for 5 minutes. Turn breasts, cover and simmer another 5 minutes.<br />

Remove from heat and let sit with the cover on for 15 minutes.<br />

Remove chicken breasts from the broth and set aside to cool, reserving<br />

the broth in the saucepan. Once the chicken is cool enough to handle,<br />

cut into bite-size slices. Return the chicken broth to medium heat and<br />

cook until reduced to 1 cup. Stir garlic, black pepper and heavy cream<br />

into the reduced broth; bring to a simmer and remove from heat.<br />

Whisk egg yolks in a bowl until smooth. Beat 1 tablespoon of the warm<br />

cream mixture into the eggs until thoroughly incorporated; repeat until<br />

about 1/2 cup of the warm cream mixture is used. Whisk the warm cream<br />

and egg mixture back into the saucepan with the remaining cream<br />

mixture. Cook over medium-low heat, whisking constantly, until the<br />

mixture almost comes to a simmer and thickens, about 5 minutes. Season<br />

with salt and black pepper to taste.<br />

Bring a large pot of lightly salted water to a boil. Cook fettuccine in<br />

boiling water, stirring occasionally, until nearly cooked through, about<br />

7 minutes. Drain.<br />

Stir parsley, 1 cup of Parmigiano-Reggiano and cream mixture into the<br />

pasta. Remove from heat, cover and let sit for a few minutes until thick.<br />

Fold chicken and 1 cup Parmigiano-Reggiano into the pasta mixture to<br />

serve.<br />
