FEBRUARY MEETING OF WESTLAKE CIA<br />

The <strong>Westlake</strong> CIA will hold its monthly meeting on Tuesday, <strong>February</strong><br />

18, <strong>2020</strong>, at 7 PM at the Civic Center located at the corner of Franz Road<br />

and Creek Meadow in <strong>Westlake</strong> <strong>Forest</strong>. Homeowners are invited to attend<br />

the Board meeting and then to participate in the Homeowners Forum,<br />

which usually is held at about 7:30 PM.<br />

An executive meeting will be held on Monday, <strong>February</strong> 17, <strong>2020</strong>, at<br />

the Civic Center. If you would like to visit privately with the Board at the<br />

executive meeting, please contact Annette Baldwin or Kimberly Gugel.<br />

FINES ACCRUING FOR<br />

PAST DUE HOMEOWNERS DUES<br />

All Homeowners’ Association Dues are past due as of January 31, <strong>2020</strong>.<br />

If you have not paid your dues in a timely fashion, the amount you owe<br />

just increased.<br />

Additional late fees are charged each month until the invoice is paid. If<br />

you want to pay your <strong>2020</strong> dues in arrears in contract payments, please<br />

contact Inframark through Town Square, by phone or through their<br />

website to make arrangements for a contract to be drawn. The contract<br />

requires that you pay the accounting costs and setup costs associated<br />

with the arrangement in addition to your dues. This is offered as a<br />

courtesy to our homeowners and failure to meet the lowered monthly<br />

payments in the specified time frame will eliminate the possibility of<br />

future contracts. Defaulting on a contract is serious.<br />

Those would like to pay their 2021 dues in advance throughout the year<br />

of <strong>2020</strong>, may do so through Town Square or by contacting Inframark<br />

Accounts Receivable Department to let them know what you are paying.<br />

There is no extra charge for this service.<br />

INFORMATION, MAKE PAYMENTS AND FILE ACC<br />

Get timely information in an email blast about your community, pay your<br />

dues online, complete ACC forms online and join in the forums on Town<br />

Square. This easy to use app is catching on with the tech-savvy and the not<br />

so tech-savvy just because of the convenience and information it offers.<br />

If you have questions for the Board and are unable to come to a meeting,<br />

relating to deed restrictions, availability of amenities, etc., are most<br />

welcome. In addition, information sharing is also encouraged through<br />

this email. Timely reporting of suspicious on-going activity is critical to<br />

stopping crime before it starts. Do not send calls for a deputy to this<br />

FILE ACC BEFORE MAKING MAJOR<br />

CHANGES IN YOUR HOME<br />

All owners are required to file an ACC document when changing the<br />

paint, roof or altering the exterior of the home or any changes that can be<br />

seen from the street in any way. This form can be found on our website:<br />

www.westlakecia.org. Major changes that are initiated prior to filing an<br />

ACC form will be challenged in a court of law.<br />

You can also file an ACC form through Town Square. Simply sign in and<br />

complete the form and the ACC committee will review it expeditiously.<br />

HOLIDAY & CHRISTMAS DECORATIONS<br />

MUST BE REMOVED BY JANUARY 31ST<br />

We thank all who participated in the holiday and Christmas decorating<br />

contest. Your efforts helped to bring much joy to our neighborhood.<br />

Please remember that all Christmas and holiday decorations must have<br />

been removed from the exterior of your home by January 31, <strong>2020</strong>.<br />

Please remove all holiday lights and decorations now.<br />

NUISANCE ABATEMENT ENFORCEMENT<br />

CONTINUES IN OUR NEIGHBORHOODS<br />

The Harris County Sheriff’s Office has an overall Nuisance Abatement<br />

program for neighborhoods, such as ours, which have suffered from<br />

severe neglect during the sub-prime foreclosure crisis. Empty homes with<br />

junk and clutter in the front and back yards, eyesores for the community,<br />

inoperable vehicles, health and safety hazards… these and much more<br />

are addressed under Texas law as it applies to Nuisance Abatements in<br />

the Traffic Code and the Health and Safety code.<br />

All contract units are trained in every Nuisance Abatement law on the<br />

books. Each law will be enforced quickly. Once again, we are putting a<br />

burden on the Sheriff’s Office that rightfully belongs on other agencies<br />

and the homeowners’ associations, but this is the most expeditious way<br />

of solving the many problems we are seeing in both <strong>Westlake</strong> <strong>Forest</strong> and<br />

<strong>Westlake</strong>.<br />

So, if you know of a home that is abandoned, has a junk vehicle in the<br />

driveway or street, trash, debris, high grass, a dangerous swimming pool,<br />

etc., please email Annette Baldwin at info.westlake@gmail.com or call her<br />

at 281-578-9118. She will forward the information to our deputy or the<br />

district nuisance abatement deputy who will act on it immediately.<br />

This program began in 2011 following the training of all deputies. New<br />

deputies who bid into contracts are trained in Nuisance Abatement prior<br />

to their new assignment.<br />

The vehicle Nuisance Abatement and parking code are enforced in an<br />

ongoing policy for <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong>. The health and safety<br />

laws will supplement that for further improvement in our neighborhoods.<br />

The Harris County Sheriff’s Office is partnering with the Harris County<br />

Health Department and the County Attorney in an effort to clean up<br />

these problems. We currently have one home on the “unfit for human<br />

habitation” list, which will eventually be in court and several others in<br />

various stages of the process. This law is strictly enforced.<br />

WARN YOUR CHILDREN ABOUT<br />

SURFACE WATER IN BAYOUS & SPILLWAYS<br />

Please warn your children not to swim in any surface water bayous or<br />

spillways in Harris County. Most MUD districts dump “gray water” into<br />

the surface water of Harris County. “Gray water” is partially processed<br />

wastewater from sewers and contains lots of bacteria. Recently we have<br />

seen younger children wading in the spillways and teenagers in the<br />

waters of the bayous. In addition to the bacteria, our bayous are home to<br />

a number of animals such as alligators and snakes.<br />

Just to be safe, have a conversation with your children about our<br />

waterways.<br />

CALL IT IN… CALL IT IN<br />

A quick review of our calls for service in 2019, has demonstrated that our<br />

residents are not calling the Sheriff’s Office on suspicious persons and<br />

suspicious vehicles as well as crimes such as burglary of a motor vehicle,<br />

etc.<br />

If you don’t call to report a crime or suspected criminal activity in progress<br />

or suspicious persons or vehicles, no arrests will be made, the crime or<br />

criminal activity will continue and the Sheriff’s Office will not know that<br />

anything is going on. Yes, we have those rare occasions where a deputy,<br />

by pure luck, drives up on a crime or suspicious activity in progress. But<br />

why rely on luck when you have a telephone? The number to call is 713-<br />

221-6000. This is the phone number for the Harris County Sheriff’s Office.<br />

If there is an emergency, call 9-1-1. We live in HARRIS County. If you would<br />

like a magnet for your refrigerator so that both these numbers are readily<br />

available to you, stop at the Franz Road Fry Store Front and pick one up.<br />

Do NOT call the Franz Road Store Front for a deputy or in an emergency.<br />

These deputies are with the Crime Prevention Bureau. The phones are<br />

answered during weekdays only. You can go to the Store Front to file a<br />

minor report such as the theft of a bicycle or to pick up information or<br />

complete a Vacation Watch form. However, this office does not dispatch<br />

deputies.<br />

THE PERFECT PAIR: CARS AND GARAGE<br />

While parking on the street and in the driveway is legal, it is amazing how<br />

many people do not use their garages for vehicle parking. If your garage<br />

is full of junk, this might be the time to clean it out, throw it away or put<br />

it in the attic.<br />

If you must park on your driveway, please remember to lock your vehicle.<br />

Before leaving your vehicle, take out items that might attract a criminal<br />

(major or minor) such as CDs, tapes, computers, cell phones, cash, credit<br />

cards, bags containing unknown items and anything that might attract a<br />

crime of opportunity. If you leave items in your vehicle and your vehicle<br />

is unlocked, don’t be surprised if your property is missing the next day.<br />

Recently, we have reports of catalytic converters, wheels and tailgates<br />

of pickups being stolen from various vehicles parked both on the street<br />

and in driveways. All of these are expensive replacements, minimally<br />

requiring a deductible payment on vehicle insurance and often raising<br />

your rates with a claim. It would seem wiser to empty the garage and<br />

park the cars there overnight.<br />

PARKING LAWS MEANT<br />

TO INCREASE SAFETY<br />

Once again, we are asking you to please be considerate of your neighbors<br />

and the emergency personnel who risk their lives for us. Fire engines and<br />

ambulances often cannot squeeze down some of our streets when cars<br />

and trucks are parked on the street. Park cars in your garage and on your<br />

driveway. Always lock cars parked on your driveway and make sure you<br />

have removed “attractive valuables” from them. Since the largest homes<br />

in our subdivisions have four bedrooms, there is really no reason for more<br />

than four cars per house… two in the garage and two in the driveway.<br />

Guests can park on the street, but they need to be very aware of the<br />

parking laws in Texas. Due to the continuing upswing in street parking,<br />

the following Parking Laws of the state of Texas will be enforced to the<br />

letter:<br />

1. Park no closer than 30 feet from a stop sign<br />

2. Park no closer than 20 feet from a cross walk<br />

3. Park no closer than 15 feet from a fire hydrant<br />

4. Park no farther from the curb than 18”<br />

5. Cars parked on the street must be locked<br />

6. Park with the flow of traffic<br />

7. Vehicles parked on the street must have a valid and current registration<br />

and inspection sticker and be in operable condition<br />

8. Parking for more than 48 hours on the street is a violation that can<br />

result in towing<br />

9. Do not obstruct the driveways of others with your vehicle<br />

10. Double parking will result in immediate citation and possible towing<br />

These laws are not designed for a neat appearance and for the safety of<br />

the public. The life you save might just be your own. And many citations<br />

have been written over the past six months; citations will be written to<br />

any vehicle that is illegally parked.<br />

TREE PLANTING TIME<br />

January and <strong>February</strong> are excellent times to plant trees and shrubbery<br />

in the Houston area. The temperatures are chilly to moderate and the<br />

trees and shrubbery are given the best possible start on life. If you are<br />

considering adding to your landscaping, we recommend that you choose<br />

one of these two months to do it. Your money will be well spent.<br />

area including crime, notification about emergencies, reported crime<br />

and telephone number in case of emergency. You are also invited to go<br />

the website at www.westlakecia.org and register for email of notices<br />

regarding meetings and special projects in both subdivisions. While at<br />

the website, please look at some of the information we are including that<br />

is timely in nature.<br />

STREETLIGHTS OUT?<br />

Please report outages of streetlights to Centerpoint Energy. Get the pole<br />

number as well as the nearest street address and call 713–207-2222 or go<br />

to their website and complete an on-line form. It is very important that<br />

non-working lights are reported for the safety of our each of us. Call it in,<br />

call it in.<br />

Homeowners and renters can get a copy of the deed restrictions for both<br />

<strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong> on our website: www.westlakecia.org.<br />

Please note that these two subdivisions have separate deed restrictions.<br />

You may also call Inframark or send them an email to have a copy mailed<br />

to you. Information on Inframark is on the inside of the back page of the<br />

monthly newsletter and on our website.<br />

TEENAGE JOB SEEKERS<br />

If you are between 12 and 18 and would like to be added to the<br />

teenage job seeker’s list, please fill out the form on our website (www.<br />

krenekprinting.com, click submissions and choose Jobseekers) with your<br />

name, birthdate (mo. & yr.), phone number, year you will graduate and<br />

the name of your newsletter/subdivision. Check the list of jobs you want<br />

on your form. Please make sure your email is correct, we send emails<br />

in the summer to make sure all the info is still good and that you want<br />

to stay on the list. If we do not hear back from you after 3 tries, we will<br />

remove you from the list until we do. Must have parent(s) permission.<br />

Congratulations to a<br />

New Eagle scout<br />

William Hummeldorf, a sophomore at Tompkins High School in Katy,<br />

Texas, completed his Eagle Project at Manford Williams Elementary<br />

in Lamar CISD this month. William has been in the Boy Scout program<br />

since Kindergarten and is about to earn the highest rank possible. He<br />

is currently a Life Scout with BSA Troop 1103. He named his project the<br />

Rainbow Room. His Rainbow Room is a sensory room for elementary<br />

students with special needs. He wanted to provide a place for students<br />

to go when they feel over stimulated or overwhelmed. William is very<br />

passionate about this project because he, too, is on the autism spectrum<br />

and utilized a Rainbow Room in his preschool. William’s Rainbow room<br />

has a ball pit (made by Troop 1103), a punching bag, crash pad, teepee<br />

with weighted blanket and body sock, as well as a comfy bean bag chair<br />

with Optical LED lights surrounding it. William also provided a laptop with<br />

calming music already downloaded as well as a diffuser for aromatherapy<br />

and projector shining lights on the ceiling. The room is a tiny wonderland<br />

for kids who need it. William raised the money from family and friends,<br />

created a budget, built and assembled the items with help from fellow<br />

scouts and installed everything one weekend in December. William<br />

hopes the idea of his Rainbow Room will spread to other schools.<br />

CONTINUED GROWTH FOR KATY ISD<br />

During its December Board meeting, Population and Survey Analysts<br />

(PASA) presented its annual demographic update on Katy ISD enrollment<br />

growth. According to the organization, the District is expected to see<br />

nearly 100,000 students by 2029, making it the second fastest growth<br />

school district in Texas.<br />

While the District is currently 79% built out, PASA projects the majority of<br />

enrollment growth is expected to take place in the northwest quadrant<br />

of Katy ISD. Specifically, Katy High School and Paetow High School are<br />

projected to be over enrollment capacity by the year 2023. The five<br />

largest and fastest growing subdivisions in the northwest quadrant<br />

include Elyson, Cane Island, Bridgeland, Camillo Lakes, Morton Creek<br />

Ranch. Together, these growing subdivisions are expected to bring over<br />

27,000 residents to the area within the next eight years.<br />

Even with the growth projections spotlighting the northwest quadrant,<br />

in other quadrants around the District, many campuses will see various<br />

levels of enrollment growth. Cinco Ranch High School, for example, is<br />

projected to see large enrollment numbers in <strong>2020</strong>-2022.<br />

Katy ISD works closely with PASA to determine attendance boundary<br />

modifications needed as the district continues to grow at a rapid<br />

pace. PASA indicated the District will need new campuses to address<br />

overcapacity enrollment relief and to balance enrollment across the<br />

District, especially in the predicted growth area of the northwest<br />

quadrant.<br />

KATY ISD MOVING FORWARD<br />

WITH TWO SCHOOL BUS INITIATIVES<br />

In December, the Katy Independent School District Board of Trustees<br />

approved two transportation items that are focused on providing<br />

safe, reliable transportation to the District. The Transportation Camera<br />

Systems Upgrade, which was made possible by Katy ISD’s 2017 Bond,<br />

will enhance the camera systems on every District bus to include eight<br />

cameras located in the front, inside and back of the buses. In addition, to<br />

help alleviate the bus driver shortage across the District, Trustees voted<br />

to approve a contract for the <strong>2020</strong>-2021 school year that will provide<br />

funds to hire GoldStar Transit, a third party transportation provider, to<br />

supplement districtwide driver personnel needs.<br />

Assistant Superintendent of Operations, Ted Vierling, presented both<br />

items. “The camera system upgrade will provide the latest in technology<br />

and safety measures available in school bus transportation,” said Vierling.<br />

“The system is capable of supplying video coverage of every seat<br />

positioned in the school bus, while also monitoring the activity in nearly<br />

every corner of the vehicle and bus stop locations,” he added.<br />

Installation of the cameras began over the District’s Winter Break, with<br />

all 330 regular buses and 241 special education buses anticipated to be<br />

outfitted by the end of the 2019-<strong>2020</strong> school year.<br />

Katy ISD will also enter into an agreement with GoldStar Transit to provide<br />

additional drivers as the District continues to struggle with personnel<br />

recruitment amid the state- and nation-wide bus driver shortage. The new<br />

agreement with GoldStar Transit, a Texas based transportation company, will<br />

provide at least 40 bus routes, though remains tentative until new school and<br />

enrollment routes are confirmed in Summer <strong>2020</strong>. GoldStar Transit currently<br />

provides services to a number of school districts, including Fort Bend ISD,<br />

Bastrop ISD, Waco ISD and Navasota ISD. The company’s drivers will be<br />

trained alongside Katy ISD bus drivers, while its buses will display Katy ISD<br />

signage and have equipment on par with that of standard District buses.<br />

Still, District officials have emphasized that recruiting and retaining inhouse<br />

drivers remains its priority now and into the future. Katy ISD has<br />

put a great deal of effort into increasing and maintaining its bus driver<br />

pool, including recently raising hourly pay to $17.17/hour - a figure that<br />

is competitive across the region, increasing perfect attendance and<br />

recruitment bonuses, providing child care services at the rate of $2 a day<br />

and conducting annual recruitment fairs.<br />

KATY ISD EARNS AP® DISTRICT<br />

HONOR ROLL FOR THE 8TH TIME<br />

The College Board announced Katy Independent School District as one<br />

of 250 school districts in the U.S. and Canada to be recognized by the<br />

organization on the 10 th Annual AP® District Honor Roll for increasing<br />

Advanced Placement (AP) course participation and scores. Katy ISD is one<br />

of only 18 districts in Texas to earn this distinction.<br />

More than 4,000 colleges and universities around the world accept AP<br />

scores for college credit, advanced placement and/or consideration in the<br />

admissions process. To be included on the 10 th Annual AP District Honor<br />

Roll, the committee reviews three years of data, student participation<br />

and student scores on AP Exams.<br />

Additional requirements to be eligible for the 10 th Annual AP District<br />

Honor Roll, participating districts must:<br />

• Increase participation/access to AP course work by at least 4 percent<br />

in large districts, at least 6 percent in medium districts and at least 11<br />

percent in small districts.<br />

• Increase or maintain the percentage of exams taken by Black/African<br />

American, Hispanic/Latino, American Indian/Alaska Native and Native<br />

Hawaiian/Other Pacific Islander students who scored a 3 or higher on at<br />

least one AP exam.<br />

• Improve or maintain performance levels when comparing the<br />

percentage of students in 2018 scoring a three (3) or higher to those<br />

in 2016, unless the district has already attained a performance level at<br />

which more than 70 percent of its AP students are scoring a 3 or higher.<br />

In 2019, Katy ISD was also named the College Board’s AP Large District<br />

of the Year for being the nation’s leader among large school districts in<br />

simultaneously expanding access to Advanced Placement Program® (AP)<br />

courses and improving students’ performance on AP Exams.<br />

Ingredients<br />

1 banana, frozen<br />

1 cup (5-6 whole) strawberries, fresh or frozen<br />

1/4 cup milk of choice<br />

DIrections<br />

Place all 3 ingredients in a food processor and pulse for about 1-2<br />

minutes. Scoop into bowl. ENJOY!!<br />

Spaghetti Squash<br />

DIRECTIONS:<br />

1. To start, cut your squash in half lengthwise. This is definitely the<br />

hardest part of making spaghetti squash, but with a sharp chef’s<br />

knife and some determination you’ll do just fine.<br />

2. Remove the seeds. Drizzle the cut sides with olive oil and<br />

season with salt and pepper. Flip the squash cut-side down on<br />

a baking sheet.<br />

3. Pop it in a 400°F oven for 40 minutes. Depending on the size of<br />

your squash, this could take more like an hour. If 40 minutes have<br />

passed and you’re not sure if the squash is ready, pull it out of<br />

the oven and drag the tines of a fork on the cut side. If spaghettilike<br />

strands easily release from the skin, it’s ready. If not, continue<br />

baking and check on it every 5 to 10 minutes. Over-roasting can<br />

lead to soggier “spaghetti,” so it’s best to keep a close eye on the<br />

squash.<br />

4. Shred it! When it’s ready, let cool slightly before creating<br />

“spaghetti” with your fork.<br />

Top with spaghetti sauce or for an even healthier and lower<br />

calorie option, go with a marinara sauce.<br />
