■kilbarchan■Howwood■Lochwinnoch■Elderslie■28Howwood Community CouncilThere always seems to be issues throughout the county regardingthe condition maintenance of roads.At January’s meeting of Howwood Community Council it was notedthat, thanks to the concerted joint efforts of both the CommunityCouncil and our elected Councillors, Renfrewshire Council haveinformed us of a few points.The resurfacing of the carriageway of Bowfield Road betweenBraeburn and the access road to East Muirdykes has been includedin the programme of works for 2020/2021.Also, the gullies to the north west side of Bowfield Road have beenprogrammed for cleaning and emptying.The centre carriageway markings along the length of Bowfield Roadfrom the southern edge of the village to the entrance of BowfieldCountry Club will be refreshed.A contract to maintain and repair variable message signs throughoutRenfrewshire, including in Howwood, is in the process of beingissued.Transerve have issued a list on their website of all the trunk roads inRenfrewshire that are due for resurfacing.As part of an overall waste review within Renfrewshire, there will bea survey of the brown bins collection. This meeting will take placein Renfrewshire Council headquarters on 11th of March. If you haveany concerns regarding this, please contact Renfrewshire Councildirectly or any of our local elected Councillors before then.The Community Council have been in contact with our MSP, TomArthur, regarding the bus services through Howwood. This is anissue that all agree needs reviewed as the service currently haslarge gaps, has a lack of service in parts and is out of sync withthe rail timetable, ie. if you miss a bus or it has been delayed it isdifficult to catch a train for an hour as they are both timed to arriveat about the same time.The Police have asked that any instances of quad bikes in the areabe reported to them. These bikes are generally unlicensed andthe riders are not wearing crash helmets, being a danger to boththemselves, other road users and pedestrians.Howwood Litter Pick will take place on Saturday 28th of March.Our village is looking a lot better these days with litter mostly foundon the outskirts but there is still a fair bit to do.If you can manage, please come along to the Howwood Hall carpark at 10am. One day you should do it! Quite often now we canfinish by lunchtime. Accompanied children are very welcome. Alllitter pickers, bags and gloves will be provided.The Old Library CentreThe first phase of work will be starting on the roof on 27th Januaryand will last for 3 days. The large Community Room upstairs will beout of use during this time, so classes are cancelled on 27th, 28thand 29th January. Facilities downstairs will continue as normal, sostill come in for any computer use, printing and photocopying.A new advanced Tai Chi course will be starting on the 25th Februaryfor 4 weeks. Cost will be £25. We are also seeing if anyone isinterested in the beginners course and if there are enough numberswe will run another beginners. Charity Ref no:SCO31251.LocalHeroes!Gryffe Advertizer | www.advertizer.co.ukFollowing a number of vehicle thefts in Kilbarchan during2019, I contacted Renfrewshire Council requestingthat mobile CCTV be located at Kilbarchan Cross.Unfortunately the technical assessment that was carriedout, ruled that due to the listed building status of someof the surrounding properties and the limitations ofthe equipment, this site was not considered suitable. Ihave asked that alternative sites be considered. I havealso raised the issue with Police Scotland locally regarding policepresence in the village.Nothing could better illustrate the need for improved publictransport in our rural villages, than my experience of travellingaround ward 9 during the festive period and early weeks of the newyear, reliant on reduced bus and replacement train services,.One stark example of the failure to have any integrated planning,is the fact that both the Sunday hourly train and bus services,and weekday night time bus and train services to Johnstonefrom Howwood leave the village at exactly the same time.I am optimistic that the Transport Scotland Bill which receivedRoyal Assent on the 15th November, will provide the opportunityfor much needed improvement giving as it does, power to localauthorities, if they so wish, to run bus services in their area. Allpolitical parties on Renfrewshire Council have backed the call forre-regulation, and I will be making representation to the councilto make full use of the provisions within the Bill to improve busservices.As always funding to local councils to enable them to run busservices will be the major factor in determining what is provided,and it is incumbent on the Scottish Government to acknowledgethis in future council budget settlements.Other aspects of the Transport Bill that will be welcomed, include theprohibiting of parking on pavements and double parking, while theoption for councils to charge people to park at work is less welcome.The decision in December by the Scottish Government to end theAbellio Scotrail contract in 2022 to run train services, will providefor consideration a number of options, including the opportunityfor a public sector bid, which would help improve rural trainservices. All in all in terms of public transport the future potentiallylooks brighter.The 2020 /21 resurfacing programme for roads and pavements iscurrently being compiled by Renfrewshire Council Officers.I would welcome suggestions and recommendations on roads andpavement priorities from Kilbarchan Howwood and Lochwinnochresidents via the contact details below.My surgeries are on the first Saturday of the month at 9am in theMcKillop Institute, 10am in Howwood Village Hall, 11am in the SteepleHall Kilbarchan, and 12.30pm in Johnstone Town Hall. Yet the Glasgow CityDeal Cabinet, which decides which projects are eitherapproved or rejected, explicitly rejected the inclusion ofan A737 upgrade for Johnstone in May 2018 following aformal request from Renfrewshire Council’s Leadership Board.My constituents across villages like Howwood, Kilbarchan, andLochwinnoch, which straddle the increasingly congested A737want some answers and I am totally behind them 100%. Apparentlyonce City Deal projects are agreed they are set in stone and cannotbe changed or amended, that was the rationale on which myattempt to get the City Deal Cabinet to include an A737 upgradelast year was rejected, and that was the view of the Glasgow CityDeal Cabinet in 2018.I want the Glasgow City Deal Cabinet to tell me why Renfrew wasincluded in a decisive change to a project whilst Johnstone wasrejected and to begin to treat my constituents with some respect.I also want to know when was this decided as this has not beensanctioned by Renfrewshire Council’s Leadership Board. Well doneto the people of Renfrew but the whole point of the City Deal wasit was meant to work for all of Renfrewshire, not just the City Dealgolden triangle between Paisley, Renfrew, and Glasgow Airport.Regular readers on my column will understand that I have longbeen concerned about the whole of West Renfrewshire being leftbehind economically by Paisley – based administrations of variouspolitical hues, sadly this recent proposal with the Metro Tram Linkdoes nothing to allay my fears.My advice surgery in Kilbarchan is on the 2nd Wednesday of themonth in the Steeple Hall at 7.30pm, and my advice surgery inHowwood is on the 4th Wednesday of the month in HowwoodVillage Hall at 6.30pm, then at Lochwinnoch also on the 4thWednesday of the month in the McKillop at 7.30pm.
