WELCOME
Welcome to the Royal Torbay Yacht Club Yearbook
for 2020. Inside you will find details of our Club
Racing and Championship sailing programmes
for this year, along with lots of useful information
for members, prospective members, visitors or
those that are looking to make use of our facilities
for an event.
Last year was significant in the history of the
club; we started by winning the RYA Yachts &
Yachting Club of the Year Award and then went
on to receive international acclaim for hosting a
spectacular world championship for the J/70 Class.
The forthcoming year sees a slight change in
focus, a key element of which is our re-launched
Club Racing programme. Starting with the new
sailing season in April, increased co-operation
with other local clubs will see more participation
and competition with all weekend racing taking
place on Sunday mornings. Refreshments and
catering to meet the needs of sailors coming
off the water will be available in the clubhouse
afterwards.
We continue to invest in the clubhouse and
facilities. Our committees are already working on
a number of plans to bring further improvements
about. Building on our success of recent years, we
are always pleased to welcome new members.
We are one of the leading yacht clubs in
the South West and hope this yearbook has
encouraged you to be part of our future success.

A BRIEF HISTORY OF THE CLUB
The first record of yacht racing in Torbay is in an
advertisement in the Exeter Flying Post of a race to
be sailed on Monday 11th September 1811.
Some years later, on 19th August 1863, a meeting
of 23 gentlemen under the chairmanship of Sir
Laurence Palk resolved to find premises and
founded a club known as “The Torbay and South
Devon Club Company Limited”. They purchased
premises on Beacon Terrace, and it is from this
beginning that the present Royal Torbay Yacht
Club can trace its origin.
In 1875, the Torquay Yacht Club was formed, and
the new Club granted an Admiralty Warrant to
fly the defaced Blue Ensign. Later in the year a
Royal Warrant was granted, with the Club’s name
changing to the Royal Torquay Yacht Club.
In 1885 the Royal Torquay Yacht Club merged with
the Torbay and South Devon Club and changed its
name to the Royal Torbay Yacht Club. The club was
connected to the telephone exchange and in the
following year, the freehold of the land on which the
Club premises stood was purchased for £650.
In 1886, the Club held its
“
first Regatta where the
prize money ranged from
£4 to £25 and within two
years the prize money had
increased substantially
to between £40 and £60.
The club was the recipient
of the last ‘Queen’s Cup,’ given by Her Late Majesty
in 1900, which was won at the club regatta in August
1900, by Colonel Bagot’s cutter Creole.
A milestone in the Club’s history was reached in
1932 when ladies were admitted to conditional
membership with limited access to certain of the
Club rooms.
Arrangements were made to hold the America
Cup trials in Tor Bay in 1934 and in 1935, six “J” class
yachts were racing in Torbay but with the death
of HM King George V in 1936, “J” class racing came
virtually to an end.
In 1937, an International Coronation Regatta was
held with an entry list of 292 yachts including six 12
metres, eight 6 metres and 15 yachts over 75 tons.
During the Second World War, the Club suffered
many difficulties including bomb damage. Urgent
repairs had to be carried out in 1944 on the billiard
room ceiling which had become dangerous. More

the Club with members
being restricted to two
single or one double
per day with no whisky
being served on Tuesdays
or Fridays!
In 1948, the XIV Olympiad Sailing Races were
held in Torbay, the Club subscribing £256 to the
expense account and also giving a cocktail party for
participants and Committee.
During the 1950s a bar was built (members
previously being served by staff in Club rooms),
the Festival of Britain Regatta was held, the
Club provided a room as an office for the GATT
conference and the Duke of Edinburgh Cup races
were sailed in Torbay.
In 1961, the Torquay Corinthian Yacht Club merged
with the Royal Torbay Yacht Club and the combined
unit continued to operate under the latter name.
This brought with it an
increased membership and
an additional Flag Officer, a
second Rear-Commodore.
When the Royal Torbay
Yacht Club celebrated its
centenary in 1963, indicator
trials were held during the
regatta, resulting in the selection of club crew Martin
Parry, Peter Reade and Colin Harris, who subsequently
finished fourth in the International Dragon class at
the Tokyo Olympic games in 1964.
In 1993, it was agreed that the members of Torquay
Rowing Club who had been neighbours in the
harbourside premises, should also become members
of the Club.
In 2013 the club was honoured
with the presentation of
a Blue Plaque by the
Torbay Civic Society to
commemorate the
150th Anniversary of the
Royal Torbay Yacht
Club and the 200th
Anniversary of
the Torbay Royal
Regatta.

CLUBHOUSE & FACILITIES
Having received an award from the RYA for offering
“fantastic facilities” in 2019, our Grade II listed
Clubhouse sits proudly above Torquay harbour and
continues to offer a warm welcome for members
and visitors alike.
Our members’ bar and terraced garden with
panoramic views across the bay both provide
a wonderfully relaxed environment. Generous
function, meeting and training rooms (all with
easily accessible presentation screens) allow for
a wide range of different activities to take place
simultaneously. The club restaurant and in-house
chef provide high quality catering for club functions
as well as sailing championships and external
events.

We have changing facilities providing hot showers,
with secure storage available for your valuable items
during sailing events. Digital display screens provide

CLUB RACING
The Royal Torbay Yacht Club offers some of the
most extensive, competitive and well managed
club racing to be found in the South West. The club
has a strong racing focus and is keen to attract
new sailors and boats to join our regular racing
programme running from April through to New
Year’s Day.

new and exciting opportunities
with more races scheduled, all
weekend racing now on Sunday
mornings, closer co-operation
with other local clubs and a new
20 race series for Junior Sailors –
read on for more details.
We offer a range of racing IRC Yachts, Cruisers,
Sportsboats, SB20s, PY Dinghies and Junior
Classes. There are many opportunities to get out
on the water and go racing with many boats
always looking to encourage new crew. The club
continually seeks to develop its existing classes and
introduce new classes where they complement
existing fleets.
The popular Wednesday Evening series for all
classes continues in the same format with 24
races over 4 series plus a Crews Race (June 24th)
scheduled.
New This Year for PY Dinghies - all weekend
racing takes place on Sunday mornings and by
joining up with Paignton Sailing Club everyone
can look forward to keen competitive racing
and in greater numbers. There are six series with
each club running two series and two series
shared; full details can be found in the sailing
programme. A total of 66 races are scheduled with
both combined and individual club results being
produced for each series.
It is intended that PY Dinghy racing takes place in
the bay equidistant from both harbours whenever
possible and conditions permitting. A Royal Torbay
Yacht Club RIB will accompany dinghies where
races are organised by Paignton Sailing Club. All
combined racing will be governed by the respective
club's NOR and SIs and whilst every effort will be
made to ensure a common approach, sailors are
advised to familiarise themselves with each club’s
publications available from their websites.
There are also great opportunities (and at no extra

cost) for members to join in the three Paignton
Sailing Club one-off races, all detailed in the club
racing programme. Also featured are two Sailing
South West events, the Torbay Tornado on March
21st and the 2.5hrs Pursuit Race on December
6th at Paignton. These two events are subject to
separate entry fees as are POSH and the two club
regattas.
All clubs in the bay have agreed to encourage
participation in the three regattas POSH May 9th –
10, Brixham Dinghy Regatta July 10th – 12th and
our own Torbay Royal Regatta August 21st – 23rd.
Junior Classes continue to race as part of the
Wednesday Evening series and we look forward to
seeing increasing participation during the year as
they gain both experience and confidence.
Sportsboat weekend racing takes place on Sunday
mornings, all racing organised by the Royal Torbay
Yacht Club with 6 series and a total of 62 races
scheduled plus Sprint Races.
IRC Racing takes place on Sunday mornings
from April to December. In addition to regular club
racing the IRC & CRUISERS (SWYTCS) participate
in a number of coastal races during the year
joining with other local clubs for the Combined
Clubs Coastal Series of 5 races; dates are included
in the club programme. These include our own
“Smugglers Run” to Teignmouth and weekend
races to Plymouth, Salcombe and Dartmouth,
NOR and SIs are available from the website of the
organising clubs.
Offshore Week, July 3rd to 11th is a popular and
sociable sailing week for both IRC and Cruiser
classes, where the fleet is joined by boats from other
local clubs. Racing includes the Channel Race to
St Peter Port and other races around the Channel
Islands and the ports of Brittany and Normandy.
Building on the success of the 2019 event the
Paddleboard Regatta 2020 takes place on
Saturday 25th July. Paddleboarding continues to
grow in popularity and we are looking forward
to even greater participation from our new
Paddleboard base in Beacon Cove.
The Torbay Royal Regatta 2020 takes place over
the weekend of August 21st – 23rd with racing for
all classes on three courses in the Bay, great socials
and family fun. Full details on Page 17 of this book.
The culmination of all club racing will be the
prizegiving evenings with the Squadron 13 event
on Saturday 10th October and the Annual Club
Prizegiving dinner on Friday 20th November for all
classes and the presentation of the much coveted
Champion of Champions Trophy.

TORBAY ROYAL REGATTA
August 21st – 23rd
One of the premier sailing regattas in the South
West, this year sees the introduction of new
initiatives to encourage diversity and increased
participation. We look forward to welcoming
competitors from near and far.
The regatta will be run on three separate courses
with competitive racing for IRC Yachts, Cruisers,
Sportsboats, Asymmetric /Non-Asymmetric PY
Dinghies, and Junior Classes. There will be racing for
all classes on Saturday 22nd and Sunday 23rd followed
by a Gala prizegiving on the Sunday evening.
This year sees the return of the Spinlock IRC South
West Championship to Torbay as part of the Regatta.
Ladies sailing will be recognised with prizes in all
classes to encourage greater female participation
and in the IRC class the highest overall boat with
a predominately female crew will be awarded the
prestigeous Addison Gold Cup (see NOR for
full details).

Short-handed sailing has increased in popularity
over recent years and prizes will be awarded to the
highest place double handed IRC boat.
New this year on the Friday evening will see the
introduction of fun races for all, followed by the
Commodore’s Welcome Party in the Corinthian
Room at the Royal Torbay Yacht Club.
On Saturday evening you will be able to enjoy the
renowned hospitality of the Royal Torbay Yacht
Club, it is sure to have a great party atmosphere
with music; entertainment and good company.
Torbay Royal Regatta is a real family occasion with
racing for all ages, offering free berthing and boat
parking, with quick and easy access to some of the
finest sailing waters in the world. It is a great value
regatta.
Car parking is just above the harbour and opposite
the Clubhouse, both are close to Torquay town
centre. There is a wide choice of accommodation
within walking distance.

NOTICE OF RACE
The organising authority is the Royal
Torbay Yacht Club (RTYC).
This Notice of Race covers all Club Racing except
the Channel Race, Offshore Week and Torbay Royal
Regatta which will be covered by a separate Notice
of Race.
1 Rules
1.1 Racing will be governed by the rules as
defined in The Racing Rules of Sailing 2017-
2020 including Royal Yachting Association (RYA)
prescriptions.
1.2 Competitors should note that the Organising
Authority implements the RYA Racing Charter and
that they will be expected to sail in compliance with
it. The charter can be found in the front of the RYA
edition of the Racing Rules of Sailing or on the RYA
website rya.org.uk/racing/charter. .
1.3 The Equipment Rules of Sailing to the extent
they apply.
1.4 The applicable class or/and handicap system
rules, including for IRC boats IRC Rule 2020, Parts A,
B and C, but excluding rules 21.1.5(d) and (e) and rule
22.4. https://ircrating.org/irc-rule/
1.5 Torbay Harbour Bye-Laws.
2 Advertising
2.1 Boats may be required to display advertising
chosen and supplied by the organizing authority.
They shall display such material as instructed.
3 Eligibility and Entry
3.1 The race programme is open to all boats of
the following classes or handicap divisions.
3.1.1 IRC Boats holding a valid IRC Certificate and a
minimum SSS number of 8. (IRC classes 1 & 2).
3.1.2 Sportsboat Handicap Class- For boats with a
minimum hull length of 5.0m, an asymmetric rig
and a maximum hull length of 10.1m.
3.1.3 SB20 Class - One Design class.
3.1.4 Cruiser Class - includes all keel boats,
which do not have a valid IRC certificate, a
Portsmouth Yardstick Dinghy handicap or are
rated as Sportboats. This class applies only to the
Smugglers Run, Combined Club Races and all boats
competing in New Year’s Day Races.
3.1.5 PY Dinghy Handicap class - Dinghies with a
Portsmouth Yardstick Handicap Number.
3.1.6 Junior Handicap classes - Dinghies with a
Portsmouth Yardstick Handicap Number of 1175
to 1249 (Fast) and 1250 and above (Sports), sailed
by Junior crews who are under the age of 18 on 1st
January 2020.
3.1.7 The Organising Authority may, at their
discretion, add additional classes and allocate
divisions of the above classes according to handicap
rating and as designated in the Sailing Instructions.
Class starts may be shared.
3.1.8 The handicap split for IRC Classes will be
published by Sunday 22nd March 2020 on the club
website and displayed on the Official Notice Board.
3.2 A boat entering the SB20 one design class
will be automatically entered in the Sportsboat
handicap class. No additional entry fee is required.
3.3 Eligible boats may enter by completing
the entry form online https://rtyc.org/racingdocuments/
3.4 An entrant who changes a sail number,
boat or hull or substantive change that may affect
the racing, must notify the Organising Authority
in writing by completing a new entry online, no
additional fee will be payable.
3.5 Named helms are required to be declared for
each Junior Handicap Class series (see 9.9 – Scoring).
3.6 To score series points the helm of the entered
boat (except visitors) in at least 75% of the races
must be a Full Member of the RTYC.
3.7 By entering the 2020 Club Racing
programme covered by this Notice of Race, all
entrants agree to be placed on the Dutyman
Roster. For Juniors, the person signing the
parental consent form assumes the duty
obligations. If the entrant is unable to undertake
their duty they may pass this duty to one of their
crew, as long as the allocated person is suitably
qualified for the role.
4 Fees
4.1 Entry fees for the full programme of races
shall be as follows:-
Junior classes £40.00
All senior classes £75.00
Helms under 18 on 1st January 2020 £40
4.2 Entry fees for a single race will be £10 (£5
Juniors) or single series of races will be £20 (£10
Juniors), Juniors who are not Squadron 13 members
will be required to pay £10 for each race. There will
be no entry fee for Bill's Goblet, New Year's Day Race
and The Smugglers Run Race.
4.3 Non-Members wishing to race the whole
programme will be subject to a 50% surcharge on
entry fees described above.
4.4 Entries must be received by the Club no later
than 1200 on Friday before a Sunday race and 1200
on Wednesday before a Wednesday race.
5 Programme
5.1 The Club Racing Programme 2020 is available
on the club website www.rtyc.org/racing-documents
or in the 2020 yearbook available from the Club.
5.2 Races for the IRC, Sportsboat, SB20 and PY
Dinghy handicap classes will be on Wednesday
evenings and Sunday mornings, and for Junior

handicap classes on Wednesday evenings.
5.3 Coached Racing for Junior handicap classes
will take place on Saturday afternoon as per the
Squadron 13 sailing programme.
5.4 The first warning signal for the programme
will be 1815 on Wednesday, 1st April 2020. The

6 Measurement
6.1 A valid measurement or rating certificate
shall be held at all times by each boat for the class
for which she is entered.
6.2 Rating certificates for IRC may be changed
during any series of races. Any change of rating
from that declared on the entry form must be
notified to the Club not less than 24 hours before
the scheduled warning signal of the next race of the
series for which a change is required.
6.3 The South West Yacht Time Correction
System may be used by boats who do not hold
a valid IRC certificate for the Smugglers Run,
Combined Club Races and for all boats competing
in New Year’s Day races. Details on how to apply for
this free certificate will be posted on https://rtyc.org/
racing-documents/
6.4 Handicaps for all classes other than IRC and
Cruiser classes will be allocated according to available
published information and may be adjusted at the
discretion of the Organising Authority.
7 Sailing Instructions
7.1 Sailing Instructions will be available on
the club website at https://rtyc.org/racingdocuments/
and included in the club year book
and available from the Club by noon on the 28th
February 2020.
8 Courses
8.1 Courses will be fully described in the Sailing
Instructions.
9 Scoring
9.1 The Low Point System of Appendix A will
apply.
9.2 To constitute a series, a minimum of 2 boats
must have entered the Class and at least 66% of
the series races must have been contested by any 2
boats.
9.3 Rules A4.2 and A9 are changed to provide
that a boat that does not come to the starting
area (DNC) shall be scored number of starters plus
four points more than the number of competitors
starting in a race. Any other result will be scored per
the Low Point System.
9.4 Any boat that enters after a series has
commenced will score the number of starters,
plus four points for each race in which she did not
compete.
9.5 Each boat's series score will be the total of her
race scores with her worst score discarded if four or
more races have been completed. If six races are
completed in any series, the worst two scores are
discarded. If 9 races are completed in any series the
worst three scores are discarded.
9.6 All corrected times for handicap classes will
be rounded to the nearest second to determine
finishing place.
9.7 Any competitor who does not compete in
a race(s) to help with the race organisation, of any
Club event, will be awarded Series Average Points
(SAP), excluding Discards. Those wishing to claim
should fill in the form provided online at http://rtyc.
org/racing-documents/ and hand it in to the Club
Office. This should be done on the day, or within
seven days of the race.
9.8 Boats will only be scored for a Junior
Handicap Class series if there is a nominated helm
and unless a helm is nominated the boat cannot be
considered for a series prize.
9.9 An entrant, who changes their boat or hull
during the season, and within the same class, may
count the old boat scores or hull scores, together
with the new boat or hull scores, towards the Class
Championship. Individual Series Points are not
cumulative.
9.10 Any one design class with five or more entries
will be scored separately within overall handicap
classes.

10 Personal Buoyancy
10.1 All competitors in PY Dinghy, Sportsboat
handicap and SB20 One Design classes and all
helms or crews under the age of 18 on 1st January
2020, shall wear personal flotation devices at all
times whilst afloat. Flag Y will not be displayed. This
changes RRS 27.1, Part 4 preamble, RRS 40 and
Race Signal Y.
11 Manual Power – IRC and Cruiser Class
11.1 Rule 52 and RRS B5 do not apply and the use
of automatic pilots, whether electronic or otherwise,
are allowed.
11.2 Boats using stored power for the adjustment
or operation of running rigging (e.g. backstays,
runners, checkstays, sheets, guys etc.), but excluding
the hoisting, reefing or furling of sails, shall declare
this to the RTYC sailing committee at time of entry.
12 Safety
12.1 All IRC and Cruiser class entrants shall comply
with their own Class and Handicap system safety
rules in addition to the following:
12.1.1 VHF Radio. Boats shall carry either a fixed or
portable working VHF radio capable of receiving
and transmitting on Channel 14, 16, 72 and 77.
12.1.2 Fire Extinguisher. Boats carrying engine or
cooking fuel shall carry a suitable fire extinguisher
and a stout bucket of 9 litres minimum capacity
attached to a lanyard.
12.1.3 Personal Buoyancy. Boats shall carry personal
buoyancy for each crew member at least sufficient
to comply with RRS 40. It is recommended that
personal buoyancy is worn by all crew members at
all times whilst racing.
12.1.4 Man Overboard. Boats shall also carry a
rescue quoit, or throw bag, with at least 15m of
floating line and, at least, one lifebuoy or life sling.
12.1.5 First Aid. Boats shall carry a suitable
waterproof first aid pack with instructions.
12.1.6 Anchor. Boats shall carry a suitable anchor
and a minimum of 50m warp to hold the boat in
15m depth of water.
12.1.7 Compass. Boats shall carry a suitable
compass – handheld acceptable.
12.1.8 Equipment. Fittings and engines shall be
securely fastened.
12.1.9 Propulsion. A means of propulsion, other
than the boats sails, is to be provided.
12.2 All Sportsboat Handicap and SB20 One
Design class entrants shall comply with their own
Class Rules and in addition carry the following safety
equipment:
12.2.1 VHF Radio. Boats shall carry either a fixed or
portable working VHF radio capable of receiving
and transmitting on Channel 14, 16, 72 and 77.
12.2.2 Compass. Boats shall carry a suitable
compass – handheld acceptable.
12.2.3 First Aid. Boats shall carry a suitable
waterproof first aid pack with instructions.
12.3 The crew of all dinghies and Sportsboats shall
wear clothing and safety equipment (including
harnesses) in the manner intended by the
manufacturer.
12.4 Long hair shall be restrained to avoid any risk
of entanglement with equipment.
13 Radio Communication
13.1 Except in an emergency, a boat that is racing
shall not make voice or data transmissions and shall
not receive voice or data communication that is not
available to all boats.
14 RYA Arbitration and RYA Rule Disputes
Procedures
14.1 The Post Race Penalty and the Advisory
Hearing and RYA Arbitration of the RYA Rules
Disputes procedures shall apply (for information
of the procedures, go to www.rya.org.uk/go/
rulesdisputes ). The outcome of an RYA Arbitration
can be referred to a protest committee, but an
arbitration cannot be reopened or appealed.
15 Rights to use name and likeness
15.1 Competitors automatically grant to the
Organising Authority, without payment, the right in
perpetuity to make, use and show motion pictures,
still pictures and live, taped of filmed television of or
relating to the Club Racing Programme.
16 Privacy Statement
16.1 The personal information you provide to the
organising authority will be used to facilitate your
participation in the event. If you have agreed to
be bound by the Racing Rules of Sailing and the
other rules that govern the event (the rules), the
legal basis for processing that personal information
is contract. If you are not bound by the rules, the
legal basis for processing that personal information
is legitimate interest. Your personal information
will be stored and used in accordance with the
organising authority’s privacy policy. When required
by the rules, personal information may be shared
with the RYA and/or World Sailing. The results of the
event and the outcome of any hearing or appeal
may be published. RTYC Privacy Policy can be found
at https://rtyc.org/privacy
17 Prizes
17.1 Except where stated in the Sailing
Instructions, trophies will only be awarded to
members of RTYC.
17.2 Prizes and trophies will be awarded for
each class, together with special races and Club
perpetual award trophies
17.3 Class Champion trophies will be awarded to the
boat with the best overall results adding up the points
achieved in each series, excluding the Winter Series.
17.4 The Wilkinson-Cox Trophy for the Club

"Champion of Champions" will be awarded to a
Class Champion based on the following:
17.4.1 A Class Champion who has been awarded the
Trophy in the previous two years for their current or
any other Class is not eligible to receive the Trophy.
17.4.2 All Club Series, except the Winter Series, are
included in this calculation.
17.4.3 Add up the points (points) that each of the
Class Champions have achieved in races in which
they were not DNC.
17.4.4 Add up the number of races (races) in which
points were achieved.
17.4.5 Any Class Champion who has races of less
than 25 is not eligible to receive the Trophy. The
sailing committee may, at a formally convened
meeting, decide to remove this restriction for a class
or classes in the event of special circumstances.
17.4.6 Find the largest number of races (mraces) any
Class Champion has sailed.
17.4.7 Calculate the average number of boats that
sailed in each of the fleet's races throughout the
Club racing (aveboats).
17.4.8 Find the largest number of aveboats in any
fleet (maveboats).
17.4.9 Perform the following calculation for each
Class Champion to create comparable scores
Performance = points x mraces x maveboats/(races
x aveboats).
17.4.10 The Trophy is awarded to the Class
Champion with the lowest Performance score.
18 Risk Statement
Rule 4 of the Racing Rules of Sailing states “The
responsibility for a boat’s decision to participate in a
race or to continue racing is hers alone.”
Sailing is by its nature an unpredictable sport and
therefore involves an element of risk. By taking
part in the event, each competitor agrees and
acknowledges that:
18.1 They are aware of the inherent element of risk
involved in the sport and accept responsibility for the
exposure of themselves, their crew and their boat to
such inherent risk whilst taking part in the event;
18.2 They are responsible for the safety of
themselves, their crew, their boat and their other
property whether afloat or ashore;
18.3 They accept responsibility for any injury,
damage or loss to the extent caused by their own
actions or omissions;
18.4 Their boat is in good order, equipped to sail in
the event and they are fit to participate;
18.5 The provision of a race management team,
patrol boats, umpires and other officials and
volunteers by the organiser does not relieve them of
their own responsibilities;
18.6 The provision of safety boat cover is limited to
such assistance, particularly in extreme
weather conditions, as can be practically
provided in the circumstances;
18.7 It is their responsibility to familiarise
themselves with any risks specific to this venue or
this event drawn to their attention in any rules and
information produced for the venue or event and to
attend any safety briefing held at the venue;
18.8 They are responsible for ensuring that their
boat is equipped and seaworthy so as to be able
to face extremes of weather; that there is a crew
sufficient in number, experience and fitness
to withstand such weather; and that the safety
equipment is properly maintained, stowed and in
date and is familiar to the crew.
18.9 Inspections. The fact that the race committee
conducts inspections of a boat does not reduce the
responsibilities of each competitor set out in this
Notice of Race.
19 Insurance
19.1 Each participating boat shall be insured
boat is required to be insured with valid thirdparty
liability insurance with a minimum cover of
£3,000,000 per incident or the equivalent.

SAILING INSTRUCTIONS
The organising authority is the
Royal Torbay Yacht Club (RTYC)
These Sailing Instructions do not include the
Channel Race, Offshore Week and Torbay Royal
Regatta which will be covered by separate Sailing
Instructions.
1 Rules
1.1 Racing will be governed by the rules as
defined in The Racing Rules of Sailing 2017-2020.
1.2 The prescriptions of the Royal Yachting
Association (RYA) apply.
1.3 Competitors should note that the Organising
Authority implements the RYA Racing Charter and
that they will be expected to sail in compliance with
it. The charter can be found in the front of the RYA
edition of the Racing Rules of Sailing or on the RYA
website rya.org.uk/racing/charter.
1.4 The Equipment Rules of Sailing to the extent
they apply.

2 Entries
2.1 Entries and eligibility are to be in accordance
with the Notice of Race.
2.2 An exception is the Crews Race where
eligibility shall be further limited to boats helmed
by a crew member who has crewed in not less
than 50% of the races that the boat which they
are going to helm has competed in during 2020.
Crews are not eligible if they have previously
helmed in more than 30% of the races that the
boat has competed in during 2020. This race is
a stand-alone race and does not count towards
a series.
3 Notices to Competitors
3.1 Notices to competitors will be posted on the
Notice Board located in RTYC Clubhouse and at
https://rtyc.org/racing-documents/
4 Changes to Sailing Instructions
4.1 Any changes to Sailing Instructions will
be posted at least 24 hours before the first race
affected by the change. IC Flag "L" will be displayed
ashore or on the committee boat before the
warning signal of the first race for each class to
which the change in Sailing Instructions applies.
5 Signals made Ashore
5.1 Signals made ashore will be displayed from
the flagpole at the base of Haldon Pier.

8.1 Pursuit Race for Bill's Goblet - Start Times
and Time Limits.
Note: Entrants will be handicapped by variation in

Sunday before. Additional copies will be available to
competitors in the Clubhouse.
There is no entry fee for this race, but a collection
will be made in aid of the RNLI after racing.
1425 Red or Green flag with sound signal

Thereafter 30 seconds before the next whole
minute the appropriate handicap start time will be
displayed on boards on the Committee Boat and
removed at the exact time (for example a handicap
start time of 1453 – "53" on boards will be displayed
for 30 seconds and at the actual start time the
"3" will be removed). There will be no recalls and
premature starters will be penalised by 5 minutes
for every minute or part of a minute by which they
start early.
Note: It is intended that race length shall reflect the
median handicap boat sailing approximately 100
minutes. The Committee Boat will display flag "S"
with two sound signals to signify that the finishing
line has been set.
8.2 The Smugglers Run - This race is for cruisers
with an IRC rating or SWYTCS Certificate.
Qualifying boats will start as one class with warning
signal (Numeral Pennant 1) at 0955. Starting
procedure will be as clause 12 of Sailing Instructions.
The course will be from the start to a mark,
identified by VHF Channel 72, from the
committee boat, together with whether it is to be
left to port or starboard. Then to RTYC mark 3 (leave
to port), then to the Teignmouth Sewer Outfall
mark (approx. 50°31.97'N, 3°27.76'W), (leave to port),
then to RTYC mark 2 (leave to starboard) and then
to the finish line between the RTYC flag pole at the
base of Haldon Pier and outer distance mark Green.
(approx. 50°27.29'N, 3°31.72'W). All boats will be
required to take their own finishing time and advise
this time by email to sailing@rtyc.org within 24
hours of the start of the race. Time Limit 5 hours.
8.3 New Year's Day Race – Scheduled time of

9 Race Area
9.1 The racing area will normally be in Tor Bay as
shown in Appendix 1 Course Card 2020. Exceptions
may occur for coastal races for IRC and Cruiser
Classes.
10 Courses and Marks
10.1 Details of marks for can be found in
Appendix 1 Course Card 2020.

10.2 The mark number, or letter, will be displayed
on a board on the committee boat in the order in
which they are to be rounded or passed.
10.3 IRC, Cruiser and Sportsboat Classes: These
courses may be broadcast on VHF Channel 72.
10.4 Junior handicap class may receive verbal
instructions from an attendant safety boat. This
changes SI’s 10.2, 10.6, 10.7 and Rule 41 Outside Help.
10.5 The first leg of the course is an intended
windward leg for Committee Boat starts.
10.6 A Red flag displayed on the committee boat
will signify that all marks are to be left to PORT. A
Green flag will signify that all marks are to be left
to STARBOARD. If neither Red nor Green flags are
displayed, the marks to be rounded will be shown
on a course board with a (P) or (S) to signify that
they are to be left to Port or Starboard.
10.7 The number of laps to be sailed will be
displayed on a board on the committee boat. The
course may be shortened for any reason at the
discretion of the Race Committee. This changes
RRS rule 32.1.
10.8 Course instructions for fixed line starts will be
broadcast on VHF Channel 72.
11 Areas that are Obstructions
11.1 The entirety of the Scallop Nursery beds,
forming an imaginary box including the yellow
beds marker buoys (flashing Y.2.5s) approximately
0.5nm south of Thatcher Rock, are an obstruction.
This obstruction can be passed on any side. The
coordinates that make up the corners of the bed are:

12 The Start
12.1 Races shall be started by using RRS 26 with
the warning signal made 5 minutes before the
starting signal. Times shall be taken from the
visual signals; absence of a sound signal shall
be disregarded. The warning signal for each
succeeding start shall be made with the starting
signal of the preceding class.
12.2 If an Orange Flag is displayed from the RTYC
Flag Pole at the base of Haldon Pier 30 minutes
before first warning signal of the day, the start
will be from Haldon Pier. The starting line will be
between the pole at Haldon Pier displaying an
Orange flag and outer distance mark R or G as
broadcast on VHF Channel 72.
12.3 When the committee boat is afloat, the
Starting Line will be between the mast on the
committee boat displaying an Orange flag and a
nearby mark or a white danbuoy with an Orange
flag (Mark A).
12.4 The committee boat may be positioned at
either end of the starting line at the discretion of the
Race Committee.
12.5 Boats whose preparatory signal has not been
made shall keep clear of the starting area and of all
boats whose preparatory signal has been made.
12.6 A boat shall not start later than 4 minutes
after her starting signal.
13 Change of Course after the Start
13.1 To change the next leg of the course, the
Race Committee will signal a change of course
by displaying Flag C with the class flag(s) for the
classes affected by the change, accompanied
by repetitive sound signals. If no class flag(s)
is displayed the change of course will apply to
all classes. The new course to be sailed will be
displayed on the board on the committee boat
indicating the marks to be rounded and the order
in which they are to be passed and whether they
are to be left to port or starboard. No compass
bearing of the next leg or +/- will be displayed. The
change of course will also be broadcast on VHF
Channel 72. This changes Rule 33.
14 The Finish
14.1 The finishing line will be between the mast
on the committee boat displaying an Orange
flag and a mark of the course or between a pole
on Haldon Pier displaying an Orange flag and an
outer distance mark R or G as appropriate to course
indicated. Boats may be asked to self-time their
finish. If doing so, they should record time of finish
and time of boats in front and behind if practicable.
This information shall be emailed to sailing@rtyc.
org within 24 hours of the start of the race.
15 Alternative Penalties
15.1 For the Sports Boat handicap and SB20
One Design classes RRS 44.1 is changed so that
the Two-Turns Penalty is replaced by the One Turn
Penalty, except that if the infringement is against
a boat competing in another class a two-turn
penalty shall be taken.
16 Time Limit
16.1 If one boat sails the course as required by RRS
28.1 and finishes within the time limit, the time limit
shall be extended by 30 minutes for all boats in the
same class.
16.2 If no boat in a class has finished within the
time limit, but at least one lap of the course has
been completed the result for that class may be
decided on the positions of boats at completion of
the last complete lap or the last recorded position
provided at least one lap has been completed.
16.3 When a boat ceases to race before expiry
of the time limit, and no other boat of the same
class completed a further round, the boat that
has ceased to race will be recorded as finishing in
accordance with Sailing Instructions 16.2.
17 Protests and Requests for Redress
17.1 Protests for all classes shall be delivered to the

Race Officer or RTYC club office within 24 hours of
the start of the race.
17.2 The date and time of Protest Hearings will be
notified to all parties as soon as possible after the
lodging of a protest form.
17.3 The Post Race Penalty and the Advisory
Hearing and RYA Arbitration of the RYA Rules
Disputes procedures shall apply (for information
of the procedures, go to www.rya.org.uk/go/
rulesdisputes ). The outcome of an RYA Arbitration
can be referred to a protest committee, but an
arbitration cannot be reopened or appealed.
18 Scoring
18.1 Scoring will be in accordance with paragraph
9 of the Notice of Race.
19 Equipment and Measurement Checks
19.1 On the water, a boat can be instructed by
a member of the Race Committee to proceed
immediately to a designated area for inspection.
Ashore, equipment may be inspected or measured
at any time.
20 Radio Communication
20.1 Except in an emergency, a boat that is racing
shall not make voice or data transmissions and shall
not receive voice or data communication that is not
available to all boats.
20.2 The Race Committee will use VHF Channel 72
for communication with competitors in IRC, Cruiser
and Sportsboat classes. Such communication may

20.3 Boats called by the Race Committee, either by
name or sail number may respond and under such
circumstances will not be in breach of SI 20.1. This
changes RRS 41.
20.4 Failure to broadcast by the Race
Committee or time it accurately, or failure to receive
a broadcast by the Race Committee will not be
grounds for redress. This changes Rule 62.1 (a).
21 Prizes
21.1 Trophies and/or prizes will be awarded in
accordance with paragraph 17 of the Notice of Race.
21.2 Except where stated in Special Sailing
Instructions trophies will only be awarded to
members of RTYC.
22 Special Safety Instructions
22.1 A young competitor shall be any person
under the age of 18 on the 1st January 2020 who
intends to race on a boat in any race to which these
Sailing Instructions apply and on which there is
no crew member over the age of 18 years on 1st
January 2020.
22.2 No young competitor shall leave the harbour
at any time until released by the Beachmaster.
22.3 No PY Dinghy handicap class shall leave the
harbour before the warning signal of the race in
which she intends to compete during the Winter
Series unless a safety boat is underway.

Squadron 13 is always welcoming new members
and prides itself in delivering an exciting and safe
introduction to the world of sailing. Inclusive for
members of all abilities, the fun-packed Saturday
morning sessions allow children and parents to
experience some of the best sailing in the UK
on the fine sailing waters of Tor Bay. The Juniors
will be introduced to the national syllabus with
options to carry out further courses to gain RYA
qualifications.
Our Junior sailors are encouraged to make good
use of a wide variety of club boats. This enables
them to develop their skills and competence
leading to the opportunity to participate in
club racing with confidence. Racing for Juniors
takes place on Wednesday evenings and on
Saturday afternoons as part of the Squadron 13
programme.
The Royal Torbay Yacht Club was one of the
first clubs to be recognised by the RYA as a
British Youth Sailing Club, allowing junior sailors
to develop their sailing and racing skills, and
encouraging young sailors at grassroots level
to stay in the sport. Over the years, many of
our Junior members who have competed with
success at National and International level,
progressed through to the British Sailing Team.
There are opportunities for all both on and off the
water and we encourage families to get involved
and enjoy the lively social programme that that
club has to offer.

To encourage the children of

into sailing
Founded in 2007, the Torbay Youth Sailing Trust
(TYST) operates under the umbrella of Royal
Torbay Yacht Club (RTYC). Our aim is to provide
the young people of Torbay and surrounding area
with opportunities to access water-based activities
via affordable training courses and low-cost
equipment rental.
Our friendly and qualified RYA Instructors follow
the Royal Yachting Association (RYA) syllabus,
providing a widely recognised structure to
our training courses. The safety of children is
paramount; all our instructors are DBS checked
and trained in handling emergency situations. We
aim to provide a positive learning environment
for children and young people of all ages and
abilities. Our low instructor to pupil ratio enables
us to encourage learning at a pace appropriate
for each individual child. We provide a complete
package with all equipment supplied by TYST on
our courses.
Courses include Junior membership of the Royal
Torbay Yacht Club, allowing access to the Club
Racing Programme once they have completed
their training.
Torbay Youth Sailing Trust is pleased to offer
a selection of dinghies including the RS Tera,
and stand up paddle boards for low-cost hire
exclusively to Royal Torbay Yacht Club members.
Juniors must be accompanied by a safety boat,
adults may sail at their own risk without a safety
boat present. If parents are hiring equipment
for juniors, it is their responsibility to arrange
appropriate safety boat cover.
Adults hiring dinghies must have RYA Level 2 or
above and juniors must have RYA Stage 2 or above.

Our range of courses includes:
Sailing Tuition (Adults) – including RYA Levels 1-3
We offer a range of options for adults seeking to
start sailing in either dinghies or keelboats. If you
are looking for a structured pathway to a sailing
qualification, then RYA Levels 1-3 will take you from
a complete novice to a basic level of competence.
If you wish to try sailing for the first time, we can
also offer taster sessions with our instructors. The
more experienced sailor can take one-to-one time
with our instructors to hone their skills or even take
some race coaching.
Sailing Tuition (Juniors) – including RYA Stages 1-4
We offer a broad range of opportunities for juniors,
including structured RYA dinghy courses starting at
RYA Stage 1 through to RYA Stage 4.
Our junior sailing group, Squadron 13 is active most
Saturday mornings throughout the year either
on the water or in the classroom having fun and
learning valuable skills. Membership of Squadron 13
is via an affordable fixed monthly direct debit, which
includes Junior Membership of Royal Torbay Yacht

RYA Powerboat Level 2
Our most popular course and often the minimum
requirement to purchase insurance to operate a
motorboat. RYA Powerboat Level 2 (PB2) is delivered
across two days of tuition, with most of the course
being on the water gaining hands on experience. If
you start a PB2 course with no experience of driving
small motorboats our aim at the end of the two
days is to have you confidently in control of the boat
in coastal waters.
RYA Day Skipper (Shore-based)
RYA Day Skipper introduces you to the more
technical aspects of navigation, with the intention
of equipping you with enough knowledge to
navigate familiar waters by day. The course also
includes a basic knowledge of lights and an
introduction to night cruising.
We offer Day Skipper courses in both the traditional
weekend format over two weekends in the autumn,
or as evening classes to fill those long winter nights.

TRAINING
RYA Diesel Engine
A short beginners’ course to help you prevent and
solve diesel engine failure. The course teaches you
the basic principle of how your engine works, basic
maintenance checks and procedures and how
to get your engine started again in the event of
a breakdown. This course could not just save you
money, it could save your life.
RYA Essential Navigation & Seamanship
Ideal for anyone interested in almost any on-thewater
sport, a highly informative short-course that
provides an insight into basic navigation, charts,
safety, tides, weather forecasts, anchoring and more.
The course ideally complements the RYA Start
Sailing courses, Powerboat 2 and is an excellent
precursor to a Day Skipper course.
RYA First Aid
A potentially lifesaving one-day course, designed
to give a working knowledge of first aid for anyone
taking part in activities afloat. Covers the same basic
topics a regular First Aid course would, but from a
boating perspective.
RYA Marine Radio
This course is the minimum qualification required to
operate a VHF radio on a UK flagged vessel. Course
content includes using the Digital Selective Calling
(DSC) features of your radio, selection of the correct
VHF channels, distress and emergency procedures,
ship-to-shore communications and more.
RYA Sea Survival
Sailing is a very safe sport. However, in the unlikely
event you are ever placed in an emergency
situation, the skills learnt as part of this course could
be a lifesaver. An important part of the course is
a pool-based session which allows you to put into
practice the theory learned. Course content includes
life rafts and their equipment, survival techniques,
use of lifejackets / buoyancy aids, medical aspects of
surviving at sea and search & rescue procedures.
RYA Yachtmaster (Shorebased)
RYA Yachtmaster takes knowledge learned as
part of a Day Skipper course to the next level,
equipping you to navigate safely on coastal and
offshore passages. Course content includes position
fixing, course plotting, tides, use of almanacs and
admiralty publications, GPS, weather forecasts,
plotting weather systems, predicting weather
by use of barometers and observation, collision
regulations and customs and excise regulations.
BSUPA Ready to Ride Level 1 - Stand-Up
Paddle Boarding
Stand-up paddle boarding is an increasingly
popular, low cost, easy way to
get access to the water. Ready to Ride Level 1 gives
you an excellent introduction to stand-up paddle
boarding including paddling techniques, stance,
turning, carrying your board, self-rescue, falling
safely as well as how the weather can affect you and
planning short trips.

OTHER ACTIVITIES
LADIES SAILING
Our ladies sailing group aims to encourage ladies
to get involved and share our love of sailing in a fun
and sociable way. The Tiller Girls meet on Monday
evenings during the summer months and at other
times throughout the year for social events and
evening talks with guest speakers. All ages and
abilities are catered for, from complete novices to
experienced sailors.
During the last year, the group took full advantage
of some really great weather and engaged in a wide
range of activities both on and off the water. A visit
to the Britannia Royal Naval College Dartmouth, a
Paddleboard evening, RIB evening, Tiller Girls Quiz
Team, Summer BBQ and Christmas Party were
amongst the most popular; and of course lots of
Monday night sailing.
Experience time on the water with like-minded
sailors helping to build your knowledge and
confidence and enjoy the opportunity to meet
other members and get involved with the club.
If you fancy just messing about in boats in relaxing
company, why not come and join us? Just bring a
life jacket or buoyancy aid, splash proof clothing
and non-slip shoes.

PADDLE BOARDS
Paddle boarding is now one of the fastest growing
watersports in the country and enjoys a wide
appeal to all age groups. The club is now able to
offer Paddle board hire through the TYST website

facilities in Beacon Cove, the perfect location for
safe launching. We have also become members of
the British Stand Up Paddle Association (BSUPA)
and are able to offer introductory courses with
qualified paddle board instructors.

CRUISING
The South West coastline of Devon, Dorset and
Cornwall is renowned as one of the most beautiful
and popular cruising areas in the country, with
the Channel Islands, the Isles of Scilly and coasts
of Normandy and Brittany all within comfortable
cruising range for both sailors and motorboaters.
The club is keen to encourage members to take full
advantage of the many cruising opportunities from
our wonderful base in Torquay.
Groups of members are always looking to
encourage new participants to join in cruising trips
and related social events. Cruising in company can
offer reassurance and peace of mind to the less
experienced and great camaraderie for all who
participate. Whether you are new to cruising or
experienced sailors, you will be made very welcome.
Winter talks at the club often include or specifically
relate to cruising activities of interest to all; details
will be announced by club email, website and
noticeboards.
MOTORBOATING
The many club members with motorboats are
always seeking to encourage new members
with motorboat interests. Activities take place
throughout the year both on and off the water.
Talks and practical training including boat handling,
engine maintenance and other topics of interest to
motorboat owners are open for all.

SOCIAL LIFE
The social scene is vital for any club and we
place great importance on our social calendar;
a wide range of functions and events throughout
the year means there is always something for
everyone. As well as organised social events, our
Members’ Bar is of course open throughout the
week, at lunchtimes and evenings and all day
at weekends.
Wednesdays are a permanent highlight of
the week throughout the year. During sailing
season Wednesdays are dedicated to “après
sail” with hearty, home-cooked sailing suppers
available in the restaurant and the Members’
Bar full of post racing discussion. During the
colder winter months our ever-popular quiz
night takes over, where teams pit their greymatter
against one another. New participants
and teams are always welcome.

nights, great party nights, a sophisticated Jazz

TORQUAY ROWING CLUB
Founded in 1869, Torquay Rowing Club is one of the
oldest sporting clubs in Torbay; although boats and
equipment have changed dramatically during its
long history, the aims of the club remain the same,
to foster the sport of amateur rowing and to provide
amenities for its members.
The club has been affiliated to the Royal Torbay
Yacht Club since the early 1980s and enjoys
the same access to the club’s facilities as other
members. Rowing facilities available to members
include the use of the Fine and Coastal boats
for racing and training, together with rowing
machines and other training equipment under the
guidance of the Club Captain and club coaches.
Members are encouraged to represent the Torquay
Rowing Club at both Fine and Offshore regattas in
the West of England and further afield. The club
hosts the rowing event of the Torbay Royal Regatta
and the coastal rowing Thatcher Rock 8K race.
Social activities are a strong part of the club and
these include the Crab Supper, BBQs, bowling
nights and the renowned annual Holly Ball. Club
training is on Thursday evenings and Sunday
mornings.

The town centre of Torquay is within easy walking
distance of the harbour and yacht club, where you
will find a number of banks, bureaux de change,
cash points and other local facilities. Torquay has
a lively night life with bars, clubs, award-winning
restaurants and cafes surrounding the inner harbour.
Torquay Harbour lies on the north shore of Tor Bay.
Haldon Pier to the south and Princess Pier to the
west, give shelter to the enclosed harbour facilities.
The Harbour has large events pontoons and
berthing to accommodate visiting sailors.
Beacon Quay provides access to a modern and userfriendly
slipway, accessible at all states of the tide.
The quayside businesses include a pub/restaurant,
shops, a small chandlery and cafes. Princess Pier is a
popular promenade, with views across Tor Bay, Torre
Abbey Sands, Paignton and beyond.

pontoon facility managed by Tor Bay Harbour
