Royal Torbay Yacht

Club Yearbook 2022

Inside this annual publication you will find

details of our Club Racing and Championship

sailing programmes for this year, along with lots

of useful information for members, prospective

members, visitors or those that are looking to

make use of our facilities for an event or function.

Due to the impact of Covid our programmes

for 2020 and 2021 were disrupted but we very

much hope that 2022 will see a return to (new)

normal service.

Our Bar Manager and Head Chef can keep you well

fed and watered while you take advantage of the

wonderful facilities and spectacular view of the bay

from our club house and gardens.

We continue to work closely with our fellow clubs

in the bay and other marine users. Without their

support and the assistance of the Harbour Master’s

team it would not be possible to put on the

fantastic events we have

planned for this year.

our history

A Brief History of the Club

The first record of yacht racing in Torbay appeared

in the Exeter Flying Post detailing a race to be

sailed on Monday 11th September 1811.

Some years later, on 19th August 1863, a meeting

of 23 gentlemen under the chairmanship of Sir

Laurence Palk resolved to find premises and

founded a club known as “The Torbay and South

Devon Club Company Limited”. They purchased

premises on Beacon Terrace, and it is from this

beginning that the present Royal Torbay Yacht Club

can trace its origin.

In 1875, the Torquay Yacht Club was formed, and

the new Club was granted an Admiralty Warrant

to fly the defaced Blue Ensign. Later in the year a

Royal Warrant was granted, with the Club’s name

changing to the Royal Torquay Yacht Club.

In 1885 the Royal Torquay Yacht Club merged with

the Torbay and South Devon Club and changed its

name to the Royal Torbay Yacht Club. The Club was

connected to the telephone exchange and in the

following year, the freehold of the land on which the

Club premises stood was purchased for £650.

In 1886, the Club held its first Regatta where the

prize money ranged from £4 to £25 and within two

years the prize money had increased substantially

to between £40 and £60. The Club was the recipient

of the last ‘Queen’s Cup,’ given by Her late Majesty in

1900, which was won at the Club regatta in August

1900, by Colonel Bagot’s cutter Creole.

A milestone in the Club’s history was reached in

1932 when ladies were admitted to conditional

membership with limited access to certain of the

Club rooms.

Arrangements were made to hold the America Cup

trials in Tor Bay in 1934 and in 1935, six J class yachts

were racing in Torbay but with the death of HM

King George V in 1936, J class racing came virtually

to an end.

In 1937, an International Coronation Regatta was

held with an entry list of 292 yachts including six 12

metres, eight 6 metres and 15 yachts over 75 tons.

During the Second

World War, the Club

suffered many difficulties

including bomb

damage. Urgent repairs had to be carried out in

1944 on the billiard room ceiling which had become

dangerous. More seriously, because of the war, in

1945 and 1946 whisky was rationed in the Club with

members being restricted to two single or one

double per day with no whisky being served on

Tuesdays or Fridays!!

In 1948, the XIV Olympiad Sailing Races were

held in Torbay, the Club subscribing £256 to the

expense account and also giving a cocktail party for

participants and Committee.

During the 1950s a bar was built (members

previously being served by staff in Club rooms),

the Festival of Britain Regatta was held, the

Club provided a room as an office for the GATT

conference and the Duke of Edinburgh Cup races

were sailed in Torbay.

In 1961, the Torquay Corinthian Yacht Club merged

with the Royal Torbay Yacht Club and the combined

unit continued to operate under the latter name.

This brought with it an increased membership

and an additional Flag Officer, a second Rear-

Commodore.

When the Royal Torbay Yacht Club celebrated its

centenary in 1963, indicator trials were held during

the regatta, resulting in the selection of club crew

Martin Parry, Peter Reade and Colin Harris, who

subsequently finished fourth in the International

Dragon class at the Tokyo Olympic games in 1964.

In 1993, it was agreed that the members of

Torquay Rowing Club who had been neighbours

in the harbourside premises, should also become

members of the Club.

In 2013 the Club was honoured with the

presentation of a Blue Plaque by the Torbay Civic

Society to commemorate the 150th Anniversary

of the Royal Torbay Yacht Club and the 200th

Anniversary of the Torbay Royal Regatta.

Our historic clubhouse has recently undergone

extensive refurbishment, sits proudly above

Torquay harbour and offers a warm and friendly

welcome to members and visitors alike.

The cosy Members’ Bar with its stunning view across

Tor Bay provides a welcoming environment for a

quiet drink in a wonderfully relaxed environment for

all to enjoy. From our traditional wooden, curved bar

we serve a wide selection of beers, ciders, wines and

spirits. Our terraced gardens with panoramic views

across the Bay and racing area are the perfect place

The Club Restaurant with our own in-house

Head Chef provides high quality catering for club

members, sailing championships and external

events. The restaurant is set modern surroundings

with dining for up to 50 and yet more stunning

views over the bay.

The splendid Corinthian Room with modern décor,

a private bar, and easy access to our terraced garden

serves as function room for both club and private

events. The flexible space offered by the Corinthian

Get involved in club racing

Competitive, but convivial club racing takes place

on Wednesday evenings, Sunday mornings and

some Saturdays, with the crews heading to the

bar afterwards to discuss the day's successes

and disappointments. As always there are some

changes to the format and racing opportunities;

this year is no exception. The racing programme

runs from April to New Year’s Day and full details

can be found on Pages 14 – 16.

We offer a range of racing for IRC Yachts, Cruisers,

Sportsboats, SB20s, PY Dinghies and Junior Classes.

Owning a boat is not a requirement, with new crews

always sought-after. The first port of call if you wish

to get involved will be our friendly fleet captains.

They are experienced sailors and will be able to

guide you, whether you want to dip a toe or expand

the fleet.

New this year Jubilee Club Regatta for all classes

on Sunday 7th August a celebration of the Queen’s

Platinum Jubilee Year, a day of club racing with up to

four races followed by prizegiving and social.

The ever-popular Wednesday Evening series for

all classes continues in the established and proven

format with 23 races over 3 series and a Crews Race

on July 29th. See Page 16 for further details. Sailing

suppers in the club are always available after racing.

PY Dinghies – will be racing on Sunday mornings,

in addition to Wednesday evenings. Dinghy sailors

can look forward to competitive racing with the

energy and enthusiasm of the growing numbers

of Laser Radials, our Youth sailors and new boats

joining the fleet.

Paignton Sailing Club have once again invited us

to join their one-off races, and these are included in

the club racing programme for dinghies on Page 16.

All clubs in the bay are working together

encouraging participation in the three regattas

POSH May 7th – 8th at Paignton, English Riviera

Dinghy Regatta July 11th – 12th at Torquay and our

own Torbay Dinghy Regatta October 8th – 9th.

Junior Classes will be racing on Wednesday

evenings, and we look forward to seeing increasing

participation during the year as they gain both

experience and confidence. Junior Racing as part of

the Squadron 13 programme takes place on some

Saturdays. The Dinghy regattas provide further

opportunities for Junior sailors. See Page 15 for

further details.

Sportsboat racing takes place on Sunday mornings

in addition to Wednesday evenings. The club boasts

a strong fleet of SB20s which also compete as a

separate class. Sportsboats also compete in the

Torbay Royal Regatta. See Page 15 for full details of

the club racing programme.

IRC and Cruiser (SWYTC) Classes will be racing

Sunday mornings in addition to Wednesday evenings.

Coastal Class Races including the Torbay and Dart

Combined Coastal Series (TADCCS) take place on

selected day/weekends during the season. See Page

14 for full details of the club racing programme.

The Brixham Yacht Regatta July 16th -17th and

Torbay Royal Regatta August 20th – 22nd are both

further racing opportunities for IRC and Cruisers.

Offshore Week, which includes the St Peter Port

Channel Race runs from July 1st to 10th and is a

popular and sociable sailing week for both IRC and

Cruiser classes, where the fleet is joined by boats

from other local clubs. Racing takes place around

Channel Islands and the ports of Brittany and

Normandy.

The Torbay Royal Regatta 2022 takes place over

the weekend of August 19th – 22nd with racing for

IRC, Cruisers and Sportsboats. It is one of oldest and

most popular regattas in the South West, renowned

for great socials and family fun. Further details on

Page 17 of this book.

The culmination of all club racing will be the

prizegiving evenings in the Autumn, the Squadron

13 Junior event on Saturday 14th October and

the Annual Club Prizegiving dinner on

Friday 18th November for all classes and

the presentation of the much-coveted

Champion of Champions Trophy.

One of the premier sailing regattas in the South

West, this year will see three days of racing for IRC

Yachts, Cruisers and Sportsboats. There will be a

prizegiving on Sunday 21st after two days of racing

followed by a Gala prizegiving on the Monday

evening reflecting the overall results and featuring

the presentation of the prestigious Addison Gold

Cup to the overall IRC winner. Prizes will be awarded

to encourage diversity and participation.

Torbay Royal Regatta is a real family occasion with

racing for all ages, offering free berthing and boat

parking, with quick and easy access to some of

the finest sailing waters in the world. It is a great

value regatta.

The social programme will kick off on Friday

evening with the Commodore’s Welcome Party

in the Corinthian Room at the Royal Torbay Yacht

Club. Saturday night in the club is not to be missed

and here you will be able to enjoy the renowned

regatta hospitality. There is sure to be a great party

atmosphere with music, entertainment and good

company.

The Dinghy Regatta for Asymmetric, Non-

Asymmetric and Junior Classes is a new and

exciting opportunity to race in Torbay

• Up to six races over two days.

• Quick and easy access to the racing areas from

the sheltered harbour

• The club, town, hotels and car park are all within

easy walking distance of the harbour

• Free dinghy and trailer parking

Over many years, the Royal Torbay Yacht Club has

established a well deserved reputation for hosting

dinghy regattas and championships, and in recent

years has hosted the RS Summer Regatta, Fireballs,

4000s, 2000s, Albacores, Lasers, Aeros, Fevas 420s,

29ers and many more.

We welcome enquiries from classes which are

interested in staging their Regional or National

Championships as part of this regatta.

We look forward to welcoming you to this regatta

where you will enjoy racing on some of the finest

sailing water in the world. We will be pulling out all

the stops to make this another great Torbay event.

Car parking is just above the harbour and opposite

the Clubhouse; both are close to Torquay town

centre. There is a wide choice of accommodation

within walking distance.

Notice of Race

This Notice of Race (NoR) covers the RTYC Club Racing

Programme 2022 except the Channel Race, Offshore

Week, Torbay Royal Regatta and Torbay Dinghy

Regatta for which will be separate Notices of Race will

be published.

All Club Racing which will be conducted in accordance

with HM Government Advice and RYA Guidelines

relating to the COVID-19 pandemic that may be

applicable at the time. RYA Coronavirus (COVID-19)

Guidance for Affiliated Clubs and Recognised Training

Centres.

The notation (DP) in a rule in the NoR means that the

penalty for a breach of that rule may, at the discretion

of the protest committee, be less than disqualification.

1 RULES

1.1 The event will be governed by:

1.1.1 The rules as defined in The Racing Rules of Sailing

2021-2024 including Royal Yachting Association (RYA)

prescriptions;

1.1.2 The Equipment Rules of Sailing, to the extent that

they apply (available at www.sailing.org/documents/

equipmentrules/index.php) ;

1.1.3 The applicable class and/or handicap system rules,

including for IRC boats IRC Rule 2022, Parts A, B and C,

but excluding rules 21.1.5(d) and (e) rule 22.4.1 IRC Rule,

1.1.4 (DP) Torbay Harbour Bye-Laws.

1.2 Competitors should note that the OA implements

the RYA Racing Charter and that they will be expected

to sail in compliance with it. The charter can be found

at the front of the RYA edition of the Racing Rules

of Sailing 2021-2024 or on the RYA website at Racing

Charter (rya.org.uk)

1.3 RRS 40 Personal Flotation Devices - For all

competitors in Sportsboat and PY Dinghy classes, and all

helms or crews under the age of 18 on January 1st 2022 in

IRC and Cruiser classes, RRS 40.1 applies and is changed

to apply at all times whilst afloat.

1.4 The Sailing Instructions (SIs) may also change

racing rules.

2 SAILING INSTRUCTIONS (SIs)

2.1 Sailing instructions will be available on the club

website and at the club by noon February 25th 2022.

2.2 Supplementary Sailing Instructions and Changes

to SIs will be published on the online Official Notice

Board.

3 COMMUNICATION

3.1 The online Official Noticeboard is located at rtyc.

org/racing/ofn

3.2 (DP) While racing, except in an emergency, a

boat shall not make voice or data transmissions and

shall not receive voice or data communication that is

not available to all boats. This restriction also applies to

mobile telephones.

3.3 In accordance with RRS 20.4 (b) the use of VHF

radio as an alternative communication is permitted.

3.4 A WhatsApp group may also be used to

contact registered mobile numbers for each boat

providing notifications and Race Committee (RC)

communications whilst ashore. Failure to receive

WhatsApp messages shall not be grounds for redress.

This changes RRS 62.1(a).

4 ELIGIBILITY & ENTRY

4.1 The club racing programme is open to all boats

of the following classes or handicap divisions.

4.1.1 IRC Class (IRC) – Open to any Yacht holding

a valid IRC Certificate that does not meet the

requirements of the Sportsboat Class.

4.1.2 Cruiser Class (SWYTC) – Open to any Yacht

holding a current SWYTC Certificate that does not

meet the requirements of the Sportsboat Class.

4.1.3 Sports Boat Handicap Class (Club) - Class for

keelboats with a design weight between 100kg to

1600kg, and an asymmetric rig.

4.1.4 SB20 – One Design Class.

4.1.5 Coastal Class (SWYTC) – World Sailing OSR Cat

4 equipped boats. Entries for Eddystone Night Race

shall comply with World Sailing OSR Cat 3.

4.1.6 PY Dinghy Handicap class - Dinghies with a

current Portsmouth Yardstick Handicap Number.

4.1.7 Junior Handicap classes - Dinghies with a

current Portsmouth Yardstick Handicap Number of

1175 to 1249 (Fast) and 1250 and above (Sports), sailed

by Junior crews who are under the age of 18 on 1st

January 2022.

4.1.8 The OA may, at their discretion, add additional

classes and allocate or combine divisions of the above

classes. Class starts may be shared.

4.1.9 Any handicap class split will be published one

week before the start of the series on the club website

and displayed on the Official Notice Board.

4.2 Pursuit Start times will be calculated by the OA

and published on the club website and displayed on

the Official Notice Board at least 48 hrs before the

start of the race.

4.3 Eligible boats may enter by completing the entry

form and making payment online at https://rtyc.org/

racing-documents/

4.4 To be considered an entry a boat shall meet all

entry requirements and pay all fees.

4.5 A yacht that enters IRC but does not possess a

current IRC certificate by the day of the first race in

which she intends to sail, shall notify the Race Officer,

and may only race in the Cruiser Class (if she holds a

current SWYTC certificate)

4.6 A yacht or boat shall not change classes during a

series and may only race in one class during a series.

4.7 An entrant who changes a sail number, boat or

hull or substantive change to the boat that may affect

the racing, must notify the OA in writing by completing

a new entry online, no additional fee will be payable.

4.7.1 Yachts qualifying for the Coastal class may enter

that as an additional class.

4.7.2 An SB20 boat entering the Sportsboat Handicap

Class will automatically be entered in the SB20 Class.

4.7.3 There is no additional fee applicable to either 4.7.1

or 4.7.2.

4.8 Race Duties - by entering the 2022 Club Racing

programme covered by this NoR, all entrants agree to

undertake committee boat or safety boat duties.

4.9 Junior Race Duties - the person signing the

parental consent form assumes the duty obligations.

4.10 If the entrant is unable to undertake their

designated or agreed duty, they may pass this duty

to one of their crew, as long as that person is suitably

qualified for the role.

4.11 Parent/Guardian Declarations: All helms and crews

under 18 years of age during the event shall submit

signed Parent/Guardian Declarations as part of the

entry process and submit details of the parent(s) acting

in loco parentis.

5 FEES

5.1 Entry fees for the full programme of races shall be

as follows:

5.1.1 Junior classes £40.00

5.1.2 All other classes £75.00

5.1.3 Helms under 18 on January 1st 2021 £40.00

5.2 Entry fees for a single race will be £10.00

(£5.00 Juniors)

5.3 Entry fees for a single series of races will be £20.00

(£10.00 Juniors)

5.4 There are no additional entry fees for Smugglers

Run, Eddystone Night Race, Jubilee Club Regatta,

New Year’s Day Race or Bills Goblet.

5.5 Entries and payment must be received no later

than 12.00 on Friday before a Sunday race and by 12.00

on Wednesday before a Wednesday race.

6 CREW LIMITATIONS

6.1 To score series points the helm of the entered boat

in at least 75% of the race must be a full member of

RTYC.

6.2 Named helms are required to be declared for each

Junior Handicap Class series (see Section 15.8 below –

Scoring)

6.3 Eligibility for the Crews Race is limited to boats

helmed by a crew member who has crewed in not

less than 50% of the races that boat sailed in 2022.

Crews are not eligible if they have previously helmed

in more than 30% of the races that the boat has

during 2022.

7 ADVERTISING

7.1 (DP) Boats may be required to display advertising

chosen and supplied by the OA.

7.2 (DP) Advertising will comply with World Sailing

Regulation 20.

8 QUALIFYING SERIES AND FINAL SERIES

9 SCHEDULE

9.1 The Club Racing Programme 2022 is displayed

on the Official Noticeboard on the club website and

available at the club.

9.2 Racing for IRC, Cruisers, Sportsboats and PY

Dinghy classes will be on Sunday morning, and for all

classes including Juniors on Wednesday evenings.

9.3 Details of Coastal races will be in the Racing

Programme (see 9.1 above)

9.4 Coached Racing for Junior Handicap Classes will

take place on Saturdays.

9.5 Times of First warning signals will appear in the SIs

9.6 Number of races (see Table 1 over the page)

10 EQUIPMENT INSPECTION

10.1 A valid measurement certificate, rating or

handicap certificate shall be held at all times by each

boat for the class for which she is entered and shall

produce it if requested to do so by the OA.

10.2 Any changes to IRC Rating or SWYTC certificates

shall be notified to the OA by submitting a new entry

not less than 24 hours before the scheduled warning

signal of the next race of the series. There is no

additional fee.

10.3 The South West Yacht Time Correction System

will be used for all boats entering Cruiser Class Series,

Coastal Class races and the New Year’s Day race 2023.

Details on how to apply for this free certificate can be

found on the club website.

10.4 White Sail declarations for each series shall made

to the OA prior to the scheduled warning signal of the

first race of the series to which it applies.

10.5 Handicaps for all classes, other than IRC, Cruiser and

Coastal classes, will be allocated and/or adjusted at the

discretion of the OA with reference to published data.

10.6 (DP) A boat or equipment may be inspected at

any time for compliance with class rules, notice of race

and sailing instructions.

10.7 The fact that race officials may conduct

inspections of a boat does not reduce the

responsibilities of each competitor set out in

this NoR.

11 CLOTHING AND EQUIPMENT

11.1 Manual Power – IRC, Cruise and Coastal Classes.

RRS 52 is changed to permit the use of automatic

pilots, whether electronic or otherwise.

12 VENUE

12.1 Racing will take place in Torbay and South Devon

Coastal waters.

13 THE COURSES

13.1 Courses will be described in the Sailing and

Supplementary Instructions.

14 PENALTY SYSTEM

14.1 The Scoring Penalty, RRS 44.3 does not apply. This

changes RRS 44.

14.2 For the Sportsboat Handicap and SB2O Classes RRS

44.1 is changed so that Two-Turns Penalty is replaced by

the One-Turn Penalty, except where the infringement is

against a boat competing in another class.

14.3 The Advisory Hearing and Arbitration of the RYA

Rules Disputes procedures shall apply RYA Rules

Disputes Process. RYA Rules Disputes Process. The

outcome of an RYA Arbitration can be referred to

a protest committee, but an arbitration cannot be

reopened or appealed. This changes RRS 63.1.

15 SCORING

15.1 Rule A5.3 applies.

15.2 A minimum of 2 boats must have entered the

class and at least 66% of the series races must have

been contested by any two boats to constitute a series.

15.3 Any boat that enters after a series has

commenced will score the number of entries plus 1

point for the races in which she did not compete prior

to entry.

15.4 RRS A2.1 Series Scores is changed to read as

follows:

15.4.1 When fewer than four races have been

completed, a boat’s series score will be the total of her

race scores.

15.4.2 When four to six races have been completed,

a boat’s series score will be the total of her race scores

excluding her worst score.

15.4.3 When seven to nine races have been completed,

a boat’s series score shall be the total of her scores

excluding her worst two scores.

15.4.4 When ten to twelve races have been completed,

a boat’s series score shall be the total of her scores

excluding her worst three scores.

15.4.5 When thirteen or more races have been

completed, a boat’s series score shall be the total of her

scores excluding her worst four scores.

15.5 All corrected times for handicap classes will be

rounded to the nearest second to determine finishing

place.

15.6 Any competitor who does not compete in a race(s)

to help with race organisation of any club event, will

be awarded series average points (SAP), excluding

discards. Average points claim forms are available in the

club or on the club website. They should be emailed to

sailing@rtyc.org, or returned to the club office within 5

days of the race.

15.7 Boats will only be scored for Junior Handicap Class

series if there is nominated helm.

15.8 An entrant, who changes their boat or hull during

the season, and within the same class, may count the

old boat or hull scores, together with the new boat or

hull scores, towards the Class Championship.

15.9 Any one design class with five or more entries will

be scored separately in addition to their handicap class

scoring.

15.10 In Coastal Races, scores from events organised by

other clubs will only include RTYC entered boats.

16 SUPPORT PERSON VESSELS

16.1 (DP) Support person vessels will not be allowed

17 CHARTERED BOATS - Does not apply.

18 BERTHING - Does not apply.

19 HAUL-OUT RESTRICTIONS - Does not apply.

21 DATA PROTECTION

21.1 The personal information you provide to the

organising authority will be used to facilitate your

participation in the event. If you have agreed to be

bound by the Racing Rules of Sailing and the other

rules that govern the event (the rules), the legal basis

for processing that personal information is contract.

If you are not bound by the rules, the legal basis for

processing that personal information is legitimate

interest. Your personal information will be stored and

used in accordance with the organising authority’s

privacy policy. When required by the rules, personal

information may be shared with the RYA, your National

Authority and/or World Sailing. The results of the event

and the outcome of any hearing or appeal may be

22 RISK STATEMENT

22.1 Rule 3 of the Racing Rules of Sailing states: “The

responsibility for a boat’s decision to participate in a

race or to continue racing is hers alone.”

22.2 Sailing is by its nature an unpredictable sport and

therefore inherently involves an element of risk. By

taking part in the event, each competitor agrees and

acknowledges that:

a) They are aware of the inherent element of risk

involved in the sport and accept responsibility for the

exposure of themselves, their crew and their boat to

such inherent risk whilst taking part in the event.

b) They are responsible for the safety of themselves,

their crew, their boat and their other property whether

afloat or ashore.

c) They accept responsibility for any injury, damage

or loss to the extent caused by their own actions or

omissions.

d) Their boat is in good order, equipped to sail in the

event and they are fit to participate.

e) The provision of a race management team, patrol

boats, and other officials and volunteers by the

event organiser does not relieve them of their own

responsibilities.

f) The provision of patrol boat cover is limited to such

assistance, particularly in extreme weather conditions,

as can be practically provided in the circumstances.

g) It is their responsibility to familiarise themselves with

any specific risks to this venue or this event drawn to

their attention in any rules and information produced

for the venue or event and to attend any safety briefing

held for the event.

h) (For offshore races) They are responsible for ensuring

that their boat is equipped and seaworthy so as to

be able to face extremes of weather; that there is a

crew sufficient in number, experience and fitness to

withstand such weather; and that the safety equipment

is properly maintained, stowed and is in date and

familiar to the crew.

23 INSURANCE

23.1 Each participating boat shall be insured with valid

third-party liability insurance with a minimum cover of

£3 million per event or the equivalent.

24 PRIZES

24.1 Unless stated in the Sailing Instructions or any

Supplementary Instructions. Prizes and perpetual

trophies will be awarded at the discretion of the OA for

each class and special races.

24.2 Class Champion trophies will be awarded to the

boat that has the best overall results adding up the

points achieved in each series, excluding the Jubilee

Club Regatta and Winter series.

24.3 The Wilkinson Cox Trophy for the Club “Champion

of Champions” will be awarded to a Class Champion

based on the following:

24.3.1 A Class Champion who has been awarded the

trophy in the previous two years for their current or any

other class is not eligible to receive the trophy.

24.3.2 Any Class Champion who has less than 25

races is not eligible to receive the trophy. The Sailing

Committee may, at a formally convened meeting,

decide to remove this restriction for a class or classes, in

the event of exceptional circumstances.

24.3.3 All Club Series, except the Jubilee Club Regatta

and Winter Series are included in this calculation.

24.3.4 The addition of the points (points) that each

Class Champion has received in races in which they

were not DNC.

24.3.5 The total number of races (races) in which

points were achieved.

24.3.6 Find the largest number of races (mraces) any

Class Champion has sailed.

24.3.7 Calculate the average number of boats that

sailed in each class’s races throughout the club racing

programme (aveboats)

24.3.8 Find the largest number of aveboats in any class

(maveboats)

24.3.9 Perform the following calculation for each Class

Champion to create comparable scores.

Performance = points x mraces x maveboats / (races x

aveboats)

24.3.10 The Trophy is awarded to the Class Champion

with the lowest Performance score

24.4 Perpetual trophies will be presented but retained

by OA after prizegiving.

25 SAFETY

25.1 (DP) All IRC, Cruiser and Coastal class entrants

shall comply with their own class, rating and handicap

system rules and in addition shall carry the following.

25.1.1 All boats shall carry a VHF radio capable of

communicating on Channels 12, 14, 16, 65, 72, 77

25.1.2 Fire Safety. Boats carrying an engine or fuel shall

carry a suitable fire extinguisher and a bucket of 9 litres

capacity, attached to a lanyard.

25.1.3 Personal Flotation Devices for each crew

member.

25.1.4 Man Overboard. A rescue quoit or throw bag

with at least 15m of floating line, and at least one

lifebuoy of life sling.

25.1.5 First Aid kit in a waterproof pack with instructions.

25.1.6 Anchor suitable for the size of boat with a

minimum of 50m warp.

25.1.7 Compass - either fixed or handheld.

26 RIGHTS TO USE NAMES & LIKENESSES

26.3 Competitors automatically grant to the OA and

their sponsors without payment the right in perpetuity

to make, use and show any motion or still pictures and

live, taped, or filmed television of or relating to the event.

Sailing Instructions

The Organising Authority (OA) is the Royal

Torbay Yacht Club (RTYC)

These Sailing Instructions (SIs) cover the RTYC Club

Racing Programme 2022 except the Channel Race,

Offshore Week, Torbay Royal Regatta and Torbay

Dinghy Regatta for which will be separate Sailing

Instructions will be published.

All Club Racing which will be conducted in

accordance with HM Government Advice and RYA

Guidelines relating to the COVID-19 pandemic that

may be applicable at the time. Current RYA guidance

at RYA Coronavirus (COVID-19) Guidance for Affiliated

Clubs and Recognised Training Centres

The notation (DP) in a rule in the NoR means that

the penalty for a breach of that rule may, at the

discretion of the protest committee, be less than

disqualification.

1 RULES

1.1 Racing will be governed by the rules as defined in

The Racing Rules of Sailing 2021-2024.

1.2 The prescriptions of the Royal Yachting Association

(RYA) apply.

1.3 See NoR 1 for other rules.

2 CHANGES TO SAILING INSTRUCTIONS

2.1 Any changes to Sailing Instructions will be posted

at least 24 hours before the first race affected by the

change. Flag "L" will be displayed ashore or on the

committee boat before the warning signal of the first

race for each class to which the change in Sailing

Instructions applies.

2.2 Supplementary Sailing Instructions, when

applicable, will be displayed on the Official Notice

Board and on the club website 7 days before the start

of each race.

3 COMMUNICATION WITH COMPETITORS

3.1 Notices to competitors will be posted on the

Official Noticeboard located at rtyc.org/racing/ofn

3.2 On the water the Race Committee (RC) intends

to monitor and communicate with competitors in

IRC, Cruiser and Sportsboat classes on VHF radio

channel 72. The communications may include

location of committee vessel, course instructions, sail

numbers recalled OCS, course changes and safety

matters.

3.3 Boats called by the RC, by name or sail number

may respond. This changes RRS 41.

3.4 Failure to broadcast by the RC or time it

accurately, or failure to receive such broadcast will not

be grounds for redress. This changes RRS 62.1 (a).

4 CODE OF CONDUCT

4.1 (DP) Competitors and support persons shall

comply with reasonable requests from race officials.

4.2 Reasonable actions by event officials to

implement COVID-19 guidance, protocols or legislation,

even if they later prove to have been unnecessary, are

not improper actions or omissions.

5 SIGNALS MADE ASHORE

5.1 Signals made ashore will be displayed from the

flagpole at the base of Haldon Pier.

5.2 When flag AP is displayed ashore, ‘1 minute’

is replaced with ‘not less than 30 minutes’. in Race

Signals AP. This does not apply when SI 12.2 is in

operation.

7.2 Boats racing in IRC, Cruiser and Coastal classes shall

display the relevant class flag whilst racing.

8 RACE AREA

8.1. The club racing area will normally be in Torbay as

shown in Appendix 1 Course Card 2021. Coastal Races

will be held in the coastal waters of South Devon.

9 COURSES

9.1. The mark number, or letter, will be displayed on

a board on the committee boat in the order in which

they are to be rounded or passed.

9.2. IRC, Cruiser, Coastal and Sportsboat Classes:

These courses may be broadcast on VHF Channel 72.

9.3. A Red flag displayed on the committee boat or

Haldon Pier will signify that all marks are to be left to

PORT. A Green flag will signify that all marks are to be

left to STARBOARD. If neither Red nor Green flags are

displayed the marks are to be left as will be shown on a

course board with a (P) or (S) to signify that they are to

be left to Port or Starboard.

9.4. The number of laps to be sailed will be displayed

on a board on the committee boat. The course may be

shortened for any reason at the discretion of the Race

Committee.

9.5. Course instructions for starts from Haldon Pier will

be broadcast on VHF Channel 72.

9.6 PY Dinghy and Junior handicap classes may

receive verbal instructions from an attendant safety

boat. This changes SI 9.2.

10. MARKS

10.1 Location and description of marks can be found

in Appendix 1 and Appendix 2.

11.1 The entirety of the Scallop Nursery beds, forming

an imaginary box including the yellow beds marker

buoys (flashing Y.2.5s) approximately 0.5nm south of

Thatcher Rock, are an obstruction. This obstruction can

12 THE START

12.1 Races shall be started by using RRS 26 and the

warning signal for each succeeding start shall be made

with the starting signal of the preceding class.

12.2 If an Orange Flag is displayed from the RTYC

Flagpole at the base of Haldon Pier 30 minutes before

first warning signal of the day, the start will be from

Haldon Pier. The starting line will be between the pole

at Haldon Pier displaying an Orange flag and outer

distance Mark R or G as broadcast on VHF Channel 72.

12.3 When the committee boat is afloat, the Starting

Line will be between the mast on the committee boat

displaying an Orange flag and a nearby mark or a white

danbuoy with an Orange flag (Mark P).

12.4 The committee boat may be positioned at either

end of the starting line at the discretion of the Race

Committee.

12.5 (DP) Boats whose signal has not been made shall

avoid the starting area during the starting sequence for

other races.

12.6 A boat that does not start within 4 minutes of her

starting signal will be scored Did Not Start without a

hearing. This changes RRS 35, A5.1 and A5.2

13 CHANGE OF THE NEXT LEG OF THE COURSE

13.1 To change the next leg of the course, the Race

Committee will signal a change of course by displaying

Flag C with the class flag(s) for the classes affected by

the change, accompanied by repetitive sound signals.

If no class flag is displayed the change of course will

apply to all classes. The new course to be sailed will

be displayed on the board on the committee boat

indicating the marks to be rounded and the order and

whether they are to be left to port or starboard. No

compass bearing of the next leg or +/- will be displayed.

This changes RRS 33. The change of course may also be

broadcast on VHF Channel 72.

14 THE FINISH

14.1 The finishing line will be between the mast on the

committee boat displaying a Blue flag and a mark of

the course or between a pole on Haldon Pier displaying

a Blue flag and an outer distance Mark R or G as

broadcast on VHF Channel 72.

14.2 If the Race Committee boat is absent when a

boat finishes, she shall report her finishing time, and

her position in relation to nearby boats, to the Race

Committee by email to results@rtyc.org and sailing@

rtyc.org within 24 hours of the start of the race.

14.3 In races where boats are asked to self-time their

finish, they should follow the procedure in SI 14.2 above.

15 PENALTY SYSTEM

15.1 The Scoring Penalty, RRS 44.3 does not apply. This

changes RRS 44.

15.2 For the Sportsboat Handicap and SB2O Classes

RRS 44.1 is changed so that Two-Turns

Penalty is replaced by the One-Turn Penalty, except

where the infringement is against a boat competing in

another class.

16 TARGET TIMES AND TIME LIMITS

16.1 There are no time limits unless included in

Supplementary Sailing Instructions.

16.2 Target Times for IRC and Cruisers - Wednesday

Series 75 minutes and Sunday Series

120 minutes.

16.3 Target Time for Sportsboats, PY Dinghy and

Juniors Classes - 40 minutes for each race.

16.4 When two or more races are scheduled, boats

failing to finish the preceding race within 20 minutes

after the first boat in her class sails the course and

finishes will be scored Did Not Finish without a hearing.

This changes RRS 62.1(a).

16.5 Failure to meet the target time will not be

grounds for redress. This changes RRS 62.1(a)

17 HEARING REQUESTS

17.1 The protest time limit is 24hrs after the start of the

race to which the protest applies.

17.2 Hearing request forms are available from the club

or the club website.

17.3 Completed forms shall be delivered to the Race

Officer, the RTYC club office or by email to

sailing@rtyc.org

17.4 Notices will be posted, no later than 48hrs after

the protest time limit to inform competitors of hearings VHF

in which they are parties or named as witnesses.

17.5 Hearings will be held at the RTYC or by electronic

means, at the date and time advised.

The South West coastline of Devon, Dorset

and Cornwall is renowned as one of the most

beautiful and popular cruising areas in the

country, with the Channel Islands, the Isles of

Scilly and coasts of Normandy and Brittany

all within comfortable cruising range for both

sailors and motorboaters. The club are keen

to encourage members to take full advantage

of the many cruising opportunities from our

wonderful base in Torquay.

Groups of members are always looking to

encourage new participants to join in cruising

trips and related social events. Cruising in

company can offer reassurance and peace

of mind to the less experienced and great

camaraderie for all who participate. Whether

you are new to cruising or experienced sailors,

you will be made very welcome.

The attractive harbours and estuaries of

Teignmouth, Exmouth, Lyme Regis, and

Weymouth to the East and Dartmouth,

Salcombe, Plymouth, Fowey and Falmouth to

the West, are all within comfortable cruising

range. These popular destinations have a wide

appeal to sailors and motorboaters alike and

are perfect for members in their early cruising

days.

The renowned locations and many ports of the

Channel Islands, Brittany and Normandy offer

a greater opportunity for the more experienced

and ambitious.

Cruising for all

An exciting and welcoming group open to all club

members. This enthusiastic and well-supported

section of the club includes members who own a

motorboat or yacht, and also welcomes members

not owning a boat. There is a full annual calendar

of events, offering many activities such as cruising

in company with overnight stays, day trips, beach

BBQs and other club events such as meetings,

talks and functions. A warm friendly welcome

awaits you and advice is always available from

likeminded boat owners.

The group is an integral part of the Royal Torbay

Yacht Club and are always keen to welcome

Squadron 13

Squadron 13, our Junior and Youth sailing group

is always pleased to welcome new members,

and prides itself in delivering an exciting and safe

introduction to the world of sailing. Inclusive for

members of all abilities, the fun-packed Saturday

morning sessions, allow children and parents to

experience some of the best sailing in the UK on

the fine sailing waters of Torbay. The Juniors will be

introduced to the national syllabus with options to

carry out further courses to gain RYA qualifications.

Great opportunities for all in the age group 8-18,

offering affordable and easy access to the water

with an all-inclusive monthly subscription which

includes:

• Junior membership of the Royal Torbay

Yacht Club

• 35 guaranteed Saturday morning

sessions per year

• Squadron 13 team hoodie

• Safe and fun tuition, and structured

training sessions.

• Coaching by qualified RYA Instructors

Our young sailors are encouraged to make good

use of the wide variety of club dinghies that we

have available; these include a Laser Radial, RS

Teras, Qubas, Fevas and Quests. This enables them

to develop their skills and competence leading

to the opportunity to participate in club racing

with confidence. Racing for Juniors takes place

on Wednesday evenings and on some Saturday

afternoons as part of the Squadron 13 programme.

Safety and safeguarding are our highest priority.

Our safeguarding officer oversees the club

safeguarding policy, procedures and training. Our

instructors are highly experienced, and safety boats

patrol whenever the juniors are on the water in

organised Club activities.

The Royal Torbay Yacht Club was one of the first

clubs to be recognised by the RYA as a British

Youth Sailing Club allowing junior sailors to develop

their sailing and racing skills, and encouraging

young sailors at grassroots level to stay in the sport.

Over the years, many of our Junior members who

have competed with success at National and

International level have progressed through to

the British Sailing Team.

There are so many opportunities for all both on

and off the water and we encourage families to get

involved and enjoy the lively, social programme that

that club has to offer.

Sailing Trust

The Torbay Youth Sailing Trust (TYST) was founded

in 2007 and operates under the umbrella of the

Royal Torbay Yacht Club. We aim to provide the

young people of Torquay and the surrounding area

with opportunities to access water-based activities

via affordable training courses and low cost

equipment hire.

Our friendly and highly qualified instructors

follow the Royal Yachting Association (RYA)

syllabus, providing a widely recognised structure

to our training courses. The safety of children is

paramount; all our instructors are DBS checked

and trained in handling emergency situations. We

aim to provide a positive learning environment for

children and young people of all ages and abilities.

Our low instructor-to-pupil ratio enables us to

encourage learning at a pace appropriate for each

individual child.

TYST provides the complete package with all

equipment supplied. Courses include a year’s

Junior membership of the Royal Torbay Yacht

Club, allowing children access to the RTYC Junior

All Torbay Youth Sailing Trust courses are taught

of dinghies; this enables us to provide affordable

access to children as young as eight years old.

Additionally, our roomy RS Quest dinghies enable

adults to brush up their skills or experience the thrill

of dinghy sailing for the first time. Our Laser Radial

dinghy allows the more experienced dinghy sailor

to sail solo.

The Royal Torbay Yacht Club is a Royal Yachting

Association (RYA) recognised training centre

offering a comprehensive range of RYA training

courses: Powerboat Level 1 and Powerboat Level

2 (PB2), RYA First Aid, RYA Marine Radio, RYA Day

Skipper Theory, RYA sailing courses both for Juniors

and Adults and many more.

One day course – 9:00am - 5:00pm

The RYA Marine Radio will provide you with the

knowledge to use a marine VHF/SRC radio. Your

training will be followed by an exam to gain your

Radio Operators Licence and will take place at the

end of the training day. Subjects covered include

basic operation of your radio, important channels,

words and phrases, the phonetic alphabet and

distress calls.

RYA Essential Navigation

& Seamanship

This course offers a great introduction to navigation

and safety awareness for new or inexperienced

skippers and crew, and those wanting to refresh

The club enjoys a varied and lively social life with a

wide range of functions and activities throughout

the year; there is always something for everyone.

The members' bar and terraced gardens are ever

popular for après sail drinks and the perfect location

to while away an afternoon or evening with friends.

Wednesdays are the highlight of the week for

many. During the summer there are hearty, homecooked

sailing suppers after racing and in winter

months our ever-popular suppers and quiz night.

Our restaurant with our own in-house chef offers a

Torquay Rowing Club

Torquay's oldest

sporting club

Torquay Rowing Club is the oldest sporting club in

Torbay, founded in 1869.

Although boats and equipment have changed

dramatically during its long history, the aims of the

club remain the same: to foster the sport of amateur

rowing and to provide amenities for its members.

The club has been affiliated to the Royal Torbay

Yacht Club since the early 1980s. As a result, all

Torquay Rowing Club members are also members

of the yacht club and enjoy full use of the facilities it

provides.

The club isn’t all rowing. Many formal and informal

A unique and classical venue

Hosting your meeting, function or corporate event

at Royal Torbay Yacht Club:

A unique and classical venue in the heart of Torquay.

The ideal place to host your event whether large

or small, private or corporate. We offer a range of

rooms varying in both size and style. WiFi is available

throughout the club and garden.

The club is ideally situated sitting just above the

harbour, close to the town centre and with ample

parking in the Council car park immediately

opposite.

The Corinthian Room – up to 200 guests

Ideal for larger corporate functions, training

sessions, private parties, wedding receptions and

wakes.

With its stylish décor, the Corinthian Room can

accommodate up to 110 guests for a formal seated

meal, 150 guests for a conference style function or

200 guests for a standing only function. Featuring

a fully stocked bar, permanently installed projector

with a roll-down 100” cinema-style screen, PA

system with wireless microphones, Sonos speaker

system for background music, and a dancefloor

with disco lights.

The Corinthian Room also offers easy access to our

terraced garden, with spectacular panoramic views

over Tor Bay.

The Billiard Room – up to 50 guests

Ideal for smaller corporate functions, training

sessions, private dining and small social gatherings.

Our most recently refurbished function space

tastefully decorated in a style sympathetic to its

history, the Billiard Room offers a quiet, private

space accommodating up to 50 guests for a

standing function and 40 seated. Ideal for anything

from a small yoga class, a family dinner or a

corporate training session. The room features a wallmounted

4K display for presentations, and a Sonos

speaker system for music.

The Committee Room – up to 10-12 or 20

attendees depending on layout

Perfect for smaller business meetings, seminars

or training sessions. The ground floor Committee

Room provides a comfortable, private and quiet

space for your business meeting. Featuring a board

room table seating 10-12 attendees, or more if

using conference style seating. The wall-mounted

large-screen 4K display is ideal for presentations.

The Committee Room is ideal for smaller breakout

sessions from a larger event in the Corinthian

Room.

Restaurant – private dining for up to 40 guests

Our restaurant, with its sophisticated décor and

spectacular views over Torquay Harbour is a

fantastic venue for your dinner or break-out session

from a larger event in the Corinthian Room.

Catering

Serving anything from a simple finger buffet

to a multi-course gala dinner, our in-house

chef prepares delicious home-cooked food; the

emphasis is on consulting with you to find the ideal

menu for your event. Alternatively, for corporate

events we offer pre-costed standardised menus for

refreshments and food to suit all budgets and types

of event.

A warm welcome awaits

The Royal Torbay Yacht Club extends a warm

welcome to visiting yachts and motorboats.

The club is ideally located sitting just above the

harbour and opposite the Beacon Quay car park,

and a short walk from either your boat or car. You are

welcome to use our facilities and enjoy a drink in the

bar and terraced garden or a meal in the restaurant.

Clubs and Class Associations looking to bring their

rally to Tor Bay will be assured of a warm welcome.

Rally lunches, suppers and dinners can be arranged

to suit the needs of the group.

The town of Torquay is within easy walking

distance of the harbour and yacht club, where you

will find banks, cash points and other local facilities.

Torquay has a lively night life with bars, clubs,

award-winning restaurants and cafés surrounding

the inner harbour.

Torquay Harbour lies on the North shore of Tor

Bay. Haldon Pier to the South and Princess Pier

to the West, give shelter to the enclosed harbour

facilities. The Harbour has large events pontoons and

berthing to accommodate visiting boats. Beacon

Quay provides access to a modern and user- friendly

slipway, accessible at all states of the tide. The

quayside businesses include a pub/restaurant, shops,

a small chandlery and cafés.

The outer harbour comprises of a 170-berth pontoon

facility managed by Tor Bay Harbour Authority where

visitor berths are generally available throughout the year.

A 440-berth Marina operated and managed by MDL Ltd

offers berthing and facilities for visiting yachtsmen

Royal Torbay Yacht Club

An internationally renowned sailing venue

Our historic clubhouse sits proudly above the harbour and has recently undergone significant

refurbishment. The growing reputation of our restaurant and stylish function room is rapidly establishing

the club as a venue of choice in Torbay.

Torquay is a world-renowned sailing venue hosting America’s Cup trials in the 1930s, sailing events of

the 1948 Olympics, the UK stopover for La Solitaire de Figaro in 2015 and numerous World, European

and National Championships. In 2019 the club hosted the hugely successful and prestigious

J/70 World Championships.
