The first offendersbeing released are those who haveserved half of their sentences.The statement said these peopleshould be released outright.It further said seven inmates ondeath row would have their sentencescommuted to life imprisonment whilefour inmates serving a life sentencewould have have the sentence commutedto 20-year definite term.
