Kwahu ‘locked down’

BY PHILIP ANTOH

• Daasebre Akuamoah Agyapong

issues travel ban on indigenes

THE PRESIDENT of

the Kwahu Traditional

Council and

Kwahuhene, Daasebre

Akuamoah Agyapong II,

has issued directives declaring

Kwahu as a no-go area in the midst

of fighting the spread of Covid-19

and banning even indigenes from

travelling to the traditional area.

The ban affects all Kwahus in

and outside Kwahu, adding that “no

one goes in or comes out as a sure

measure of preventing the spread of

the pandemic in the area.”

A statement signed and issued by

the Registrar of the Kwahu Traditional

Council, Mr Samuel Tuffour,

said, “I am to inform you sons and

daughters of Kwahuman that in line

with the directive of the President of

Ghana to control and eradicate the

Covid-19 pandemic, Daasebre, together

with Nananom of Kwahu

Traditional Council, have constituted

an advisory body named

‘Kwahu Covid-19 Team.’”

According to Daasebre

Agyapong, the body is made up of

eminent chiefs, medical doctors,

other health professionals and the

Metropolitan, Municipal and District

Chief Executives.

“Upon lengthy discussion and

consultations with the team on

March 25, 2020, Daasebre advised

that in order to contain the spread of

the virus, all natives of Kwahu who

currently live outside Kwahu should

endeavour to continue to stay where

they may be, in the weeks to come

and postpone all visits to Kwahu till

further notice,” the statement

stated.

•Daasebre Akuamoah Agyapong II, Kwahuhene

The release further stated that

Kwahus living in Kwahu should remain

in Kwahu and that there should be no

travelling outside of Kwahu until the

pandemic could be contained.

Again Daasebre Agyapong said there

is a large population of the aged in

Kwahu who are vulnerable, “therefore

let us act responsibly, since an outbreak

will be devastating.”

He said nobody should shake hands,

hug or embrace and also advised the

people to constantly wash their hands

with soap and running water.

The Kwahuhene advised the people

to follow the directives issued earlier by

the President such as keeping a distance

of at least two metres or six feet from

the next person and cancel all social

gatherings in the area.

“Daasebre loves and cherishes all

his children and passionately appeals to

them to strictly adhere to these aforementioned

suggestions because the

virus moves when you move,” statement

said.

• Covid-19:

PRESIDENT NANA

Addo Dankwa Akufo-

Addo says the government

is currently

considering a lockdown

of the country

over the coronavirus pandemic as

proposed by organised labour.

President Akufo-Addo gave the

hint when he addressed a fivemember

top hierarchy of the

Trade Unions Congress (TUC) at

the Jubilee House. The TUC

members present were the Secretary-General

of the TUC, Dr. Yaw

Baah; Deputy Secretary-General of

of the TUC, Richard Yeboah; Vice

Chairman of the TUC, Alex

the TUC, Dr. Kwabena Nyarko-

“People are talking now in

of the people who will be affected

by decisions of that nature are the

working people of our country.

The ordinary people of Ghana

are the ones that will be most affected

and it is important for us

Addo said.

“What are the consequences

when we lock down the country. A

Covid-19 in Ghana

Ghana, over the last two weeks,

has recorded one hundred and

thirty (132) confirmed Covid-19

cases within its shores. Nearly 970

contact tracing persons have also

been identified and are being monitored

by health officials. Over one

thousand persons who arrived in

Ghana on Saturday, March 21,

2020, are currently in mandatory

quarantine.

The President has also issued

Executive orders that have resulted

in the closure of all schools and

churches in the country for the

next four (4) weeks as well as a

ban on public gatherings in the

country for the next four weeks.

The country’s borders and ports of

entry have also been closed to prevent

imported cases into the country.

Global situation

According to the official Covid-

19 website of John Hopkins University,

www.coronavirus.jhu.edu,

the global situation on confirmed

cases stands at over 487,648 and

over 22,030 persons have lost their

lives. Some 117,749 have so far recovered

from the coronavirus infection

as at 1p.m. on March 26,

2020.

55 Nigerians stranded at Segbe border over fear of Covid-19

SOME 55 passengers onboard a

DAF transit bus with a Nigerian

registration number has been refused

entry into the Togo side of

the Segbe/Kpoglu checkpoint of

the Ghana-Togo border.

The bus travelling from Ivory

Coast en route to Nigeria arrived

at the border since Sunday

evening but has been denied entry

by the Togolese officials on the

other side.

A passenger onboard the bus

told Starr News’ Faisel Abdul-Iddrisu

on Wednesday that they

were distressed and have run out

of money since they did not

budget for the delay.

“We are Nigerians and we are

travelling from Ivory Coast but

the Togolese people have refused

to allow us pass since Sunday. We

are stranded and we are running

out of cash because we didn’t prepare

for this. We need the Ghanaian

government to help us, so that

we can get to our country,” he

lamented.

Meanwhile, a negotiation with

the Togolese officials by the MCE

for Ketu South, Elliot Edem Agbenorwu,

did not yield any instant

result as the officers insisted taking

an action only after speaking

with their superiors.

The officials, however, assured

the MCE that they would collaborate

with their Ghanaian counterparts

at the border when they got

a directive from their superiors.

The MCE noted that the continued

denial of entry and passage

by the Togolese officials posed a

potential danger to residents and

workers at the border, hence the

need to allow them to go.

“We are not in any way suggesting

they are carrying any form

of disease but we are in trying

times and as far as they are on

transit, I think it is prudent we

allow them to go. Their continued

stay at the border poses a lot of

potential danger to both the Togolese

and Ghanaian workers at

the border,” he said.

Despite the closure of the

Togo-Ghana borders to limit the

spread of the Covid-19 pandemic,

•The bus carrying the 55 nigerians at the Segbe/Kpoglucheckpiont

rumours are rift that some officials

at the various entering points

are cashing in on the situation by

allowing people to use unapproved

routes into the country.

A close source at the Segbe

border post told our reporter that

motor riders around the border

were used to transport people into

the country through these routes

in the night at a fee; a situation

that he described as terrifying.

The Ghana-Togo border is believed

to have over 200 unapproved

routes, usually refered to

as ‘beats’ that are developed on

daily basis for the smuggling of

goods in and out of the country.

“We are Nigerians

and we are travelling

from Ivory Coast but

the Togolese people

have refused to allow

us pass since Sunday.

We are stranded and

we are running out of

cash because we didn’t

prepare for this.

We need the Ghanaian

government to

help us, so that we

can get to our country,”

he lamented.

Editorial

New attitudes needed to fight coronavirus in Ghana

THE DAILY HERITAGE

was surprised to hear a market

woman say on Citi News at 8

p.m. one Saturday that she had

not made any attempt of protecting

herself against the

coronavirus, with another saying

God will protect the people.

This is scary because it depicts

how less some of the

Ghanaian people care about

serious issues and mostly leave

to chance most things that are

humanly possible to deal with.

This attitude is not limited

to the citizenry most of whom

can be said to be less informed

or are misinformed. Those

who are well informed and are

even obligated to take action

to save bad situations either renege

on their obligations or

discharge such obligations

haphazardly.

So far four more cases have

been confirmed in the country

in addition to the first two officially

reported on last Thursday

night but before they were

reported most of us wished

Covid 19 away. Now that it is

here, what are we doing?

The DAILY HER-

ITAGE believes that this is

the time the generality of the

people should change their attitudes

towards anything that

affects human life however

safe some of us may be in the

midst of every crisis.

Our political leaders should

note that "minus God and the

Devil", they wield the greatest

power to change situations. In

Australia, the government has

declared a 14-day self-isolation,

in Austra, the government

has banned any

gathering beyond five (yes, 5)

people, sporting and other entertainment

activities are suspended

till further notice

elsewhere while schools are

closed, in Beijing there is

forced quarantine and the UK

is considering enacting a law to

make quarantine compulsory,

meaning such a law can be applicable

in other relevant situations.

When the DAILY HER-

ITAGE heard that our country

had followed suit in terms

of some of the cases, we

heaved a sigh of relief but said

that was not enough. We need

to lend support to whatever

the government was doing to

save lives. This is not the time

for unnecessary boycotts in

Parliament; this is the time for

laws to safeguard public interest.

This is also the time for all

sectors of the economy or the

society to seek public interest.

One of the simplest guidelines

to prevent Convid 19 is

to wash our hands regularly

with soap and running water.

Has the Ghana Water Company,

for instance, thought of

this to keep the taps running

instead of the present situation

where they turn off the

flow of water to places at will?

Everyone and every organisation

should be involved in

the fight against the coronavirus

because it affects society

in all its entirety.

Time to give back to society

BY PHILIP ANTOH

philip.antoh@dailyheritage.com.gh

THE CHIEF Executive Officer

of Marrer Ghana Limited and

Susatgad Boat Building and

Fishing Industries, Mr Novihoho

Afaglo, has called on

politicians, pastors and well-to-do Ghanaians

to give back to society in these trying times.

According to him, the continuous spread

of Covid-19 in Ghana will definitely call for

a total lockdown, which means the less privileged

in society will be disadvantaged.

Mr Afaglo said the time had come for

self-boasting men of God who claim of having

Ross Royce, Bentley, Bugatti and the

other expensive vehicles and imposing

houses to care for the less privileged church

members and support them with money

from what they had been offering all these

years.

He said politicians and pastors must give

back to society by identifying the people in

need in the churches and constituencies and

• Pastors and politicians told

•Mr Novihoho Afaglo, CEO of

Marrer Ghana Limited

support them with food items and some

stipends in this era of lockdown.

Mr Afaglo said per what was happening,

“there will be more confirmed cases in the

few days to come if there's no lockdown.”

He said in the beginning, “some of our

people took this whole outbreak as a joke but

the way things are going, a possible shutdown

for two weeks will help contain the

spread.”

The CEO said it was time the government

deploy the police and the military to go

out there to put the citizens in order.

"This was my main reason for kicking

against the building of the National Cathedral

because the resources to be used for that

could be channelled into the health sector.

"I personally asked some health professional

friends of mine to petition the President

to invest in hospitals instead of building

a cathedral but to no avail," he stated.

He therefore advised Ghanians to keep

safe in the wake of Covid-19 outbreak, and

that the only cure for the time being was to

self-quarantine because one can never be too

careful out there.

Background

Ghana’s Covid-19 cases have shot up to

132 as of Thursday, March 26, including

three deaths, the Disease Surveillance Unit

has announced.

Out of this, 54 cases were confirmed

from the regular surveillance systems while

the remaining 78 cases were confirmed from

travellers under mandatory quarantine.

The sudden spike in case incidence is as a

result of the mandatory quarantine and compulsory

testing for all travellers entering

Ghana, as directed by the President.

A great majority of the confirmed cases

are Ghanaians, who returned home from affected

countries.

Seven are of other nationalities, namely

Norway, Lebanon, China, Netherlands and

the United Kingdom (UK).

In respect of contact-tracing, a total of

970 contacts have been identified and are

being tracked, and out of this, 204 have completed

the 14-days mandatory follow-up.

DAILY HERITAGE MARCH 27, 2020

Create Covid-19 hardship fund

BY MIRIAM AKROFI, STUDENT, GIJ

•Dr James Owusu

THERE HAS been a

lot of debate as to

whether there should

be a complete lockdown

of Ghana or

not.

There has been a surge in the

number of people testing positive

for Covid-19 and this is a concern.

Lockdown in Ghana might have

some serious implications looking at

our cultural and traditional practices.

In addition, we’re a developing

country and we don’t have systems

in place to mitigate lockdown. Looking

at the number of cases being reported

a total lockdown is inevitable,

though. We need to think of longterm

system of saving lives rather

than looking at the short-term economic

gains.

This is a matter of life and death

and we need to act now. We understand

if there is a total lockdown,

there will be serious economic implications

in terms of people losing

their jobs, not being able to feed

their family, pay their bills etc.

A lot of people are self-employed

and locking down the system means

their business will go under. The

question is how can these people be

supported by the government during

this crisis? We’re not as rich as developed

countries who have put in

stimulus packages to support businesses

and the self-employed and

those on zero contract hours.

For example, the UK government

has put in £330 billion to support

businesses affected by the crisis.

America has injected $2 trillion to

support businesses.

In times like this we have to be

innovative and creative, albeit using

our local resources to solve our local

problems. This is the time for all of

us to come together regardless of

party affiliations to solve this pandemic.

We can look

at the following proposals:

1. Government

can set up Covid-19

Hardship Fund.

2. All businesses

legally registered can

be supported by the

fund for at least 3

months. This can be

reviewed after 3

months. VAT and

other taxes must be

suspended for that

period.

3. All commercial

transport drivers who

are legally registered

with DVLA will not

be operating for 4

weeks to slow the

transmission. Government

will provide

some financial support

to mitigate the

cost of living.

4. There should be an emergency

legislation to stop evictions and

defer rent payments or mortgage

holidays for 3 months for those who

have lost their jobs or cannot work

because of the lockdown.

These are difficult times and difficult

decisions have to be made to

solve difficult problems. These are

unprecedented times and we must be

open and transparent with people.

We all know people’s livelihoods

will be affected. However, we need

to look at the long-term impact if

we don’t take drastic measures to

stop the spread.

At times like this, we have to

recognise the value of each other

and the strength of a society whose

members care for each other and

care for all.

and a consultant at Leyden Educational

Consultancy based in the

United Kingdom.
