Minutes of Board of Directors Meeting, February 26, <strong>2020</strong><br />
CALL TO ORDER<br />
The Board of Directors meeting of the <strong>Cypress</strong> <strong>Mill</strong> Homeowners<br />
Association Inc. was held on February 26, <strong>2020</strong> at the <strong>Cypress</strong> <strong>Mill</strong><br />
Recreation Center, 14710 <strong>Mill</strong>s Park Lane, <strong>Cypress</strong>, Texas.<br />
Those in attendance were Larry Ramirez, Jeff Garrett, Stacey Lucas, Beverly<br />
McGaughey. Absent Kevin Tolls. Angela Rivera was also in attendance<br />
(representing Principal Management Group).<br />
With a quorum duly established, President Larry Ramirez, called <strong>Cypress</strong><br />
<strong>Mill</strong> Board of Director’s meeting to order at 6 PM, Larry Ramirez with an<br />
open prayer.<br />
SUMMARY OF EXECUTIVE<br />
Board of Director - President announced the last meeting minutes are<br />
available on the community app TownSq.<br />
CONSTABLE - Review of stats of the community.<br />
APPROVAL OF MINUTES<br />
After reviewing and discussion, Board of Directors, Jeff and Stacey<br />
motioned to accept meeting minutes of January <strong>2020</strong>, all approved.<br />
TREASURER’S REPORT<br />
Angela Rivera presented January <strong>2020</strong> Financials. The Financials were<br />
accepted as presented. The following items noted:<br />
• Operating Funds of $532,739.07 and Reserve Funds of $298,511.50 as<br />
of January <strong>2020</strong>.<br />
• January <strong>2020</strong> YTD actual expenses are under budget by $9,475.01.<br />

deceit expired with no response from homeowner, per Board to move<br />

• Monarch Irrigation quote: Reviewed and discussed first phase. Jeff and<br />
Stacey motioned to except quote for $12,362.74, all in favored. Motion,<br />
Larry and Jeff to use reserve account, all in favor.<br />
• TexServ - Cascade Bend, Grove Estates pocket park light pole repairs<br />
quote: Reviewed and discussed. Beverly and Stacey motioned to except<br />
quote for $1,670, all in favor.<br />
• MUD HILL#1 project pre-cast fencing off <strong>Cypress</strong>wood and <strong>Cypress</strong><br />
<strong>Mill</strong> Place Blvd proposal: Reviewed and discussed. Kevin and Jeff motion<br />
to except proposal, requesting 10% from the HOA for both location in<br />
total of $47,807.50, all in favored. Motion, Larry and Kevin to use reserve<br />
account, all in favor.<br />
• Abandoned basketball goals: Homeowners are to put a sign trash on<br />
goal for recycle pick up on Mondays.<br />
• Signage on clubhouse: Board of Directors requested a neon OPEN sign<br />
to be placed on window of clubhouse.<br />
• Gift Card: Board of Directors approved Chick Fil-A and Olive Garden.<br />
• Meeting time: Reviewed and discussed management time will be on<br />
Thursday, February 26, <strong>2020</strong>, on-site opens at 10:30 AM.<br />

you would like to establish a payment plan you can contact the onsite<br />
community manager on/or after February 3, <strong>2020</strong>, at 281-213-3184 and/<br />
or send an email to Angela Rivera at angela.rivera@associa.us. Keep in<br />
mind the terms of the payment plan agreement include a $20 monthly<br />
payment plan fee and your association’s monthly interest. Please pay your<br />
assessments on time to prevent from receiving late fees and/or interest<br />

can take up to 30 business day before an approval or denial is correspondent to a homeowner.<br />
RESIDENTS OF CYPRESS MILL:<br />
Having your lawn cut either by yourself or a hired landscaper please don’t put out your<br />
grass clippings out on the sidewalk until trash days, Monday or Thursdays. We are getting<br />
complaints of homeowners putting out grass clippings before trash days. We thank you for<br />
your understanding and corporation.<br />
SWEEPING OR BLOWING DEBRIS INTO STORM DRAINS<br />
According to Herman L. Sanders of the Harris County Watershed Protection Group,<br />
“Sweeping grass, leaves, grass clippings, yard waste, etc., into a storm drain is cited as a<br />
civil solid-waste violation of State Municipal Solid Waste rules, Chapter 330.15 (a)(1). Civil<br />
penalties are $50 to $25,000 per day per violation. Criminal penalties, if pursued, are $500<br />
to $100,000 per day per violation.”<br />
