Tinubu, is celebrating his 68 th<br />

birthday today with a message <strong>on</strong> his<br />

“preliminary thoughts <strong>on</strong> the ec<strong>on</strong>omic<br />

acti<strong>on</strong>”the country might take should<br />

cor<strong>on</strong>avirus “mortally threaten” our<br />

ec<strong>on</strong>omy.<br />

In the 9-point me<str<strong>on</strong>g>as</str<strong>on</strong>g>ures he believes the<br />

Federal Government should take are tax<br />

deducti<strong>on</strong>s and incre<str<strong>on</strong>g>as</str<strong>on</strong>g>ed stipends to the<br />

poor.<br />

Others are that government should<br />

maintain expenditures, accelerating<br />

spending <strong>on</strong> key infr<str<strong>on</strong>g>as</str<strong>on</strong>g>tructural projects,<br />

ensuring food security, lowering interest<br />

rates, quantitative e<str<strong>on</strong>g>as</str<strong>on</strong>g>ing, allowing<br />

downward pressure <strong>on</strong> the Naira and debt<br />

suspensi<strong>on</strong>.<br />

It is the sec<strong>on</strong>d time Tinubu is speaking<br />

<strong>on</strong> cor<strong>on</strong>avirus.<br />

In the first statement about a fortnight ago,<br />

the APC Nati<strong>on</strong>al leader had likened the<br />

crisis rocking the ruling party at the federal<br />

level to cor<strong>on</strong>avirus, saying members should<br />

purge themselves of the virus.<br />

In his suggesti<strong>on</strong> <strong>on</strong> tax deducti<strong>on</strong>s in the<br />

latest statement titled, A message <strong>on</strong><br />

cor<strong>on</strong>avirus, a time for unity, a time for<br />

thought, a thought for acti<strong>on</strong>, he said:<br />

“Government should announce a tax<br />

credit or partial tax reducti<strong>on</strong> for<br />

firms. VAT should be suspended<br />

for the next 2-4 m<strong>on</strong>ths. This<br />

will help lower import costs<br />

and protect against<br />

rich. Another is poor. There<br />

is the labourer then there<br />

is the boss. One pers<strong>on</strong> is<br />

of the north, another of the<br />

south, with both often<br />

acting <str<strong>on</strong>g>as</str<strong>on</strong>g> if the boundary between the two<br />

cannot be traversed. We are of different<br />

ethnic groups; these identities mean so much<br />

to us that we behave <str<strong>on</strong>g>as</str<strong>on</strong>g> if the affiliati<strong>on</strong>s are<br />

the very source of our humanity. In this, we<br />

tend to forget God. Even when we worship<br />

God, we divide ourselves in ways that too<br />

often bring violence to a way of life meant<br />

to bring peace and comp<str<strong>on</strong>g>as</str<strong>on</strong>g>si<strong>on</strong>.<br />

But, the cor<strong>on</strong>avirus is now here. If we<br />

carry forth in our usual ways, we may well<br />

carry ourselves into nati<strong>on</strong>al dis<str<strong>on</strong>g>as</str<strong>on</strong>g>ter.<br />

Normal practices will not suffice. We all<br />

must do better lest we all fail and suffer the<br />

grave c<strong>on</strong>sequences of collective failure. We<br />

pray that this terrible cloud will p<str<strong>on</strong>g>as</str<strong>on</strong>g>s from<br />

us. However, we must prepare for the<br />

possibility that it may linger to rain hard<br />

care and c<strong>on</strong>cern that<br />

The foremost<br />

imperative is that<br />

we recognize that<br />

cor<strong>on</strong>a is here.<br />

We must c<str<strong>on</strong>g>as</str<strong>on</strong>g>t<br />

<str<strong>on</strong>g>as</str<strong>on</strong>g>ide the myths<br />

that we have<br />

comforted<br />

ourselves with<br />

these p<str<strong>on</strong>g>as</str<strong>on</strong>g>t weeks.<br />

We told ourselves<br />

this w<str<strong>on</strong>g>as</str<strong>on</strong>g> not a<br />

black man’s<br />

dise<str<strong>on</strong>g>as</str<strong>on</strong>g>e. We took<br />

false comfort in<br />

this selfdecepti<strong>on</strong>.<br />

Well, black people have<br />

c<strong>on</strong>tracted the ailment; black people have<br />

also died from it. We hoped that our hot<br />

climate would bake and destroy the virus.<br />

That wish now appears too optimistic. We<br />

even said our history in dealing with malaria<br />

and other tropical dise<str<strong>on</strong>g>as</str<strong>on</strong>g>es granted us some<br />

type of immunity. Well, I doubt that<br />

immunity exists <str<strong>on</strong>g>as</str<strong>on</strong>g> there is no scientific<br />

evidence supporting this claim. If such an<br />

immunity exists,it is at most incomplete and<br />

so unreliable <str<strong>on</strong>g>as</str<strong>on</strong>g> to be of no avail to large<br />

segments of our populati<strong>on</strong>.<br />

The rich cannot bargain with the dise<str<strong>on</strong>g>as</str<strong>on</strong>g>e<br />

or pay it off. It neither reads bank account<br />

statements nor is it intimidated by them. The<br />

poor, likewise, are subject to it for it h<str<strong>on</strong>g>as</str<strong>on</strong>g> no<br />

mercy nor cares about <strong>on</strong>e’s prior or present<br />

hardships. Neither does it seem to study<br />

geography. Northerner and Southerner are<br />

equally its prey. It will attack those who pray<br />

at the altar in church <str<strong>on</strong>g>as</str<strong>on</strong>g> well <str<strong>on</strong>g>as</str<strong>on</strong>g> those who<br />

face the Qiblah when praying in the mosque.<br />

To cor<strong>on</strong>a, we are all the same. Thus, to fight<br />

cor<strong>on</strong>a, we must treat each other the same,<br />

<str<strong>on</strong>g>as</str<strong>on</strong>g> brothers and sisters in <strong>on</strong>e nati<strong>on</strong>al family<br />

under <strong>on</strong>e Heaven. For we are of <strong>on</strong>e blood;<br />

this crisis is a stark warning that we must<br />

begin to act in c<strong>on</strong>s<strong>on</strong>ance with that<br />

comm<strong>on</strong> humanity.<br />

It is true that we and other African<br />

countries are am<strong>on</strong>g the nati<strong>on</strong>s thus far<br />

le<str<strong>on</strong>g>as</str<strong>on</strong>g>t affected. However, we must not think<br />

this means geography and climate have<br />

erected a protective shield <strong>on</strong> our behalf.<br />

At best, these things c<strong>on</strong>stitute a partial<br />

barrier that may have slowed but will<br />

not prevent the growing threat.<br />

China and other Asian nati<strong>on</strong>s took<br />

dr<str<strong>on</strong>g>as</str<strong>on</strong>g>tic, wholesale acti<strong>on</strong> to thwart the<br />

viral spread. North America and Europe<br />

initially took small steps against the virus.<br />

Those did not work. Now they are f<str<strong>on</strong>g>as</str<strong>on</strong>g>t<br />

implementing <strong>lockdown</strong>s of whole cities<br />

and closures of key segments of their<br />

ec<strong>on</strong>omies.<br />

We must be prepared to do the same,<br />

though it is alien to our communal<br />

culture and way of life. Let us be<br />

frank. The public health care<br />

systems of developed<br />

nati<strong>on</strong>s have been<br />

overwhelmed by this<br />

virus. They are running<br />

out of equipment and<br />

healthy doctors. Our<br />

public health care<br />

system is much smaller<br />

and less equipped than<br />

those in Europe and<br />

North America. We cannot afford to put<br />

undue pressure <strong>on</strong> our system because it<br />

cannot bear the great weight of a pandemic.<br />

Thus, it is incumbent <strong>on</strong> us to thoroughly<br />

implement and obey social safety and<br />

distancing techniques so that we halt the<br />

spread of the dise<str<strong>on</strong>g>as</str<strong>on</strong>g>e and keep<br />

hospitalizati<strong>on</strong> to the barest possible<br />

minimum.<br />

Sec<strong>on</strong>d, limit your social c<strong>on</strong>tacts. Unless<br />

for necessary matters, <strong>on</strong>e should not venture<br />

out. To purch<str<strong>on</strong>g>as</str<strong>on</strong>g>e food is essential. To redo<br />

<strong>on</strong>e’s hair or go to a bar for a drink are not.<br />

Places like banks offer needed services<br />

such <str<strong>on</strong>g>as</str<strong>on</strong>g> c<str<strong>on</strong>g>as</str<strong>on</strong>g>h withdrawals. But they should<br />

limit the number of customers in the bank<br />

at any given time. Supermarkets and grocers<br />

should do the same.<br />

We should c<strong>on</strong>tinue to postp<strong>on</strong>e sporting<br />

events, weddings, and other large gatherings.<br />

Funerals, if they must take place, should be<br />

attended <strong>on</strong>ly by small numbers of family<br />

members.<br />

While we put <str<strong>on</strong>g>as</str<strong>on</strong>g>ide the large events for<br />

now, we must do better looking after our<br />

fellow man. Ple<str<strong>on</strong>g>as</str<strong>on</strong>g>e check <strong>on</strong> a neighbour.<br />

Make sure the elderly near you are well and<br />

have food and water.<br />

Use this moment to teach your children<br />

about comp<str<strong>on</strong>g>as</str<strong>on</strong>g>si<strong>on</strong> and the traditi<strong>on</strong>al<br />

values of care and c<strong>on</strong>cern that often get<br />

diluted in our rush toward modernity and<br />

growth.<br />

Not <strong>on</strong>ly is the cor<strong>on</strong>avirus a health and<br />

medical problem, it will bring heavy<br />

ec<strong>on</strong>omic costs. China and the West face<br />

severe ec<strong>on</strong>omic c<strong>on</strong>tracti<strong>on</strong>s. Cities are<br />

shuttered. Multiple industries have closed.<br />

Milli<strong>on</strong>s have suddenly been rendered<br />

jobless. Supply chains have busted.<br />

Ec<strong>on</strong>omic activity is a fracti<strong>on</strong> of what it<br />

w<str<strong>on</strong>g>as</str<strong>on</strong>g> just a m<strong>on</strong>th ago. Deep recessi<strong>on</strong>s are<br />

forec<str<strong>on</strong>g>as</str<strong>on</strong>g>ted. Some <str<strong>on</strong>g>experts</str<strong>on</strong>g> fear depressi<strong>on</strong><br />

now tracks the world down. Governments<br />

worldwide are resp<strong>on</strong>ding by embarking <strong>on</strong><br />

unprecedented stimulus packages to keep<br />

their ec<strong>on</strong>omies afloat.<br />

The Chinese are pumping untold trilli<strong>on</strong>s<br />

into their financial markets and productive<br />

ec<strong>on</strong>omy. The most austere large nati<strong>on</strong>,<br />

Germany, c<str<strong>on</strong>g>as</str<strong>on</strong>g>ts <str<strong>on</strong>g>as</str<strong>on</strong>g>ide its c<strong>on</strong>stituti<strong>on</strong>al<br />

prohibiti<strong>on</strong> <strong>on</strong> deficit spending to enact a<br />

historic, unprecedented fiscal stimulus<br />

package. The free-market Tory government<br />

of Boris Johns<strong>on</strong> h<str<strong>on</strong>g>as</str<strong>on</strong>g> abjured his<br />

c<strong>on</strong>servative upbringing if but for this harsh<br />

moment. His government is launching a<br />

fiscal stimulus unseen in the UK for decades.<br />

Likewise, the Bank of England vows to pump<br />

<str<strong>on</strong>g>as</str<strong>on</strong>g> much m<strong>on</strong>ey into the financial market<br />

<str<strong>on</strong>g>as</str<strong>on</strong>g> is needed to unfreeze it and get it working<br />

again.<br />

The c<strong>on</strong>servative Trump government also<br />

aband<strong>on</strong>s its laissez faire ideology in the<br />

face of this exigency. Trump wants to give 2<br />

trilli<strong>on</strong> in fiscal stimulus and this will likely<br />

be just the first tranche. The Federal Reserve<br />

h<str<strong>on</strong>g>as</str<strong>on</strong>g> announced an aggressive m<strong>on</strong>etary<br />

policy to bolster the financial sector. This is<br />

atop the 2 trilli<strong>on</strong> the Fed already promised.<br />

In the end, do not be surprised if the US<br />

government injects over 5 trilli<strong>on</strong> new<br />

dollars into the ec<strong>on</strong>omy in the m<strong>on</strong>ths to<br />

come. This would represent 25 percent of<br />

l<str<strong>on</strong>g>as</str<strong>on</strong>g>t year’s GDP for that nati<strong>on</strong>. Moreover,<br />

the US ec<strong>on</strong>omy is also enacting various<br />

forms of debt moratoria such <str<strong>on</strong>g>as</str<strong>on</strong>g> forbearance<br />

<strong>on</strong> rental payments for struggling families<br />

and small businesses to tax relief of various<br />

types for companies large and small.<br />

This is truly an eye opening endeavour<br />

b<str<strong>on</strong>g>as</str<strong>on</strong>g>ed <strong>on</strong> less<strong>on</strong>s learned from the 1929<br />

Great Depressi<strong>on</strong> when government failed<br />

to appropriately act and the 2009 Financial<br />

Crisis when governments acted in time.<br />

The less<strong>on</strong> learned is that a government<br />

h<str<strong>on</strong>g>as</str<strong>on</strong>g> the sovereign power and requisite duty<br />

to intervene in the ec<strong>on</strong>omy in order to stave<br />

calamity. To aid in this t<str<strong>on</strong>g>as</str<strong>on</strong>g>k, a government<br />

h<str<strong>on</strong>g>as</str<strong>on</strong>g> the unlimited ability and again public<br />

duty to issue <str<strong>on</strong>g>as</str<strong>on</strong>g> much of itsown currency <str<strong>on</strong>g>as</str<strong>on</strong>g><br />

needed to quell shortage and bufferthe<br />

populace from hardship.<br />

We, fortunately, are not at the stage where<br />

we need to implement such str<strong>on</strong>g ec<strong>on</strong>omic<br />

me<str<strong>on</strong>g>as</str<strong>on</strong>g>ures; however, we should be preparing<br />

a resp<strong>on</strong>se for that urgent moment may fall<br />

swiftly up<strong>on</strong> us. In doing so, we must be<br />

guided by the same less<strong>on</strong>s other nati<strong>on</strong>s<br />

have followed. When it comes to<br />

expenditures that can <strong>on</strong>ly be made in<br />

dollars, we must be extra careful. Dollars<br />

now come at a steep premium. However,<br />

when it comes to expenditures that can be<br />

made in naira, government cannot afford<br />

to be b<str<strong>on</strong>g>as</str<strong>on</strong>g>hful or reticent when the need arises.<br />

Already, the price of oil h<str<strong>on</strong>g>as</str<strong>on</strong>g> fallen to less<br />

than 30 dollars a barrel. This will bring a<br />

dollar shortfall. This does not, however,<br />

necessitate a corresp<strong>on</strong>ding shortfall in<br />

public sector naira expenditures. The US<br />

c<strong>on</strong>trols dollar issuance. We c<strong>on</strong>trol naira<br />

issuance <str<strong>on</strong>g>as</str<strong>on</strong>g> is our sovereign right. Just <str<strong>on</strong>g>as</str<strong>on</strong>g><br />

America h<str<strong>on</strong>g>as</str<strong>on</strong>g> used its sovereign right to issue<br />

its currency to stave ec<strong>on</strong>omic dis<str<strong>on</strong>g>as</str<strong>on</strong>g>ter, so<br />

too may Nigeria issue naira for the same<br />

purpose.<br />

While individuals, companies and even<br />

state governments can go bankrupt during<br />

hard times, the federal government cannot<br />

become naira insolvent because it h<str<strong>on</strong>g>as</str<strong>on</strong>g> the<br />

ability to issue our nati<strong>on</strong>al currency. He<br />

who holds the printing press is never<br />

insolvent. The most serious c<strong>on</strong>cern and<br />

limitati<strong>on</strong> <strong>on</strong> federal naira spending is not<br />

insolvency but inflati<strong>on</strong>. C<strong>on</strong>sequently,<br />

should circumstances require incre<str<strong>on</strong>g>as</str<strong>on</strong>g>ed<br />

spending, we should not hesitate to do so;<br />

but we must keep the watchful eye to ensure<br />

inflati<strong>on</strong> does not climb too high. However<br />

to save both lives and livelihoods during a<br />

moment of historic emergency, a touch of<br />

extra inflati<strong>on</strong> from enhanced government<br />

spending is a small price to pay. In fact, it is<br />

a price that must be paid. The alternative<br />

may be a harmful deflati<strong>on</strong> which<br />

historically h<str<strong>on</strong>g>as</str<strong>on</strong>g> proven more difficult to<br />

tame and cure than a small inflati<strong>on</strong>ary<br />

incre<str<strong>on</strong>g>as</str<strong>on</strong>g>e.<br />

In all of this, the internati<strong>on</strong>al financial<br />

instituti<strong>on</strong>s such <str<strong>on</strong>g>as</str<strong>on</strong>g> the IMF and World Bank<br />

must be cooperative and forward-leaning.<br />

These instituti<strong>on</strong>s must discard their<br />

mainstream orthodoxy of fiscal austerity<br />

which will straitjacket and injure nati<strong>on</strong>s<br />

like ours. They must encourage nati<strong>on</strong>s to<br />

engage in ec<strong>on</strong>omic stimulus. Moreover,<br />

they must suspend debt repayments for poor<br />

and developing nati<strong>on</strong>s and begin to f<str<strong>on</strong>g>as</str<strong>on</strong>g>hi<strong>on</strong><br />

a plan of partial debt forgiveness for<br />

indebted nati<strong>on</strong>s.<br />

Below are a few preliminary thoughts <strong>on</strong><br />

the ec<strong>on</strong>omic acti<strong>on</strong> we might take should<br />

the cor<strong>on</strong>avirus mortally threaten our<br />

ec<strong>on</strong>omy.<br />

1. MAINTAIN GOVERNMENT<br />

EXPENDITURES: The natural instinct<br />

will be to reduce spending. Such reducti<strong>on</strong>s<br />

may be prudent for individuals and<br />

households. For government to move in this<br />

directi<strong>on</strong> <strong>on</strong>ly feeds ec<strong>on</strong>omic carnage by<br />

amplifying ec<strong>on</strong>omic hardship. Prudent<br />

fiscal policy is generally “countercyclical.”<br />

As the private sector shrinks, government<br />

does more.<br />

At minimum, the federal government must<br />

stick to its naira budgetary expenditures. In<br />

fact, government should incre<str<strong>on</strong>g>as</str<strong>on</strong>g>e naira<br />

expenditures by at le<str<strong>on</strong>g>as</str<strong>on</strong>g>t 10 – 15<br />

percentduring an emergency.<br />

Allocati<strong>on</strong>s to state and local governments<br />

should be included in this additi<strong>on</strong>. If not,<br />

we risk subnati<strong>on</strong>al recessi<strong>on</strong>s in important<br />

secti<strong>on</strong>s of the country.<br />

2. GOVERNMENT PROJECTS: If<br />

the virus is largely kept from becoming a<br />

widespread public health menace,<br />

government should accelerate spending and<br />

actual work <strong>on</strong> key infr<str<strong>on</strong>g>as</str<strong>on</strong>g>tructural projects<br />
