78 THE POSTMARKS OF THE BRITISH ISLES FROM ISlfi.be given to the examination of letters to see that the postage-labels are properly obliterated,and where this important part of the duty is neglected a special report is to bemade against the office in fault, as it is feared that the revenue has suffered from thenegligent manner in which the stamping duties are performed." "The impression of eachstamp," they were told, " should be not only legible but perfect in every particular."These instructions appear to have had but small effect, as little or no improvementis noticeable.In June, 1850, the principle upon which rural posts were to be established wasreconsidered, on the ground that the rule laid down in 1843 had been found to be inpractice "unequal and imperfect in its operation, sometimes estabUshing a post to theinjury of the revenue, and sometimes withholding one where its establishment would bebeneficial to the revenue, and further recognizing no intermediate course between theestablishment of a daily post and the withholding of a post altogether.'' The decisionthen arrived at—that a post should be established when it would pay its way— has been alasting one. A post was held to pay its way whenever its cost was covered by a halfpennyon each letter delivered, and subject to this principle a post might be tri-weekly,bi-weekly, weekly, or daily. Various efforts were now being made to effect improvementsin the types of stamps in use in the country offices, so that any such stamps asthose shown in Figs. 476, 477 may be considered as more or less experimental.F!g. 47B.The introduction into the country districts of pillar and road boxes, the first ofwhich, besides that in Jersey, was erected at Cheltenham in March, 1854, was found toafford much public convenience ; and by means of railways, steamboats, coaches, mailcarts,and mounted and foot messengers, important mail accelerations were being carriedout all over the country; so that, in 1854, letters and other postal packets were dispatchedand received daily in almost every part, and nearly all important towns receiveda communication twice a day or oftener.The trial of the double date and obliterating handstamp in the London ChiefOffice having proved satisfactory, it was decided in October, 1853, to bring the combinedstamp into use in the country offices.
