APPROACH TO CONSTRUCTION

MANAGEMENT

FNI has considerable construction management experience, especially related to transportation

projects of multiple types and sizes. We have the support staff and partners to complete any

Construction Management task for ODOT. FNI will verify constructability, sequencing, detours,

environmental constraints, schedule and road-user concerns are addressed prior to construction. We

will hold project meetings, pre-work conferences, and deliver reports to the respective ODOT Field

Divisions. Deliberate inspection, proper materials testing and concise documentation will be a principal

expectation from FNI in delivering a quality project, constructed to ODOT’s plans and specifications.

Receiving, reviewing and working through Contractor requests for information (RFIs) or plan

modifications in a timely manner will be FNI’s objective. Verifying all parties understand the impacts

of plan modifications to project costs, schedules, user costs/convenience and project quality will

enhance our ability to avoid misunderstandings, which often lead to claims or difficult change order

issues. Foresight into construction difficulties, prompt decision-making and excellent communication

skills with the Contractors are imperative to having a successfully delivered construction project. FNI

has personnel in place with the recognition of project scope, understanding of complex construction

means and methods, excellent relations with industry Contractors, Producers and Suppliers, and

He has been involved with some of

understanding of Oklahoma’s transportation industry.

Buddy Wosika has a wealth of

knowledge and 30 years experience in

transportation construction. He recently

joined FNI after retiring from a 27-year

career at ODOT. During his ODOT career,

he held roles of increasing responsibility

from an entry-level Transportation

CONSTRUCTABILITY REVIEWS

FNI encourages the practice of performing constructability reviews at appropriate stages of design.

Reviews will focus on adequacy of details, potential conflicts during construction, existing utilities,

construction sequencing, traffic control, appropriate allocation of construction risks and coordination

between the contract documents. We have found that often a constructability review of the documents

by a fresh eye can reveal issues overlooked by the design team members, simply because of their

closeness to the project. By conducting the constructability review process, our team can also identify

cost-saving measures during design, before the project is bid.

PRE-CONSTRUCTION REVIEW

FNI will review the contract documents for constructability, sequencing, detours, environmental

constraints, schedule and traffic management prior to construction. Identifying issues before a

project starts can greatly reduce the impact on construction delays and costs, may avoid major

impacts to the travelling public, could avoid having to remove new work and will greatly reduce

any collateral claims that may arise. In summary, good, detailed preconstruction plan reviews pay

great dividends in the management of a project.

SCHEDULE REVIEW

The FNI team understands the importance of maintaining ODOT’s schedule, and our team is structured

to provide the most qualified construction manager/inspectors for each project. FNI has internal

schedulers who review and compare current schedules to baseline schedule for each phase of the

project. This allows FNI to provide an independent verification of the schedules to the owner. We

know that a project team can only be successful when the individuals on the team take personal

responsibility for reaching project objectives. During all phases of the project FNI will facilitate

meetings to include constructability review workshops and pre-activity construction meetings. This

will encourage operational and maintenance insights that will allow the designs to incorporate

improvements that address those concerns and will also allow potential construction issues to be raised

in proactive fashion.

COMMUNICATION

Strong project communication is key to the FNI team’s ability to keep projects on schedule and within budget.

Through effective communication, we can efficiently function as an extension of ODOT’s staff, mobilize needed

team members, and maintain quality and cost control. A sample of the team’s communication tools include:

PAST PERFORMANCE

ODOT CONSTRUCTION EXPERIENCE

Team members Paul Green, Lane Henson, Tyson Parker and Buddy Wosika have extensive

experience in construction management. Prior to joining FNI, both Paul and Buddy served in

various construction roles for ODOT. Below are a few of the projects Paul and Buddy worked

on while at ODOT.

MORGAN ROAD AT I-40 Oklahoma’s first Single Point Urban Interchange (SPUI), grade, drain,

surface and bridge, with a cost of $34 million. This was a difficult project with truck stops in all

four quadrants of this busy interchange, making sequencing and phasing very important during

construction. This project included 1 mile of I-40 widening and reconstruction under a heavily

incentivized contract.

Morgan Road

I-40 OVER SOUTH CANADIAN RIVER, 1.1 MILES EAST OF THE CADDO COUNTY LINE

Twin 2,800 foot bridges over the South Canadian River. A challenging construction project

in an environmentally sensitive location, this project enhanced public safety and removed a

structurally deficient bridge from ODOT’s inventory.

I-40 AT RADIO ROAD INTERCHANGE New I-40 overpass bridge and a diamond interchange

with on- and off-ramps at Radio Road in Canadian County to help facilitate traffic into El Reno.

I-40 traffic near 40,000 vpd, project included near one mile of interstate pavement widening/

reconstruction. The purpose of the project was to improve safety and interstate access, which

will also help accommodate economic growth in the area.

I-40 Canadian River Bridge

SAILBOAT BRIDGE This project involved replacing a deteriorated 1930s steel-deck truss

bridge that provided access for citizens of northeast Oklahoma over Grand Lake. The

replacement project constructed twin 3,044 foot long bridges over the Grand Lake of the

Cherokees, that provide four lanes of traffic and 2- to 10-foot wide multiuse paths. These

bridges remain the only segmental bridges constructed in the state of Oklahoma. The type of

segmental bridge construction for this project was a match cast production at a casting yard

about one mile from the bridge site. The project received a national award from the Portland

Cement Association, as well as Oklahoma’s Pharaoh Award for the best bridge constructed in

the state for 2001.

FNI is part of a team providing Construction Management for the following OTA corridors:

• Turner Turnpike (I-44) projects 107A, 107B-1, 107B-2 and 107C-1 between Bristow and Sapulpa (substantially

complete)

• John Kilpatrick Turnpike projects 2341A and 2341B from S 44th Street to SH-152 near the OKC Airport (near

completion)

• Kickapoo Turnpike for projects at 23rd Street interchange (2463), N Canadian River (2443B) and 4 TPU Bridges at SE 44th, SE 29th and SE 15th Streets as well

as Reno Ave (2442B)

• Construction Management OSR for Cimarron Turnpike bridge rehabilitation of bridges 58.57 over SH-48 and 58.13 over Cowskin Creek at M.P. 58.5-58.6 in

Pawnee County, OK

Our project management experience as part of a team on the Turner, JKT and Kickapoo Turnpikes has given our inspectors insight and valuable knowledge of

construction project management. While they had extensive experience in ODOT and municipal construction projects, these projects have allowed our team

to get additional experience on large projects with different contractors working under tight schedules. This experience in building relationships while working

through difficult project issues, will help us understand and resolve issues promptly as they arise. Relationships and communications are obviously a key

component to any successful project and our team will rely on these as issues arise.


CIMARRON TURNPIKE SH-48 & COWSKIN CREEK |

OKLAHOMA TURNPIKE AUTHORITY

FNI is providing engineering services for a bridge rehabilitation of bridges 58.57 over SH-48 and 58.13 over Cowskin

Creek at M.P. 58.5-58.6 in Pawnee County, OK. This project starts in January and consists of substructure rehabilitation,

bearing assembly, beam and deck replacements for four bridges on the Cimarron Turnpike. ODOT is a partner in

this project due to the structure over SH-48 and FNI will coordinate any lane restrictions on SH-48 with ODOT. There

is substantial degradation due to water damage across the pier caps and abutments that will need to be repaired. This $6.3

million project is anticipated to take 180 days to complete.

EDMOND ITS INSPECTION |

OKLAHOMA TURNPIKE AUTHORITY

FNI is serving as the Construction Management team for a $6.2 million

Intelligent Traffic System (ITS) Safety project in Edmond that will connect traffic

signals by 10 miles of fiber optic cable on Broadway, Danforth and Santa Fe.

This project will improve the technology of 22 intersections and tie these signals

to the Public Works Center which will allow the City to monitor and adjust for congestion and safety issues they

observe. This project also provides infrastructure for the traffic signals to communicate with autonomous vehicles in

the future. FNI has teamed with Mayhew Technology Solutions to provide Fiber Optic expertise. While this project has

ITS components, it is being completed under ODOT’s general On-Demand CM contract.


LEONA MITCHELL DECK REPLACEMENT | CITY OF ENID

The City of Enid hired FNI to assess and recommend improvements culminating in a PS&E package for an existing

bridge structure over Leona Mitchell Blvd. The existing bridge structure’s deck was failing with large holes and damage

throughout. The City closed the bridge in April 2018 as FNI worked on plans and an expedited schedule. Due to the road

closure, FNI met with the City staff to review the planned improvements before expediting plans. The improvements

include a complete replacement of the existing bridge deck, addition of new parapets, new approach slabs, beam end

repairs, and repairs to the pier caps and piles. The approaches were reconstructed to meet the new grade of the bridge

due to the thickening of the bridge deck, and new guard rail, thrie beam connections and guardrail end treatments

(GET) were designed for safety enhancements. The design was completed in four months and immediately bid to avoid

the migratory bird period delaying construction and to have the bridge constructed and open to the public as soon as possible.

TOWER TWO 2-MG ELEVATED STORAGE TANK

FNI worked with the City of Edmond to design a new 2.0-MG composite EST to

increase distribution reliability. This project included development of construction

plans and specifications, and construction phase support services. The project

team developed 3-D renderings of the proposed EST from multiple vantage points

FNI successfully inspected the $700,000 bridge

rehabilitation and deck replacement project

for the City. The project duration was 180 days,

however it was substantially complete and open

to traffic in 150 days. This project was funded

through the DWSRF program.

CHISHOLM AND SPRING CREEK LIFT STATION

AND FORCE MAINS |CITY OF EDMOND

FNI provided construction management services for the facility’s increased capacity,

resulting in a total firm capacity of 7-MGD. The project also included the preliminary

and final design of the 22-MGD Spring Creek Lift Station and approximately five miles

of 24-inch force main. Duties of the construction manager included the processing

of submittals, requests for information, progress schedules, pay requests, and the

preparation of contract modifications. Additionally, the construction manager served

as a full time on-site representative. The construction progress was documented

through photographs and daily reports. Any

conflicts that would arise were resolved

through discussions with the engineer of

record and the contractor. Monthly progress

meetings were held and documented with

meeting minutes, which kept all parties

accountable for the progress of the project.


LAKE PONCA SPILLWAY REPAIR|CITY OF PONCA

FNI provided services for repairs to the Lake

Ponca Spillway by the Ponca City Utility

Authority (PCUA). Concrete on the crown of

the weir section had deteriorated to various

degrees across the full width of the spillway.

The record drawings from 1943 indicate that

a rock outcrop was overlaid by 8 inches of

concrete to form the weir section. The spillway had completely deteriorated on the

crown to the point where the in-situ rock was exposed in some areas, and in most other

areas it had delaminated and was easily excavated. Seepage coming through concrete

cracks and joints in the sloped portion of the crest section had been documented.

The consequences of it failing is an uncontrolled release of the reservoir and possible

increased flooding downstream during a storm event.

FNI provided project management, geotechnical investigation, surveying, and

engineering analysis. We also developed design concepts based on analysis and record

drawings for the repair to the crest section of the concrete spillway chute. The design

incorporated guidelines established by United States Army Corps of Engineers and the

Oklahoma Water Resource Board. The weir section was replaced with new reinforced

concrete with a 100-year lifespan. This provided PCUA with a maintenance-free

spillway and a long design life.

The PCUA indicated that the lake couldn’t be lowered during the construction. In

addition to the lack of existing as-built information, his requirement put added

constraints on the design and construction by requiring a cofferdam with active

dewatering and a bypass system for flood events. The solution required staged

construction of the repairs where one portion of the spillway was kept open as

part of a temporary flood bypass system. FNI is currently performing construction

management services for this project.

FNI is performing plan reviews for constructibility, traffic management and safety as well as writing special provisions

for lane rentals, incentive/disincentives, milestones, utility info, adjacent project coordination and prosecution and

progress as requested by the OTA for the $1.2 Billion Driving Forward program.

Tricia Hatley is a Vice President/Principal and the firm’s Division Manager for Oklahoma. A native of Oklahoma and a civil engineering

graduate of Oklahoma State University, Tricia is attuned to the unique needs and goals of the department and is invested in the

community. While attending OSU, she worked for ODOT in the on campus design squad. Today she offices in Oklahoma City and is

readily available to meet with clients as projects move forward or to respond to engineering issues as they arise. Tricia also is a Senior

Paul Green is a Vice President/Principal and Senior Transportation Engineer in FNI’s Oklahoma offices. He joined FNI after retiring

from a 33-year career at ODOT. During his tenure, he held roles of increasing responsibility across multiple ODOT districts. In his

most recent role as ODOT’s Director of Operations, he held responsibilities across the state, overseeing eight Field Divisions plus the

Office Engineers, Construction, Maintenance, and Materials and Research Divisions. Paul has led large teams in multi-million-dollar

Buddy Wosika is a Construction Services Inspector in FNI’s Oklahoma City office. He recently joined FNI after retiring from a 28-year

career at ODOT. During his ODOT career, he held roles of increasing responsibility from an entry-level Transportation Technician to a

Transportation Specialist V. His ODOT career has been at the El Reno Construction Residency, which oversees construction projects

in numerous counties and the Oklahoma City metro area. Buddy has a wealth of knowledge and experience in transportation

construction. Some of Buddy’s strengths include managing project issues, prioritizing work, maintaining safe projects and work

environments, and maintaining good working relationships with contractors and transportation industry representatives. He has

extensive training with ODOT, which includes being a Registered Highway Construction Materials Technician.

Jacob Gibson is Construction Services Inspector in the OKC office. He has experience in construction project management, including

preparation of bid documentation, construction scheduling, inspection and operation procedures, and maintenance documentation.

Prior to joining FNI, Jacob worked as a Construction Superintendent, where he oversaw and managed multiple construction jobs

simultaneously, including scheduling work crews, scheduling subcontractors and performing daily walkthroughs of work in progress to

verify it was being done to meet all specifications and plan details.

constructed in Norman, Oklahoma, where he inspected earthwork drilled piers and rebar construction. He has worked on the 2343A
