OUTLINE

S-ECM is a research based study of the constraints and potentials of achieving sustainable

growth and creating employment in the 5 Lagos administrative districts, commonly referred to

as IBILE. It is rooted in the ‘M’ component (Making Lagos a 21st Economy) of the governments

T.H.E.M.E.S. Development Pillars.

The study will ascertain ways to accelerate human endeavour within the: Education &

Technology, and Entertainment & Tourism components of T.H.E.M.E., and lead to Event Based

Development Programs centered around the creation of low cost efficient Libraries, Sports

Arenas, Theatres & Cinemas, and Art Galleries. These structures are to be achieved in each

I.B.I.L.E. Division via Private-Public Sector-Partnerships, PPP

BROWN, BROWN AND YET MORE BROWN

A cursory look at the Google Earth map shows the dense habitats of Adeniji Adele and Sura

with very little green RELIEF ZONES such as parks and public gardens. The Relief Zones that

do exist are miniscule internal compound courtyards, or the smattering of hard landscaped

squares and median strips as in Tokunbo Street. The streets themselves devoid of any real

semblance of pavements are double up as additional Relief Zones. The on-going practice of

closing certain portions of the street, erecting canopies, laying out decorated tables and chairs

to celebrate transition points in life bear witness to this.

However, on the other side of the Expressway are relatively large tracts of S.L.O.A.P. (Space

Left Over After Planning) contained and defined by the Traffic Cloverleafs. They are presently

parks of some sort, but do not work to their fullest primarily due to issues of access, security,

lack of clear definition, miscreants, lack of cohesion etc. We plan to deepen our initial

mapping of Adeniji Adele and Sura and investigate if the S.L.O.A.P can be used to provide an

inter dependent event based development programme of activities for these dense habitats.

BREAK OUT ZONE - SURA CLOVERLEAF

Alongside the Socio-Economic Cultural Mapping Exercise which seeks to identify the

make up of each component of the I.B.I.L.E., certain areas pop up, show themselves on

the figure ground and demand further investigation. The traffic clover leafs or 'loops' enroute

to and from 3rd Mainland Bridge are such spaces.

We are investigating the possibility of using these neglected and deprioritised spaces to

accommodate socio-cultural events to bring about cohesion and development in the

surrounding densely populated neighbourhoods of Adeniji Adele & Sura.

Our preliminary S-ECM studies shows a dearth of open space for recreational health and

informal learning. Healthy, knowledgeable citizens are what we seek to propose.

sitting on a very small footprint, with a

twist. It is designed to not only open out

completely to improve the air-flow during

the hot seasons, and close up during the

cold. It is a minimalist house, although it

looks like a skirt, its shape allows for it to

be placed side by side ad-infinitum. it is

designed to have only 4 windows, with these

windows performing multiple functions. it

makes it much cheaper than the

conventional house.The up-skirt improves

air-flow and quality, making the house

comfortable in the hot seasons. A totally

new type of house.
