S-ECM Socio-Economic Cultural Mapping; What it is.

Fancy term aside, S-ECM is a real study. It attempts to understand the make up of a

society, or groups within a society as a basis for introducing architectural or nonarchitectural

interventions that will make significant, sustained long term development

of that society. S-ECM is not a dark art. It rests on the collection, interpretation and

fusing of empirically derived data, either left as numbers and statistics or translated

into pictograms, 2D and 3D drawings and models, physical and computer generated.

Analogue and digital techniques are required for this study.

S-ECM Socio-Economic Cultural Mapping; Why bother?

This imperceptible virus has us in a 'conflict' situation and poses a persistent and

consistent threat, which must be met with a sustained and cogent response. We see it

as a symptom, the opportunity to nudge closer to the disease. Our S-ECM is holistic. It

investigates nerve centres of Lagos as a single entity and provides a framework for,

and gives credence to the proposals of other outcomes of the entire Lagos 2020+ post

COVID-19 project.

Extent of Study

The I.B.I.L.E. acronym for the 5 administrative centers of Lagos Ikeja, Badagry, Ikorodu,

Lagos (Island) & Epe is the extent of this study.

Modus Operandi

We will work consistently, vigorously, with the precision of a foetal surgeon and the

unfettered imagination of the Renaissance greats. A month after President Buhari's 27

April 2020 Date Of Release is our deadline, simply because after that most of us will

scramble to reclaim our notion of normality. Our Study Menu is as follows;

1.Produce figure ground studies of the urban grain. Solid v Void and Void v Solid.

Simple quick tool to visually establish relationship of buildings to open spaces.

2.Determine patterns of settlements: Where did development start? How did it spread?

What are the factors that affect their growth or demise?

3.Investigate social structure: Where do the haves & have not reside? Is there a

distinct divide? If so why or why not? What are the facilities within proximity? Which

facilities are shared (markets?) and which are almost exclusive (native doctors,

salons & spas?)

4.Initiate topography and terrain studies: Location of water bodies natural and man

made. Vertical studies of the terrain & building heights.

5.Carry out land use studies: Green (vegetation) v Grey (buildings). Broken down to

building types, residential, commercial, industrial municipal

6.Discern transitory routes: Roads, intersections, paths.

7.Dissect the social order: Tribal groupings, are there certain area where certain tribes

dominant tribes, eg. Igbo Town, Hausa Quarters; Traditional ruling families and

Economic ruling families.

8. Look at transportation: forms (road, air sea); connectivity; major & minor stops and

interchanges, donkey, keke, okada, mini bus, microbus, danfo, molue

9. Determine and locate recreational, health and education facilities. Public v Privately

owned. Parks, Clubs, joints, hospital, clinics, schools primary, secondary & tertiary.

10. Interrogate and plot religious and quasi-religious places of worship. Traditional,

Islamic, Pentecostal Christian, Orthodox Christian, White Garment Christian, Esoteric

(Rosicrucians, Grail Message etc.)

LAGOS STATE - MEGA CITY

Lagos State is the smallest state in

Nigeria yet, it has the highest urban

population, which is 27.4 % of the national

estimate [UN-Habitat]. According to the

UN-Habitat and international development

agencies’ estimates, Lagos State is said to

have about 24.6 million inhabitants in

2015. Of this population, Metropolitan

Lagos accounts for over 85% on an area

that is 37% of the land area of the State,

and the fact that Lagos population is

growing 10 times faster than that of New

York and Los Angeles, and more than the

population of 32 African nations

combined, the State population is

expected to hit the 35 million mark in

LAGOS STATE ADMINISTRATIVE

DIVISIONS [I.B.I.L.E.]

With a territorial land area of 351,861

hectares, Lagos State is made of five

administrative divisions, namely: Ikeja,

Badagry, Ikorodu, Lagos [Eko] and Epe.

The divisions were created in May 1968 by

virtue of Administrative Divisions

[Establishment] Edict No. 3 of April 1968.

The Divisions are further divided into 20

Local Governments and 37 Local Council

Development Areas respectively, in

accordance with Nigeria’s federal

structure and the need to bring

governance, development and

participatory democracy to the grassroots.

Brilliant stretch of road for early weekend morning performance car and

motorbike blasts. Also favoured by cycle clubs.

Urakaloye

The man reputed to be the ancestral founder of Epe, a name derived from black

ants, which invaded Urakaloye’s hunting homestead.

Peculiar Features

Long range of hills that demarcates the coastal town into equal parts. Superb fish

market, brand new ring roads and connection to Ikorodu, courtesy of Ex. Governor

Ambode, an indigene. Fishing and farming are the major occupation

Origin & Tribes

There are 2 dominant tribal groups, Ijebu Epe (Awori's) and the Eko Epe (Egun &

other Yoruba's)

Significant Historical Events

King Kosoko along with 1500 men fled Lagos by canoe and settled in Epe in 1851

(inc. a Portugese Mr. Lima,) and returned to Lagos in 1862 leaving behind 80% of

Women only Oluwo fish market

Absolutely delightful fish market with all kinds of farmed, fished fresh water fish

and crustacea. Also alligators and monkeys for those with exotic tastes

Festivals

Okosi - Boat Regatta; Agemo Ijebu state/religious festival; Ebi-Epe 5 day festival

with Kilajolu as the highlight day; Kayo Kayo celebrates Muslim Hijrah and

NEO POLITICS:

CIA-Lagos Governance cell.

The Governance Cell is a fallout from the post Covid 19 inquiry of the CIA-Lagos. The

question of how we can extend our voices as architects beyond buildings, beyond

shaping urban fabric and into the mainstream of contemporary policy formulation

and political thought begs for answers. We believe the architect can bring to bear a

wealth of creative, technical and intellectual thinking on the politics of the day and

how it affects us and our communities vis a vis our quest to improve the quality of

the spaces we inhabit.

The world faces yet another recession in less than 10 years. Economic and political

responses are taking on more of a nationalistic approach as the tilt towards country

first and home grown ideas take center stage. For us, the realities of generations of

negligent and sub par leadership stare us in the face as we grapple with a dwindling

means of sustenance as a nation. Decrepit infrastructures, a battered health and

near comatose education systems among other issues exacerbate the problem.

What’s the way forward?

Perhaps time to look inward and start to develop homegrown ideas, redefine the

term “third world” and reclaim its true meaning beyond the concept of non

alignment. Conservative, grounded, earthbound cultures steeped in deeply esoteric

oral traditions, seeing in time and not necessarily space, communal societies. This

was and (in many ways still is) at the center of these cultures. Essentially, these were

at the core of the meaning of the phrase when Jawaharlal Nehru coined the term

amongst other good things. Not the bastardized use of the term in today's world

connoting "underdevelopment".

As the generation of youth next in line to take over the mantle of leadership we

believe this cell provides an opportunity to contribute our quota and lend our voices

to this process of rebirth, re orientation of mental attitudes and real change for good

in society. Hence the cell aspires towards the following;

Aim:

The articulation and dissemination to the populace and custodians of power for the

implementation of people centric policy ideas formulated by research and

community engagement for the purpose of expanded political, social and economic

opportunity for all.

Objectives:

Broadly categorized, our objectives fall into short, medium and long term objectives.

Short term recurrent objectives:

1. Draft bills, write articles, formulate policy ideas based on egalitarian principles to

help shape political, economic and social matters of the day or fresh thought.

2. Community engagement of the people and government through programs for

information, education, reorientation of minds and feedback purposes in the

interest of synergy via proselytizing, visiting communities, theater and mass media /

propaganda.

3. Building a community of membership with a passion for new thinking and

progressive mindsets with a core made up of the youth and fashioned to work

across different scales, classes and disciplines. This will also help foster

sustainability into the future.

4. Source for and maintain a sustainable pool of funding for planned activities.

Medium term objectives:

1. Collaborate with existing political structures with similar ideology on

developmental issues.

2. Through advocacy and collaboration with civil society act as a pressure group to

help facilitate our egalitarian ideas.

3. Avail ourselves for service to the nation in furtherance of the goal to build a just

society with equal opportunity if called upon.

Long term objective:

1. Hopefully develop the cell into a political party as a groundswell of positive impact

is made in society by our messages, collaborations, programs and stewardship.

This is a summary of the cells overarching raison d’être. Ultimately our primary brief

as architects stands to gain from a socio political structure that works for all.
