The following is a summary of the mainpoints discussed at an informal videoCouncil meeting on April 2 nd . Full minutes(and reports) are on our website or availablefrom the Parish Clerk (811870).Under regulations in force at the time of thismeeting, a formal meeting could still onlybe held with councillors and members of thepublic physically present. This meetingtherefore had to be “informal”, meaningthat no new initiatives or expenditure couldbe authorised but reports could be notedand commented on.Parish Council Response to theCoronavirus Emergency (Report 6)Members commended the action taken bythe Chair at the start of the emergency,sending out leaflets with the magazine andliaising with volunteer groups. CommunityWatch have now set up volunteers for homedeliveries and contact. Two shops and themarket are open for essential items.Councillors considered a public submissionthat mail shots be sent to every house givinginformation for those not on line. This wasnot felt appropriate use of funds as UKGovernment information was alreadypublished and extra local informationlimited and covered by earlier leaflets.Business in Progress (Report 7)Annual audit – the Internal Auditor hadarranged to do a virtual inspection on April16 th 2020. The External Auditor wasawaiting government direction on how toproceed.Annual Village Report – there was astatutory requirement to provide an annualreport for the parish. As clubs and societieswere not currently meeting it was agreedthat they should not be asked to providereports for the year 2019/20.Cyber-crime insurance policy – the currentpolicy would expire on April 15 th 2020. Tobe replaced by an alternative.County Liaison Meeting –It was notpossible to hold the April meeting asplanned, but an agenda would be compiledand a virtual meeting requested. To focus oncomplaints regarding the lack of adequatesignage and traffic management when treefelling had been carried out on Friston Hill.Zoom account – council should open a paidaccount so that members of the public couldbe invited to attend virtual meetings hostedby the clerk during the lockdown.Other Reportsa) Planning Committee – Unable to meetlast month but Cllrs. comments onapplications collected by admin officerand forwarded to SDNPA.b) Finance – the end of month balance was£65,760.91. 2019/20 budget underspentto be carried forward to current year. Nocapital spend expected until Autumn.c) Rights of Way – Emergency drainagework required at Friston Pond duringWinter’s heavy rain.d) Recreation Ground – Play area andTennis Court now padlocked to preventuse during lockdown.e) Village Events, Grants & Charities –Shortlist for charity of the year to begiven to Cllrs. at next meeting.f) Tree Warden – Report noted and itwas agreed that Cllr Hill and CllrSeeley should meet the Warden todiscuss the specific matters raised byhim.Next Meetings (to be held remotely)Parish Council meeting: May 7 thPlanning Committee: May 19 thVisit us at: www.edfparishcouncil.org.ukContact us: clerk@edfparishcouncil.org.uk
