DO’S AND DON’TS OF DEED RESTRICTIONS
Deed restrictions or often called “restrictive covenants” (especially in
the context of homeowners associations) are restrictions contained in
incorporating documents that limit how a property can be used or what
can be built on it. Subdivision developers create these restrictions in
order to keep size, quality and nature of housing consistent in an effort to
maintain market value of the subdivision.
For the most part, Hearthstone residents abide by our deed restrictions.
Yards are kept clean and neat. Home exteriors are washed and unsightly
mold is removed. Our neighbors file the required ACC forms when making
changes to their home exteriors or adding a room or other structure.
Trailers are not parked in driveways or on the street for extended periods
of time and commercial vehicles are kept in garages.
However, there are always a few who, from time to time forget or are not
well informed about to do’s and don’ts of our deed restrictions. We need
your help. We need everyone to follow the deed restrictions. If you aren’t
familiar with them, they can be found in the documents section of our
website. If you’re not sure, call the management company. Our management
company inspects the community once a month checking for violations.
There are times when they will miss something. If you have a neighbor
who is a continuing violator, call the management company. If you want
to remain anonymous call Katie Ivanics directly and let her know. Moving
forward, the Board has instructed the management company to continue
to inspect closely for violations and follow up with notices allowed by law.
1) The first notice is a courtesy letter.
2) If the violation is not cured within 30 days a second letter is sent.
3) If the violation continues another 30 days it is referred to our attorney
and a third letter is sent. The attorney letter results in a $302.50 charge to
the homeowners account.
4) Continuing violations and/or non-payment of a homeowners account
can lead to a notice of foreclosure.
For the good of all of our homeowners in Hearthstone, let’s keep our
community clean and neat. Thanks to all of you who already abide by
the rules and thanks in advance to those few who will strive to do better!
HEARTHSTONE YARD OF THE MONTH
Neighbors, are you yearning for a dose of hope and an injection of normalcy? The paramedics on the Yard of the Month Committee have found
the cure. They prescribe fast-acting visual exposure to 7114 Blenheim Palace Lane, staffed by specialists Cathy and Mike Coby. The miracle drug
has many common ingredients in measured amounts. Instead of patients in their beds, you will observe a colorful cocktail of variegated ginger,
snapdragons, begonias, crepe myrtles, knockout roses, orange day lilies and dusty millers. Instead of employing teams of nurses and doctors, these
beds are monitored by live oaks, pines and green and yellow ligustrum hedges. Contrary to stern warnings to stay six feet away, there are two spring
wreaths on the doors. Sterile containers have been replaced by pots of desert roses and petunias and masks and gloves have given way to Easter eggs
in the hedges. Feeling better already?
STOP THAT BARKING
Many dogs left alone all day get lonely, bored and restless. Many find
relief in barking. Some respond noisily to any and all activity. But, nothing
is as annoying as incessant barking - even for dog lovers. If your dog is a
yapper or a yowler, please consider some of these bark-abatement ideas
to keep the noise down in your area. Your neighbors will thank you!
• Training. Always the first recommendation for any behavioral problem!
Help is as close as the Yellow Pages. Training not only helps your dog,
you’ll be surprised how much it helps you, too. You may get some insight
into why your dog barks so much or what it is trying to communicate.
• Citronella collars. A humane alternative to the electric-shock, antibarking
collar and costs about the same. Available on the web and in
pet stores. • Confinement. Sometimes simply bringing an outspoken
dog indoors or confining it to a crate can cut down on the disturbance
to neighbors. • For inside dogs, reduce stimulus. Close drapes to help
muffle street noise or leave a radio on to mask it. • Companionship. Dogs
are pack animals; they need companionship - a cat, bird or another dog.
Consider a mid-day visit from a pet-sitting service or drop your pooch off
at a friend’s place or a day-care facility once or twice a week.
Keep in mind that dogs who bark from loneliness or boredom, may not
do it when you are home. Meanwhile, your neighbors may be getting
serenaded while you are away.
A MESSAGE FROM YOUR
HARRIS COUNTY CONSTABLE
The Harris County Constable’s Office, Precinct 5 is now offering a class
on Rape Aggression Defense (RAD). RAD is one of the best women’s selfdefense
courses available. It’s a program based on realistic self-defense
tactics and techniques. It is a comprehensive self-defense course for
women that begins with awareness, prevention, risk reduction and
avoidance, while progressing on to the basics of hands-on defensive
training. If you’re interested in more information and signing up, go to
this link: https://constablepct5.com/index.php/rad. Make sure if you
or your family goes on vacation to put in a “Vacation Watch” with our
department. That way you’ll know your house is being watched by our
patrol deputies. You can fill out a vacation watch form online here:
HEARTHSTONE STREETLIGHTS
The Hearthstone HOA coordinates maintenance of all the streetlights
throughout the community. This includes the “cobra head” lights like you see
along many streets and highways, as well as the decorative light poles along
Huffmeister and in some of the neighborhoods. Cobra head streetlights
need to be reported to CenterPoint, using the pole number, which is the
“address” for the light. It is a six digit number facing the street. You can report
streetlights that are not working or staying on during the day at http://cnp.
centerpointenergy.com/outage (Google streetlight outage) or give us the
pole number and we will do it for you. Outages or problems with decorative
streetlights should be reported to Inframark at 281-870-0585. Please note the
exact intersection or closest address. The association has a contractor doing a
monthly nighttime inspection for lights that are out, but if you see a problem,
please report it, so we can achieve our goal to keep all the lights on all the time.
TRASH DAYS
Trash days are Tuesdays and Fridays with recycling pickup on Fridays. If
you have questions, call 281-368-8397.
BOARD MEETING
Board Meetings are now bi-monthly, usually on the 3 rd Wednesday at 6
PM. Hearthstone Country Club.
LOST & FOUND PETS IN HEARTHSTONE
Folks in Hearthstone are very helpful in getting lost pets reunited with
their owners, but all dog owners should ensure that there is a tag on each
dog with their name, address and phone number. Local pet stores have
machines that make tags like this while you wait. At least that would help
found dogs get back home quicker and with less trauma.
HEARTHSTONE HOA EMAIL ALERTS
Just register at the site using “Join our Mailing Lists” on the opening page. You
will be automatically added to the email group. This group will be used to
quickly but sparingly, get information out to members between newsletters. If
you would like these messages sent to more than one email address, just register
again with each address you want included in the group. The addresses will not
be sold, distributed or used for any purpose other than association business.
Your address will not even be shared among group members. Messages sent to
the group will be limited to those authorized by the HOA Board of Directors. If
you have already joined the email group, you do not need to do so again.
SAFETY TIPS - AVOID BEING A VICTIM
1. Call the constable’s office anytime you see a suspicious person and do
not let race, age or gender influence you calling (a suspicious person is
anyone you do not recognize on your street). 2. Call the constable’s office
when you see a suspicious vehicle (any vehicle parked in front of your
neighbor’s home or driving around your street that you don’t recognize).
3. Always keep all your doors and windows locked even when you are at
home. 4. Always keep your overhead garage door in the down position.
5. Remember neighbors looking out for neighbors are how the police
catch the bad guys. 6. Make sure to do a vacation watch whenever you
go out of town. 7. If someone comes to your door, always go to the door
and acknowledge that you are there and remember to never open the
door for anyone that you do not know. The bad guys in almost all cases
do not want you to be home. Then always call the constable’s office so
that we can check them out. When they leave your house, they are going
to your neighbors. 8. If you have children that stay at home alone, no
matter what their age, they need to go to the door and have a preplanned
story for whoever is there (my dad is working on the computer, he says
to come back later). Then have them call the constable’s office. 9. Never
do business with people you don not know and trust. Never open the
door for solicitors. If no one in the neighborhood buys anything from
them, the companies that they work for will quit sending them into your
subdivision. 10. Always lock your vehicles and never leave anything of
value in plain sight (covering up an item with a jacket doesn’t count).
Our dispatch number is 281-463-6666 (please put this number in your
cell phone as 911 constable or A constable so that it is one of the first
contacts). Officer Roy Guinn, Community Relations and Crime Prevention
10 TIPS FOR SAFE
COMPUTING
Today, we are more
dependent on computers
and the information that they
store than ever before. From
spyware, viruses and Trojans
to identity theft and computer
hardware malfunctions -
any disruption can have a
huge impact on our lives. No
matter how savvy the user,
safe computing practices are
a combination of physical
protections using computer
software and security settings
and the secure actions of the
user. You need both to make
a difference. Below are 10 tips that will help you protect your computer
and ultimately the information stored on it.
1. Keep your computer updated - In the evolving world of software viruses,
it is essential that computer owners use anti-virus software and keep it upto-date.
Most anti-virus software gives the user the ability to do automatic
updates. Whether individuals choose to update their operating system
software automatically or manually, we recommend making it a continuous
process. It is also important to keep other software on your computer
updated. Software updates often include essential bug fixes and security
features that address existing vulnerabilities. Finally, enable the personal
firewall on your computer. This will help to keep unauthorized people from
snooping around your computer when it’s connected to the Internet.
2. Create strong, secure passwords - There is power in strong
passwords. We recommend passwords that contain at least 8 characters
with a combination of letters, numbers and symbols. Strong passwords
are less likely to be hacked than very generic passwords. Use creative
pass-phases to avoid having to write down a password. Do not share
your passwords with anyone.
3. Download files legally - Along with the possibility of significant legal
penalties, downloading music and movies from peer-to-peer networks
8
can be harmful to your machine. These downloaded files are sometimes
riddled with viruses and spyware.
4. Keep personal information safe - Reduce your risk of identity theft.
Never share your personal information via email, no matter how official
the email looks. Official business that requires personal information
should not happen via unsecured email.
5. Scan email attachments and validate links - In an effort to keep
viruses off your machine, scan all attachments that are sent to you. Viruses
can lurk in emails from friends and family. While you may be fooled about
an email that contains a photo you would like to see from a friend, antivirus
software will know the difference. If you receive a link in an email
from a trusted source, hover over the link using your mouse and look in
the bottom bar of your web browser to reveal the true URL and validate
that the link is legitimate. This will ensure that you know where you are
going on the Internet and whether or not you want to go there.
6. Lock your computer - When leaving your computer unattended,
physically lock it to prevent theft of the machine. We also suggest that
users lock the screen with a password to safeguard data.
7. Log off any public areas - Remember when using a public computer
or network, it is just that…public. Be sure that you completely log off the
site or machine when you are finished using it. Users should be especially
mindful to uncheck boxes that will remember users’ login information
when logging into online services, such as email and bank accounts.
8. Back up important data - We have seen final papers vanish - hard drives
crash and files become corrupt. If you have important information that you
cannot afford to lose, back it up. We recommend that you store this information
securely and even consider storing extra copies at another location.
9. Limit information on social media sites - People will post almost anything
on social media site. For many people, birth dates, anniversaries, addresses,
phone numbers and a lot of other personal information can be found on social
media sites. Protect yourself from identity theft and other scams by limiting
what information you disclose online and who can see that information.
10. Avoid surfing websites that you don’t already know - Browsers are
quickly becoming one of the larger vulnerabilities in computing. Adware
and spyware are written specifically to exploit Internet Explorer and
Firefox. So try and stick with the websites you trust.
While these steps are not foolproof, they will go a long way towards
extending the life of your machine and protecting the valuable
information contained on it. Article by Julie Myers.
CAM Food Pantry Update
CYPRESS ASSISTANCE MINISTRIES’ (CAM) FOOD
PANTRY HOURS REVISED TO ACCOMMODATE 450%
INCREASE IN SERVICE
With unemployment continuing to rise, feeding one’s family has become
an unreachable goal for many parents. Cypress Assistance Ministries’
Food Pantry is experiencing a 450% increase in the number of people
depending on assistance for food.
“Many families who were financially stable have now seen the reduction
of or loss of one or more household paychecks, leaving them unable to
cover basic necessities. Unemployment payment will kick in and that will
help, but having enough right now means asking others for help. And
recovering from this kind of loss will require financial assistance as well.”
stated Janet Ryan, CAM’s Director of Development. “The large majority of
people coming to CAM’s Food Pantry are new faces. They are people who
were self-sufficient until this unexpected and unprecedented time. Truly
anyone can fall on hard times.”
With this large influx of traffic, CAM is modifying the Food Pantry hours
to allow one day a week for sorting food and packing boxes of food.
The new hours for assistance will be Monday-Thursday, 10 AM-2 PM.
“The demand is simply more than we can keep up with unless we again
modify the hours.” said Ryan. “And volunteers are very much needed so
if you are not in a high-risk group, please consider giving of your time.”
CAM’s Food Pantry is using a “Drive Through” model to limit contact
between individuals. Clients stay in their cars, show ID and proof of
residency and then based on household size a number of boxes of prepacked
food items are placed in their trunk or backseat. CAM is serving
food to zip codes 77065, 77095, 77429, 77433 and 77084.
The best ways to help CAM include financial donations, food donations
and by volunteering. If you are interested in volunteering please contact
Janet Ryan at janetr@cypressassistance.org. To donate food visit CAM’s
Food Pantry at 11265 Huffmeister. To donate financially, please visit
www.cypressassistance.org/support/donate.
PRACTICE THE TEN COMMANDMENTS OF
MOSQUITO CONTROL
1. Empty, remove, cover or turn upside down any receptacle that would
hold water - particularly old bottles and tin cans.
2. Change water and scrub vases holding flowers or cuttings twice each
week - or grow cutting in sand.
3. Discard old tires or store them indoors.
4. Screen rain barrels and openings to water tanks or cisterns. Seal
cisterns not in actual use.
5. Repair leaky plumbing and outside faucets. They may cause standing
water.
6. Connect open waste-water drains to a sewage system or construct
separate sump or leach.
7. Clean clogged roof gutters and drain flat roofs.
8. Fill holes in trees with sand or mortar or drain or spray then, as required.
9. Stock ornamental ponds with mosquito-eating fish.
10. Fix or replace screens for doors and windows.
Mosquitoes develop only in water…and water standing just a few days
can produce a crop of mosquitoes! STOP MOSQUITO DEVELOPMENT.
MAY IS NATIONAL STROKE AWARENESS MONTH
Many health and heart organizations come together every May to raise
awareness about the causes and effects of stroke. One of their biggest
campaigns is FAST, teaching the world to know the symptoms of stroke
and how to respond quickly to help save a life.
Face - By asking the person to smile you can tell immediately if one side
of the face droops.
Arm - Ask the person to raise both arms. Observe to see if one arm drifts
lower than the other.
Speech - Slurred speech is a symptom of stroke. Ask the person to repeat
a single sentence.
Time - Call 911-Fast. Time may be the difference between life and death
or even partial and full recovery.
National Stroke Awareness Day was proclaimed in 1989 by President
George H. W. Bush. It had been observed for many years before the
proclamation. The Centers for Disease Control, the American Heart
Association, World Stroke Campaign and many other have all participated
in bringing education, research and treatment on a global basis.
• Test gutters to look for water coming out of any places it shouldn’t.
• Inspect your roof (remove any debris and leaves while you’re up there).
for the day.
FACETIME YOUR FAMILY AND FRIENDS: A way to stay sane and feel like
you’re still in touch with your loved ones without any actual face time.
if you’re trapped inside.
EXTRA LONG BATHTIMES:A long soak, a good book and a nice glass of
wine is a nice destress for mom (or dad). Kids can enjoy playing in the tub
with water toys, bubble or soap crayons.
Buttermilk Biscuits
You could make this on National Buttermilk Biscuits Day May 14th!
Garlic Shrimp Scampi
You could make this on National Shrimp Day May 10th!
INGREDIENTS:
1 (8 ounce) package angel hair pasta
1/2 cup butter
2 cloves garlic, sliced
1 1/2 pounds shrimp, peeled and deveined
1/3 cup white wine
3/4 cup dry bread crumbs
3 tablespoons grated Parmesan
cheese
DIRECTIONS:Bring a large pot of salted water to a boil. Add angel hair pasta
and return pot to boil. Cook until al dente. Drain well. In a large saucepan, melt
butter, saute garlic until tender, remove garlic and discard. Add shrimp and cook
until colored pink. Stir in white wine. The bread crumbs are used as thickening,
so stir in a little at a time until desired thickness is reached. Serve shrimp over
angel hair pasta, sprinkled with Parmesan cheese. http://allrecipes.com/
INGREDIENTS:
4 cups all-purpose flour
1 teaspoon salt
1 teaspoon baking soda
1 teaspoon cream of tartar
4 teaspoons baking powder
1 cup lard
2 cups buttermilk
DIRECTIONS: Preheat oven to 450 degrees F (230 degrees C). Whisk together
flour, salt, baking soda, cream of tartar and baking powder. Cut lard into flour
mixture using a pastry blender until crumbly; stir in buttermilk. Turn mixture
onto a floured surface and knead just a few times to form a moist dough. Roll
dough out 1-inch thick; cut biscuits with a cookie cutter or round glass. Place
biscuits on an ungreased baking sheet. Bake in the preheated oven until tops
are golden, about 12 minutes. http://allrecipes.com/
Gardening Tips For May
Warm weather means our gardens and landscapes are
growing fast. Here are some tasks to keep your landscape
beautiful and productive:
Flowers: Time to plant summer blooming perennials and
annuals including plumbago, zinnias, angelonia, purslane,
lobularia, sunflowers, yellow bells, pride of Barbados,
duranta and bat-faced cuphea.
Vegetables: May is a great time to plant, from seed or
nursery plants, okra, sweet potatoes, cucumbers, winter
squash, pumpkins, basil, peppers, lima beans, eggplant,
garlic chives and Malabar greens. If you don’t want to
dedicate an area of your yard, consider planting here and
there in your flowerbeds. Edible landscaping is a popular
new trend!
Lawns: Water 1/2 to 1” of irrigation per week. A rain gauge
or straight sided container (such as a tuna fish can) will help you know how long to run your irrigation system to apply 1/2”.
Weeding: Hand pull or hoe weeds while they are still young or better yet, maintain a 3” layer of mulch in all vegetable and flowerbeds to
deter weeds from getting a start.
Pruning: Remove spent blooms on spring and summer annuals to promote new blooms.
Fertilizing: Fertilize flowerbeds and vegetable gardens w/slow release organic fertilizer.
Water: Deep soakings between rain events is better than frequent light sprinkling.
Birds: Spring migration continues until mid-May. Clean bird feeders! Replace water in bird baths to avoid creating mosquito breeding spots.
