company overview
Overview
At Avisure, we aim to be the world’s most influential
private organisation for the advancement of aviation
risk management. We are regarded as industry leaders
in managing aviation hazards by applying a safety
management system approach. Since 1996, our expert
team has worked with some of the world’s busiest
airports, including Changi International Airport,
Sydney International Airport, and Vancouver
International Airport. Our team also works with
airlines, aviation regulators, policy developers, pilots,
and airport safety teams. We provide industry
guidance through our involvement with numerous
national and international wildlife management
committees.
We assist our clients to manage aviation risks in a
measured and professional manner to ensure an
operationally-focused approach. We understand that
aviation accidents can lead to litigation, damage
reputation and brand, reduce profits and, in the worst
-case scenario, cost lives.
History
Managing Director, Phil Shaw, began consulting to
airports in 1996 operating under Avisure’s sister
environmental consulting company, Ecosure. Between
1996 and 2008, Ecosure’s aviation business grew
significantly, prompting the formation of a separate
company dedicated to mitigating the wildlife strike
risk on airports - Avisure.
At the time, Avisure had a team of nine highly
specialised wildlife biologists dedicated to our airport
clients, supported by one administrator. We
developed a reputation as the industry leader, so our
client base not only increased in size, but also
diversified to include the Department of Defence,
regulators, airlines, government departments and
numerous other industry stakeholders.
In 2012, we established our North American office in
Vancouver, engaging an additional 18 staff that
operate 24 hours a day, 7 days a week, 365 days a
year.
Understanding that wildlife strike risk is but one
component of aviation risk management, we
expanded our expertise by including an airport
operations specialist to assist airports in their general
safety and risk management. This addition provides
leadership and support for an existing team crosstrained
in wildlife management and airside
operations.
As of 2019, our team of 35 staff have delivered
projects to more than 130 clients throughout
Australia, New Zealand, the Pacific, Canada and the
Middle East, completing more than 550 projects
related to aviation risk management.

PHIL SHAW
JEFF MCKEE
Phil is one of the world’s leading professionals in aviation
risk assessment and mitigation. He is internationally
recognised in this field, having completed projects at over
70 airports in North America, the Middle East, South
Pacific, New Zealand and Australia. Phil sat on the
International Birdstrike Committee’s Steering Committee
and is the only Australian to have done so. Phil has
written or delivered papers to more than 50 conferences.
Phil has worked as a consultant for more than 25 years
and for nearly 20 years on airports. He is owner and
Managing Director of two very successful companies –
Ecosure and Avisure. Since 1994 Phil has grown
Ecosure into an award winning company that is now one
of the largest ecology-based environmental consultancies
in Australia and Avisure in the past few years has opened
offices in Vancouver, Canada and Brasilia, Brazil.
Phil is passionate about delivering practical solutions. He
achieves this primarily by inspiring those around him.
Stakeholder and community engagement and guiding
committees are particular strengths. He has chaired,
participated in, or provided technical advice to more than
fifteen committees relating to various aviation matters.
Jeff has found a way to combine his passions through his
training as a commercial pilot and wildlife veterinarian. He
has piloted light aircraft in the remote northern Australia
as part of the national Brucellosis and Tuberculosis
Eradication Campaign, co-founded the regional Ibis
Management Coordination Group based on a significant
wildlife strike, and used Remotely Piloted Aircraft
Systems to monitor wildlife. In these and many more
projects, Jeff has played a crucial role in identifying
innovative approaches to wildlife management. His
approach is heavily influenced by his keen interest in
aviation; he gained a Commercial Pilot’s licence in 1989
and a Commercial RPAS licence in 2012.
He has over twenty years’ experience designing Aviation
Wildlife Hazard Management Programs, assessing new
methods and equipment and investigating wildlife strike
incidents. He is a member of the International Society of
Air Safety Investigators (ISASI) and was the aviation
instructor for 2WG 213 SQN Australian Air Force Cadets
(AAFC).
Jeff’s experience makes him ideally suited to support
Avisure projects particularly in the areas of quality control
and foundation science. He is also heavily engaged in
project design and developing new areas of expertise
within the company.

WILL JAMIESON
RONEL JIT
Will has been involved in assessing, developing and
implementing wildlife strike management programs at
airports across the globe for twelve years and is currently
responsible for project managing the wildlife
management programs for Vancouver International,
Sydney International, and Launceston Airports.
He has thousands of hours’ hands-on airside experience,
ranging from establishing and implementing airside
surveys to undertaking active hazard management using
a range of tools including lasers, stock whips, and
firearms (pyrotechnics and live shot).
Will leads and mentors teams in Australia and Canada
and provides quality assurance for project design and
implementation. In this way, his airside operations and
ecological knowledge is infused in Avisure projects
around the world. He takes a pragmatic approach to
addressing human-wildlife conflict issues ensuring that
various stakeholder perspectives are included in holistic
solutions.
Ronel is a senior environmental scientist in the field of
wildlife strike assessment and mitigation, airport safety
and fauna management and has been a key member of
our team since 2009. He has been instrumental in implementing
the Australian Defence National Wildlife Hazard
Management Strategy. Ronel’s understanding of wildlife
hazard management at military bases is based on thousands
of hours of on-the-ground work actively managing
and monitoring wildlife hazards. Ronel has developed
and implemented the separation-based management
approach which treats wildlife-aircraft separation in the
same manner as aircraft-aircraft separation. His ability to
successfully implement this approach requires an intimate
understanding of airside operations and behavioural
characteristics of wildlife. Ronel’s approach has reduced
the total number of strikes as well as the number
of damaging strikes at each of the bases where his
teams operate. The programs’ successes are based on
Ronel’s inclusion of multiple stakeholders including flying
squadrons, air traffic control, senior officers, environmental
officers, external contractors, and government
agencies.
Ronel recognises there are still improvements that can
further reduce wildlife strikes at military bases. He is
researching and implementing the latest industry technology,
including avian radar, to minimise risk to personnel
and the cost and loss of capability associated with
wildlife strike to Australian Defence Force aircraft.

JILL BRIX

JEFF FOLLETT
With more than 26 years of aviation experience, Jill is a
highly valued contributor to the Australian aviation
industry. She has worked at six Queensland and
Northern Territory airports, where she has been
responsible for airfield operations, airfield security,
workplace health a safety and environment management.
Between 2006 and 2014, she was the Health Safety and
Environment Manager for Northern Territory Airports Pty
Ltd (NTAPL), and between 2014 and 2015, she was the
Operations and Standards Manager/Acting General
Manager Aviation for Townsville Airport. Jill was an
Executive on the Australian Aviation Wildlife Hazard
Working Group (Chair and Deputy Chair), and a
representative of Australian Airports Association. She has
also been involved with the World Bird Strike Committee.
In 2016, Jill joined Avisure to focus on expanding the
company’s expertise to include services relating to
operational risk, aviation safety, and environmental and
occupational health and safety management. Jill brings
extensive experience in airfield operations, risk
management, and systems management (quality, safety,
risk, and environment), providing Avisure’s clients with a
suite of services such as compliance monitoring, auditing
and emergency events training.
She is also an Operations Officer as an Active Reservist
with the Royal Australian Air Force, currently based at
23SQN, RAAF Base Amberley.
Jeff draws on 15 years of project and people
management in leading our Australian-based team. He
has a demonstrated record of achievement in
programmatic areas such as project design and
implementation, risk management, stakeholder
consultation and training, and monitoring and evaluation.
Jeff believes in contributing to the industry in which he
works, holding a seat on the Australian Aviation Wildlife
Hazard Group Executive and providing technical advice
on the National Airports Safeguarding Framework, Civil
Aviation Safety Authority Manual of Standards Part 139,
and Australian Airports Association Airport Practice
Notes. In addition, he has presented at national and
international conferences related to human-wildlife
conflict and aviation risk.
Jeff’s support for his team and the industry is based on a
technical background that includes conducting
agricultural extension work in South America, evaluating
payment for environmental schemes in Central America,
and assessing and managing wildlife hazards at airport
and non-airport locations. He has assisted regional and
international airports in Australia, New Zealand, and the
Middle East to manage their aviation risk through training,
hazard assessments, on-the-ground work and the
development of management plans. He has contributed
to hazards assessments for Western Sydney Airport, the
new parallel runway at Auckland International Airport,
and the implementation of avian radar systems.

KYLIE PATRICK
MARTIN ZIVIANI
Kylie has been involved in developing, implementing and
assessing wildlife strike management programs at airports,
both civil and military, since 2003. She has an intimate
understanding of the challenges and requirements
of the aviation industry, and has worked with more than
50 airports on projects that include audits, risk monitoring,
risk assessment, management program development
and training. She has also played an important role as a
consultant to several Australian airport committees,
providing technical advice and guidance.
Kylie is one of Avisure’s key trainers and coordinated the
development of Avisure’s Wildlife Hazard Management
Training Program. She has delivered this program to numerous
airports and aviation personnel throughout Australia,
New Zealand and the Middle East, and has developed
and delivered numerous customised workshops for
airport personnel.
Martin is one of Avisure’s most experienced airside
wildlife management officers, including the use of dogs
on airports. He was a key trainer in the development of
Avisure’s Wildlife Hazard Management Program at
Vancouver International Airport which has far exceeded
the program’s key performance indicators. He has
applied his training and management skills at RAAF
bases and conducted thousands of hours of active
management at airports around Australia. Martin holds A,
B and H Weapons Licences, a CASA ASIC, an Australian
Aerodrome Reporting Officer Certificate, and an
Aeronautical Radio Operator Certificate.

The supporting documents such as policy,

Regular audits of our IMS occur in compliance with
External Certification audits (AS/NZ 4801, ISO 14001,
and ISO 19001) and internal audits in addition to
other compliance activities, management reviews,
reporting and analyses of data. These audits review
and analyse our performance in order to identify
existing or emerging trends, measure effectiveness of
current standards, and provide direction in the
development of improvement plans. We apply the
principles of risk management and continual
improvement to all audit programs and processes.
AS/NZA 4801 (OHS) standards. Interim surveillance
audits are conducted on a smaller scale on an annual
basis.
Avisure has performed to an extremely high level in
the certification audits, evidenced by the lack of major
or minor non-conformances for the previous two
years. Our system has been commended by
Lendlease, Broadspectrum, Water Corporation and
Vancouver International Airport.
An external certification body conducts triennial
certification audits. These audits identify compliance
to ISO 9001 (quality), ISO 14001 (environment) and

Program
Vancouver Airport is situated on the Fraser River delta which attracts 10s of thousands of
geese each winter resulting in a significant aviation hazard. This program involves providing
on ground delivery of our team of wildlife biologists and trained technicians to manage this
risk 24/7. In arguably the best resourced airport wildlife program in the world, coordination is
required of various world leading innovations including the use of dogs, falconry and boats
on the foreshore areas to disperse birds.

Wildlife Management Program
Since February 2011 an Avisure Wildlife Management Officer has been dedicated to the
daily assessment and management of their wildlife strike risks. Key to the success has been
the implementation of an aircraft and wildlife separation model; the first of its kind in
Australia. The program includes bird surveys, updated risk assessments, stakeholder
engagement, training and reporting. Since the program commenced, there has been one
damaging strike (which occurred off airport) compared with six damaging strikes in the three
years preceding our involvement.

Wildlife Hazard Management
Sydney airport is the busiest airport in the southern hemisphere and requires a sophisticated
wildlife management program to identify and mitigate strike risk. This includes bird and bat
surveys, risk assessment, project design, client training program, reporting and stakeholder
engagement. In an Australian first, Sydney Airport has developed a decision tool to assist
land users in the vicinity of the airport to assess proposed developments against Guideline C
of the National Airports Safeguarding Framework. Avisure has been their technical

Terminal Operations Reference
Manual: Gap Analysis
The Aviation Operations team recognised that the Terminal Operations Reference Manual
(TORM) was outdated, incomplete and did not reflect the operational requirements and
training needs for new staff. Subsequently, in December 2016, Melbourne Airport
commissioned Avisure to complete a gap analysis on the TORM and identify
recommendations for improvements. By reviewing relevant literature and legislation, and
interviewing key personnel, the aim of the gap analysis was to ascertain legislative
compliance, determine the status of the existing components, and identify components to be
included.

SMS 360 Degree Audit

Flying-fox Hazard Assessment
In order to determine the best possible management practices to mitigate the significant
flying-fox strike at Cairns Airport, Avisure was engaged to facilitate a hazard assessment of
flying-foxes in the Cairns area. The project was a collaboration between Avisure and CSIRO
Sustainable Ecosystems with Avisure monitoring flying-fox movements on-airport and in the
vicinity, and CSIRO examining the phenology patterns of flying-fox food trees, flying-fox
camp occupation, and flying-fox fly-out patterns in the Cairns region.

Airport Practice Note
Avisure partnered with AAA to develop the technical content for their Airport Practice Note 9:
Wildlife Hazard Management at Airports and their on-line Wildlife Hazard Management
Essentials (WHME) course. The aim of the Practice Note is to provide aerodrome operators
