COVID-19 UPDATE<br />

By the time you are reading this newsletter, hopefully, life will be well on the way towards a return to some level of normalcy howbeit with many<br />

changes to what was considered normal just a few short months ago. The big change is that our pool will be open for business, although at a limited<br />

capacity and with additional rules, procedures and staffing (all requiring increased costs!)<br />

The new awnings that will installed over the playground structure and swing set are on order from Adventure Playground Systems and we expect<br />

them to be in place before the end of this month. The playground and basketball court will have to be closed for a few days while construction is in<br />

progress and for safety reasons your cooperation is requested in staying clear of the area until it is placed back in service.<br />

At the time of “going to press” of this newsletter the annual meeting of members which will include the election of new directors is still to be scheduled.<br />

This meeting will be held when the restriction on the number of permitted attendees at meetings has been relaxed. This does present an extended<br />

opportunity for anyone who would like to serve as a director to “throw their hat in the ring.” To do so please contact Cindy at Crest.<br />

Let’s all hope that this month proves to be a turning point in this very unusual year and that in the remainder of <strong>2020</strong> we are able to get our lives back<br />

on track and put the nightmare of the last few months behind us. Good luck to everyone in staying safe!<br />

JUNE YARD-OF-THE-MONTH<br />

The Yard of the Month Award for June <strong>2020</strong> is being awarded to Dale and Jerrie St. Amant of 1719 Calveryman.<br />

The St. Amants have lived in the <strong>Settlement</strong> for 32 years. Married for 45 years, they have 3 grown children and 4 grandchildren. Dale graduated from<br />

LSU and Jerrie from USL. Both are from South Louisiana and are big LSU fans!<br />

Dale retired 2 years ago from the IT Department of CenterPoint Energy. Jerrie retired from professional sales in the pharmaceutical and advertising<br />

industries.<br />

Dale loves working out at the gym; however, due to the virus quarantine, he and Jerrie find themselves spending more time working in their gardens.<br />

They are avid bird watchers and their large backyard has several feeders and birdbaths. It is landscaped to attract birds, butterflies and hummingbirds.<br />

For years, Jerrie has nurtured special habitats for butterflies and hummingbirds there.<br />

Dale and Jerrie enjoy gatherings of family and friends, reminiscing and laughing over funny family stories. They also enjoy nature walks, Bible study<br />

fellowship, Florida beach vacations and cooking creative healthy meals as well as Cajun indulgences!<br />

They say that the <strong>Settlement</strong> being a well-established neighborhood with a great reputation, friendly neighbors, quality custom homes, large yards<br />

and trees and the fact that the elementary school is in the same neighborhood, makes living here so enjoyable compared to many newer communities.<br />

Having a corner lot led Dale and Jerrie to design a meandering flowing style border anchored by two Shumard Red Oaks and a Drummond Red Maple.<br />

Scarlett’s Peak Holly are the columnar plants accenting the architecture of the house with other plants including Dwarf Drift Roses, Knock Out Roses,<br />

two Texas Mountain Laurels as specimen trees, Wood Ferns everywhere and a touch of Lantana to attract butterflies.<br />

Congratulations on being our recipient for Yard of the Month June <strong>2020</strong>. Thank you both for your many years for caring and contributing to the beauty<br />

of our great neighborhood. It is appreciated.<br />

The security statistics reported above, compiled by the HOA Security<br />

Patrol Coordinator, include all incidents and activity that occurred within<br />

the boundary of the <strong>Settlement</strong> as reported by both the HOA off-duty<br />

deputies and the HCSO deputies operating under contract to MUD 61<br />

and MUD 62.<br />

STREET LIGHT OUTAGES<br />

To report a burned out streetlight, any resident may call CenterPoint<br />

directly at 713-207-2222. However, for those with Internet access, you<br />

may also make this report on-line. For those interested, you can go to<br />

http://cnp.centerpointenergy.com/outage. Then enter your contact<br />

details so that they can get back to you if more information is required.<br />

On the following page enter the details of the light(s) with the problem.<br />

Just as you would if reporting the outage via the telephone, you will need<br />

to provide the street address where the light is located and the 6-digit<br />

number that is prominently displayed on the front of the pole. Under<br />

normal circumstances the crew will be out to fix the problem within 7<br />

working days.<br />

Anyone noticing a streetlight that is out or has some other malfunction is<br />

encouraged to report the problem to CenterPoint via either of these two<br />

methods without delay. Our Association is charged for every streetlight<br />

each month, irrespective of whether or not the light is functioning. So<br />

please help us get value for your hard earned money!<br />

MINUTES OF THE MEETING OF THE BOARD OF<br />

DIRECTORS OF WILLIAMSBURG SETTLEMENT<br />

MAINTENANCE ASSOCIATION, INC. MAY 19, <strong>2020</strong><br />

A meeting of the Board of Directors of the <strong>Williamsburg</strong> <strong>Settlement</strong><br />

Maintenance Association, Inc. was held on Tuesday, May 19, <strong>2020</strong> at 5:30<br />

PM at the <strong>Williamsburg</strong> <strong>Settlement</strong> clubhouse, 1602 Hoyt, Katy, Texas<br />

77449.<br />

ATTENDANCE<br />

Board Members present were Dave Ellis, Jim Calvert, Ed Shipley, CO Holt<br />

and Bill Petry and Chris Cox.<br />

Also, in attendance was Cindy Bojé representing Crest Management and<br />

Sheriff Patrol Sargeant Chad King.<br />

With a quorum being established, the meeting was called to order at 5:30<br />

PM.<br />

SECRETARY REPORT - APPROVAL OF MINUTES<br />

The minutes of the March 17, <strong>2020</strong> Board Meeting were presented and<br />

a motion was made, seconded and unanimously carried to accept the<br />

minutes without change.<br />

HOMEOWNER CONCERNS<br />

Three homeowners were present to observe the meeting. There were<br />

comments regarding the pool opening, basketball court usage and an<br />

exterior modification.<br />

SHERIFF PATROL REPORT<br />

CO Holt, our security liaison and Sargeant Chad King presented the April<br />

security report. The community continues to enjoy an enviably low crime<br />

rate. A copy of the monthly sheriff report was included in the meeting<br />

packets.<br />

As the patrols by the HOA sponsored off-duty deputies will terminate<br />

on May 31 st with ongoing patrols conducted by HCSO contract deputies<br />

under sponsorship of MUD 61 and 62, Sheriff Sargeant Chad King was<br />

thanked for the contribution that he and deputies Wayne Felchak and<br />

Arthur Hager have made to maintaining the safety of our neighborhood<br />

over recent years.<br />

WELCOMING COMMITTEE REPORT<br />

As the welcoming of new residents was put on hold during the COVID-19<br />

pandemic there was no report to review this month.<br />

FINANCIAL REVIEW<br />

Dave Ellis presented a report of the April 30, <strong>2020</strong> financials. As of this<br />

date, the money in the bank totaled $968,323.09. This figure includes<br />

checking, money market accounts and CD’s, which are the funds,<br />

required to cover both operating expenses and the necessary reserve to<br />

fund maintenance and replacement of the Association’s capital assets.<br />

The delinquency total as of April 30, <strong>2020</strong> was $28,072.87.<br />

OLD BUSINESS<br />

Decisions taken by email vote since the last meeting<br />

a) Approval of Clubhouse Repairs and Painting by NVR in the amount of<br />

$4,850, plus some contract additions.<br />

b) Approval of Clubhouse Electrical Work by Donald Electric in the<br />

amount of $595.<br />

c) Approval of Playground Awnings in the amount of $21,337.37.<br />

A motion was made, seconded and unanimously carried to ratify the<br />

above items voted on by the Board outside of a Board meeting.<br />

NEW BUSINESS<br />

New Projects Status Reports - Dave Ellis reported that after the initial<br />

approved clubhouse painting and repairs, the contractor and the Board<br />

found additional items that needed to be repaired. Dave reported that<br />

the electrical repairs will begin this week. The playground awnings will<br />

be installed within the next six weeks.<br />

Resignation of Director Larry Barrow and How to Handle Welcoming of<br />

New Residents - Larry Barrow resigned from the Board. The Board briefly<br />

discussed who would assume role of the Welcoming Committee Chairman.<br />

Chris Cox stated that his neighbor had reached out and stated she was<br />

interested. Chris stated he would follow up and report back to the Board.<br />

Annual Meeting and Pool Opening Schedule Issues - Due to COVID-19<br />

the Board agreed to continue to place the annual meeting on hold until<br />

a future date when it can be held safely. A notice with the new date will<br />

be sent to the homeowners when the meeting has been rescheduled.<br />

The Board discussed the pool opening requirements, including a waiver<br />

that must be signed by all attendees. After a discussion, the Board stated<br />

they will review the Association attorney’s waiver and discuss further,<br />

then vote via email.<br />

ADJOURNMENT TO EXECUTIVE SESSION<br />

With no further business to come before the Board, the meeting was<br />

adjourned into executive session at 6:45 PM.<br />

Delinquencies - Five accounts remain on the trash suspension list. Dave Ellis<br />

presented the list of four homeowners for the Board’s review and approval<br />

to be sent to the Association attorney for collections. After review, the Board<br />

approved to send accounts 2530103024, 2530316024, 2530209027 and<br />

2530213015 to the Association attorney for collections with the stipulation<br />

that the accounts are not turned over until the end of the week to allow<br />

homeowners one last opportunity to contact Crest Management.<br />

Deed Restriction Enforcement - Jim Calvert reviewed the Enforcement<br />

Action Report with the Board. After review, the Board approved sending<br />

accounts 2530103018, 2530105025, 2530209027, 2530213015, 2530210060,<br />

2530101001 to the Association attorney for deed restriction enforcement.<br />

Attorney Action Report - Jim Calvert reviewed the Attorney Action Report<br />

with the Board. After review, the Board approved sending one final<br />

demand to account 2530102009 and two final demands to 2530105025<br />

for two separate violations.<br />

ADJOURNMENT<br />

There were no homeowners present to hear a summary of the executive<br />

session. The next meeting will be held on June 23, <strong>2020</strong>.<br />

With no further business to come before the Board, the meeting was<br />

adjourned at 7:22 PM.<br />

WILLIAMSBURG SETTLEMENT CLUBHOUSE<br />

The Clubhouse is available for rental for non-profit activities to all<br />

residents in good standing with the Association<br />

• The fees are as follows:<br />

BIG ROOM RENTAL FEE:<br />

Up to 49 people - $50<br />

50-100 people - $75<br />

Plus a refundable security deposit:<br />

No alcohol served - $100<br />

Alcohol served or the attendance of 20 or more<br />

under the age of 21 - $200*<br />

SMALL ROOM RENTAL FEE:<br />

Up to 20 people - $30 (Small Room is 17’ X 15’<br />

and rental does not include kitchen)<br />

Plus a refundable security deposit of $50<br />

• *Note that when alcohol is served, two security guards must also be on<br />

duty. The requirement for two is mandated by the Sheriff’s Department.<br />

• The charge for the security guards, which is paid directly to the<br />

officers, is the responsibility of the resident requesting the rental. Also,<br />

if there are more than 20 young people between the ages of 13 and<br />

21 unaccompanied by their family members the Association requires<br />

one responsible adult for every 10 of these young persons to act as<br />

chaperones.<br />

• All deposits refundable upon passing the exit inspection.<br />

For clubhouse availability, refer to the Clubhouse Bookings page of<br />

the Association website www.wsmaonline.org and then to make a<br />

reservation, please complete the pool entries on the on-line Clubhouse<br />

Booking Form.<br />

PET ID TAGS<br />

Folks - as soon as the vet gives your young pets their Rabies shot remember<br />

to get their ID tags. The Rabies tag lists the name, phone number and<br />

address of the vet. So! All you need to do is put the Rabies tag onto the pet’s<br />

collar and leave it there all the time. That way, if the pet gets loose, anyone<br />

finding him or her can look at the tag to see the vet’s phone number and<br />

call to report the lost animal. Better yet, add another tag to your pet’s collar<br />

that lists the dog or cat’s name and your own phone number or address.<br />

You can get these from any pet store. When a pet has these but goes astray,<br />

anyone finding it can call you and you can go get him or her right away.<br />

Your pet will be very glad to see you! A happy pet is a loving pet.<br />

VETERINARY PUBLIC HEALTH LEASH LAW<br />

Animals that are not properly restrained pose a threat to all our residents.<br />

While you may know your pet is friendly, an animal running at someone<br />

who is walking by is very scary for that person. Many children are afraid of<br />

animals and become frightened, which could result in the child getting<br />

hurt trying to avoid the animal.<br />

Veterinary Public Health (formerly called Harris County Animal Control)<br />

advises that, “All dogs and cats must be kept under restraint while in the<br />

unincorporated areas of Harris County, Texas. The custodian of a dog or<br />

cat is not authorized to have, harbor or keep any unlicensed dog or cat or<br />

to allow any dog or cat to become a stray.”<br />

Restraint is defined as the control of a dog or cat under the following<br />

circumstances:<br />

1. When it is controlled by a line or leash not more then six (6) feet in<br />

length, if the line or leash is held by a human being who is capable of<br />

controlling or governing the dog or cat in question.<br />

2. When it is within a fully enclosed vehicle.<br />

3. When it is on the premise of the custodian and the animal does not<br />

Green Beans with Cherry<br />

Tomatoes<br />

You could make this on National Eat Your Beans Day <strong>July</strong> 3rd!<br />

INGREDIENTS:<br />

1 1/2 pounds green beans, trimmed and cut into 2 inch pieces<br />

1 1/2 cups water<br />

1/4 cup butter<br />

1 tablespoon sugar<br />

3/4 teaspoon garlic salt<br />

1/4 teaspoon pepper<br />

1 1/2 teaspoons chopped fresh basil<br />

2 cups cherry tomato halves<br />

DIRECTIONS:<br />

Place beans and water in a large saucepan. Cover, and bring to a boil. Set heat<br />

to low, and simmer until tender, about 10 minutes. Drain off water and set<br />

aside.<br />

Melt butter in a skillet over medium heat. Stir in sugar, garlic salt, pepper and<br />

basil. Add tomatoes and cook stirring gently just until soft. Pour the tomato<br />

mixture over the green beans and toss gently to blend.<br />

2 large eggs<br />

1/4 cup sour cream<br />

1 (7 ounce) package Sweet Yellow Cornbread & Muffin Mix<br />

1 cup fresh corn kernels, coarsely chopped<br />

8 slices cooked bacon, crumbled<br />

1/4 teaspoon ground red pepper (cayenne)<br />

Vegetable oil, for frying<br />

DIRECTIONS:<br />

Beat eggs in large bowl. Add sour cream, muffin mix, corn, bacon and<br />

ground red pepper. Stir just until blended.<br />

Heat 1-inch of oil in deep fat fryer or skillet to 350 degrees F. or until<br />

batter sizzles when dropped into oil. Gently drop batter by tablespoonful<br />

into hot oil. Cook 1 to 2 minutes or until bottom is golden brown. Turn<br />

and cook 1 to 2 minutes longer or until golden brown. Remove to drain<br />

PET SAFETY IN THE SUMMER<br />

Every summer, veterinary clinics can set calendars by the number of<br />

heat related emergencies seen. The variety of symptoms runs from<br />

dehydration, to heat exhaustion to shock to even death. In many areas<br />

of the country, temperatures reach the hundred-degree mark on a daily<br />

basis and heat stroke is a common occurrence. Regular as clockwork,<br />

dogs are brought in because the owner was going to run into the store for<br />

just a minute, got to talking to someone and thirty minutes or more pass.<br />

In just minutes, a closed car can reach temps of 120-140 F. A common<br />

misconception is that a cracked window is going to make a difference.<br />

Take the test yourself. Let the dog out of the car, roll down the window<br />

2 inches and YOU set in there for 30 or so minutes with the engine off.<br />

Always remember, you have the option of getting out, your dog doesn’t.<br />

Another common problem seen with dogs in the summer, are the<br />

owners that like to let their dogs ride in the back of a truck. The number of<br />

instances where dogs have fallen out or been dragged behind a vehicle<br />

are staggering. If the results of falling out at 70 MPH weren’t enough, get<br />

a piece of sheet metal, set it out in the yard on a hot, sunshiny day and lay<br />

on it for several hours. Rolling every once in a while to get the full effect<br />

of course. Burns to skin and the pads of feet are very common in dogs left<br />

to ride shotgun. Animals tied up to trees, trailers and posts are also high<br />

risk. In this scenario, dogs are not the only ones at risk. Owners often tie<br />

up horses, goats, lambs, ponies and all types of livestock never making<br />

sure that there is nothing the pet can get tangled up on. Never realizing,<br />

tangled ropes or chains make it impossible to reach shade or water.<br />

The natural tendencies of cats are to be self-sufficient. As long as they<br />

have shade and a fresh water supply, they can take care of themselves.<br />

It is when owners want to take them places or try to put them in cages<br />

outside, problems occur. There are many who will scoff at the idea of<br />

having cats in cages, don’t, it happens. Make sure if your pet is outside in<br />

the summer heat that there is plenty of shade and water!<br />

KATY ISD APPOINTS TWO NEW PRINCIPALS<br />

FOR <strong>2020</strong>-21 ACADEMIC YEAR<br />

During tonight’s Katy Independent School District Board of Trustees<br />

meeting, Trustees confirmed the appointment of two new leaders for<br />

Shafer and Bear Creek elementary schools. Stephanie McElroy has been<br />

named the principal of Bear Creek Elementary and Shannon Smith was<br />

announced as the new principal for Shafer Elementary. Both individuals<br />

will begin their new leadership roles in the upcoming weeks.<br />

Ms. Stephanie McElroy began<br />

her teaching career in Katy<br />

ISD in 1998 as a fifth grade<br />

teacher where she taught<br />

Reading. In 2006, Ms. McElroy<br />

made a career move to Sealy<br />

Independent School District to<br />

become a high school assistant<br />

principal at Selman Intermediate<br />

School. Shortly afterwards, her<br />

leadership skills and love for<br />

education lead her to become<br />

the principal at that same school.<br />

In 2009, Ms. McElroy continued<br />

her administrative duties, this<br />

time as the Associate Principal of<br />

Curriculum and Development for<br />

Fort Bend Independent School<br />

District at Sartartia Middle<br />

School. She remained there until<br />

2015. At that time, she became the principal at Navarro Middle<br />

School in the Lamar Consolidated School District. Ms. McElroy<br />

received her Bachelor’s Degree from Sam Houston State University<br />

and her Master’s Degree from University of Houston in Clear Lake.<br />

Ms. Shannon Smith began her<br />

teaching career at Berry Middle<br />

School in 2005 in Mesquite,<br />

Texas. In 2009, she became the<br />

Testing Coordinator at the same<br />

campus. A year later, Smith was<br />

named the Assistant Principal<br />

at Sherman High School in<br />

Sherman, Texas. She remained<br />

in that position until 2012, when<br />

she relocated to the Cypress<br />

Fairbanks Independent School<br />

District, where she returned<br />

to teaching. In 2015, Smith<br />

joined Katy ISD to take on the<br />

role of Assistant Principal at<br />

Exley Elementary. Three years<br />

later, Smith joined the Taylor<br />

Mustangs as their assistant principal. Ms. Smith received her Bachelor’s<br />

degree from Texas Tech University and her Master’s Degree from Texas<br />

KATY ISD EDUCATION FOUNDATION ANNOUNCES TEACHER GRANT RECIPIENTS -<br />

MILESTONE $2 MILLION GIVEN IN EIGHT YEARS WITH $348,087 AWARDED THIS YEAR<br />

The Katy ISD Education Foundation recently announced its eighth year of Inspiring Imagination teacher grant recipients. Thanks to the faithful giving<br />

of its investors and broad-based community support, the Foundation kept its promise to a record number of teacher grant applicants. More than 350<br />

Katy ISD teachers at 44 different campuses were awarded teacher grants this year. Grant activities range from fine motor skill equipment to swine<br />

lungs and medical mannequins and extend to all subjects and grade levels. Funding will be provided for the <strong>2020</strong>-2021 school year.<br />

The Foundation exists to raise support for and manage its Inspiring Imagination teacher grant program, an initiative that funds innovative<br />

classroom instruction not possible within the parameters of a school district budget. Grant funds are raised through annual pledges from business<br />

and community investors, one-time contributions and Foundation-hosted events: Fireflies & Foodtrucks, GROOVE and Reason2Race. The Katy ISD<br />

National Cell Phone Courtesy Month during <strong>July</strong> encourages us to<br />

evaluate our cellular habits and consider others before we reach for<br />

our phone. Our phones have become an integral part of our lives. We<br />

schedule events organize shopping lists order birthday presents and<br />

communicate all from this one, small device. Do we even make a phone<br />

call any more?<br />

Phone courtesy has always been in fashion, but when they became<br />

smart, it seems we lost a few brain cells. National Cell Phone Courtesy<br />

Month strives to bring polite phone usage back in style.<br />

DOS AND DON’TS<br />

Silent the phone whenever you’re spending time with anyone. That<br />

includes work, a meal, meeting or with family. If you are attending a<br />

performance of any kind, turn the phone off. There are exceptions to this<br />

rule for medical professionals or other expectant emergency situations.<br />

Hidden phones are forgotten phones. We pay attention to the people<br />

in the room, the performance or the meeting. It’s also a signal to the<br />

people we are with that they are important to us.<br />

Step away if you do need to take a call. No one needs to hear your<br />

conversation while trying to enjoy a meal for two.<br />

Shhh. Monitor the volume of your voice. Even when you step away,<br />

voices carry.<br />

Pause before sending emails, texts or social media posts. Consider<br />

the content, especially if it is posted in haste. Ask yourself the following<br />

questions. Sometimes just the need to ask will be all the answer you need<br />

before deleting the comment or text: Will I regret sending this later? Am I<br />

angry? Will this hurt someone? Is this appropriate? Will this affect my job<br />

or relationship?<br />

Don’t use your phone and drive. Many states prohibit cellular use or<br />

limit it to hands-free only. Any message can wait until you arrive at your<br />

destination. If it truly is urgent, pull to a safe stopping area to receive the<br />

message or call.<br />

Don’t let your mobile device become a social hindrance. We often<br />

look to our phone for social engagement when we don’t know what else<br />

to do. Meet new people when you are in a new circle of people and begin<br />

networking with the people near you. Expand your social circle face to<br />

face and broaden the world around you.<br />

Our phones are tools. They shouldn’t replace every social context<br />

in our lives. Practice a little courtesy and gain improved relationships<br />

everywhere you go. Encourage your friends and families to join you<br />

throughout the month.<br />
