Mysympathies go to all who have lost work or had to put lifeon ‘hold’ – and my deepest sympathies to those who havebeen sick or lost loved ones.However, in these testing times, there arealso reasons to be confident. CohesionPolicy is sometimes accused of beingslow and heavy, but in this crisis wewere quick and light. Through theCoronavirus Response InvestmentInitiative, we moved quickly torepurpose unallocated money in thecurrent programmes. From April,ventilators and masks were alreadybeing provided. Firms and workers werealready being supported. With up toEUR 50 billion rapidly mobilised, in the crisis, webecame a European first responder.So it is no surprise that we are a cornerstone of Europe’shistoric response to the pandemic. Through ‘Next GenerationEU’, the Commission proposed an extra EUR 750 billionfor the EU’s long-term budget for 2021-2027. I haveconsistently argued that solidarity and convergence shouldbe front and centre of this recovery. I am glad that CohesionDNA can be found throughout the package, from goals todelivery methods.The proposals include fresh funding for Cohesion Policy.REACT-EU will add EUR 55 billion to current Cohesionprogrammes, to be allocated based on the severity of thecrisis in each country, as well as the country’s relativeprosperity. REACT-EU is a new thematic objective, focusingon crisis repair and kick-starting the recovery. This meanssupporting sectors most affected – including health,tourism and culture – as well as helping the twin transition.This is not a new direction for the policy, but rather a bridgeover the COVID-19 rocky patch so that we can get back toour long-term goal: territorial convergence through a greenand digital transition for every region.The proposals also include a fivefold increasefor the new Just Transition Fund, fromEUR 7.5 billion to 40 billion. We have alsoproposed amendments to longer-termCohesion programmes to support themost affected sectors and to giveMember States more flexibility tomove money between differentCohesion funds.Together, these changes inject almostEUR 100 billion of new money intocurrent and future Cohesion programmes.My heartfelt thanks to everyone who has madethese rapid changes possible. However, we must make surethey are properly implemented and will make a differenceto our citizens.And we walk the green talk ourselves.
