Cycle Scheme 

Bike retailers in Derbyshire have benefited 

from sales of more than £147,000 through 

the Cycle to Work scheme. The salary 

sacrifice scheme was launched a year 

ago to help staff earn a brand new bike 

and safety equipment up to the value of 

£1,000. So far 276 staff have signed up 

to the scheme, allowing them to make 

monthly repayments taken directly from 

their salary while saving on income tax 

and National Insurance. There are 20 

retailers in Derby and Derbyshire signed 

up to supply the goods. More details at

Mandatory Breathalyser for Drivers 

in France 

Since 1st July 2012 a new regulation 

concerning driving has come into force 

in France, requesting all drivers of all 

motor vehicles, including motorcyclists but 

excluding mopeds, to carry a breathalyser 

in their vehicle while travelling in France. 

This will not be enforced until 1st November 

2012, after which those persons failing to 

provide a breathalyser will receive an on 

the spot fine of €11. The breathalyser has 

to be certified by the French authorities, 

showing an ‘NF’ number. The single-use 

breathalyser kits cost between around £1 

and £2 and will be available at ferry and 

tunnel terminals for crossings to France.

Big Hearted Derby 

The NHS and British Heart Foundation 

(BHF) are working with Derby City Council 

to help improve the heart health of Derby 

city workers. Derby is one of the first 50 

places in the UK to secure the BHF’s ‘Heart 

City’ status, aimed at combating heart 

disease and promoting healthy living. In 

2010 and 2011, 886 people living in Derby

were admitted to hospital as a result of a 

heart attack. The two largest underlying 

causes of death in the city are ischaemic 

heart disease and cerebrovascular disease 

– where cause of death is ‘heart attack’, 

‘heart disease’ and ‘stroke’. Previously the 

scheme has only been promoted to city 

residents, but the Chamber now hopes to 

encourage businesses of all sizes in Derby 

City to get involved by promoting it to their 

staff and helping to keep their workforce 

healthy. Information will be available to 

increase people’s knowledge about what 

causes heart disease and how to prevent it.

Consultation on Collective Redundancy 

Rules 

The Government has set out proposals 

to reform rules for consulting staff on 

large scale redundancies. The proposals 

offer a more flexible process and better 

consultation with staff. They include 

introducing a new, non-statutory Code 

of Practice to give clearer information on 

how to conduct good quality consultations; 

reducing the 90 day minimum consultation 

period for large scale redundancies (over 

100 staff) to 45 or 30 days; improving the 

guidance for employers and employees on 

the support on offer from Government. The 

consultation on the proposals is open until

Sickness on Holiday 

The EU has ruled that employees taken ill 

on holiday have the right to reclaim holiday 

time and take additional paid leave later. 

The judgment relates to the EU’s Working 

Time Directive. While the UK has an opt-out 

on parts of the directive relating to working 

hours, there is no exemption on sick pay 

and holiday. The Government has said it 

will apply the court’s rulings from October. 

Business groups have said that doing so will 

be harmful to the wider UK economy. 

BT Superfast Broadband Roll Out 

BT has announced it will make fibre 

broadband available to a further 98 

exchange areas as part of its £2.5bn rollout 

of the technology. The exchanges, 

which are scheduled to be enabled by 

late 2013 are scattered across the UK 

from Sandown on the Isle of Wight to 

Oban in the Highlands and Islands and 

include Ashbourne, Bolsover and Pinxton 

in Derbyshire and Beeston, Chalfont Dr, 

and Ruddington in Nottinghamshire. Fibre 

broadband offers speeds many times faster 

than those currently available to homes and 

businesses. High quality voice and video 

calls mean businesses can keep in touch 

with customers while they cut down on

Workers’ Pensions and Automatic 

Enrolment 

New laws effective from 1 July prohibit 

employers from inducing or offering 

incentives to their staff or prospective 

employees to abandon retirement saving. 

The new rules apply to both existing 

workers and potential new recruits - for 

example making a job offer or higher 

salary conditional on not joining the 

employer’s automatic enrolment scheme.

penalties will be incurred where the 

Pensions Regulator discovers evidence 

of inducements. These changes are 

the start of workplace pensions reform 

and new duties introduced in stages 

between October 2012 and April 2017 

that will eventually see all UK employers 

automatically putting certain staff into a 

pension scheme and making contributions.

to employees about automatic enrolment

The Government has announced a new 

scheme – ‘Inspiring the Future’ run by 

the Education and Employers Taskforce -

Road Improvements to Reduce 

Congestion 

The Highways Agency has announced that 

it will start work on eight road schemes 

to reduce congestion and improve safety. 

Known as ‘pinch point’ improvement 

schemes, the planning and design for 

£18.5m worth of schemes will start this 

financial year, with work to be undertaken 

and completed by 2015. This first stage 

includes the A38 Markeaton roundabout, 

Derby where signals will be installed and 

the southbound lane widened and the A38 

Little Eaton roundabout, Derby, where the 

traffic lights will be converted to operate full 

time and the northbound lanes widened. 

These two schemes on the A38 are interim 

improvements to the junction and are 

separate to the A38 Derby Junctions major 

scheme, deferred for consideration until 

2014. 

Brass Band Concert in Aid of Salvation 

Army’s Derby Citadel 

Member Chauffeur Plus UK is the main 

sponsor of a concert in the Derby Assembly 

Rooms on 13 October in aid of refurbishing 

the Salvation Army’s Derby Citadel. Two 

bands – the Salvation Army Band and 

Derwent Brass – will be massed to play a 

brass band version of a promenade concert 

featuring British composers. Chamber 

members who buy four tickets will be listed 

in the concert programme and on a rolling 

PowerPoint display, so this is an excellent 

opportunity to support a good cause 

and raise company profile at the same

Consultation on Consumer Rights 

The Government is consulting on a range 

of measures designed to strengthen 

consumer rights for goods and services 

and digital content like music, software and 

games supplied under a contract. The new 

measures will update consumer laws written 

thirty years ago and set out in one place 

a clear code of shopping rights and simple 

standardised remedies for when things go 

wrong. Businesses will benefit from the 

simplified set of rules, which are intended 

to clear up customer issues more quickly.

Midland Mainline to be Electrified 

The Transport Secretary has announced 

a £800 million scheme to complete the 

electrification of the line between Sheffield 

and London. The move would see the 

current fleet of inter-city diesel trains 

replaced with electric ones with overhead 

wires extended along the rest of the line, 

resulting in faster, cleaner journeys for 

passengers. Work is not expected to start 

until 2014. 

Alternatives to Regulation Wanted 

The Department for Business Innovation 

and Skills is asking firms to identify where 

regulatory enforcement can be improved, 

reduced or done differently. Companies are 

invited to leave comments on the website 

which is currently focusing on fire safety 

regulations, coastal investment and pubs.

Now’s the time to take on an 

apprentice: the supply of young people 

seeking Apprenticeship opportunities is at 

its highest at this time of year as young 

people finish their school studies. 

All 200 grants made available by 

Derbyshire County Council to provide 

up to £2,500 to employers who take on 

apprentices aged 16 or 17 have now been 

taken up. This means that 200 young 

people who were previously NEET (not in 

education, employment or training) are now 

in full time and sustainable employment. 

Several financial incentives are still 

available to encourage companies to 

employ apprentices. With so many financial 

incentives available it may be difficult for 

companies to find out which one is right 

for them as each incentive has different 

eligibility criteria. Chamber Training is 

inviting any business wanting to find out 

more to talk to its team of experts. 

Young people have been shown the 

career opportunities available in British 

manufacturing at a new exhibition at the 

Science Museum opened by Business 

Secretary Vince Cable. The exhibition 

is the culmination of the Government’s 

‘Make it in Great Britain’ campaign and 

features displays from 39 businesses of all 

sizes including Rolls-Royce. The campaign 

aims to change outdated perceptions of 

manufacturing and emphasise that there 

is a range of career opportunities available 

including Apprenticeship opportunities. If

Fifteen partnerships across the country 

have been invited to take part in a pilot 

scheme that will give communities more 

power to choose which adult learning 

courses are available in their area. The 

successful community learning trusts 

include Derby Community Learning 

Trust. The pilot trusts will work to boost 

the number of people participating in 

learning, motivate and help people who are 

disadvantaged plus generate an income to 

reinvest in learning.

Active Workplace for Derbyshire 

Businesses 

Derbyshire County Council, in partnership 

with Derbyshire Sport and Derbyshire 

Community Health Services NHS Trust, is 

now able to offer free advice and resources 

exclusively to businesses in Derbyshire to 

increase efficiency, economise and improve 

the health and well-being of staff, all by 

addressing transport issues. Help available 

includes signposting to resources and 

information and advice on increasing levels 

of physical activity within and outside the 

workplace. Businesses will also be helped to 

gain recognition and accreditation through 

programmes such as the Active Workplace 

Award and Mark. A limited amount of 

capital for transport funded initiatives is 

available to help businesses achieve these

Extension of Youth Contract 

The Government has announced that in 

areas of highest youth unemployment 

employers will be eligible for a wage 

subsidy of £2,275 when they employ a 

young person full time who has been out 

of work for six months. Under the Youth 

Contract the wage subsidy was previously 

only available for employing a young person 

who had been out of work for nine months.

Nottingham City Deal 

Nottingham has been given an injection 

of £60 million through the City Deal Fund 

to help grow its economy and create new 

jobs. The Deal – negotiated by City Leaders 

and Government Ministers – will provide 

money to invest in a ‘creative quarter’ of 

high-tech firms around the Lace Market; 

improve transport and introduce super-fast 

broadband; encourage university graduates 

to stay in the city by offering grants to set 

up businesses and turn Nottingham into 

a ‘low carbon city’. The City Deal initiative 

will be incorporated into the city’s economic 

growth strategy.

Funding for Businesses in Derbyshire 

Coalfields Area 

The Coalfields Fund is inviting applications 

for funding from growing businesses in 

Derbyshire’s former coalfield areas. The 

Funds offer sums of between £40,000 

and £1 million to SMEs at all stages of 

their development. The investment, which 

is in the form of equity funding, can be 

used to support start-ups and early stage 

businesses, provide growth capital for more 

established businesses, as well as funding 

mergers, acquisitions and management 

buy-outs. The North Derbyshire coalfield 

stretches from Ilkeston in the south up 

to Eckington and Killamarsh in the north, 

taking in parts of Somercotes, South 

Normanton, Alfreton, Tibshelf, Clay Cross, 

North Wingfield, Bolsover, Staveley and 

Chesterfield. The South Derbyshire coalfield

Free Carbon Reduction Action Plans for 

Local Businesses 

In response to findings from the Chamber’s 

QES which showed that business managers 

are concerned about rising energy and raw 

material costs, Future Factory has once 

again teamed up with Nottingham Business 

School to offer businesses free carbon 

reduction action plans that provide simple, 

practical, cost effective recommendations 

about how to reduce energy usage. The 

project helped 11 SMEs reduce their energy 

usage and carbon emissions last year and 

the service is on offer from September

Funding for Interactive Digital 

Prototypes 

Grants of up to £25,000 are available for UK 

start ups and SMEs to prototype their own 

intellectual property. Games projects and 

other forms of interactive digital content,

exhibits, online film / broadcast media, 

or middleware are amongst the eligible

Wheel clamping, immobilising and the 

towing away of vehicles without the 

appropriate authority will be illegal from 1

of businesses do not want further EU 

integration, though only 12% want to leave

but with the UK remaining a member of
