CONTINUED FROM PAGE 33 Processed and fractionated RAP stockpiles RAP supplies remain in the region where reclaimed asphalt is milled, which furthers the predictability about the characteristics of the stockpile. “Because RAP comes from within a limited geographic area, we see the same materials from year to year,” says Fernando Magisano, Vice President of Technical Services for K.J. Beamish Construction Co. Ltd. “For four years running, we studied our stockpiles in Holt (York Region), Midland, Barrie and Orillia and found that the average grading was very consistent. In many cases, it’s much more consistent than virgin aggregates coming from quarries.” More sustainable road construction using RAP has enormous environmental benefits: it saves on dwindling aggregate supplies; recycles non-renewable petrochemical resources; diverts reclaimed asphalt from landfills; and contributes to provincial and municipal recycling initiatives. While many municipalities are accepting RAP in binder courses, some are still stipulating the use of all virgin material in surface layers. Usage varies from jurisdiction to jurisdiction, with some not allowing the use of any RAP in the surface or the binder. While the pending Bill 56, the Aggregate Recycling Promotion Act, would help make the usage of RAP more mainstream, municipalities need more information and assurances about RAP to make better informed decisions. “When it comes to using RAP, there is an inherent conservatism by some municipalities, but people need to be open-minded about looking at it,” says Dr. Susan Tighe, Director of Centre for Pavement and Transportation Technology at the University of Waterloo. “If you follow the specs and do the testing, then you end up with a very high quality mix. Most companies are using RAP; it provides cost savings and is much better for the environment.” SPRING <strong>2014</strong> 35
