special needs children aged two to six<br />
maximize their potential and to lay a<br />
solid foundation for their further<br />

With years of experience in the<br />
education and rehabilitation of young<br />
children, Heep Hong has conducted<br />
research and published various kinds<br />
of publications to share its knowledge<br />

年內有兩個新單位投入服務。油麻地海富苑的新中心採用<br />
別出心裁的模式,配以先進訓練器材,提供全方位的一站式<br />
服務。馬鞍山的新中心則把<strong>協康會</strong>服務延伸至迅速發展的新<br />
界東社區。<br />
承蒙各界善長慷慨捐贈,各項服務得以持續改善。多個<br />
中心相繼增設感覺統合治療室,大大提高訓練成效。<br />
在二零零零年開展的青蔥服務,過去一年發展更勝往年,<br />
反映社會人士對青蔥服務的廣泛認同和殷切需求。<br />

I congratulate Heep Hong Society on another fruitful year in<br />
<strong>2004</strong>-05, with continuous improvements made to the quality<br />
of services and training programmes for children and parents.<br />
More service centres were opened during the year. The Hoi Fu<br />
Centre in Yaumatei adopts a brand new mixed mode of<br />
comprehensive one-stop service supported by state-of-the-art<br />
facilities. Another new centre in Ma On Shan now provides<br />
services to the expanding communities in eastern New<br />
Territories.<br />
With generous donations from different sources, services on<br />
many fronts continued to improve. Dedicated sensory<br />
integrative therapy rooms were the latest additions to a series<br />
of enhanced training facilities.<br />
The Supportive Learning Project launched in 2000 continued to<br />
register record growths, reflecting the community’s wide<br />
recognition of and increasing demand for the service.<br />
The Society’s achievements would not have been possible<br />
without its dedicated staff and the unswerving support from<br />
the community. I take this opportunity to thank you all, and<br />
wish the Society another productive year ahead.<br />

This is my first year as Chairman of the Executive Committee to<br />
report on the progress of Heep Hong’s work in <strong>2004</strong>-05, which I<br />
believe is a watershed year. The Society has summarized<br />
experiences from our first Three Year Plan for 2002-2005,<br />
examined our internal strengths and external environment and<br />
formulated our next strategic plan for 2005-08.<br />
In evaluation of our first strategic plan, we adopted Key<br />
Performance Indicators (KPIs) in <strong>2004</strong>-05 for the first time to<br />
measure our achievements against the targets set in the<br />
strategic plan and the annual plan. Using the Balanced<br />
Scorecard model, we achieved important strategic objectives in<br />
the four perspectives of finance, customers, internal process and<br />
learning and growth, with some of the results surpassing<br />
original targets. We have placed high priority on the provision of<br />
quality services while striving to develop innovative packages to<br />
meet the multi-faceted needs of our service users. Our Early<br />
Education and Training Centres and Special Child Care Centres<br />
achieved full enrolment rate and the average percentage of<br />
children transferred to mainstream education hit a record high.<br />
To sustain the upgrading of our service, our strategy explicitly<br />
focused on learning and growth of our staff. I am pleased that,<br />
in <strong>2004</strong>-2005, both the number and scope of training courses<br />
organized by Heep Hong for our staff increased significantly.<br />
Looking ahead, the operating environment will remain tough in<br />
2005-2006 due to continuing shrinking government financial<br />
support and to keen competition for services and resources.<br />
The expiry of the Tide Over Grant (“TOG”) in 2006 and the<br />
aftermath of efficiency savings will further deplete our financial<br />
situation whilst our service users, who are becoming<br />
increasingly sophisticated and demanding, continue to require<br />
excellence and improvement in our service. Heep Hong will<br />
chart our future course considering these challenges as well as<br />
opportunities that will emerge.<br />
In 2005, the Social Welfare Department launched a consultation<br />
exercise among NGOs on the support after cessation of the TOG<br />
and subsequently announced that a Special One-Off Grant<br />
(“SOG”) aimed at helping NGOs to resolve their financial<br />
problems as well as enhancing of human resources practices.<br />
With the support and endorsement of the staff and Executive<br />
Committee, we have decided to seize the opportunity<br />
occasioned by the SOG to adopt initiatives such as staff training<br />
and award schemes with a view to leveraging on our human<br />
capital. Staff are Heep Hong’s most valuable asset and it is our<br />
policy to foster an entrepreneurial spirit in Human Resources<br />
Management. I believe that the additional funding will enable<br />
us to provide a more secured and sustainable environment for<br />
all our staff.<br />
In the face of these challenges and opportunities, we have<br />
now begun our second strategic plan for 2005-2008 which<br />
specifically calls for continuation of the five strategic<br />
directions that have guided us in our development in<br />
preceding years. We will maintain our focus on the<br />
preservation of a sound financial position and further<br />
promote the corporate image and brand name of Heep Hong.<br />
In encouraging service innovation and enhancing<br />
competitiveness, we will reprioritize services to meet the<br />
changing needs and rising expectations of our service users as<br />
well as funders. We will further facilitate new ideas, implement<br />
knowledge management, streamline and automate work<br />
processes and maintain a dynamic, high quality and healthy<br />
staff team.<br />
Heep Hong is committed to an excellent standard of corporate<br />
governance. With the effort of the Task Group on Corporate<br />
Governance and our Executive Committee members,<br />
Heep Hong adopted the Corporate Governance Manual during<br />
the year and has been striving to operate within the best<br />
practice guidelines on accountability, compliance,<br />
transparency, risk management and internal control.<br />
Finally, I would like to thank our Executive Committee<br />
members, management and all staff for their dedication and<br />
hard work during the past year. It is their creativity and<br />
strategic insights, their dedication and commitment to quality<br />
that set Heep Hong apart. Despite the challenges ahead, they<br />
have demonstrated an unwavering commitment and ability to<br />
face up to difficulties. I am confident that their devotion will<br />
continue to help Heep Hong achieve greater accomplishments<br />
in the years to come.<br />

3. 四十周年學術會議盛況。<br />
The 40 th anniversary conference was a great success.<br />
Providing services with professionalism has been a long-standing goal at Heep Hong. Towards<br />
this end, new initiatives were taken to upgrade our staff’s professional knowledge during the<br />
year. We also shared our professional expertise and experience with peers in the field through<br />
organizing seminars and courses and producing various publications.<br />
Training to upgrade our professional knowledge<br />
With the rapid development of treatment approaches, the<br />
importance for our professional staff to keep abreast of the<br />
latest developments in the rehabilitation field cannot be<br />
over-emphasized.<br />
For its 40th anniversary, Heep Hong hosted a conference in<br />
December <strong>2004</strong> with the theme of “Childhood<br />
Developmental Disorders: Recent Advances in Knowledge<br />
and Practice”, which saw the participation of over 1,200<br />
Heep Hong staff, practitioners and parents from Hong Kong,<br />
Macau, Taiwan, Mainland China and Malaysia. Two<br />
world-renowned scholars, Professor Gary Mesibov and<br />
Dr Serena Wieder, along with close to 30 distinguished local<br />
speakers, shared their knowledge on the latest treatment<br />
approaches for special needs children. Dr Wieder also hosted<br />
a four-day workshop specifically for Heep Hong staff on the<br />
latest DIR Floortime training approach. This method is now<br />
being carried out on a trial basis for the training of autistic<br />
children in several Heep Hong centres.<br />
Ms Sheila M. Frick, OTR, an internationally renowned clinician<br />
and pioneer of the Therapeutic Listening TM techniques,<br />
conducted Basic and Advanced courses for our occupational<br />
therapists in July 2005 on “Listening With the Whole Body”.<br />
These courses were the first of their kind in Hong Kong.<br />
Therapeutic Listening TM (TL) is the therapeutic use of<br />
electronically altered music on compact discs, in combination<br />
with other sensory integration treatment strategies, to improve<br />
sensory processing functions. Our occupational therapists<br />
would apply this technique, together with other treatment<br />
strategies, to bring about better treatment outcomes for our<br />
children.<br />

Professional training courses for peers and parents<br />
With the aim of sharing our staff’s experience in research and<br />
training with peers, teachers and parents, a series of new<br />
professional training and parent education programmes were<br />
launched in January 2005. Co-organized with different<br />
community organizations, the programmes covered a wide<br />
variety of topics, including teaching children with Specific<br />
Learning Difficulties, Autism and Asperger’s Syndrome. These<br />
courses were very well received, with most having an<br />
enrolment rate of over 90%.<br />
A workshop on “Helping Children with Specific Learning<br />
Difficulties – Strategies and Skills” was held in collaboration<br />
with the Department of Social Work of the Chinese University<br />
of Hong Kong in May 2005. Heep Hong’s professional team<br />
spoke about their work to 130 practitioners in the field.<br />
Training for Greater China Region<br />
To assist rehabilitation organizations in neighbouring Chinese<br />
communities to upgrade their training quality, Heep Hong<br />
continued to put much effort into collaborating and sharing of<br />
experience with counterparts in these areas. The annual<br />
Foundation Courses on “Training Autistic Children” and<br />
“Sensory Integrative Therapy Training” were organized in<br />
December <strong>2004</strong> and July 2005 respectively, each attracting<br />
over 30 participants from Mainland China, Taiwan and Macau,<br />
who gave high ratings to the courses.<br />
In the past year, Heep Hong’s psychologists and therapists were<br />
invited to speak at various rehabilitation workshops and<br />
conferences in Shenzhen, Chongqing and Beihai in Mainland<br />
China as well as in Taiwan to share their knowledge of the<br />
TEACCH (Treatment and Education of Autistic and related<br />
Communication handicapped CHildren) programme and other<br />
topics of child development.<br />
In addition, Heep Hong entertained close to 600 visitors from<br />
34 organisations of Hong Kong and the Greater China Region<br />
during the year.<br />
New publications<br />
A number of new publications were produced in the year<br />
including a booklet on the training approaches adopted by<br />
Heep Hong and a series of pamphlets on occupational<br />
therapy-related topics with titles such as Sensory Integrative<br />
Therapy, Preparing Children for Writing and the Development<br />
of Children’s Hand Functions. Positive feedback was received<br />
on these publications.<br />
Other publications in the pipeline include two supplementary<br />
booklets on training children with autism sponsored by the<br />
Hong Kong Jockey Club Charities Trust and a new<br />
Developmental Learning Package (DLP) sponsored by the<br />
Quality Education Fund. The booklets are aimed at helping<br />
teachers and parents to adopt the TEACCH approach for<br />
training autistic children at school and in the home setting.<br />
The DLP consists of an assessment tool and a curriculum<br />
guide for pre-school children under the age of 6.<br />

New initiatives launched by the Supportive<br />
Learning Project<br />
The Supportive Learning Project (SLP) registered record growth<br />
in the past year, with individual service sessions amounting to<br />
over 1,000, while the number of group training sessions and the<br />
mainstream primary schools and special schools served also<br />
increased substantially.<br />
To step up support for special needs children studying in<br />
mainstream primary schools, the SLP pioneered a new series of<br />
training packages on training in children’s self-care skills,<br />
co-ordination skills and skills in other physical areas. Group<br />
treatment sessions for children suffering from attention deficit<br />
and hyperactivity disorders and specific learning difficulties<br />
were also launched. To introduce the new school packages to<br />
teachers, a seminar was held in May 2005 which was positively<br />
received by some 110 participants from over 80 primary<br />
schools.<br />
In response to the fast expanding service demand, a new SLP<br />
service centre was established during the year at Tai Hang Tung<br />
Estate to provide a wide range of professional services. The<br />
centre is also used as a base for the delivery of the Head Start<br />
Programme which offers support services for children of<br />
underprivileged families from birth to five years old.<br />

Development in information technology and<br />
knowledge management<br />
In response to the feedback from service users and our staff, the<br />
Service Management Information System set up a year ago has<br />
been upgraded. The enhanced functions help speed up the<br />
programme enrolment process and facilitate operational<br />
efficiency in financial reporting. Other information technology<br />
initiatives launched included the revamping of our website,<br />
Human Resources System Upgrade and the Bar Code System for<br />
libraries, which are expected to be completed by end of 2005.<br />
To better leverage knowledge, which is a crucial factor for<br />
maintaining competitiveness, Heep Hong embarked on a<br />
Knowledge Management (KM) project during the year. With a<br />
span of three years from April 2005, the project is aimed at<br />
strengthening a sharing culture among staff and developing<br />
relevant KM tools to facilitate the capturing and sharing of<br />
knowledge and practice wisdom. Best Practice Sharing was<br />
introduced in the first few months of the project’s<br />
implementation period with encouraging response received.<br />

Heep Hong has placed great emphasis on instilling fun and<br />
enjoyment into the training process so that our special needs<br />
children can enjoy childhood as much as their ordinary<br />
counterparts. Children who enjoy their training activities<br />
often exhibit better performance.<br />
Stimulating learning environment<br />
Special themes were used in the design<br />
of the new centres established during<br />
the year. The new Hoi Fu Centre opened<br />
in July 2005 adopted “Vibrant Garden” as<br />
its design theme, featuring decorations<br />
of nature, plants and flowers. Innovative<br />
training facilities installed, such as the<br />
multi-media training room and a<br />
parent-child kitchen, add a lot of fun to<br />
the training process. Another example<br />
is the new Ma On Shan Centre<br />
which has the theme of a train in its<br />
design and provides an enjoyable<br />
training enviroment for the children.<br />
Apart from the new centres, we have<br />
also upgraded the learning environment<br />
of existing centres. During the year,<br />
Sensory Integrative Therapy rooms were<br />
installed at the Wan Tsui and Wanchai<br />
centres, while Play Therapy rooms were<br />
provided in our Tin Ping, Mary Wong and<br />
Wan Tsui centres.<br />
Innovative Programmes<br />
During the year, a number of interesting and exciting events were organized.<br />
A large-scale Charity Walk cum Sports Day was held on 9 January 2005 at which<br />
close to 4,000 children and their family members had some good exercise and a day<br />
of great fun. Other interesting activities organized included horse-riding, baby health<br />
gym, parent-child yoga class, exploration for toddlers, smart-kid challenge, golfing<br />
and movie-watching. These programmes did not only provide fun to the children but<br />
could also enhance their physical development and parent-child relationships.<br />
The Jockey Club Scholars Alumni Association organized a volunteering programme,<br />
the “Rainbow Cloud” project, for Heep Hong’s children in the west Kowloon region in<br />
early 2005. Under the project, members of the Association taught our children<br />
dancing, magic and drama. A variety show cum art exhibition was held in June 2005<br />
in which our children with volunteers from the Association displayed what they had<br />
learned together.<br />

In the course of Heep Hong’s work, we have formed strategic<br />
alliances with community partners in service provision and<br />
gained support from various sectors of the community in our<br />
fund raising work. Through such collaboration, not only were we<br />
able to capitalize on our own as well as our partners’ strengths to<br />
provide better services, but we also raised the community’s<br />
awareness and concern for the needs of our children.<br />
Joint projects in service provision<br />
During the year, in response to the rising demand for<br />
occupational therapy and sensory integrative therapy services,<br />
the Supportive Learning Project (SLP) formed a partnership with<br />
the Boys & Girls Club Association of Hong Kong (BGCA) to<br />
provide such services for children with specific learning<br />
difficulties and other developmental problems.<br />
Under a collaborative project with the Paediatrics Department<br />
of Kwong Wah Hospital, supportive programmes were held<br />
regularly for parents with multiple pregnancies to promote<br />
sharing among parents with twins or several babies at one<br />
birth. Parents were given information on child care, home<br />
management and pre-school service resources.<br />
A programme on Infection Prevention and Hygiene<br />
Management targetted at child care professionals has been<br />
developed jointly with the Hong Kong Medical Association.<br />
Nursing staff of Heep Hong shared practical experience on<br />
infection control and hygiene management at their centres<br />
with programme participants.<br />

A study on “Developmental Coordination Disorder” was jointly conducted at the end<br />
of <strong>2004</strong> by Heep Hong’s physiotherapist team and the Hong Kong Federation of Youth<br />
Groups. About 800 questionnaires were sent out and the results indicated that around<br />
6% of primary one students surveyed had some degree of the disorder, which is<br />
characterized by poor coordination skills and clumsiness. A press conference was held<br />
in January 2005 to publicize the survey results and a large-scale workshop was<br />
organized to promote community awareness of the problem.<br />

第十四屆全港廚師精英大匯演於二零零<br />
五年五月圓滿舉行,共獲得超過四十間<br />
著名酒店、餐廳、酒商及飲品供應商的<br />
支持和參與,為超過一千名來賓提供美<br />
酒佳餚。本年度的活動亦承蒙萬事達卡<br />
國際組織的慷慨贊助。<br />
2005步行籌款暨小小世運會於二零零<br />
五年一月舉行,吸引了4,000多名家長<br />
及兒童的踴躍參與,並獲得美國道富公<br />
司及怡和集團Mindset的贊助。<br />
本會賣旗日於二零零五年六月十八日順<br />
利舉行。當日近一千八百位來自不同學<br />
校、團體及機構之熱心義工傾全力在街<br />
上售旗,為本會家長資源中心籌得理想<br />
的善款。<br />

去年,商界義工隊以不同形式支持協<br />
康會之工作,如翻新中心外牆、為中<br />
心兒童講故事及舉辦興趣班、中心探<br />
訪、安排中心兒童外訪或協助中心之<br />
日常運作。<br />
本會於年內與堡獅龍國際集團有限公<br />
司(Bossini)建立緊密伙伴關係,由<br />
Bossini之導師為<strong>協康會</strong>同工舉辦商<br />
業管理及客戶服務之培訓,而我們亦<br />
為Bossini員工主講親子講座,本會<br />
將繼續拓展此類互惠之交流活動。<br />

Heep Hong believes that the<br />
staff force of nearly 600<br />
people is the foundation of<br />
our success. We strive to<br />
develop staff abilities and<br />
support them to make career<br />
progression compatible with<br />
the changing needs of service.<br />
Developing our people<br />
Last year, to assist staff in developing<br />
their potential, the funds allocated for<br />
staff development was increased to<br />
encourage staff of various disciplines to<br />
participate in a wider array of training<br />
ranging from professional and language<br />
courses to customer service skills<br />
development. We also motivated and<br />
rewarded our people in an environment<br />
that values performance, giving<br />
recognition of outstanding<br />
contributions by rewarding high<br />
achievers with individual and team<br />
performance awards. We will continue<br />
to reward employee performance<br />
through a multi-level, multi-faceted<br />
award system.<br />
Fostering employee relationship<br />
Communications are paramount to staff<br />
relations. While a newly-launched staff<br />
newsletter keeps staff updated with the<br />
latest developments of Heep Hong,<br />
internal consultations were conducted<br />
to discuss emerging initiatives or<br />
change issues. In particular, the Annual<br />
Staff Forum and Director’s Visit to<br />
centres both provided constructive and<br />
open channels for staff to express their<br />
views as well as discuss matters that<br />
affect daily operations.<br />
Our strong team spirit is being<br />
continuously reinforced through many<br />
staff welfare and staff relations<br />
activities. Staff and their families had an<br />
enjoyable time at the corporate picnic<br />
and movie screening sessions.<br />

Building a healthy team<br />
Heep Hong makes every effort to provide<br />
a healthy and safe working environment<br />
for its staff. Educational sessions and<br />
activities were held to promote the<br />
importance of physical fitness and mental<br />
health. The inter-centre competition with<br />
the theme of Back Care and the Mental<br />
Health Slogan Design Competition have<br />
raised staff’s awareness of occupational<br />
health and safety. As a result, the injury<br />
rate last year was substantially reduced by<br />
30%. The dynamic, high quality and<br />
healthy staff team of Heep Hong has<br />
contributed to our efforts in achieving our<br />
vision.<br />
