! HWP, Baroda has made an application to AERB for<br />
authorisation for regular operation of the plant.<br />
SCHWOP after discussion on the operational experience<br />
during and after commissioning and the structured<br />
ageing management plan had recommended for grant<br />
of regular operation. SARCOP is further reviewing the<br />
application.<br />
! HWP, Talcher had submitted Safety Report for grant of<br />
clearance for setting up of packing evaluation test loop<br />
for Boron Enrichment at HWP, Talcher and its<br />
commissioning. The operation is intended for 3 to 6<br />
months. SCHWOP recommended clearance of the<br />
proposal with certain stipulations.<br />
! In- Service Inspection Plan of Main & Mini Cracker<br />
Units of Ammonia based Heavy Water Plants was<br />
approved by SCHWOP.<br />
! The earthen bund of the Ash Pond-1 of HWP, Manuguru<br />
breached in January 2004. HWB undertook failure<br />
analysis of the ash pond dyke and proposed a<br />
methodology for repair of the breached portion of the<br />
dyke. The report on the analysis and proposals for repair<br />
of the breached portion were reviewed by CESCOP and<br />
SARCOP. Based on the review, SARCOP granted<br />
clearance to undertake the repair. HWP was asked to<br />
undertake a study to establish stability of the existing<br />
ash pond bunds and implement a maintenance program<br />
for the ash pond bunds. The plant was also asked to<br />
study the liquefaction potential and slope stability under<br />
seismic loading.<br />
2.3.3 Indian Rare Earths Limited (IREL)<br />
The IREL plants at Chavara, Manavalakurichi,<br />
OSCOM and Udyogamandal were operating normal during<br />
the year. The Safety Committee for IRE plants (IRESC) and<br />
SARCOP reviewed the safety status of the plants and<br />
proposals for certain new activities. Important permissions/<br />
clearances issued for IREL plants are as follows:<br />
! Interim clearances were issued in the year 2004 for<br />
retrieval and processing of 300 tons of thorium<br />
concentrate and subsequently for retrieval and<br />
processing of additional 1000 tons of thorium<br />
concentrate stored in the silos at IRE, Udyogamandal,<br />
for recovery of uranium (Project THRUST - Thorium<br />
Retrieval, Uranium recovery and Storage). IRE<br />
completed the processing of 1000 tons of thorium<br />
concentrate and sought permission for regular operation<br />

of THRUST Project. Clearance for continuous retrieval<br />
and processing of the thorium concentrate contained<br />
in the silos 1, 2 & 3 was issued after extensive reviews<br />
and implementation of a number of modifications in<br />
the plant systems as stipulated by AERB.<br />
! The Safety Evaluation Report for processing of<br />
Columbite – Tantalite sludge (CTS) to produce<br />
Ammonium Diuranate in the Uranium Refining Plant<br />
of IRE, Udyogamandal was reviewed and the Safety<br />
Committee recommended processing of CTS with some<br />
stipulations.<br />
! IREL, OSCOM has proposed for setting up 10,000 TPA<br />
of monazite processing plant at IREL, OSCOM. A subcommittee<br />
has been constituted to study the revised<br />
Site Evaluation Report.<br />
! Safety committee discussed on the processing of<br />
uranium ore obtained from Metallurgical Products India<br />
Ltd. at IREL Udyogamandal and recommended the<br />
proposal of processing of 7.5 tons of ore with some<br />
stipulations.<br />
2.3.4 Uranium Corporation of India Limited (UCIL)<br />
The UCIL mines at Jaduguda, Bhatin, Narwapahar,<br />
Turamdih and Banduhurang and Jaduguda mill were<br />
operating normal. Following were the documents/reports<br />
reviewed and recommendations made by UCIL Safety<br />
Committee and ACPSR-FCF.<br />
! Safety Report on “Authorisation of Stage-3 of Turamdih<br />
Mines i.e., “Mining and Ore Transportation to Jaduguda<br />
Mill” was discussed and USC recommended Stage 3 of<br />
Turamdih mine with some stipulations. The proposal<br />
was further discussed in SARCOP and <strong>Board</strong> meetings.<br />
Subsequently, authorisation was issued for Turamdih<br />
mine for ‘Mining and Ore Transportation to Jaduguda<br />
mill’ at a maximum rate of 550 TPD with certain<br />
stipulations.<br />
! Safety Committee reviewed the Environmental Impact<br />
Assessment (EIA) report, Safety Report, ventilation and<br />
radiological assessment of the proposal for authorisation<br />
for the development of Bagjata mine. These reports<br />
were further deliberated in the meetings of ACPSR-FCF,<br />
which recommended to AERB the authorisation of the<br />
‘Development Stage’ of Bagjata Mine with certain<br />
stipulations. Subsequently, authorisation for<br />
development of the first stage for Bagjata Mine, UCIL<br />
was issued.
