About Us<br />

Canadian Parents for French is a nationwide,<br />

research-informed, volunteer organization<br />

that represents 25,000 members across<br />

Canada and champions the opportunity to<br />

learn and use French for all those who call<br />

Canada home.<br />

Canadian Parents for French was founded in 1977<br />

by parents who wanted to ensure that children<br />

would have the opportunity to become bilingual<br />

in the Canadian school system.<br />

Originally a small group of concerned parents<br />

who met in Ottawa, Canadian Parents for French<br />

has evolved into a proactive National Network<br />

with 12 Branches and offices and over 140<br />

Chapters in communities nationwide.<br />

President’s Message<br />

The <strong>2019</strong>-<strong>2020</strong> school year was a challenging one for parents, students and teachers.<br />

Everyone experienced the uncertainty of provincial teacher labour negotiations, followed by<br />

the dramatic impact of the COVID-19 virus and the province-wide closure of schools in March <strong>2020</strong>.<br />

The <strong>Ontario</strong> Branch of Canadian Parents for French continued to focus on enriching our students’<br />

French experiences, but it was no surprise that our ability to deliver a full array of programming was<br />

compromised by these events. Nevertheless, I am pleased with the level of activity and support we<br />

were able to provide. This report showcases many of the highlights!<br />

The FrenchStreet.ca expansion project saw the Branch leverage the success of its <strong>Ontario</strong>-based website of French experiential<br />

learning opportunities to a comprehensive pan-Canadian resource for French teachers, parents and students. I am proud of the<br />

Branch’s leadership as we seek to strengthen the entire <strong>CPF</strong> Network by sharing best practices and initiatives.<br />

Our family-friendly provincial conference, a format originated by our colleagues at <strong>CPF</strong> Alberta, was held at the Blue Mountain<br />

Resort in Collingwood. It was a resounding success, supported by a boost in participation from <strong>CPF</strong> members from our most<br />

northern Chapters.<br />

The Branch’s capacity to deliver quality programming for youth has been enhanced by building strong relationships with our<br />

funders, existing and new partners and by supporting our outstanding Chapter leaders and community volunteers, to whom we<br />

are extremely grateful.<br />

I would like to thank my fellow directors for their oversight and governance expertise and our Executive Director for her<br />

leadership and for keeping our staff motivated and working so effectively.<br />

YOUTH<br />

Concours d’art oratoire<br />

Every spring we kick off our fiscal year with the Provincial<br />

Concours d’art oratoire, a public speaking event that<br />

showcases French Second Language (FSL) student proficiency<br />

in French, not to mention their ability to weave a tale or<br />

present a compelling argument in front of a large live<br />

audience. Students in grades 4 to 12 participated in school<br />

events and 24 school district competitions, with the winners<br />

moving on to the Provincial Concours held at the Glendon<br />

Campus of York University in Toronto.<br />

Concours d’art oratoire has evolved to include the “Impromptu<br />

Division”, aligning it with the Common European Framework of<br />

Reference (CEFR) and the <strong>Ontario</strong> FSL curriculum with a focus<br />

on spontaneous oral production. Of the 334 participants at the<br />

provincial event, 136 students from 13 school boards and 2<br />

independent schools took part in this new Impromptu Division.<br />

Other school districts remain committed to the traditional public<br />

speaking delivery method with a focus on writing, preparation and<br />

the ability to capture the audience’s attention and respond to the<br />

judges’ questions.<br />

The Branch received ongoing funding for the Impromptu Division<br />

through the Ministry of Education and the OLE (Official Languages<br />

in Education) Program for this fiscal period and will be seeking<br />

ongoing funds for the period <strong>2020</strong>-2023.<br />

Socio-cultural activities<br />

Socio-cultural activities take on several forms, as our Chapters choose to reflect the interests of<br />

their members and communities. All of the activities provide engaging, interactive programming<br />

in French that offer insight into arts, culture, film and daily living in a French context.<br />

From Francophone musicians to Family Game Nights, here is a snapshot of the fun!<br />

than last year, although many smaller, local activities took place.<br />

<strong>CPF</strong> <strong>Ontario</strong> Family Conference<br />

The family conference was held at the Blue Mountain Resort in<br />

Collingwood on October 5, <strong>2019</strong>. A new format for the entire family<br />

allows parents to attend workshops while their children are engaged in<br />

French programming. This year, the kids were treated to programming<br />

by the Studio Uno staff. Their parents joined them for a round of trivia<br />

with the <strong>CPF</strong> version of “French Family Feud”.<br />

In addition to the Chapter “youth” activities highlighted earlier, our<br />

25 <strong>CPF</strong> Chapters in <strong>Ontario</strong> supported parents at-large and<br />

<strong>CPF</strong> members in their communities. Here are some highlights:<br />

PARENT WORKSHOPS:<br />

Chapter volunteers coordinated parent workshops, “Helping Your Child Succeed in French”,<br />

in North Wellington and Toronto Midtown West, and invited the IDÉLLO representative to<br />

present new French resources and apps for children of all ages.<br />

• Increased awareness of the IDÉLLO online platform and resources<br />

• Developed parent confidence in their ability to support their child, even though they<br />

cannot speak French themselves<br />

• Increased awareness of <strong>CPF</strong> youth and member activities<br />

• Recruited parents to volunteer with their Chapters<br />

Chapter volunteers from <strong>CPF</strong> North Wellington, Toronto Midtown West and Hanover<br />

engaged with 190 parents at their respective school community year-end BBQ/picnics.<br />

CONVERSATIONAL FRENCH COURSES (FOR MEMBERS)<br />

Only one Chapter offered the<br />

SUPPORT TO CHAPTERS:<br />

This year our Chapter Development<br />

Officer supported the <strong>Ontario</strong><br />

Chapters by telephone, electronic<br />

communiqués and 14 visits to help<br />

them plan and coordinate activities.<br />

Office staff provided guidance<br />

on new policies, protocols and<br />

procedures and led a “Tips and<br />

Tools for Your Chapter” workshop<br />

held in conjunction with our Family<br />

Conference and AGM.<br />

The Branch supported our Chapters by securing<br />

a commitment from 18 teacher candidates to do<br />

their community placement with <strong>CPF</strong> <strong>Ontario</strong>.<br />

They volunteered a minimum of 3 hours each<br />

per week from September <strong>2019</strong> to April <strong>2020</strong>,<br />

much of that time was dedicated to helping our<br />

Chapters serve over 450 kids. The number of<br />

teacher candidate volunteers was down from<br />

the previous year as a result of the ongoing<br />

labour dispute and strike action at various<br />

school boards across the province. Also, several<br />

events scheduled to take place in March <strong>2020</strong><br />

were canceled with the onset of the coronavirus<br />

pandemic.<br />

<strong>CPF</strong> <strong>Ontario</strong> appreciates<br />

its volunteers!<br />

<strong>CPF</strong> <strong>Ontario</strong> recognized its Chapter leaders and other volunteers by shining a light<br />

on their work and accomplishments at the <strong>CPF</strong> <strong>Ontario</strong> Awards Luncheon held on<br />

October 5, <strong>2019</strong> in Blue Mountain.<br />

The <strong>2019</strong>-<strong>2020</strong> Mlacak Award was bestowed on Mary Cruden in<br />

recognition of her outstanding volunteer contribution to the <strong>CPF</strong><br />

organization, as President of the Branch for four years and as the<br />

Chair of the Advocacy Committee.<br />

In her inspirational acceptance speech, Mary spoke of her calling to<br />

serve in support of official language bilingualism. She reminded all<br />

the members present of her first time participating at a <strong>CPF</strong> event<br />

organized by the local Toronto Chapter and how she became aware<br />

of the amazing work being done by our organization.<br />

She hopes that volunteers will continue the fight to eliminate all<br />

barriers to access quality FSL education.<br />

postpone a number of them as social<br />

distancing became necessary at the<br />

end of March <strong>2020</strong>. We have high<br />

Affairs, Hon. Caroline Mulroney on<br />

December 19, <strong>2019</strong>.<br />

We presented and submitted a brief on the State of<br />

FSL Education in <strong>Ontario</strong>, the <strong>CPF</strong> mandate, and<br />

successful initiatives in support of official language<br />

bilingualism. Minister Mulroney expressed a willingness<br />

to support the FSL teacher supply and demand issue<br />

in collaboration with the Minister of Education. She<br />

confirmed that she would discuss with the Minister<br />

of Education our request to have the FSL Provincial<br />

Working Group reinstated as the forum for collaboration<br />

and consultation with key organizational stakeholders.<br />

Meeting the Policy Makers<br />

Meeting with new Commissioner of French<br />

Language Service Kelly Burke to present the <strong>CPF</strong><br />

mandate, recent successes, and opportunities for<br />

collaboration.<br />

Commissioner Burke expressed her commitment to FSL<br />

education, especially French Immersion as a pathway to<br />

bilingualism. She emphasized a new opportunity to support<br />

FSL education and address formal complaints via the<br />

Ombudsman’s office.<br />

Meeting with Assistant Deputy Minister Jeff Butler<br />

on February 13, <strong>2020</strong>.<br />

The agenda covered the <strong>CPF</strong> mandate, the state of FSL<br />

education in <strong>Ontario</strong>, FSL teacher recruitment and retention,<br />

FSL OLEP (Official Languages in Education Program) funding,<br />

the need to reinstate the FSL Working Group of stakeholders,<br />

and the opportunities for collaboration and enrichment.<br />

Meeting with the Minister of Education, Stephen<br />

Lecce, on March 24, <strong>2020</strong>, was canceled due to the<br />

onset of the coronavirus pandemic.<br />

Alternatively, MPP and Parliamentary Assistant to the Minister<br />

of Education, Sam Oosterhoff, requested a consultation with<br />

<strong>CPF</strong> <strong>Ontario</strong> to gather feedback on the Ministry’s web page:<br />

FSL Advisory Committees and<br />

French Program Reviews<br />

Several FSL Advisory Committees (FSLACs) have<br />

not been activated in this calendar school year.<br />

Sixteen <strong>CPF</strong> representatives sit on 9 district school<br />

board (DSB) FSL advisory committees: Toronto DSB,<br />

Peel DSB, Upper Grand DSB, Bluewater DSB, Trillium<br />

Lakelands DSB, Windsor-Essex DSB, Hamilton-<br />

Wentworth DSB, Grand Erie DSB, Halton DSB.<br />

DELEGATIONS TO SCHOOL BOARDS:<br />

h June <strong>2019</strong>: Helped <strong>CPF</strong> Toronto members with<br />

delegations and attendance at TDSB meetings on the<br />

transportation issue.<br />

h November <strong>2019</strong>: The Halton Catholic Chapter<br />

delegation to the HCDSB Trustees.<br />

h TDSB FSL Program Review: <strong>CPF</strong> representatives<br />

on the TDSB FSLAC diligently presented a case<br />

for reinstatement of transportation to French<br />

Immersion/Extended students. Three <strong>CPF</strong> parent<br />

delegations were made to the Board of Trustees<br />

throughout the review process.<br />

h January <strong>2020</strong>: <strong>CPF</strong> <strong>Ontario</strong>’s Advocacy Committee<br />

delegated to the PDSB to rescind the elimination of<br />

600 grade 1 French Immersion spots in September<br />

<strong>2020</strong>.<br />

for French Network on the Council of Presidents, the Council of Executive Directors, the Chapter Development Officers’<br />

Committee, as well as three National committees.<br />

• The President, Vice-President and the Executive Director of the <strong>Ontario</strong> Branch attended the <strong>CPF</strong> National Networking Meeting<br />

in October <strong>2019</strong> and participated in the training sessions. The <strong>Ontario</strong> Branch project manager presented the national rollout of<br />

Partners Boost our Productivity:<br />

The success of the Provincial Concours d’art oratoire<br />

is dependent on two long-standing partners. We are<br />

extremely grateful to York University Glendon Campus<br />

for providing the venue and the <strong>Ontario</strong> Modern<br />

Language Teachers’ Association for recruiting and<br />

training competent judges.<br />

The win-win partnership between <strong>CPF</strong> <strong>Ontario</strong> and<br />

Camp Tournesol saw more kids enjoying their summer<br />

in French this year, while their parents benefited from<br />

<strong>CPF</strong> events, including our provincial conference.<br />

Two Francophone partner organizations, L’Assemblée de<br />

la francophonie de l’<strong>Ontario</strong> (AFO) and the Fédération<br />

des communautés francophones et acadienne du<br />

Canada (FCFA) joined the FrenchStreet.ca Expansion<br />

Project Advisory Committee. Along with their excellent<br />

counsel, they provided promotional opportunities that<br />

strengthened the project outcomes.<br />

Reflections on our<br />

2015-<strong>2020</strong> Strategic Plan<br />

What we accomplished<br />

The <strong>Ontario</strong> Branch moved our strategic plan forward by<br />

implementing initiatives over the last five years that satisfied<br />

the goals identified for each pillar. The modernization of the<br />

Concours d’art oratoire and the development and expansion of<br />

FrenchStreet.ca have ensured that our deliverables align with<br />

current FSL education thinking and better serve young French<br />

language learners.<br />

Chapter leaders are more knowledgeable about FSL education<br />

advocacy issues and are actively supporting programming for<br />

kids and parents in their communities. We laid the foundation<br />

upon which to build a <strong>CPF</strong> presence and begin serving FSL kids<br />

in Northern <strong>Ontario</strong>.<br />

Our focus on outreach to Francophone community partners<br />

such as Groupe Média TFO, the Assemblée de la francophonie<br />

de l’<strong>Ontario</strong> (AFO) and Alliance Française Toronto, as well as<br />

supportive stakeholder organizations, has helped to create more<br />

resources for FSL students and has shaped a broader movement<br />

around official language bilingualism in the province.<br />

We took care to contribute to organizational changes that<br />

improved our ability to capture the overall impact of our work.<br />

Increase youth participation in French language activities and<br />

community spaces. We will focus on driving experiential activities in<br />

Northern <strong>Ontario</strong> with the support of new partners in the region.<br />

Create and support a strong pool of informed official language<br />

champions and deepen their allegiance to our cause. We will<br />

create additional training opportunities for volunteers to<br />

help them excel in their support of the <strong>CPF</strong> mandate in their<br />

communities…and we will recognize their accomplishments!<br />

DECISION MAKERS<br />

Inform and influencing decision makers on effective FSL<br />

programs and help drive the FSL teacher supply upward. Canadian<br />

Parents for French (<strong>Ontario</strong>) is looking forward to introducing our<br />

members, and the public at large, to a new web-based portal on<br />

Becoming an FSL Teacher in <strong>Ontario</strong>. We are also planning an FSL<br />

awareness event at Queen’s Park to encourage MPPs to join us as<br />

champions of linguistic duality and official language bilingualism.<br />

ORGANIZATION<br />

Canadian Parents for French (<strong>Ontario</strong>) will update and implement<br />

standardized policies and procedures to enhance efficiencies, boost<br />

network collaboration and capture the full impact of our initiatives.<br />
