NATIONAL RETIREE COUNCIL CO-CHAIRS<br />

WHERE DID THE SUMMER GO? Unfortunately,<br />

continued COVID-19 restrictions forced most of us to<br />

trade beaches for backyard inflatable pools and hitthe-road<br />

vacations for TV travelogues. But remaining<br />

safe is the goal and we trust that all of our retiree<br />

community is still doing so.<br />

We were able to convene a CG National Retiree<br />

Council forum, via a three-hour video teleconference,<br />

on 20 August. Both of your co-chairs made it to<br />

CGHQ and joined VADM McCallister (DCMS); RADM<br />

Nunan (CG-1); CAPT Tom King (new Acting CG-13),<br />

and Bob Hinds (CG Retiree Services) to reconnect<br />

with leaders from our 18 Regional Retiree Councils.<br />

Most of our time was spent on receiving updates on<br />

current National Council priorities. Of note, RADM<br />

Nunan and PPC reported that added personnel and<br />

automation continue to whittle away at the Audit Error<br />

Worksheet processing backlog. PPC is on glide<br />

slope to reduce processing time down to 120 days<br />

or less by the end of this calendar year.<br />

We were also honored to be joined by LtGen Pete<br />

Osman, SECNAV (Navy/USMC) Retiree Council Co-<br />

Chair. He briefed us on the status of DOD healthcare<br />

facilities consolidation under the Defense Health<br />

Agency and the possible impacts on military retirees.<br />

Notably, many retirees have been losing access<br />

to local military healthcare facilities and forced to<br />

seek civilian alternatives. LtGen Osman reported<br />

that, in an unprecedented move, all DOD service<br />

secretaries and military chiefs co-signed a letter to<br />

healthcare (shrinkage) stop immediately. This should<br />

be good news to all military retirees that are still<br />

enrolled at military treatment facilities.<br />

We learned that our USCG is currently not meeting<br />

its recruiting goals due to effects of the Coronavirus<br />

pandemic. A recent ALCOAST outlined a new<br />

“Everyone is a Recruiter” incentive program. VADM<br />

McCallister emphasized that this is an area where<br />

our almost 55,000 retirees can be of great help. Our<br />

USCG needs both active duty and reserve enlisted<br />

accessions, along with direct commission aviators,<br />

lawyers, engineers and physician’s assistants on the<br />

officer side. Point any potential candidates to the<br />

closest USCG recruiting office. While retirees can’t<br />

be offered all of the incentives available to those<br />

still wearing a uniform, a letter of thanks and a unit<br />

coin from our Recruiting Command for referring a<br />

candidate will be coming your way!<br />

In an effort to modernize USCG organizational<br />

communications, to include retirees and veterans,<br />

the USCG has launched MyCG. It is available on<br />

the public website: www.work.uscg.mil/mycg. Please<br />

take a look at the USCG’s latest effort to keep the<br />

entire Coast Guard family in the know. We will be<br />

working with CG-13 to identify appropriate info<br />

to post to the “veteran” section of MyCG from the<br />

current retiree services (CG-13) webpage – which<br />

remains active and current with a new webmaster.<br />

Finally, if you have not updated your personal info<br />

in the Coast Guard Direct Access system to include<br />

an email address, please do so ASAP. Electronic<br />

communications are the only way to contact our<br />

retirees in near real time. At last check, only about<br />

55% of our retirees have a personal email address<br />

on file. If you know that your Direct Access user ID<br />

and password are current, simply sign-in at:<br />

hcm.direct-access.us/psp/HCPRD/?cmd=login.<br />

You can then click on “view/change my email<br />

address”. If you require assistance signing into Direct<br />

Access, visit PPC’s Retiree and Annuitant Services<br />

DIRECTOR<br />

GREETINGS FROM THE CG-13 OFFICES AT COAST GUARD HEADQUARTERS. In August,<br />

I reported aboard as the Deputy Director of Military Personnel and relieved CAPT Tony Williams<br />

as the Acting Director of Military Personnel. I want to thank Tony for serving as Acting Director<br />

during the dynamic <strong>2020</strong> transfer season and look forward to working with him as he continues<br />

his critical work as Chief, Office of Military Personnel Policy. Just as my predecessors have<br />

done, I’m dedicated to ensuring the CG Retiree Services Program remains Ready, Relevant,<br />

and Responsive to the Coast Guard and our retiree community – throughout and beyond the<br />

ongoing COVID-19 pandemic.<br />

I also want to extend my appreciation to RADM Jeff Hathaway, USCG (Ret) and MCPO Lloyd<br />

Pierce, USCG (Ret), CG National Retiree Council (CGNRC) Co-Chairs, for their continued<br />

leadership and in guiding the Council’s successful “virtual” <strong>2020</strong> Annual Meeting from CG<br />

Headquarters. As Director of the CG Retiree Services Program and the Commandant’s Executive<br />

Agent to the CGNRC, I remain committed to the important mission and work of the CGNRC.<br />

<strong>The</strong> challenges from the ongoing national COVID-19 pandemic have impacted all of us. It<br />

has forced us to conduct business differently; from coordinating a virtual CGNRC, analyzing<br />

the Audit Error Worksheets process to improve<br />

timeliness and efficiency, to developing new<br />

communication methods with the launching<br />

of MyCG. We must continue to remember the<br />

most valuable resource for the Coast Guard is<br />

people – Active Duty, Reserve, Civilian, Auxiliary,<br />

and Retirees. We will be a stronger and better<br />

workforce as we operate and emerge from the<br />

national pandemic.<br />

BIOGRAPHY OF THE NEW<br />

ACTING DIRECTOR OF<br />

MILITARY PERSONNEL (CG-13)<br />

CAPT THOMAS KING ASSUMED THE DUTIES OF<br />

ACTING DIRECTOR OF MILITARY PERSONNEL<br />

(CG-13) IN AUGUST <strong>2020</strong>, having served as Chief<br />

of Staff for the Fourteenth Coast Guard District from<br />

May 2018 to July <strong>2020</strong>. As Director of Military<br />

Personnel, Captain King oversees Coast Guard<br />

military personnel policy and standards, including<br />

policy development, compensation, housing,<br />

policy sustainment, and retiree services.<br />

Captain King, a Permanent Cutterman, served as<br />

the first Commanding Officer of USCGC MUNRO<br />

(WMSL 755), the Coast Guard’s sixth National<br />

Security Cutter from 2016 to 2018, where he was<br />

responsible for the organization and training of the<br />

initial crew and directing efforts to ensure the unit<br />

met all post-delivery inspections and certifications<br />

to achieve Ready for Operations status. His<br />

previous afloat tours include Commanding Officer<br />

of the USCGC NORTHLAND homeported in<br />

Portsmouth, Virginia and the USCGC NAUSHON<br />

homeported in Ketchikan, Alaska.<br />

His other afloat assignments include serving<br />

as the Assistant Operations Officer on USCGC<br />

RELIANCE; as Operations Officer of the USCGC<br />

ESCANABA; and as the Executive Officer of the<br />

USCGC SPENCER. With the USCGC SPENCER<br />

serving as the first major cutter to respond in<br />

New Orleans following the devastating landfall of<br />

Hurricane KATRINA, Captain King’s leadership and<br />

operational expertise was critical in the evacuation<br />

of over 3,000 citizens and coordination of 22 Coast<br />

Guard units during the immediate humanitarian<br />

crisis.<br />

As a Federal Executive Fellow at Brookings<br />

Institute, Captain King obtained a Certificate<br />

in Policy Strategy. He has earned a Masters in<br />

Marine Affairs from the School of Marine Affairs<br />

at the University of Washington and a Masters in<br />

Joint Campaign Planning from the Joint Forces<br />

Staff College in Norfolk, Virginia. He is a Certified<br />

Government Financial Manager (CGFM).<br />

Captain King’s staff assignments include serving<br />

as the Executive Assistant for the Assistant<br />

Commandant for Resources and Chief Financial<br />

Officer. He also served as a Program Reviewer in<br />

the Office of Budget and Programs where<br />

he reviewed Coast Guard resource policy<br />

and proposals for the Coast Guard’s naval,<br />

aviation, civil and electronics engineering<br />

programs. As the Coast Guard Liaison<br />

Officer to Department of State, he served<br />

as the U. S. enforcement expert during<br />

high-level multinational meetings including<br />

providing exportable fisheries management<br />

and enforcement workshop for Guatemala,<br />

Honduras, and Belize. He also was<br />

assigned to the First District Office of Law<br />

Enforcement as the Assistant Intelligence<br />

Officer and General Law Enforcement<br />

Officer.<br />

His military awards include the Legion<br />

of Merit, Meritorious Service Medals,<br />

Coast Guard Commendation Medals and<br />

various unit commendations. He originally<br />

hails from Agawam, Massachusetts and<br />

graduated from the U.S. Coast Guard<br />

Academy in 1992.<br />

ITEMS OF INTEREST<br />

PATRICIA WARAKOMSKY CELEBRATED 60TH<br />

WEDDING ANNIVERSARY<br />

Captain Robert E. Warakomsky, USCG (Ret.) and<br />

his wife, Patricia E. (Goddeau), celebrated their<br />

60th Wedding Anniversary Aug. 13, <strong>2020</strong>. Robert is<br />

a 1958 graduate from the Coast Guard Academy,<br />

while Pat is a 1959 graduate from St. Luke’s Hospital<br />

School of Nursing. <strong>The</strong>y met at a New Year’s Eve<br />

party, courted each other by letters while Bob was at<br />

sea aboard the Coast Guard Cutter Bibb, and were<br />

married eight months later. <strong>The</strong> wedding was held<br />

at St. Margaret Mary’s Church in Albany, New York.<br />

<strong>The</strong>y honeymooned in the Poconos of PA, and shortly<br />

afterwards, Pat was able to join Bob while he had<br />

shore duty in Bermuda!<br />

Juneau, Alaska; Burke, Va., and currently in Ashburn,<br />

Va. <strong>The</strong>y have four daughters, four sons-in-law, and<br />

ten grandchildren. <strong>The</strong>y are world travelers and have<br />

visited 6 of the 7 continents.<br />

Volunteering and giving back have been very<br />

important for both of them. George Mason<br />

University’s School of Music has benefited greatly<br />

from their countless hours of volunteer service and<br />

sponsoring of music students. Robert served as the<br />

President of the Friends of Music and is currently<br />

serving as the Vice President. He is also active on<br />

the Resident Advisory Committee in the retirement<br />

community where they live. Pat's passion included<br />

volunteering with Friends of the Kennedy Center.<br />

Family and friends celebrated this momentous<br />

occasion with an online Zoom call.<br />

Bob retired from the Coast Guard after 25 years, and<br />

has been an active alumnus ever since. He remains<br />

a volunteer administrator of the CG National Retiree<br />

Help Desk, which he helped to establish in 2006<br />

and was awarded the CG Meritorious Public Service<br />

Award by the Commandant in 2017. Bob also worked<br />

an additional 27 years at three defense companies.<br />

Pat’s professional nursing career had her working 45<br />

years in and out of hospitals, but the majority of her<br />

years were in the Emergency Department.<br />

<strong>The</strong>ir 60 years of marriage had them living in Boston,<br />

Mass.; Cape May, N.J.; Buckinghamshire, England;<br />

‘Everyone is a Recruiter’<br />

Coast Guard revitalizes incentive program<br />

“<strong>The</strong> Coast Guard is hiring and we need your help,”<br />

said Master Chief Jason Vanderhaden, Master Chief<br />

Petty Officer of the Coast Guard, in a recent campaign<br />

video. Coast Guard Recruiting Command is breathing<br />

new life into the “Everyone is a Recruiter” incentive<br />

program that recognizes current active duty, Reserve,<br />

civilian, retirees and Auxiliary personnel who bring<br />

in new members. <strong>The</strong> program has been around for<br />

years, but it is getting a makeover with a few changes<br />

that make getting recognition easier.<br />

Some of the changes to the program include<br />

recognizing members who bring in a new applicant<br />

even if he or she does not make it through basic<br />

training. Prior versions of the incentive program required<br />

recruits to graduate from basic training. Additionally,<br />

new recognition incentives for civilian employees have<br />

been enacted to include recommendations for a 19-<br />

hour Time Off Award, and recognition for Department<br />

of Defense members who may earn the Commandant’s<br />

Letter of Commendation Ribbon Bar.<br />

<strong>The</strong> Coast Guard is looking to recruit at least 6,000<br />

active duty, and 1,000 Reserve members. <strong>The</strong> Coast<br />

Guard’s In-Service Transfer Team is available to<br />

assist active duty members considering transitioning<br />

into Coast Guard Selected Reserve. Applicants may<br />

contact the In-Service Transfer Team at CGR-SMB-<br />

ISTT@uscg.mil.<br />

“Fantastic opportunities exist for those<br />

members looking to depart active duty<br />

but still stay in the Coast Guard,” said<br />

Master Chief Gee Williamson, Master<br />

Chief Petty Officer of the Coast Guard<br />

Reserve. “Active Duty members have<br />

worked hard for their qualifications and<br />

competencies, and those qualifications<br />

and competencies can remain active when<br />

a member joins the Reserve Component.”<br />

“Everyone is a Recruiter” is a simple<br />

concept. <strong>The</strong> professional recruiting<br />

workforce is small at 315 recruiters serving at<br />

56 recruiting offices across the nation. <strong>The</strong>y<br />

cannot be at every high school career day or<br />

college job fair, which is why members<br />

of the Coast Guard family (active<br />

duty, reserve, Auxiliarists,<br />

civilians and retirees) can<br />

help. <strong>The</strong> program acts as<br />

an extra hand for recruiters<br />

to reach people who are<br />

genuinely interested in joining the service based on<br />

communication with other members of the Coast<br />

Guard.<br />

Referring members can recruit new applicants by<br />

building interest, listening to what they want and<br />

relating with positive stories. To begin the process, the<br />

referring member should connect the applicant to the<br />

nearest recruiting office, live chat with a recruiter at<br />

GoCoastGuard.com, or email a Coast Guard virtual<br />

recruiter at HQS-DG-CGRC-VirtualRecruiter@uscg.<br />

mil. To receive credit for a referral, the recruited<br />

applicant must submit the “Everyone is a Recruiter<br />

Referral Contact Sheet” with the referring member’s<br />

information to the recruiter. This form is available<br />

through the applicant’s recruiting office. Requests for<br />

recognition must be received within one year of the<br />

referred applicant joining.<br />

To be eligible to receive recognition, potential members<br />

would need to be applicable to the following programs:<br />

active duty enlisted; Reserve enlisted; All Direct<br />

Commission Officer programs; or Officer Candidate<br />

School.<br />

Coast Guard Recruiting Command has developed an<br />

easy-to-use guide with great tips on how to get<br />

involved. Some of these tips include: being<br />

involved in the community; knowing the<br />

GoCoastGuard.com website and<br />

social media sites; knowing the local<br />

recruiters; being ready to answer<br />

questions; being proud to serve; being<br />

available to make presentations; knowing<br />

bounds; unit involvement; and knowing<br />

recruiting needs. Interested personnel can<br />

also register as a Coast Guard Recruiting<br />

Command “Ambassador” to assist with<br />

organized recruiting efforts.<br />

“Remember, in all you do, our people – you – are<br />

our greatest asset and our most powerful<br />

voice as we build our workforce of<br />

the future,” said Williamson.<br />

it done,” says Retired New York Police Detective<br />

and United States Coast Guard Reservist Chris<br />

Following eight years of Coast Guard active duty,<br />

MK1 Palazzo joined FDNY Rescue 5 on Staten<br />

Island while continuing his service in the Reserve.<br />

On September 11th, 2001, Palazzo was one of<br />

the hundreds of FDNY members that made the<br />

ultimate sacrifice trying to save others.<br />

Irene Palazzo and her husband adopted Jeff at<br />

the age of 5 months from the Angel Guardian<br />

Orphanage in Brooklyn. “He was adopted May<br />

1st,” Irene recalls, “so that became Jeffrey Day<br />

every year his entire life.” Later, Irene gave birth<br />

(surprise!) to a baby girl.<br />

Saving lives was what drew Palazzo to the Coast<br />

Guard in the first place. According to Irene, Jeff’s<br />

first rescue occurred when he was the tender<br />

age of eight. He helped some boaters who had<br />

capsized while sailing.<br />

Jeffrey's wife, Lisa Palazzo, says that years later<br />

when the two were in college together, “I saw<br />

it. It was just clear that college wasn’t his thing.<br />

I was writing all his papers for him!” After their<br />

sophomore year, they were at the New York City<br />

4th of July celebration and Jeff helped some<br />

boaters in distress. “In the process,” Lisa explains,<br />

“he met some Coasties and the rest is history.”<br />

Palazzo served with distinction in the Coast Guard<br />

as a Machinery Technician 1st Class on the Cutter<br />

CAPE HORN at Station Rockaway. He was part of<br />

the crew that decommissioned the cutter in 1990<br />

and then carried on his service at Rockaway.<br />

MK1 Palazzo responded to many high-profile<br />

incidents and large-scale emergencies, including<br />

the sinking of the Bronx Queen, a charter boat off<br />

the Rockaways in rough seas during the winter of<br />

1989. Seventeen passengers from the sinking ship<br />

were successfully saved from the frigid waters.<br />

Years later, MK1 Palazzo was on the first USCG<br />

boat to discover the Golden Venture, a cargo ship<br />

carrying more than 200 immigrants from China that<br />

ran aground in Queens on June 6, 1993.<br />

“We heard the cries of distress in the dark and<br />

we began pulling people out of the water,” says<br />

Guardsman Cassano, who credits MK1 Palazzo<br />

for being directly responsible for saving dozens<br />

of people from the water. “Jeff had a great sense<br />

of urgency and that mentality of being ready at a<br />

second’s notice. We would sleep in our uniforms<br />

in case we got a call in the middle of the night.”<br />

Palazzo served much of his time in Rockaway under<br />

CWO4 Bruce Schneider, who describes him as “a<br />

very ambitious and smart individual. As a Coast<br />

Guardsman, Jeff was focused on rescue through<br />

and through.” So it came as no surprise to Bruce<br />

when his former report decided to change careers<br />

to become a New York City firefighter in 1996.<br />

He spent his first five years with FDNY at Ladder<br />

Company 109 in Brooklyn. In the spring of 2010,<br />

Palazzo joined Staten Island's elite Rescue 5 squad<br />

in Concord.<br />

"He was tremendously sincere," said Firefighter John<br />

Drury of Rescue 5. "He was not only passionate<br />

about his work as a rescue firefighter, but was<br />

always quick to tell you a caring story about his own<br />

family."<br />

Like many of his New York first responder<br />

colleagues, even during his time with FDNY, Jeff<br />

continued his Coast Guard service as a member of<br />

the Reserve. Reservist Cassano said, “Who are the<br />

members of the Coast Guard Reserve in New York?<br />

Police and firefighters. <strong>The</strong>re’s a lot of crossover.”<br />

He continued to work alongside his colleagues<br />

at Station Rockaway for his weekend duty shifts.<br />

When his former commanding officer, CWO4<br />

Schneider, was transferred to Station Chatham<br />

in Massachusetts, Jeff followed him. Schneider<br />

allowed the firefighter to store up his time and work<br />

in Chatham for a week or more at a time.<br />

“Jeff qualified on the new 47-foot motor lifeboat<br />

In Provincetown,” Schneider remembers, “When<br />

he came up, he would get a lot done.”<br />

Like so many of the tragic stories of people who<br />

lost their lives on 9/11, Lisa Palazzo describes<br />

that morning as ordinary, like any other. “I was at<br />

work, so I wasn’t home when he left for his shift.<br />

He left me a voicemail, nothing special, you know<br />

‘Headed to work, I love you.’”<br />

That shift would be Firefighter Palazzo’s last, as<br />

he and ten other members of the Rescue 5 squad<br />

perished trying to save fellow New Yorkers from<br />

the terrorist attack. In all, 343 members of FDNY<br />

were lost in the disaster.<br />

That day, Lisa lost her husband and two young<br />

girls, Nicole and Samantha, lost their father. After<br />

his passing, Lisa wanted to carry on the family<br />

name. She continued the family tradition and<br />

adopted a 13-month old baby from Siberia and<br />

gave him the name, Matthew, which was Jeffrey’s<br />

birth name.<br />

On November 12th of last year, the Coast Guard<br />

announced that two of its new Sentinel-Class<br />

Fast Response Cutters will be named after<br />

MK1 Palazzo and fellow Reservist, Port Security<br />

Specialist 2nd Class Vincent Danz, who also lost<br />

his life on 9/11 as a member of the New York Police<br />

Department Emergency Services Unit (see sidebar).<br />

Coast Guard Commandant ADM Karl Schultz made<br />

the announcement in Battery Park flanked by New<br />

York City Mayor Bill de Blasio, NYPD Commissioner<br />

James O’Neill and FDNY Chief of Department John<br />

Sudnik.<br />

“We are humbled and grateful for the opportunity to<br />

honor these brave men whose service and sacrifice<br />

spanned three great first-responder organizations,”<br />

said Schultz. “<strong>The</strong>ir broad military and public service<br />

to both the nation and city of New York demonstrated<br />

their incredible dedication and character. When the<br />

call came, they answered. We are certain that the<br />

men and women who serve aboard Coast Guard<br />

Cutter Vincent Danz and Coast Guard Cutter Jeffrey<br />

Palazzo in the future will proudly carry on their sense<br />

of honor, respect, and devotion to duty.”<br />

“Firefighter Jeffrey Palazzo bravely served our city<br />

and his country, proudly wearing the uniforms of the<br />

FDNY and United States Coast Guard,” said Fire<br />

Commissioner Daniel A. Nigro. “We will never forget<br />

his bravery and the sacrifice he made working to<br />

rescue those trapped at the World Trade Center. His<br />

legacy will live on through the Sentinel Class Fast<br />

Response Cutter that will bear his name and rescue<br />

New Yorkers from danger for years to come.”<br />

At that ceremony, Matthew Palazzo, a high school<br />

senior who was considering college options,<br />

spoke to a Coast Guard recruiter. What started<br />

as information gathering turned into genuine<br />

interest. He finished basic training at Cape May<br />

on September 4, <strong>2020</strong>, just a week shy of the 19th<br />

anniversary of 9/11.<br />

<strong>The</strong> 17-year old Matthew is now carrying on Jeff’s<br />

tradition of service aboard the USCGC POLAR STAR.<br />

A Sentinel Class Fast Response Cutter will be named for Vincent Danz, who<br />

joined the police department after serving in the United States Marine Corps.<br />

Danz was also a member of Coast Guard Reserve. In the NYPD, he served in the<br />

Emergency Services Unit in the Bronx. He was providing aid to victims on 9/11<br />

during the World Trade Center collapse.<br />

“Eighteen years ago, New York City Police Officer Vincent Danz was a portrait<br />

of courage amid the devastation of the World Trade Center attacks,” said NYPD<br />

Commissioner James O’Neill at the ceremony announcing the naming of the cutter.<br />

“As we think about Vincent’s life, let us always honor – and never forget – his<br />

sacrifice for his colleagues, our fellow New Yorkers and our country. Let this Coast<br />

Guard vessel forever be a beacon to anyone in distress and a reminder of our<br />

collective mission as first responders to always keep one another safe.”<br />

<strong>The</strong> Sentinel Class FRC is a key component of the Coast Guard’s offshore fleet<br />

that is capable of deploying independently to conduct missions that include port,<br />

waterways and coastal security; fishery patrols; search and rescue; and national<br />

defense. <strong>The</strong>y are replacing the 1980s-era Island Class 110-foot patrol boats.<br />

It's Safe to say this year’s Coast Guard Day did not look like any other in my<br />

lifetime! I’m sure that many of you, like me, grieved the loss of the ability to celebrate our<br />

Service in person on its 230th Birthday. Whether you typically mark the day at your local<br />

unit station or travel to Grand Haven for the Coast Guard Festival as I have done in the past,<br />

this year was quite different.<br />

However, we still have much to celebrate. At the Museum Association, we asked ourselves how we could<br />

commemorate the 230 years of Honor, Respect, and Devotion to Duty exhibited by Coast Guard men and<br />

women when it wasn’t possible to do so in person. We set an ambitious goal to add 230 new Plankowners to<br />

the future National Coast Guard Museum. <strong>The</strong>se monthly donors are a truly valuable aspect of our effort to raise<br />

a total of $150 million in public and private funding to make the Museum a reality.<br />

<strong>The</strong> incredible news is that with the help of our Coast Guard Retiree Community, we smashed our goal and<br />

added nearly 400 New Plankowners. If you’re one of our new plankowners, Welcome Aboard! We couldn’t<br />

have done it without you.<br />

Our development team and our dedicated volunteer Board of Directors and Capital Campaign Committee are<br />

the National Coast Guard Museum Association is proud to introduce our<br />

readers to the current aspirational plans for the Security Deck. Our previous<br />

two issues have featured the Safety Deck with the Lifesavers Around the Globe<br />

Wing and the Stewardship Deck detailing the Protectors of the Environment and<br />

Champions of Commerce Wings.<br />

<strong>The</strong> visitor experience will be enhanced with immersive experiences in the<br />

Welcome Deck’s Feature <strong>The</strong>ater and the STEM Discovery Deck’s individual and<br />

group learning experience in Science, Technology, Engineering, and Math.<br />

<strong>The</strong> Security Deck is comprised of two wings detailing the Coast Guard missions<br />

ENFORCERS ON THE SEAS WING<br />

From its earliest days and predecessor<br />

Services, the Coast Guard has had a unique<br />

dual identity—as both a military service and<br />

a maritime law enforcer. Today, the Service<br />

has an ever-expanding global reach and<br />

impact. <strong>The</strong> Enforcers on the Seas Wing<br />

follows the Coast Guard’s law enforcement<br />

operations through time. Individual galleries<br />

and exhibits illustrate the expansion from<br />

tariff enforcement off the eastern coast of the<br />

United States to training and drug interdiction<br />

missions worldwide.<br />

Cutter Evolution Gallery: Visitors get a sense<br />

of Coast Guard cutters throughout history<br />

right up to present day. As cutters<br />

have evolved, they have allowed the<br />

Service to better undertake expanded<br />

missions. <strong>The</strong> history of cutters is not<br />

just technological—it is connected<br />

to stories of great battles, strong<br />

leaders, and changing cultural<br />

values. From wooden sailing<br />

ships to iron-clad warships, since<br />

1790, these ships have travelled<br />

the oceans undertaking defense<br />

and enforcement missions.<br />

Early Law Enforcement<br />

Gallery: “A few armed vessels,<br />

judiciously stationed at the<br />

entrances of our ports, might at<br />

a small expense be made useful<br />

sentinels of the law.” — Alexander<br />

Hamilton, 1790<br />

<strong>The</strong> Coast Guard’s law enforcement<br />

mission started with tariff enforcement<br />

on America’s east coast and quickly<br />

expanded. Soon, revenue cutters were<br />

capturing pirates in the Caribbean and<br />

upholding justice in Alaska. This gallery will<br />

help users to understand Posse Comitatus<br />

and the unique nature of the Coast Guard<br />

as an Armed Service.<br />

Rum Wars Gallery: Booze. Hooch. Rum.<br />

During the 1920’s, alcohol by any name<br />

was illegal to buy, sell, or drink in America.<br />

With no one other federal agency to enforce this<br />

law at sea, the Coast Guard stepped up to the<br />

task. <strong>The</strong>se “Rum Wars” would push the Coast<br />

Guard to innovate and grow like never before.<br />

Operations during this time had a major impact<br />

on how the Service operated in the future.<br />

War on Drugs Gallery: <strong>The</strong> Coast Guard battles<br />

stealthy smugglers at sea. <strong>The</strong>se foes use superfast<br />

boats and makeshift submarines to bring<br />

illegal drugs into the country. <strong>The</strong>y are difficult<br />

to detect and even trickier to catch. To outwit<br />

them, the Coast Guard must think and act fast —<br />

constantly innovating technologies and tactics.<br />

<strong>The</strong> story of enforcement hero SCPO Terrell Horne<br />

will be explored here.<br />

Boarding Party Escape Room Experience:<br />

One of the peak visitor experiences on this deck<br />

places people in the shoes of a boarding party.<br />

Given clues along the way, individuals and<br />

groups will need to search for contraband items<br />

commonly found aboard. Secure the items and<br />

stay safe to succeed in this mission!<br />

Training the World Gallery: <strong>The</strong> Coast Guard<br />

shares skills with nations around the globe to<br />

THE LONG BLUE LINE FALL <strong>2020</strong><br />

help them tackle piracy and illegal trafficking<br />

on their own shores. Many countries lack the<br />

resources to enforce maritime laws, giving<br />

rise to security deficits on the seas. <strong>The</strong> Coast<br />

Guard’s International Training Division conducts<br />

both classroom and on-hands training to nations<br />

eager to improve law enforcement, environmental<br />

protection patrols, and SAR operations in their<br />

waters.<br />

Port and Waterway Security Gallery: Along with<br />

search and rescue, port and waterway security<br />

is the Coast Guard’s primary homeland security<br />

mission. Coast Guard members protect marine<br />

resources and maritime commerce, as well as<br />

those who live, work, or recreate on the water.<br />

<strong>The</strong> inspection and monitoring roles of both active<br />

duty and the Auxiliary will be explored in this<br />

gallery. Port and waterway security also involves<br />

prevention of terrorist attacks and response when<br />

terrorist acts do occur.<br />

Migrant Operations Gallery: Coast Guard<br />

migrant interdiction operations are as much<br />

humanitarian efforts as they are law enforcement<br />

actions. Thousands of people try to enter this<br />

country illegally every year by sea. Packed into<br />

crowded, unsafe boats, undocumented migrants<br />

risk their lives to cross our borders. In mass<br />

migration crises and during routine patrols, the<br />

Coast Guard rescues migrants from danger and<br />

ensures the security of our borders.<br />

DEFENDERS OF OUR NATION WING<br />

<strong>The</strong> Coast Guard has fought in every major<br />

American conflict since its establishment. During<br />

each engagement, its duties and technologies<br />

have evolved to better defend our country against<br />

maritime threats. <strong>The</strong> Defenders of Our Nation<br />

Wing uses bold images and iconic settings to<br />

present a chronological journey through the<br />

Coast Guard’s involvement in American conflicts<br />

at home and overseas.<br />

First Hundred Years Gallery: <strong>The</strong> Revenue<br />

Marine, later called the Revenue Cutter Service,<br />

began by enforcing tariff laws. Congress soon<br />

gave it a new mission — to defend a young Nation<br />

from aggressors. <strong>The</strong> Service first went to battle<br />

against the French in the Quasi War of 1797. For<br />

the next century, the Service expanded its combat<br />

skills as it fought beside the U.S. Navy in every<br />

major American war including the War of 1812,<br />

the Civil War and the Spanish-American War.<br />

Armed Force Enters World War I Gallery: In<br />

1915, the Revenue Cutter Service merged with<br />

the U.S. Life-Saving Service to create the Coast<br />

Guard, a new branch of the U.S. military. Two<br />

years later, with America on the brink of entering<br />

WWI, the force officially transferred to the<br />

Department of the Navy. By the war’s end, the<br />

service had transformed into a true armed force.<br />

Trial By Fire World War II Gallery: As America<br />

plunged into World War II, the Coast Guard<br />

expanded its responsibilities again. Members<br />

sunk enemy submarines as they had in WWI. But<br />

they also crewed Navy vessels and led shore<br />

landings. <strong>The</strong>y patrolled beaches and protected<br />

shipping routes. On the homefront and overseas,<br />

the Coast Guard stepped up to serve. This gallery<br />

will feature the Battles of the Pacific and Atlantic,<br />

the SPAR’s and a major presentation of Douglas<br />

Munro, the only Congressional Medal of Honor<br />

recipient in Coast Guard History.<br />

Redefining Defense Roles Gallery: After WWII, a<br />

different kind of conflict appeared on the horizon.<br />

As the tensions of this Cold War grew, the Coast<br />

Guard set a new course. It no longer integrated<br />

its members and vessels directly into Navy<br />

operations during wartime. Instead it took the<br />

lead on the missions it knew best. Now members<br />

focused on protecting ports, inspecting ships and<br />

rescuing vessels in distress. This gallery tells the<br />

story of the Service’s role in Korea, Vietnam and<br />

the Cold War.<br />

Modern Combat Gallery: Today the Coast Guard<br />

stands strong as a distinct military service. Our<br />

deployable forces take on specialized operations<br />

that other military services do not. Ready to move<br />

at a moment’s notice, they protect critical assets,<br />

secure waterways and tackle terrorist threats all<br />

over the world. Exhibits include 9/11, the Persian<br />

Gulf War, Port Security Units and K9 explosive<br />

detection teams.<br />

<strong>The</strong> Armed Forces Retirement Home (AFRH), with<br />

locations in Washington, DC and Gulfport, MS,<br />

continues to welcome new residents.<br />

Our healthy, vibrant and sought-after retirement<br />

community for eligible veterans offers affordable<br />

independent living opportunities at rates that will<br />

remain unchanged through 2021!<br />

Maintaining the health of our residents and staff<br />

during COVID-19 remains our highest priority.<br />

Thanks to multiple protections in place – including<br />

continuous Covid-19 surveillance testing, social<br />

distancing, the wearing of masks and use of hand<br />

sanitizers– the Home has experienced very few<br />

cases among residents during this extraordinary<br />

To qualify to live at AFRH, veterans are eligible<br />

from one of three main categories:<br />

Category 1: 60 years of age or older and served<br />

at least 20 years on active duty, with the majority of<br />

that time spent in the enlisted ranks or as a warrant<br />

officer. 85% of our residents spent a career in the<br />

military.<br />

Veterans who spent the majority of their service<br />

time in the enlisted ranks but did not serve at least<br />

20 years on active duty may be eligible under:<br />

Category 2: Veterans who have at least a 50%<br />

service-connected disability, or<br />

Category 3: Veterans who served in a war theater<br />

(such as in Vietnam, Kuwait, Iraq and Afghanistan)<br />

and now have an injury, disease or disability.<br />

Rooms are currently available at both locations<br />

with no waiting period, down payment or contract<br />

required! For eligible veterans moving into AFRH<br />

in <strong>2020</strong> and 2021, the rate for independent living<br />

is 46.7% of the resident’s gross monthly income<br />

or $2,050.00, whichever is less.<br />

All applicants must be able to live independently<br />

upon moving to the AFRH. <strong>The</strong> Home also<br />

provides advanced levels of care to our residents<br />

after they have been accepted into independent<br />

living. <strong>The</strong>se include assisted living, long-term<br />

care, and memory support.<br />

Is Your Income Tax<br />

Withholding Correct?<br />

If your income changes, you move to another state, or there are changes in the tax laws, you should<br />

look at the federal or state income tax withholding information in your account.<br />

As you know, the Tax Cuts and Jobs Act of 2017 brought many changes, some of them quite<br />

recently.<br />

One is that the Internal Revenue Service (IRS) issued a new <strong>2020</strong> IRS Form W-4 that is quite different<br />

than previous Form W-4s. We were delayed for a period of time earlier this year in processing new<br />

Form W-4s sent by retirees because the form required extensive system reprogramming due to<br />

the considerable changes.<br />

At this time, the system reprogramming and revised federal tax withholding area is in place, so<br />

that you can make changes to your federal withholding in Direct Access Self Service based on<br />

the new <strong>2020</strong> IRS Form W-4. For some retirees who already sent us a new <strong>2020</strong> IRS Form W-4, you<br />

may notice that your federal tax withholding looks slightly different.<br />

Another change is that recent tax tables from the IRS created some withholding changes, even for<br />

those who did not request a change to their individual withholding. Some retirees have contacted<br />

PPC RAS because they were concerned about those changes.<br />

if your withholding meets your current need.<br />

RET-2 to RET-1<br />

(on 60th Birthday)<br />

PPC-RAS<br />

CG-PPC will attempt to contact members regarding<br />

RET-1 requests no less than six months in advance<br />

of member’s 60th birthday at the last known address. If<br />

a member has not been contacted, it is the member’s<br />

responsibility to apply for RET-1 retired pay through<br />

CG-PPC by submitting a Trouble Ticket to CG-PPC at:<br />

www.uscg.mil/ppc/ccb/.<br />

Member shall complete and submit original CG-<br />

4700 (Retired (Active or Reserve) Pay Account<br />

Worksheet and Survivor Benefit Election) to CG-PPC<br />

(RAS). This form cannot be submitted electronically; it<br />

must be printed, signed, and mailed to CG-PPC (RAS) at:<br />

retirement eligibility date may be entitled to retroactive<br />

pay, up to six years, as long the member was not in a<br />

USID Cards<br />

In accordance with DoD policy guidance issued on 8 September <strong>2020</strong>, use of expired USID cards<br />

for uniformed retirees, dependents, and annuitants has been extended through JUNE 30, 2021. You<br />

are still encouraged to check with RAPIDS facilities in your area to see if they are issuing ID cards at:<br />

years and older) are not affected.<br />

Social Security Tax<br />

Deferral Due to COVID-19<br />

Uniformed USCG, USPHS, and NOAA retirement pay is NOT affected by the Social Security tax deferral<br />

due to COVID-19. Uniformed retirement pay is considered a pension not subject to Social Security payroll<br />

taxes (also known as Federal Insurance Contributions Act (FICA) taxes).<br />

When logging into Direct Access to verify<br />

your mailing address please be aware of the<br />

following issue regarding the forgot password<br />

feature:<br />

During a recent Direct Access (DA) system<br />

upgrade, the forgot password security<br />

question "What is your mother's maiden name?"<br />

was disabled in DA to reduce the possibility<br />

of a compromise of personally identifiable<br />

information (PII). For users who originally chose<br />

this as a security question, the hint question will<br />

now default to "What town were you born in?"<br />

but the ANSWER has NOT changed from what<br />

the user originally established for "What is your<br />

mother's maiden name?"<br />

It is recommended that users who originally<br />

selected "What is your mother's maiden name?"<br />

as their Forgot Password security question,<br />

log into DA and follow the user guide below to<br />

change the security question, answer, or both.<br />

Income Tax Withholding Changes<br />

withholding (retirees can call, e-mail, fax or use<br />
