ANNUAL MEETING TO BE HELD<br />

BY ZOOM IN NOVEMBER<br />

The annual meeting of the <strong>Westlake</strong> Civic Improvement Association will<br />

be an open meeting for all homeowners and will be held by Zoom on<br />

a date that will be announced in your annual meeting notice package<br />

which is being mailed to every homeowner in both subdivisions.<br />

We encourage you to attend this meeting, meet the Board members<br />

for <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong> and participate in the election.<br />

Homeowners will be sent a link to the annual meeting through Town<br />

Square. An announcement will be made by info.westlake@gmail.com<br />

and probably on nextdoor for the two subdivisions.<br />

All electronic invitations will be sent by Town Square, so if you are not<br />

signed up, please sign up now. If you do not have access to a computer,<br />

please refer to your US mail announcement, proxy, 2021 Budget and<br />

other important documents which will be sent in late September in our<br />

annual mailing to homeowners.<br />

We are sorry we cannot get together in person this year. We always enjoy<br />

talking with homeowners at the annual meeting.<br />

9 TIPS FOR AUTUMN<br />

1) School is in session. Please drive slowly when a school bus or children<br />

are present. These youngsters have just finished a summer of freedom<br />

and they may not behave in an orderly fashion for several weeks.<br />

Anticipate the worst when driving. It is illegal to pass a school bus (from<br />

either direction) when the lights are flashing. Slow down in school zones,<br />

watch your speed. Do not talk on a cell phone in a school zone.<br />

2) Demand that your teenagers NOT text while driving. The reasons you<br />

have to state the obvious are simple: it is a VIOLATION of TEXAS LAW to<br />

text while driving and it is certainly risky behavior that could relate in<br />

death.<br />

3) As school starts, junior and senior high school children will be<br />

“hooking up” with old friends. This includes gangs. Monitor your child’s<br />

activity closely. Changes in behavior, clothing, attitude, study habits,<br />

extra-curricular activities, etc., could signify rough times ahead if a gang<br />

is looking good to your child. Don’t be shy about searching your child’s<br />

room, car, backpack, etc. You are the parent.<br />

4) Gangs: If you see groups of youth who look suspicious, call the Sheriff’s<br />

Office at 713-221-6000. If the juveniles (or older teens) are in the act of<br />

committing a crime, call 9-1-1. Please advise Annette Baldwin by email of<br />

gang-like activity with date/time/place.<br />

5) K-2. K-2 was the “legal” marijuana that had been spreading rampantly<br />

across Texas for about three years. Children smoke K-2 for a quick buzz.<br />

The herb is soaked in various chemicals, such as Formaldehyde and other<br />

exotic chemical combinations. These chemicals can cause severe bleeding<br />

of the sinuses as well as the lungs. Protracted use can lead to kidney failure,<br />

heart failure and permanent lung and brain damage. Be on the look-out for<br />

small bags of herbs. This will, in all likelihood, be K-2. The Texas Legislature<br />

passed a law banning K-2 and other such substances in Texas.<br />

6) Report on-going suspicious activity to Annette Baldwin. If you see a<br />

pattern of unexplainable behavior such as cars driving up to a house,<br />

someone coming out and making a hand off for cash, this is probably<br />

a drug house. Please let her know about this so that she can advise our<br />

deputies and the undercover team in the Sheriff’s Office. It is important<br />

that all residents understand how the neighborhood security works.<br />

Report on-going activity to Annette Baldwin, report suspicious people or<br />

activity to the Sheriff by calling 713-221-6000, report a crime in progress<br />

or other emergency to 9-1-1.<br />

7) Lock your vehicles: on the street or on your driveway. Remove anything,<br />

ANYTHING, from these vehicles. If you don’t, your personal items will likely<br />

be stolen. Your car might even be stolen. The incidence of BMVs (Burglary<br />

of Motor Vehicles) has increased dramatically in the past 24 months. Kids<br />

walk down the street “pulling doors.” If it’s open, it’s fair game. These same<br />

kids also walk onto the driveways and “pull doors.” If it happens to be a<br />

old kid and you have left something valuable in your locked vehicle, the<br />

window can be smashed and the contents stolen in less than 45 seconds.<br />

98% of our BMVs are unlocked vehicles. If you own a work truck or van<br />

that contains tools, park the vehicle in your garage. Many different groups<br />

of professional thieves have been working the north of I-10 area to locate,<br />

break into or steal these vehicles for the value of the untraceable tools.<br />

If your vehicle has expensive, high profile wheels and tires, park it in the<br />

garage. There are professional thieves who specialize in the theft of these<br />

wheels and tires who also work this side of I-10. It would seem that the<br />

people on the south side of I-10 aren’t experiencing this as much as we<br />

are because they park their vehicles in their garages.<br />

8) Burglaries: With the children in school, the neighborhood will<br />

become quiet during the day. This is an ideal time for amateur burglars<br />

(professionals prefer higher end homes with more expensive items to<br />

steal) to launch their assault and break into homes. Some homes are so<br />

easy to break into that it is laughable. Secure your windows with locks.<br />

If you have the older, builder locks, you’ll want extra window protection.<br />

Check with Home Depot or Lowes for home security products. Always<br />

secure the front and back doors with a three inch screw as well as an<br />

extra long, key-locking deadbolt. Secure all windows, sliding glass doors<br />

and garage doors. If you have windows in your garage doors, consider<br />

replacing the doors at the first opportunity or cover the windows so that<br />

these thieves cannot see to trip your garage door opener. Remember, the<br />

BARS (Burglary Apprehensions Response Squad) was disbanded. At one<br />

time, we had 10 deputies assigned strictly to investigating burglaries; one<br />

sergeant commanded this group and he was an expert. The number of<br />

deputies in BARS was slowly reduced over time as these deputies were<br />

pulled into District Patrol Calls. There is no longer a BARS unit; now we have<br />

one detective assigned to follow up home burglaries and home invasions.<br />

Needless to say, the burglars aren’t being caught. Some home invasion<br />

suspects are being caught. The end result is this: the same burglars are<br />

free to commit burglaries over and over and over again. The 40% clearance<br />

rate we saw with BARS is diminished to almost nothing. Statistics on the<br />

Safe Home Investigators have not been shared with the people who live<br />

in the district. We do know, however, that “daytime solicitors” are causing<br />

a problem. Call the Sheriff’s Office regarding any solicitors who approach<br />

you during the day. These people have a high probability of being<br />

burglars. They need to be removed from the subdivision.<br />

9) Graffiti: This is on the upswing. Tagging and graffiti have been a serious<br />

problem both in the subdivisions and the commercial areas for quite<br />

some time. The problem has been escalating in some subdivisions. Some<br />

of this tagging is gang related. Some is not. All of it is an insult to those<br />

of us who live, shop, attend school and spend most of our lives on the<br />

north side of I-10. We strongly suggest that you mention to a manager<br />

or owner that you are not pleased with the graffiti on his/her store and<br />

get adamant about the removal of the graffiti immediately. Several<br />

commercial buildings in this area have cleaned up all or part of their<br />

graffiti. However, a plan needs to be in place for commercial building<br />

owners to remove graffiti as soon as it seen.<br />

With autumn well underway, get ahead of the curve. Don’t be a victim of<br />

criminal activity. Christmas is just around the corner.<br />

ALARM PERMITS<br />

Alarm permits in Harris County (not within the city limits, that’s us,<br />

folks), are obtained through the Harris County Alarm Detail. A permit<br />

application can be found at www.hcso.hct.net. The application can be<br />

printed from the website, then completed and mailed to their office<br />

with the applicable fee. Should you have any questions or need a form,<br />

contact the Alarm Detail at 713-755-4600 during normal business hours.<br />

There is a charge for the initial permit and for each annual renewal. If<br />

you are over 65, special rules apply. When installing a new alarm, don’t<br />

let your alarm company do the registration. Many of them automatically<br />

process these through HPD and your alarm will never be answered.<br />

DEED RESTRICTIONS IN PLAIN ENGLISH<br />

The Deed restrictions are posted on our website: westlakecia.org. There<br />

are two sets of deed restrictions: one for <strong>Westlake</strong> and one for <strong>Westlake</strong><br />

<strong>Forest</strong>. Become familiar with the deed restrictions so that you do not<br />

unintentionally violate them.<br />

Everyone who lives in <strong>Westlake</strong> or <strong>Westlake</strong> <strong>Forest</strong> should have a copy<br />

of the deed restrictions. Homeowners are supposed to receive these at<br />

their closing. Renters are supposed to be given a copy by their landlord.<br />

The deed restrictions are written fairly clearly, however the enormity of<br />

the paperwork often stops some people from reading them. The WCIA<br />

Board will occasionally provide information about specific sections of<br />

the deed restrictions throughout the coming year. We hope this serves<br />

to clarify any questions you might have about your responsibilities as a<br />

homeowner or renter.<br />

One of the most important concerns of the covenants is the protection<br />

and maintenance of a neighborhood as a residential, not a commercial,<br />

place to live. Those people who are operating retail businesses which<br />

attract traffic and cause parking problems, sign postings on the median<br />

and on the county right-of-way, are in violation of not only the deed<br />

restrictions regarding commercial businesses being operated from the<br />

home but also of state law. This includes yard sales. Excessive (more<br />

than two) yard sales per year are strictly prohibited in both <strong>Westlake</strong><br />

<strong>Forest</strong> and <strong>Westlake</strong>. If you have a sales tax permit for your yard sales, as<br />

required by the Texas Comptroller of Public Accounts, you do not have<br />

the right to hold a yard sale more than twice a year from your home in<br />

these subdivisions.<br />

Other articles in the deed restrictions offer specificity about the<br />

maintenance of your home. This is the short version of those articles.<br />

Keep your gutters and downspouts cleaned and in good repair; if gutters<br />

and downspouts are not vinyl, paint these when you paint your home or<br />

sooner if necessary. Repair exterior wood surfaces on your home, which<br />

are rotting. Keep your house exterior painted; when painting remove<br />

and replace rotting wood on the exterior siding, window trim, soffits and<br />

submit a sample of the color(s) you would like to use to the Board for<br />

approval before painting.<br />

Replace your roof when it begins to show wear. This is protection for your<br />

home that also has a ripple effect on the neighborhood. Swaying, flaking<br />

roofs are very unattractive and lead to dangerous leaks that become<br />

very costly. If you change the color or type of your shingles, submit a<br />

sample to the Board for architectural control approval. There are some<br />

restrictions on the type of shingles you can use.<br />

Do not leave oil or other spots on your driveway. Remove these<br />

immediately as the concrete is quite porous and postponing the removal<br />

makes the process very difficult. Keep your flowerbeds weeded. Trim<br />

your trees and shrubs. Mow your lawn weekly in the growing season.<br />

Edge all sidewalks and driveway areas. If you self-mulch, make sure the<br />

mulching is evenly distributed into the lawn area. If you do not selfmulch,<br />

bag all clippings and place these on the curb on trash pick-up<br />

day. Keep all bushes trimmed. Remove dead plantings, bushes and trees<br />

from your immediately. Mulch garden areas and flowerbeds at least once<br />

per year. Keep your lawn, trees, shrubs, bushes and plantings watered so<br />

all remain healthy and have a good appearance.<br />

Keep your fence boards in good condition. If fence boards rot, replace<br />

them. Keep your gate in good condition as well. Replace the gate if<br />

necessary. Since our subdivisions are both over 30 years old, many gates<br />

have begun to sag. Some are not operable. Replace the gate, the post<br />

and concrete if this is the case with your gate.<br />

Keep unsightly junk (refrigerators and other appliances, construction<br />

debris, car parts, etc) in the garage. Keep garage cans and bagged trash<br />

out of view from the street.<br />

Since our homes were built, many new technologies have been<br />

developed. Instead of replacing siding with wood, you can choose hardiplank,<br />

which is a formulation of concrete that lasts much longer than<br />

wood. Vinyl siding has become very popular as a permanent solution to<br />

painting. Be sure to submit the color to the WCIA architectural control<br />

committee for approval. Vinyl windows are also becoming very popular<br />

as both an attractive alternative to the original aluminum windows and<br />

an energy saving and sound proofing tool. If you plan to change the<br />

architectural look of your home with your vinyl windows, please submit<br />

these choices to the architectural control committee for approval. Many<br />

homeowners who replace their roofs are installing hurricane straps<br />

during the process of roof replacement. Hurricane straps are attached<br />

to the roof and the interior framework for better resistance to sustained,<br />

high winds.<br />

In short, use common sense when maintaining your home. The deed<br />

restrictions simply restate the known and accepted standards of<br />

maintenance and preventive maintenance items for a home. Don’t<br />

overlook the obvious. If you receive a letter from the management<br />

company about a problem with your home, address the issue quickly to<br />

avoid costly deterioration.<br />

WATCH FOR EMERGENCY FIRE AND<br />

AMBULANCE EQUIPMENT IN THE SUBDIVISION<br />

A while back an event took place in one of our subdivisions, which was<br />

rather thought provoking, indeed. It seems that the fire department<br />

equipment was blocking the street at a scene and one of the neighbors<br />

actually asked the personnel to move the vehicles! Please, people, think<br />

about this. Everything isn’t about you all of the time. There is a basic<br />

protocol, at one time understood by all who resided in the USA, when it<br />

comes to emergency vehicles. For those of you who might have forgotten<br />

or simply never knew what to do, here is the protocol:<br />

1) Do not approach emergency personnel (fire, ambulance or police)<br />

when they are at a scene<br />

2) Do not ask emergency personnel to “move their equipment”<br />

3) Do not park close to the equipment<br />

4) Do not hinder loading or unloading of equipment with your vehicle<br />

5) Do not “drive up” on the scene - take an alternate route or wait<br />

6) Do not attempt to engage emergency personnel in conversation until<br />

the scene is cleared-that would be when they are leaving the area.<br />

For most of us, these are common sense issues. An ambulance is not there<br />

vehicle is not there for coffee. These are our emergency personnel. Please<br />

TEXAS TRANSPORTATION CODE<br />

JUNKED VEHICLES<br />

§ 683.071. DEFINITION. In this subchapter, “junked[0] vehicle[0]” means a<br />

vehicle[0] that is self-propelled and:<br />

(1) does not have lawfully attached to it:<br />

(A) an unexpired license plate; or<br />

(B) a valid motor vehicle[0] inspection certificate and<br />

(2) is:<br />

(A) wrecked, dismantled or partially dismantled or discarded or<br />

(B) inoperable and has remained inoperable for more than:<br />

(i) 72 consecutive hours, if the vehicle[0] is on public property or<br />

(ii) 30 consecutive days, if the vehicle[0] is on private property.<br />

Translation: Do not leave junk cars on your property. The fines are<br />

substantial. If your car does not operate and you want to keep it, put the<br />

vehicle in your garage. If your car is not inspected and not registered, put<br />

it in the garage. A word to the wise should be sufficient.A new emphasis<br />

is being placed on junk vehicles in our neighborhoods. Do not park any<br />

vehicle on your lawn at anytime.<br />

PARKING LAWS STRICTLY ENFORCED<br />

Street parking is a problem in both <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong>. Cars parked<br />

on the street, even when parked legally, can be a hazard to the community both<br />

in terms of safety and appearances. Communities with open streets, which are<br />

easily navigable are far preferable to those with the cluttered look of helter-skelter<br />

vehicle parking. The Texas Traffic Code stipulates the following laws on parking:<br />

• Park no less than 30 Feet from stop sign<br />

• Park no less than 20 Feet from cross walk<br />

• Park no more than 18” from curb - parallel to curb, turned toward curb,<br />

car locked<br />

WITH the traffic direction<br />

• Park no more than 48 hours on a public street - sticker after 48 hours/<br />

tow after additional 48 hours<br />

• No parking on the sidewalks (except where sidewalk crosses driveway)<br />

• Park no less than 15 ft from fire hydrant<br />

• Do not park so that your vehicle obstructs another’s driveway<br />

• Vehicles parked on street must show valid current registration &<br />

inspection<br />

It is a FELONY if your dog has bitten someone before and is now known to<br />

number as well as the nearest street address and call 713–207-2222 or go<br />

to their website and complete an on-line form. It is very important that nonworking<br />

Cherry Lollipops<br />

You could make this on National Candy Day <strong>November</strong> 4th!<br />

INGREDIENTS:<br />

Nonstick cooking spray<br />

3/4 cup granulated sugar<br />

1/2 cup light corn syrup<br />

1/4 cup butter<br />

1 box (3-ounce) cherry gelatin dessert mix<br />

Special Equipment:<br />

20 (4-inch) lollipop sticks<br />

Metal tablespoon-size measuring spoon<br />

Candy thermometer<br />

DIRECTIONS:<br />

Spray 2 large baking sheets with nonstick spray. Arrange 10 lollipop<br />

sticks on each baking sheet, spacing evenly apart.<br />

Stir sugar, corn syrup and butter in small saucepan over low heat until<br />

sugar has dissolved. Slowly bring to boil, stirring frequently. Continue<br />

cooking for 7 minutes or until candy thermometer registers 275 degrees.<br />

Stir in gelatin until smooth. Using metal tablespoon and working quickly,<br />

spoon syrup over one end of each lollipop stick. Cool completely.<br />

Wrap each lollipop in plastic wrap and store in airtight container.<br />

Amish White Bread<br />

You could make this on Homemade Bread Day <strong>November</strong> 17th!<br />

INGREDIENTS:<br />

2 cups warm water (110 degrees F/45 degrees C)<br />

2/3 cup white sugar<br />

1 1/2 tablespoons active dry yeast<br />

1 1/2 teaspoons salt<br />

1/4 cup vegetable oil<br />

6 cups bread flour<br />

DIRECTIONS:<br />

In a large bowl, dissolve the sugar in warm water and then stir in yeast.<br />

Allow to proof until yeast resembles a creamy foam. Mix salt and oil into<br />

the yeast. Mix in flour one cup at a time. Knead dough on a lightly floured<br />

surface until smooth. Place in a well oiled bowl and turn dough to coat.<br />

Cover with a damp cloth. Allow to rise until doubled in bulk, about 1 hour.<br />

Punch dough down. Knead for a few minutes and divide in half. Shape<br />

into loaves and place into two well oiled 9x5 inch loaf pans. Allow to rise<br />

for 30 minutes or until dough has risen 1 inch above pans.<br />

Gardening Tips<br />

for <strong>November</strong><br />

• Brown patch will continue to plague St. Augustine lawns as<br />

nights get cooler and humidity and rain continue. Discolored<br />

circles will appear in low areas almost overnight. Apply a fungicide<br />

recommended for brown patch according to label directions. Avoid<br />

walking through brown-patched turf. It spreads easily from the<br />

bottom of your shoes. If brown patch appears in the same lawn<br />

areas every year, add an inch or two of sandy topsoil to eliminate<br />

those low spots.<br />

• Fertilize St. Augustine turf with a winterizing formula to promote<br />

root growth over the winter months. Lower your lawn mover blades<br />

now and mow on a schedule that cuts no more than one-third of<br />

the grass blade away.<br />

• As chrysanthemums and other perennials finish blooming, cut<br />

flowering stalks to the ground to permit all strength to be used in<br />

making root growth.<br />

• Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now.<br />

Keep up spraying program and water deeply.<br />

• Remove dead foliage and plant debris to help eradicate insects<br />

and disease organisms. Thin out and transfer volunteer seedlings.<br />

Beds made now will benefit by weathering before being planted. If<br />

soil is heavy, dig six inches deep, leave rough, cover with gymsum<br />

and strawy manure, water and allow to mellow.<br />

• Bananas are more likely to bear fruit if the trunk does not die back<br />

in winter. Cut banana stalks back to six feet, wrap with newspaper<br />

and burlap.<br />

• Continue mulching for winter. Build up a thick top mulch to protect<br />

roots from freezing and winter drying. Don’t throw away those pine<br />

tree needles; they make great acidic mulch for azaleas, gardenias<br />

and next Spring’s impatiens.<br />

• Place pansies in beds after weather has cooled. Use a little blood<br />

meat mixed in soil under each plant.<br />

• Now is the best time to plant trees and shrubs.<br />

Mashed potatoes, homemade apple pie, stuffing, hot<br />

dinner rolls with melted butter, creamed corn, green<br />

bean casserole, salad with all the fixins’ and of course<br />

the main dish - the BIRD. All of this equals at least<br />

2,000+ calories. What is a holiday food enthusiast<br />

to do? Yes, you CAN avoid the holiday weight gain!<br />

• Drink H2O before you eat: chances are, you are<br />

thirsty before any and every meal; drink a full glass<br />

of water to quench your thirst first, then notice you<br />

protein, carbohydrate and again, water.<br />

• On the side: those side dishes - mashed potatoes,<br />

dishes; make sure to keep these portions small.<br />

• NO to salad dressing: hooray there is a salad! BUT<br />

- that tasty dressing (ranch, thousand island, French,<br />

Russian, balsamic vinaigrette, etc.) will reverse the<br />

purpose of the ruffage; instead, make your own<br />

dressing at home and bring it with you or simply ask<br />

for olive oil, salt & pepper and maybe a hint of lemon.<br />

• Walk it off: finished eating? Go for a WALK; football<br />

can wait (yes, even the college games), because your<br />

TO ALL KATY AREA STUDENTS<br />

Through an extended waiver from the U.S. Department of Agriculture<br />

(USDA) and Texas Department of Agriculture (TDA), Katy ISD began<br />

providing free meals to all Katy area students on Monday, September 21 st .<br />

Students can receive breakfast and lunch at no cost through December<br />

31 st or pending available funds through the USDA and TDA.<br />

“All students are eligible for one breakfast and one lunch meal per day<br />

per federal guidance,” said Nutrition & Food Service Executive Director<br />

Donna Pittenger. “Parents can however add funds to their student’s Pay<br />

N’ Go meal account for a la carte purchases or in preparation for when the<br />

USDA waiver ends,” added Pittenger.<br />

For students participating in Katy ISD virtual instruction, as well as<br />

children 18 and under not enrolled in Katy ISD, breakfast and lunch can<br />

be picked up at designated school curbside distribution sites from 4 to<br />

6 PM, Monday through Friday. Meals are packaged to be heated and<br />

eaten at home and are to be picked up a day before the intended use.<br />

Distribution sites include:<br />

· Cinco Ranch High School, 23440 Cinco Ranch Blvd, Katy, TX 77494<br />

· Mayde Creek High School, 19202 Groeschke Road, Katy, TX 77084<br />

· Morton Ranch High School, 21000 Franz Road, Katy, TX 77449<br />

The TDA policy now requires parents picking up meals, without a student,<br />

to present one of the following forms of documentation for each child:<br />

an official letter, email, electronic school application, student report<br />

card, student ID card, attendance records with student’s names or a birth<br />

certificate.<br />

Once the waiver expires, Katy ISD will switch back to the National School<br />

Lunch and Breakfast Program. Free and reduced meal applications must<br />

still be submitted for the <strong>2020</strong>-2021 school year to determine benefits after<br />

the waiver ends. Parents can visit schoolcafe.com/KatyISD to apply online.<br />

DONATUTORS<br />

Donatutors is a nonprofit tutoring organization that donates 100% of<br />

our proceeds to charity. All of our tutors are straight-A students at Seven<br />

Lakes High school and we offer a multitude of courses like creative<br />

writing, computer science, biology, public speaking, ICTW writing and<br />

many different math courses too. We charge $20 per class, but the first<br />

Donatutors was able to raise $1,283 which we used 70% to give to a<br />

Houston based charity called NAMI and 30% to buy a bunch of masks<br />
