The Board of Directors meeting of the <strong>Cypress</strong> <strong>Mill</strong> Homeowners<br />
Association Inc. was held on February 26, <strong>2020</strong> at the <strong>Cypress</strong> <strong>Mill</strong><br />
Recreation Center, 14710 <strong>Mill</strong>s Park Lane, <strong>Cypress</strong>, Texas.<br />
Those in attendance were Jeff Garrett, Stacey Lucas, Beverly McGaughey,<br />
Larry Turner and Kevin Tolls. Angela Rivera was also in attendance<br />
(representing Associa Principal Management Group). With a quorum duly<br />
established, President Jeff Garret, called <strong>Cypress</strong> <strong>Mill</strong> Board of Director’s<br />
meeting to order at 6 PM, Larry Turner opened with an invocation.<br />
BOARD ANNOUNCEMENT<br />
The Board of Directors - President announced the election of officers:<br />
Vice-President-Kevin Tolls, Director-Stacey Lucas and Treasurer-Larry<br />
Turner were elected.<br />
SUMMARY OF EXECUTIVE<br />
The Board of Directors - President announced the last meeting minutes<br />
are available on the community app TownSq.<br />
CONSTABLE - Nothing to report currently.<br />
BOARD ACTION<br />
The Board of Director - President initiated one deed restriction action to a<br />
lawsuit and announced 12 delinquent assessment account to be turned<br />
over to the attorney.<br />
APPROVAL OF MINUTES<br />
After reviewing and discussion, the Board of Directors, Beverly and Larry<br />
motioned to accept the meeting minutes of June 24, <strong>2020</strong>, ratify-actions<br />
June 29, <strong>2020</strong> and special meeting minutes of August 6 and 21st <strong>2020</strong>,<br />
all approved.<br />
TREASURER’S REPORT<br />
Angela Rivera presented Julys <strong>2020</strong> financials. The financials were<br />
accepted as presented. The following items noted:<br />
• Operating Funds of $278,388.91 and Reserve Funds of $235,547.26 as<br />
of July <strong>2020</strong>.<br />
• July <strong>2020</strong> YTD actual expenses are under budget by $26,804.46<br />

ADJOURN TO EXECUTIVE SESSION | RECONVENE FROM EXECUTIVE SESSION<br />
The following items were discussed during the executive session. Motions<br />
were made and seconded and passed unanimously to:<br />
• (405-5640) |The Board discussed owner account and noted action will<br />
be taken.<br />
• (337-3475) | The Board discussed owners DR and noted action will be<br />
taken.<br />
• The Board has reviewed to adopt a resolution prohibiting AC window<br />
units and damaged window coverings in <strong>Cypress</strong> <strong>Mill</strong> Section 1. A<br />
motion was made 1 st by Kevin and 2 nd by Stacey to move forward with<br />
the resolution, all in favor.<br />
• A quote from Exer-tech, at $276.49, was reviewed. A motion was made<br />
1 st by Kevin and 2 nd by Jeff, to accept the quote all in favor.<br />
• The Board of Directors has on hold the pool and security bids requesting<br />
to meet vendors.<br />
• ACC follow-ups will be listed on a white easer board for the Board of<br />
Directors to monitor accounts.<br />
• The deed restriction inspection list has been updated on priorities.<br />
• Meeting time| Management time will be on Thursday, August 27, <strong>2020</strong>,<br />
onsite opens at 10:30 AM.<br />
ADJOURNMENT<br />
There being no further business to come before the Board, the regular<br />
business session of the meeting was adjourned at 8:05 PM.<br />
Next meeting will be held on Wednesday, September 23, <strong>2020</strong> at 6 PM.<br />
SPECIAL MEETING ON THURSDAY, SEPTEMBER 03, <strong>2020</strong><br />
The following items were discussed during the special meeting. Motions<br />
were made and seconded and passed unanimously to:<br />
• A-Beautiful Pools contract was discussed and a motion was made 1 st by<br />
Jeff and 2 nd by Kevin to terminate the contract, all in favor.<br />
• Meetings with both Aquatic Management and Southwest Pool Mgmt.<br />
• The Board reviewed and discussed contracts. A motion was made 1 st by<br />
Stacey and 2 nd by Larry to approve the Aquatic Management contract,<br />
all in favor.<br />
RATIFY ACTIONS IN BETWEEN MEETINGS<br />
• A quote from Aquatic Management for pump repairs at $2,147 was<br />
reviewed. A motion was made 1 st by Larry and 2 nd by Kevin to accept the<br />
quote all in favor.<br />
REMINDER: ASSESSMENTS<br />
WERE DUE JANUARY 1ST<br />
We encourage each of our homeowners to pay promptly as the cost<br />
to the homeowner for collection begins mounting on February 1,<br />
<strong>2020</strong>. If you would like to establish a payment plan you can contact<br />
the onsite community manager on/or after February 3, <strong>2020</strong>, at 281-<br />
213-3184 and/or send an email to Angela Rivera at angela.rivera@<br />
associa.us. Keep in mind the terms of the payment plan agreement<br />

include a $20 monthly payment plan fee and your association’s<br />
monthly interest.<br />

For your future reference you can always pay ahead on your yearly<br />
assessments either in full or a little at a time through out the year. This is<br />
also encouraged to each homeowner.<br />
POLITE PARKING<br />
Several complaints have been received about visitors leaving their vehicles<br />
parked for extended periods of time. Please ask your visitors to park in your<br />
driveway or at least in front of your property, leaving your neighbors room<br />
for their visitors to park or to pass through with their vehicles.<br />
LEASH LAWS<br />
There have been several complaints about dogs either running loose in<br />
the neighborhood or being walked but not on a leash. It is annoying and<br />
sometimes frightening, when dogs run up to a homeowner, so for safety<br />
reasons, please keep your dog on a leash. FYI-Excerpt from: The Khan Law<br />
Firm. Harris County Animal Control clearly states that “all dogs and cats<br />
must be kept under restraint while in the unincorporated areas of Harris<br />
County, Texas.” In other words:<br />
• dogs aren’t permitted to run around at large and • they always must be<br />
kept under direct physical control (on a leash) of their owner<br />
BARKING DOG PROBLEM:<br />
• The best way is to call the Constable office to make a noise complaint. 24<br />
dispatches number 281-376-3472.<br />
• Call from outside when the dogs are barking. • Request from the<br />
operator who answers the phone exactly what to ask for on a formal<br />
noise complaint. • Tell them you would like to meet the constable to a<br />
make a formal complaint. • The best way is to talk to your neighbor, but if<br />
you don’t feel comfortable call the Constable’s office.<br />
ARCHITECTURAL REVIEW PROCESS<br />
The Covenants, Conditions and Restrictions (CC&R’s) as well other legally<br />
binding documents, are provided to homeowners prior to closing on a<br />
house. Please read the guidelines before submitting your Architectural<br />
Control Committee application. You can receive a copy online on<br />
TownSq www.cypressmillhoa.com under documents or you can call your<br />
community manager Angela at 281-213-3184 and/or email angela.rivera@<br />
associa.us to request a form. All application can take up to 30 business day<br />
before an approval or denial is correspondent to a homeowner.<br />
RESIDENTS OF CYPRESS MILL:<br />
Having your lawn cut either by yourself or a hired landscaper please don’t<br />
put out your grass clippings out on the sidewalk until trash days, Monday<br />
or Thursdays. We are getting complaints of homeowners putting out<br />
grass clippings before trash days. We thank you for your understanding<br />
and corporation.<br />
SWEEPING OR BLOWING<br />
DEBRIS INTO STORM DRAINS<br />
According to Herman L. Sanders of the Harris County Watershed<br />
Protection Group, “Sweeping grass, leaves, grass clippings, yard waste,<br />
etc., into a storm drain is cited as a civil solid-waste violation of State<br />
Municipal Solid Waste rules, Chapter 330.15 (a)(1). Civil penalties are $50<br />
to $25,000 per day per violation. Criminal penalties, if pursued, are $500<br />
to $100,000 per day per violation.”<br />
NOTICE: FITNESS ROOM USAGE<br />
No one under 18 years of age is allowed in the fitness room at any time.<br />
If you are found in the fitness room your access card will be deactivated<br />
and you will have to come in front of the Board of Directors to discuss<br />
reactivating card. Please comply with the rules.<br />

TREE TRIM<br />
It’s that time of the year, “tree trimming.” Please be courteous and trim up<br />
your trees. For those fellow neighbors who walk the community as well<br />
for school buses, vehicles and emergency personal to have a clearance<br />
of tree limbs on sidewalks and streets. Please review your CC&R of the<br />
clearance height in your section.<br />

OUR DEED RESTRICTIONS:<br />
Please do not purchase from solicitors and ask them to leave our<br />
neighborhood. Although it is difficult to enforce this violation we<br />
can work together to keep this activity at a minimum. Please contact<br />
Constable Mark Herman dispatch at 281-376-3472 if any harassment<br />
issues or suspicious behavior arises.<br />

and then select option “4” for street light outages. Please provide the<br />

charity of your choice. The Houston Open will also award the top three<br />
donation-collecting charities and one randomly drawn charity with an<br />

How can I participate in Birdies for Charity®? There are two ways to donate<br />
to the Birdies for Charity program:<br />
1. Make a pledge of one cent or more for every “Birdie” made by the PGA<br />
Tour Pros during the Houston Open. If 1,500 birdies are made during the<br />
<strong>2020</strong> event, here are the totals for some typical pledge amounts:<br />
• 1 cent pledge = $15 total pledge<br />
• 3 cent pledge = $45 total pledge<br />
• 10 cent pledge = $150 total pledge<br />
• $1 pledge = $1,500 total pledge<br />
The minimum birdie pledge is $.01 and the maximum pledge is $1. The<br />
last day to submit a pledge is Sunday, <strong>November</strong> 8, <strong>2020</strong>. Last year, 1,244<br />
birdies were made at the Houston Open. FYI we are playing at a new<br />
course this year.<br />
2. Make a flat donation not tied to birdies. For flat donations, the minimum is<br />

Grand Prize: You are eligible to enter our “Guess the Birdie” contest when<br />
you donate or make a pledge to one of our local charities. Guess the total<br />
number of birdies that will be made by PGA Tour Pros during the Houston<br />

guesses the correct number. In case of ties, winners will be randomly<br />

POSTPONED TO NOVEMBER<br />
In the midst of the COVID-19 pandemic, Cy-Fair Educational Foundation<br />
(CFEF) trustees graded 1200+ scholarship applications and met via Zoom<br />
to award more than $635,000 in scholarships. For <strong>Cypress</strong>-Fairbanks ISD<br />
graduating seniors planning to attend Lone Star College full-time in the<br />
fall, our application is open now through May 11, <strong>2020</strong>. This summer, the<br />
Foundation will award $72,000 from the Edwin C. Schroeder Endowment<br />
Fund. The Foundation looks forward to recognizing our <strong>2020</strong> scholarship<br />
recipients this August.<br />
With the Stay Home - Work Safe Mandate through the end of April, the<br />
Foundation has decided to postpone the B. F. Adam Golf Classic until<br />
the COVID-19 risk is minimal within our community for the safety of our<br />
288 golfers and over 100 volunteers, trustees and staff, who help make<br />
this event a tremendous success, as well as the staff at BlackHorse Golf<br />
Club. Our 33 rd annual B. F. Adam Golf Class has been moved to Monday,<br />

A vivacious Kid’ Meals’ “spokeskid” will emcee the luncheon and welcome<br />

of hungry children and will also enjoy a special “Who is Kids’ Meals” and<br />
“Cycle of Poverty” animated presentation. Attendees will also experience a<br />
virtual tour of Kids’ Meals’ newly expanded 18,000 sq. ft. space and virtually<br />
meet kids from the Kids’ Meals program along with a few of the thousands<br />
of volunteers including staff drivers who kept the program running during<br />
COVID. While learning the impact of hunger in Houston, guests will be<br />
able to participate in an online raffle and silent auction curated by Silent<br />
Auction Chairs Vanessa and Jeremy Goebel. During the luncheon, Kids’<br />
Meals will recognize volunteers who stepped up and devoted their time<br />
to help the Kids’ Meals program grow 135 percent overnight to feed more<br />
than 7,500 children a day at the peak of the pandemic earlier this year. Kids’<br />

Gardening Tips<br />
for <strong>November</strong><br />
• Brown patch will continue to plague St. Augustine lawns as<br />
nights get cooler and humidity and rain continue. Discolored<br />
circles will appear in low areas almost overnight. Apply a fungicide<br />
recommended for brown patch according to label directions. Avoid<br />
walking through brown-patched turf. It spreads easily from the<br />
bottom of your shoes. If brown patch appears in the same lawn<br />
areas every year, add an inch or two of sandy topsoil to eliminate<br />
those low spots.<br />
• Fertilize St. Augustine turf with a winterizing formula to promote<br />
root growth over the winter months. Lower your lawn mover blades<br />
now and mow on a schedule that cuts no more than one-third of<br />
the grass blade away.<br />
• As chrysanthemums and other perennials finish blooming, cut<br />
flowering stalks to the ground to permit all strength to be used in<br />
making root growth.<br />
• Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now.<br />
Keep up spraying program and water deeply.<br />
• Remove dead foliage and plant debris to help eradicate insects<br />
and disease organisms. Thin out and transfer volunteer seedlings.<br />
Beds made now will benefit by weathering before being planted. If<br />
soil is heavy, dig six inches deep, leave rough, cover with gymsum<br />
and strawy manure, water and allow to mellow.<br />
• Bananas are more likely to bear fruit if the trunk does not die back<br />
in winter. Cut banana stalks back to six feet, wrap with newspaper<br />
and burlap.<br />
• Continue mulching for winter. Build up a thick top mulch to protect<br />
roots from freezing and winter drying. Don’t throw away those pine<br />
tree needles; they make great acidic mulch for azaleas, gardenias<br />
and next Spring’s impatiens.<br />
• Place pansies in beds after weather has cooled. Use a little blood<br />
meat mixed in soil under each plant.<br />
• Now is the best time to plant trees and shrubs.<br />

of us share in the responsibility of caring for our military<br />
families and veterans. These families have stepped up to<br />
the plate at great personal cost and the toll that multiple<br />
and extended deployments take can be very high. Stress<br />
levels sky rocket and spouses and children can struggle<br />
when service members are gone for prolonged periods<br />
and some may even have a difficult time adjusting when<br />
the service member returns. All of these families deserve<br />
some recognition and our appreciation.<br />
10 WAYS TO RECOGNIZE MILITARY FAMILY<br />
APPRECIATION MONTH<br />
The month of <strong>November</strong> is Military Family Month. This provides us all the opportunity<br />
to celebrate the sacrifices and contributions that service members’ families have made<br />
and continue to make. As we celebrate the annual <strong>November</strong> Military Appreciation<br />
Month take the time to honor our veterans, their families and the sacrifices they’ve<br />
made.<br />

For their country and their loved ones, they rise to the challenges of multiple<br />
deployments and frequent moves - spouses who care and provide for children in their<br />

celebrate the annual <strong>November</strong> Military Appreciation<br />

10 Alternatives to a<br />
Thanksgiving Turkey<br />
There are plenty of alternative Thanksgiving meals that<br />
will give you that holiday feeling. Here are some ideas:<br />
• Pork Roast: Adding apples and cinnamon will ensure<br />
that no one misses the turkey when you serve this dish. It<br />
smells and tastes like holiday heaven.<br />
• Roasted Chicken: A roasted chicken certainly qualifies as<br />
a solid turkey replacement.<br />
• Thanksgiving Jambalaya: You can substitute any meat<br />
here: turkey breast slices, chicken, shrimp.<br />
• Baked Cod or Microwaved Salmon: Who says you can’t<br />
serve fish on Thanksgiving!<br />
• Eggplant Parmesan: Both vegetarians and nonvegetarians<br />
alike will love you for this.<br />
• Leg of Lamb: A great alternative that will everyone,<br />
especially if you add exotic spices and seasonings.<br />
• Beef Stew: Hearty and plentiful; your house will be filled<br />
with the most amazing aromas.<br />

BEAT THE<br />
HOLIDAY WEIGHT<br />
Mashed potatoes, homemade apple pie, stuffing, hot<br />
dinner rolls with melted butter, creamed corn, green<br />
bean casserole, salad with all the fixins’ and of course<br />
the main dish - the BIRD. All of this equals at least<br />
2,000+ calories. What is a holiday food enthusiast<br />
to do? Yes, you CAN avoid the holiday weight gain!<br />
Here’s how:<br />
• Drink H2O before you eat: chances are, you are<br />
thirsty before any and every meal; drink a full glass<br />
of water to quench your thirst first, then notice you<br />
will feel fuller.<br />
• Rainbow plate: make sure your plate has color - fresh/<br />
not creamed items, broiled or grilled vegetables,<br />
protein, carbohydrate and again, water.<br />
• On the side: those side dishes - mashed potatoes,<br />
casseroles, stuffing, dressing, etc. are SIDES not main<br />
dishes; make sure to keep these portions small.<br />
• NO to salad dressing: hooray there is a salad! BUT<br />
- that tasty dressing (ranch, thousand island, French,<br />
Russian, balsamic vinaigrette, etc.) will reverse the<br />
purpose of the ruffage; instead, make your own<br />
dressing at home and bring it with you or simply ask<br />
for olive oil, salt & pepper and maybe a hint of lemon.<br />
• Walk it off: finished eating? Go for a WALK; football<br />
can wait (yes, even the college games), because your<br />
body deserves better.<br />
