THE CRISIS OF YOUTH HOMELESSNESS IN CALIFORNIA
An Overwhelming Need For Our Services
Over 12,000 youth are experiencing homelessness in California, EACH NIGHT
Once they find themselves on the street, they have a greater
chance of falling victim to sexual exploitation and human trafficking.
Less than 3% of shelter beds in California are designated for homeless youth
57% of homeless youth spend at least 1 day a month without food
70% of homeless youth were victims of violent crimes during their time on the streets
WHAT LUKE HAD ON HIM WHEN HE ARRIVED AT CHC…
1. A worn beanie with a
hole at the top.
2. Size 38 jeans. But, Luke
is a size 30. He’s content
with something that will
shelter him from the
elements.
3. A pair of shoes. While
on the streets, a stranger
gave these to Luke. He
cherishes them because
without socks he would
freeze.
4. A simple backpack that
houses all of his
belongings. Family
heirlooms and high school
yearbooks that most of us
treasure, Luke can’t take
with him.
5. One sweatshirt. The only
thing that has kept him
halfway warm on some of
these cold nights.
OUR MISSION
Covenant
House
California
Covenant House California is dedicated to serving all
God’s children, with absolute respect and unconditional
love, to help youth experiencing homelessness and to
protect and safeguard all youth in need.
When Luke was young, he had a love of storytelling. Because of unfortunate circumstances, Luke
walked through our doors not knowing where his own story was headed. Today, he’s rediscovered his
passion of telling stories through rap and spoken word.
AN EXTRAORDINARY 30+ YEARS OF HELPING YOUTH IN CALIFORNIA
For over three decades, Covenant House California has been the voice of advocacy for those whose
voice has been silenced by homelessness.
Throughout the years, Covenant House California has served over 200,000 youth in need.
OUR PROGRESS, OVER THREE DECADES
In 1996, Covenant
House California
celebrated the
opening its first
residential center in
Los Angeles.
In 2005, we officially
opened our second
shelter facility in
Oakland.
2020
In 1988, CHC began
as a street outreach
program primarily
driven by a handful
of dedicated
volunteers who
provided food, crisis
intervention, and
warm concern to
homeless youth.
We expanded
our reach into
the Bay area with
various programs,
including street
outreach in 1998.
In 2016, Covenant
House California
acquired YEAH!
shelter in Berkeley,
expanding services
in the East Bay.
As of today, we
have broken
ground on a new
apartment site in
LA, and sites in
Anaheim and Santa
Clara, all expected
to be completed
by early 2021!
OUR SERVICES: GETTING YOUTH (LIKE LUKE) BACK ON THEIR FEET
STREET OUTREACH
EDUCATION AND EMPLOYMENT SUPPORT
Our Street Outreach teams in Los Angeles and the Bay Area actively seek out
young people experiencing homelessness who may need help. The team assists
with critical safety needs by providing transportation to a safe shelter. Young
people living on the streets can receive, food, water, hygiene kits, warm clothing,
blankets, counseling and referrals to needed services such as medical care and
employment and education services. Most importantly, our Street Outreach
Program shows youth that they are cared for, and worth being pursued.
SHELTER CARE
Youth receive a nutritious meal, take a hot shower, receive hygiene products, and
get new clothing and shoes. They can request and receive medical and mental
health services, case management services, and take part in the education and
employment program.
TRANSITIONAL HOUSING
RIGHTS OF PASSAGE
Our two-year transitional housing program allows young people to live on
campus and refine their independent living skills. They learn to save money and
budget to pay rent, utilities and other necessities.
SUPPORTIVE APARTMENT PROGRAM
Youth with a higher level of life skills are placed into our Supportive Apartment
program, which provides financial assistance to youth living in off-campus
apartments. During their stay, CHC provides an ever-lowering percentage of
their rent until they are paying the full amount.
HOPE2OPPORTUNITY (H20)
H20 is our Rapid Re-Housing program which features short-term housing
assistance along with all of CHC’s supportive services. Case managers work with
youth and local landlords to find appropriate apartments, then assist youth with
move-in costs, rental assistance and weekly case management to ensure
We provide all residents with comprehensive educational services,
including a Charter High School (5Keys) in LA, GED and High School
diploma prep, and college application assistance at all sites. We provide
job prep and connections with local employers in the community. In 2017,
we opened Precise Barber College in LA.
HEALTH CARE
Los Angeles and Bay Area residents can receive physical exams,
urgent care, immunizations and TB screenings at our on-site health
clinics. CHC also provides treatment for chronic health issues, HIV/STD
counseling, and helps youth apply for Medi-Cal.
MENTAL HEALTH AND
SUBSTANCE ABUSE SUPPORT
CHC provides valuable mental health services and substance abuse
support for youth experiencing homelessness. Services are provided
by both Licensed LCSWs or MFTs, as well as LCSW and MFT interns.
AFTER CARE
Our youth will always a part of our family. After they move out on their
own, CHC continues to provide case management support, financial
assistance, if needed, counseling, warm meals, and alumni support
groups.
OUR NEW VISION FOR YEAH!
A Permanent Home for YEAH! in South Alameda County
As Covenant House California looks to secure a site in South Alameda County, our top priority is to
increased access to food and showers, and dedicated spaces for youth to sleep.
A new site would include space for 30+ beds, a day-time drop-in center with case management
support, exclusive access to the site in order to maintain safety and privacy for our youth.
YEAH! YOUTH ENGAGEMENT ADVOCACY HOUSING
we need to address, including:
• Remodel to add up to 20% more additional beds for homeless youth
• Site bathroom remodels and adding showers to
common bathrooms to better serve drop-in youth
LUKE’S SUCCESS
Covenant
House
California
When Luke arrived at Covenant House, he quickly got a job as
a dishwasher with a local restaurant. Coincidentally, Luke’s
manager at work came to CHC for a tour. We mentioned Luke,
and she said he was one of the hardest working employees
and wasn’t aware he was formerly homeless. Weeks later, his
boss along with Luke and 40 employees arrived at the Cov to
remodel all five of our off-site apartments! Luke is now living
independently and frequently visits his family at the Cov!
Your participation and early support of the campaign is
critical to helping CHC double the number of youth we serve,
to double the number of dreams, like Luke’s, become a reality.
