In January 2006, the Canadian government introduced new regulations concerning the VOC<br />
(volatile organic compound) content of paint. This new law is intended to significantly reduce<br />
the amount of VOCs in every container of paint.<br />
As Sico is an environmentally conscious company, it had already taken the first step in the right<br />
direction with the May 2005 launch of its Sico Ecosource paint, <strong>for</strong>mulated to be ZERO VOC,<br />
with the benefit of no unpleasant odour. At the beginning of 2007, Sico gave even further<br />
weight to its commitment by completely eliminating VOCs from its Sico Design line of paints.<br />
Sico Ecosource and Sico Design are high-per<strong>for</strong>mance, 100% acrylic latex paints that resist<br />
freeze/thaw cycles and can accommodate the most stringent environmental requirements.<br />

<strong>GENERAL</strong> SpEciFicAtioNS<br />
1. <strong>GENERAL</strong> coNditioNS<br />
The general conditions <strong>for</strong> the project apply to the contract, and the painting<br />
contractor shall read all its requirements carefully.<br />
The contractor agrees to protect the owner or the architect from claims or liens<br />
by maintaining sufficient insurance to cover accidents and damage caused by<br />
or arising from the per<strong>for</strong>mance of his work.<br />
2. EStiMAtES<br />
The contractor shall examine all plans, architectural drawings and specifications,<br />
and understand all the conditions related to his work and covering the application<br />
of the specified materials. He shall also examine all plans and specifications<br />
concerning the subcontractors to estimate all the finishing work required.<br />
Further claims will not be allowed <strong>for</strong> work omitted in the contractor’s estimate<br />
through neglect or not having examined or co-ordinated all painting work.<br />
No payment over the amount agreed upon in the contract will be granted to<br />
the contractor unless a written authorization is made by the architect or his<br />
representative.<br />
. ScopE oF WoRK<br />
The specifications include the execution of all painting, varnishing and other<br />
finishing of interior and exterior surfaces that appear in the plans, in the finishing<br />
schedule or in the present specification labour. It will cover, and shall include,<br />
all materials, equipment, tools and accessories, transportation and shop service<br />
required <strong>for</strong> the completion of all work required by the plans and specifications.<br />
Copper, aluminum, bronze, stainless steel, brass, nickel, doors, partitions,<br />
frames, railings and other articles with a factory finish shall not be painted<br />
unless otherwise specified. Acoustical tiles, glazed tiles, rubber, asphalt and<br />
vinyl coverings shall not be painted.<br />
4. MAtERiALS<br />
All the required materials shall meet the specifications and be of SICO EXPERT<br />
brand top quality. All paints shall be delivered in sealed cans bearing the original<br />
label of the manufacturer intact. All non-specified but required materials shall<br />
be of a well-known brand and be approved by the architect.<br />
Colours of the finishing paints shall be chosen or approved by the architect and<br />
he shall submit samples to the contractor.<br />
5. StoRAGE ANd iNSpEctioN<br />
Materials shall be delivered to the site early enough and in such quantities as<br />
to avoid delays in the progress of painting.<br />
Materials are subject to inspection at all times and the architect has the right<br />
to have them analysed. Should they prove different from the requirements of<br />
the present specification, they shall be removed promptly from the site and be<br />
replaced with the specified materials without cost to the owner.<br />
The owner or the architect shall assign at the site a space or shed suitable <strong>for</strong><br />
the storage of the materials (min. 10°C (50°F), max. 26°C (80°F)). The contractor<br />
shall maintain this accommodation in good condition and take the necessary<br />
precautions against fire hazards.<br />
6. EXAMiNAtioN oF SuRFAcES<br />
The contractor shall inspect all surfaces to be painted be<strong>for</strong>e starting to paint.<br />
When surfaces with normal preparation are considered unsatisfactory <strong>for</strong> paint<br />
application, the contractor shall notify the architect or the general contractor of<br />
this in writing. Starting of the painting task implies acceptance of the surfaces<br />
without reservation, and the contractor will be responsible <strong>for</strong> the appearance<br />
of the finish if it is not satisfactory.<br />
7. SuRFAcE pREpARAtioN<br />
Refer to Canadian standard CGSB 85 <strong>for</strong> any large-scale project. <strong>Paint</strong> application<br />
shall not be started when the surface to be painted has not been properly<br />
prepared. All surfaces must be dry, clean, free from dust, dirt, grease, oil, rust,<br />
mortar spatters, salts and other <strong>for</strong>eign matter likely to affect the adhesion and<br />
the appearance of paint finishes.<br />
Surfaces previously painted and in good condition do not usually require priming,<br />
but should be dulled with sandpaper if glossy.<br />
Dust and dirt: Dust carefully. If dirt remains, wash and scrub with a detergent<br />
or with an alkaline cleaner, such as POLYPREP trisodium phosphate (T.S.P.)<br />
771-137, then rinse. Where mildew is present, wash with a household bleach<br />
solution (1:3 household bleach:water).<br />
Grease, oil, tar: Wash with a rag soaked with POLYPREP mineral spirits<br />
875-104, taking care not to spread the soiled spots over larger areas. Wipe dry<br />
with a clean rag. Repeat the cleaning operation if necessary.<br />
WOOD<br />
A) InterIOr WOOD – PAInt fInIsh<br />
Seal knots and sap streaks with POLYPREP shellac 205-112. Smooth rough spots<br />
with sand paper, then dust. Fill nail holes and cracks with putty or spackling<br />
compound once the primer coat has dried.<br />
B) InterIOr WOOD – CleAr fInIsh<br />
Carefully remove all stains, pencil marks and excess glue. Iron stains may be<br />
removed with a wood bleach or with a water solution of oxalic acid (caution:<br />
poison). Sand rough spots following the grain of the wood.<br />
Apply the stain or sealer coat. Fill holes and cracks with plastic wood or putty<br />
tinted to match the colour of the wood.<br />
C) exterIOr WOOD – PAInt fInIsh – OPAque stAIn<br />
Make sure the wood is perfectly dry and contains no more than 12% moisture,<br />
as measured with a moisture meter.<br />
The surface must be clean, free from dirt and oil stains. Seal knots and<br />
sap streaks with POLYPREP shellac 205-112 after burning or scraping resin<br />
exudations. Sand rough spots. Fill holes and cracks with putty after the primer<br />
coat has dried. Wood treated with a preservative must be free from all traces<br />
of solvent.<br />
D) exterIOr WOOD – semI-trAnsPArent stAIn<br />
Sand rough spots. Remove stains and pencil marks either by scraping, sanding<br />
or chemical bleach (see B).<br />
Only after staining, fill holes and cracks with putty tinted to match the colour<br />
of the wood.<br />

e) COnCrete<br />
Concrete shall have cured <strong>for</strong> at least 28 days. Remove all mortar spatters, loose<br />
sand grains and dirt by raking or brushing. Fill holes, cracks, honeycombs and<br />
other surface defects with a cement mortar and let harden.<br />
If there are efflorescent salts, apply a muriatic acid <strong>for</strong>mula (POLYPREP 771-127)<br />
or a RUST-OLEUM phosphoric acid solution #108, letting it stand until bubbling<br />
stops on the concrete surface (15 to 20 minutes). Rinse thoroughly with clear<br />
water be<strong>for</strong>e surface dries. Repeat operation until concrete becomes rough. Let<br />
surface dry. Muriatic acid is of no use in removing oils and other greasy<br />
residues. Eliminate any trace of grease, tar or moulding oils by washing the<br />
surface with RUST-OLEUM cleaning agent #3599, rinse and let dry. Solvents<br />
should not be used to clean concrete since they dissolve contaminants and make<br />
them further penetrate the concrete.<br />
Highly polished concrete, tinted concrete, old concrete coated with a sealer<br />
or any other unsuitable topcoat will require Blast Track mechanical treatment<br />
be<strong>for</strong>e being recoated.<br />
The presence of humidity in the concrete can hinder product adhesion and<br />
hardness. It is necessary to test the level of humidity of the concrete surface<br />
be<strong>for</strong>e coating application. To test the level of humidity of a previously cleaned<br />
concrete surface:<br />
1. Let concrete dry <strong>for</strong> 24 hours after cleaning and be<strong>for</strong>e testing <strong>for</strong><br />
humidity.<br />
2. Be<strong>for</strong>e testing <strong>for</strong> humidity, ensure that the concrete temperature is above<br />
15°C (60°F). Low temperatures slow down the migration of the humidity and<br />
give false results.<br />
3. Test surface humidity in 4 or 5 places. An electrode moisture meter can be<br />
used (humidity level must not exceed 4% of mass) or fasten plastic film with<br />
masking tape to surfaces to be tested. Plastic film must remain in place <strong>for</strong><br />
24 hours if the temperature is above 20°C, 3 days if the temperature range<br />
is between 5 and 20°C. Testing cannot be done if the temperature is lower<br />
than 5°C. Once required time has elapsed, check <strong>for</strong> any trace of humidity<br />
(droplets under the plastic film).<br />
4. If no humidity is present, apply the product of your choice. If humidity is<br />
found, install false flooring that includes a moisture barrier.<br />
BrICKs, stOnes, BlOCKs AnD Other mAsOnrY<br />
Remove all mortar spatters and <strong>for</strong>eign matter. Use a broom or stiff brush to<br />
remove salts, dust and loose aggregates.<br />
When asbestos-cement is to be used <strong>for</strong> exteriors, coat both faces of the panels<br />
to prevent water absorption that can cause efflorescence.<br />
f) WAllBOArD (GYPsum BOArD)<br />
The surface must be clean, nails countersunk and holes filled. Sand joints lightly<br />
where rough or grainy, then dust clean.<br />
G) PlAster<br />
Make sure the finish coat of plaster has dried and hardened at a temperature<br />
not below 12°C (55°F), and that the room has been properly ventilated. Dry<br />
plaster should not contain more than 6% moisture, as measured with a moisture<br />
meter. Fill all cracks with patching plaster after widening them. Scrape away<br />
any grit and rough edges.<br />
h) metAls<br />
Iron and steel (small surfaces)<br />
Remove rust, mill scale, welding flux and other solid contaminants with a power<br />
wire brush or sandblast (if needed). Hand cleaning with a wire brush or with<br />
emery cloth is acceptable <strong>for</strong> small work. Treat the metal with CORROSTOP ULTRA<br />
metal conditioner and rust remover 635-104, rinse with clear water, and then<br />
wipe dry. Apply the anti-corrosion primer as soon as possible after cleaning the<br />
metal (as soon as the surface is dry: not more than 4 hours).<br />

Iron and steel (large surfaces)<br />
Steam blasting is recommended <strong>for</strong> the removal of grease, oil, salts, acids,<br />
alkalis and any similar chemical residue on large surfaces. To ensure maximum<br />
efficiency, steam blasting should be combined with an alkaline cleaning (using<br />
a concentrated solution of trisodium phosphate – TSP – POLYPREP 771-137).<br />
• Surface must be completely dry and free of any residue prior to application<br />
of coating.<br />
• A rust-inhibiting primer must be applied to the surface as soon as possible<br />
after cleaning and drying surfaces (maximum of 4 hours).<br />
Very rusty iron and steel (large surfaces)<br />
Sand blasting is the most efficient method <strong>for</strong> cleaning steel surfaces. This type<br />
of cleaning treatment is recommended in order to remove tartar, scaly rust and<br />
any other existing coating.<br />
Certain metals and alloys require a special surface preparation.<br />
Shop-primed steel and cast<br />
Wash all surfaces with POLYPREP thinner 875-104 to remove grease, oil, dirt<br />
and dust. If rust has appeared on areas where the primed steel and cast have<br />
been damaged, remove the rust with a wire brush, then touch up the bare metal<br />
with an alkyd primer <strong>for</strong> metal 922-260 or 525-727.<br />
Galvanized metal<br />
Clean with CORROSTOP ULTRA metal conditioner 635-104 to assure better<br />
adhesion of the paints after oily or greasy stains have been removed with<br />
POLYPREP 875-104. Then apply a coat of CORROSTOP ULTRA latex primer<br />
635-045. If rust is present, it should be removed with CORROSTOP ULTRA rust<br />
remover 635-104, and the affected areas covered with an alkyd primer <strong>for</strong> metal<br />
922-260 or 525-727.<br />
Note: Never use muriatic acid (hydrochloric), vinegar (acetic acid), copper<br />
sulphate or other preparations not suited <strong>for</strong> treating galvanized metal.<br />
Aluminum and light alloys<br />
Aluminum exposed to corrosive environments requires protection with paint. Clean<br />
the surface with CORROSTOP ULTRA 635-104. Use an alkyd primer <strong>for</strong> metal<br />
922-260 or 525-727 or CORROSTOP ULTRA latex primer <strong>for</strong> metal 635-045, but<br />
never use a primer that contains lead.<br />
Note: For galvalum, use latex primer 635-045.<br />
Copper, brass, bronze and stainless steel<br />
Clean with CORROSTOP ULTRA metal conditioner 635-104. No primer required:<br />
apply the finishing paint or varnish directly over the cleaned metal. Etch stainless<br />
steel lightly with sandpaper <strong>for</strong> metal.<br />
I) ACOustICAl tIles<br />
Seal stains with POLYPREP shellac 205-112 or POLYPREP stain killer or primer<br />
145-series. Spot prime with SICO EXPERT alkyd undercoater 880-114.<br />
J) Other mAterIAls<br />
Ceramic, melamine, Formica, stratified material, glass, plastics and PVC.<br />
Surface must be clean, dry, free of dust, dirt, grease, oil, wax and any other<br />
contaminant that could reduce the primer adhesion.<br />
Fibreglass<br />
A light cleaning with acetone is recommended in order to etch the surface.<br />
Ceramic, melamine, Formica and stratified material<br />
Sand surfaces with a grade 100 to 150 sanding paper be<strong>for</strong>e applying POLYPREP<br />
primer 145-033. This sanding will remove any sheen and create a surface profile<br />
favourable <strong>for</strong> maximum primer adhesion.
K) Pre-fInIsheD sIDInGs (exterIOr)<br />
No primer is required on pre-finished sidings that appear in good condition. In<br />
order to obtain best results, a good surface preparation is necessary.<br />
The surface to be painted must be dry, clean, free from dust, gum, grease, oil,<br />
rust, mildew, old flaking paint and all other <strong>for</strong>eign matter. Sand the surfaces<br />
lightly and wash with a concentrated cleaning solution of trisodium phosphate<br />
POLYPREP 771-137 and bleach (1 cup <strong>for</strong> 1/2 gallon of water) to get rid of mildew,<br />
chalking, dirt, etc. If the paint is flaking, remove all loose particles by scraping,<br />
then sand to smooth the outlines.<br />
Pre-finished sidings (steel metal)<br />
Clean with CORROSTOP ULTRA metal conditioner 635-104. Rinse with clear water.<br />
Prime bare spots with alkyd primer <strong>for</strong> metal 922-260 or 525-727.<br />
Pre-finished sidings (masonite)<br />
Prime bare spots with SICO EXPERT exterior wood primer 980-110.<br />
Pre-finished sidings (galvanized metal, aluminum)<br />
Clean bare metal with CORROSTOP ULTRA metal conditioner 635-104. Rinse<br />
with clear water. Prime bare spots with an alkyd primer <strong>for</strong> metal 922-260 or<br />
525-727 or with CORROSTOP ULTRA latex primer 635-045.<br />
Vinyl sidings<br />
Sand lightly and clean very well be<strong>for</strong>e painting. Never apply a shade darker<br />
than the original colour, unless that was a pastel shade.<br />
Recommended finishing<br />
See the paint selection charts.<br />
l) PreVIOuslY PAInteD surfACes:<br />
Previously painted surfaces must be clean, dry, free from dust, oil, grease, rust,<br />
soap, wax, loose paint or other contaminants.<br />
Loose paint<br />
Scrape and sand. Clean very well (according to section 7) and prime bare spots<br />
with recommended primer (see paint selection charts).<br />
8. WoRKMANSHip<br />
All work shall be executed with care by skilled painters. The paint shall be applied<br />
in strict accordance with the manufacturer’s directions. The same brand of paint<br />
shall be used <strong>for</strong> all coats of paint.<br />
Be<strong>for</strong>e painting, remove all hardware, door and drawer handles and store them in<br />
an orderly manner. Replace them after painting is completed. Surfaces not to be<br />
painted shall be protected from paint spatters, runs or other damage resulting<br />
from paint application by using dropcloths or masking tape.<br />
All paints shall be thoroughly mixed to a uni<strong>for</strong>m consistency, leaving no deposit<br />
at the bottom of the containers. If thinning is required, no thinner other than the<br />
one recommended by the manufacturer shall be used.<br />
All paints, stains, varnishes or other coatings shall be applied evenly without<br />
streaks, runs, misses, brush marks or other defects in order to obtain the<br />
specified finish and colour.<br />
All coats of paint shall be dry be<strong>for</strong>e applying the finishing coat. Primers,<br />
undercoats and intermediate coats shall be sanded smooth be<strong>for</strong>e applying<br />
the finishing coats.<br />
The back of woodwork and trim shall receive a primer coat be<strong>for</strong>e installation.<br />
The top and bottom, as well as the edges, of doors and panels shall receive at<br />
least one coat of paint.<br />
The interiors of cabinets and closets shall be finished like other woodwork. The<br />
final coat on doors, windows, cabinets and other woodwork shall be applied only<br />
after they have been fitted and are ready <strong>for</strong> use.<br />
9. tEMpERAtuRE<br />
Application and drying of paints shall be at a suitable temperature. Indoors, a<br />
temperature of at least 10°C (50°F) shall be maintained and adequate ventilation<br />
provided. No exterior painting shall be done when the temperature is below 10°C<br />
(50°F) and over 30°C (86°F).<br />
10. pAiNtiNG SYStEMS<br />
Premium painting <strong>for</strong> unpainted surfaces requires a minimum of three coats:<br />
one coat of primer and two coats of finish, not including the preparation or the<br />
treatment of surfaces, when required.<br />
Refer to paint selection charts to determine the appropriate coating systems<br />
recommended <strong>for</strong> usual surfaces in normal service conditions. For special<br />
technical problems, contact your SICO representative who will suggest the best<br />
solution and products to meet particular requirements.<br />
11. cLEANiNG<br />
All rags and debris shall be removed at the end of each day and shall not be<br />
permitted to accumulate.<br />
Upon completion of painting, remove all paint and varnish spots from floors,<br />
walls, hardware, glass, etc., in order to leave all surfaces clean and in perfect<br />
condition. Make sure all doors, drawers and windows operate freely.<br />
The contractor shall remove from the building all excess material, leftovers and<br />
scrap, as well as his own equipment.<br />
12. GuARANtEE<br />
The architect must be satisfied with the appearance of the finishes, and all work<br />
not approved shall be immediately corrected. The painting contractor’s work<br />
<strong>for</strong>ce will not be responsible <strong>for</strong> any damage caused by others. The architect<br />
may require a written guarantee that any defect that might show within a year<br />
from the date of completion shall be corrected to his satisfaction.<br />

Apply one coat of latex primer-sealer such as Sico Expert 870-799,<br />
CGSB 1.119 and MPI-50 approved. VOC: 147 g/L.<br />
AlKYD fInIsh<br />
Apply two coats of velvet finish alkyd such as Sico Expert 883-series,<br />
CGSB 1.202 Type I approved. Gloss (60°): 5 to 12%.<br />
Apply two coats of pearl finish alkyd such as Sico Expert 886-series,<br />
CGSB 1.202 Type II approved. Gloss (60°): 20 to 30%.<br />
Apply two coats of semi-gloss finish alkyd such as Sico Expert 887-series,<br />
CGSB 1.57 approved. Gloss (60°): 35 to 45%.<br />
lAtex fInIsh<br />
Apply two coats of low VOC eggshell finish latex such as Sico Expert<br />
872-series, compliant with the Green Seal GS-11 standard. VOC: 40 g/L.<br />
Gloss (60°): 0 to 5%.<br />
Apply two coats of low VOC velvet finish 100% acrylic latex such as<br />
Sico Expert 873-series, compliant with the Green Seal GS-11 standard and<br />
CGSB 1.209 and MPI-44 approved. VOC: 125 g/L. Gloss (60°): 5 to 12%.<br />
Apply two coats of satin finish latex such as Sico Design Chamois 712-series<br />
(washable satin finish), compliant with the Green Seal GS-11 standard.<br />
VOC: 0 g/L. Gloss (60°): 4 to 10%.<br />
Apply two coats of low VOC platinum finish 100% acrylic latex such as<br />
Sico Expert 874-series, compliant with the Green Seal GS-11 standard and<br />

Apply two coats of low VOC melamine finish 100% acrylic latex such as<br />

877-series, compliant with the Green Seal GS-11 standard and<br />
CGSB 1.195 approved. VOC: 138 g/L. Gloss (60°): 35 to 45%.<br />
Apply two coats of flat finish latex such as Sico Design Cashmere 711-series<br />
(washable flat finish), compliant with the Green Seal GS-11 standard.<br />
VOC: 0 g/L. Gloss (60°): 0 to 5%.<br />
Apply two coats of semi-gloss finish latex such as Sico Design Shantung<br />
715-series (washable semi-gloss finish), compliant with the Green Seal<br />
