New parking regs for Nelson Community Complex The Regional District of Central Kootenay (RDCK) board has approved a service agreement between the RDCK and the City of Nelson for bylaw enforcement to monitor the Nelson & District Community Complex (NDCC) parking lot. Effective December 1, 2020, the NDCC lot will be a two-hour parking zone, from 9 am to 5 pm, and enforced by the City of Nelson. Violators will be subject to ticketing and/or potential towing. The agreement was reached after in depth research was conducted to monitor, evaluate and consider options to address the negative impact of unauthorized parking at the NDCC parking lot. Parking capacity has been an ongoing challenge for residents in the area attempting to access services at the NDCC due to non enforcement. The goal is to create more parking opportunities for NDCC users, while supporting an effective approach to parking enforcement that is consistent with other areas throughout the City of Nelson. Bylaw enforcement will begin with an “Education” program during the month of December. Vehicles will be monitored by enforcement officers and warnings for “failing to comply” will be issued to ensure the community is provided with adequate time to adjust to the changes. “We do not want to ticket our community members; however, we need to create accessible options for our diverse community to park within reach of the facility to allow access for those with mobility issues, large equipment and young children to reach us safely,” said Marty Benson, Manager of Recreation, NDCC. “We have heard from our community members how important this issue is for everyone. Introducing Brian Lye artist in residence Oxygen Art Centre is pleased to announce Brian Lye as Artist-in-Residence throughout the month of December. Lye is an internationally renowned filmmaker, artist, and educator who lives and works in Nelson, BC. His practice is focused in analogue film production, merging the everyday with formal experimentations in play, special effects, and psychogeography. Lye’s current body of work begins with crystals. Having conducted research for an experimental documentary on crystalline minerals across scientific, mining, and healing fields, Lye investigates the human and natural relation to crystals through discussion-based research. Interviewing experts on crystals from the region forms the foundational material for Lye’s experiments in 16mm analogue film throughout the residency. Fascinated by the semiprecious stones and their capacity for transmission, amplification, and new age applications, Lye draws upon his background in filmmaking and installation to create an immersive body of work. During his residency Lye will experiment with traditional 16mm film titling techniques, growing crystals, developing film, and creating a series of projection installations for exhibition. The residency has been slightly augmented due to the pandemic to ensure the safety of the artists and community. Therefore, all events and updates related to the residency will take place online for the time being. Lye’s residency runs from 1 – 30 December 2020. A wood stove can help to keep you warm and cozy in the winter. But did you know that old, inefficient wood stoves can affect air quality in your community? Here in the Regional District of Central Kootenay (RDCK), our topography, and the fact that many rural homes use wood stoves, combine to trap wood stove emissions within the steep valleys. Air quality data indicates that poor conditions often exist during the winter months, when wood stove use is at its peak. Wood smoke can be more harmful to human health than smog. To help encourage the replacement of non-efficient, non-EPA-certified stoves, the RDCK partnered with the Province of British Columbia, the BC Lung Association and local RDCK municipalities in 2009 to provide a regional wood stove exchange program. The RDCK then became one of 15 local governments to administer this program provincially. Since then, more than five hundred old stoves have been exchanged. The program continues in 2020, with funding to replace approximately 30 more non-EPA Certified stoves. Wood stove exchanges, combined with smart burning practices, will reduce harmful smoke generated in our communities. Learn more at www.rdck.ca. Regional District of Central Kootenay Caring for our elders during holiday season The winter season brings along with it many different festivals and holidays and, for many residents of the Regional District of Central Kootenay, socializing with family, friends and our wider community. The current COVID- 19 situation is presenting new challenges and uncertainty to what can be an already stressful time – a feeling that is even more acute for people affected by dementia. Remembering a grandchild’s name, being included in group conversations or visiting a new place are all experiences that may challenge a person living with the disease and affect their experience of the holidays. To increase awareness and provide strategies to help local caregivers and people living with dementia prepare for the holidays during COVID-19, the Alzheimer Society of BC is offering two free webinars this month. “The holidays can present difficulties for people living with dementia for a multitude of reasons,” Carly Gronlund, the Alzheimer Society of BC’s provincial coordinator, explains. “Large groups of people, different activities happening at the same time, background noise, unfamiliar places and visual stimulus like flickering candles – these factors can all easily lead to sensory overload for a person living with dementia.” This year’s holiday gatherings will undoubtedly look different and that uncertainty can add additional challenges for people living with dementia, caregivers, family members and friends. “It’s important to understand what a person may find challenging, so that we can adapt accordingly. Even small changes can make a big difference and ensure everyone has the best holiday experience possible,” Carly says.
