MINUTES OF BOARD OF DIRECTORS MEETING – SEPT. 23, 2020 

CALL TO ORDER 

The Board of Directors meeting of the Cypress Mill Homeowners 

Association Inc. was held on September 23, 2020 at the Cypress Mill 

Recreation Center, 14710 Mills Park Lane, Cypress, Texas. Those in 

attendance were Jeff Garrett, Stacey Lucas, Beverly McGaughey and 

Kevin Tolls. Angela Rivera was also in attendance (representing Associa 

Principal Management Group). With a quorum duly established, President 

Jeff Garret, called Cypress Mill Board of Director’s meeting to order at 6 

PM, Jeff Garrett opened with an invocation. 

SUMMARY OF EXECUTIVE 

The Board of Directors - The president; announced the August meeting 

minutes are available on the community app TownSq. 

CONSTABLE - Lt. Rogers updated the Board and homeowners on activity 

in and around Cypress Mill community 

APPROVAL OF MINUTES 

After reviewing and discussing, the Board of Directors, Beverly and Stacey 

motioned to accept the meeting minutes of August 26, 2020, all in favor. 

TREASURER’S REPORT 

Angela Rivera presented August 2020 financials. The financials were 

accepted as presented. The following items noted: 

• Operating Funds of $198,988.84 and Reserve Funds of $240,709.80 as 

of August 2020. 

• August 2020 YTD actual expenses are over budget by $25,137.25. 

OLD/NEW BUSINESS 

The announcement of the new pool company - Aquatic Management of 

Houston. 

HOMEOWNERS FORUM 

Homeowners present discussed the following items: 

• The 2021 HOA assessment; consider not to increase. 

• The new fence off Cypress Mill Park Lane; the owner gave a compliment. 

• The irrigation leaks off; Cypresswood near the bridge, Palos Park and 

Cypress Rosehill; the MUD will be re-inspecting. 

• The hardi-plank fence off Cypresswood; the owner stated to consider 

power washing and repair. 

ADJOURN TO EXECUTIVE SESSION | RECONVENE FROM EXECUTIVE 

SESSION 

The following items with were discussed and noted actions approved 

during the executive session: Motions were made and seconded and 

passed unanimously to:

• To except; the proposal at $5,400 per year from I-Tech for security| access 

maintenance and service. A motion was made 1 st by Stacey and 2 nd by 

Kevin, all in favor. 

• To except; the proposal from Aquatic Management for chlorine tabs at 

$1098. A motion was made 1 st by Beverly and 2 nd by Stacey, all in favor. 

• To except; the proposal to replace the baby pool motor at $636. A 

motion was made 1 st by Larry and 2 nd by Kevin, all in favor. 

• To except; the proposal to renew HOA insurance from AIAI Insurance at 

$34, 681. A motion was made 1 st by Beverly and 2 nd by Stacey, all in favor. 

ADJOURNMENT 

There being no further business to come before the Board, the regular 

business session of the meeting was adjourned at 7:30 PM. 

Next meeting will be held on Wednesday, October 28, 2020 at 6 PM. 

SPECIAL MEETING ON 10/05/2020

• Monarch Landscaping 2021 contract renewal. 

• Zodega Landscaping; discussed the scope of the community to give a

• A quote from Alvarez Services was reviewed and a motion was made 1 st

3 irrigation zone valves on Cypress Mill Park, 2 zones on Cypress Walk and 

1 zone on Cypresswood at $1080.

MAINTENANCE SCHEDULE 

By doing some simple preventative maintenance, you can extend the life 

of your home and minimize costly repairs. 

Painting - It is important to put a good coat of paint on your home which 

may mean painting every three to five years on an average, depending 

on the quality of the paint. Painting obviously improves the appearance 

of your home and protects your wood or hardiplank from the elements 

reducing rot. Don’t forget your ACC application along with paint color 

samples, which must be processed and approved first! 

Power washing - Take a walk around your property. If you see green or 

black mildew on your home and driveway, you can power wash the 

mildew off your gutters, home exterior, driveway and sidewalk. This small 

step of maintenance can keep your property looking well maintained. 

Gutters - Gutters need to be cleaned out on a regular basis. This time of 

year they fill up with pine needles and leaves. If the gutters are full of 

leaves and pine needles, they will not drain properly and will need to be 

cleaned. The extra weight will cause the gutter nails to become loose and 

the gutter will sag or fall from your home. Gutters are important as they 

protect the fascia boards. 

Landscaping - Trees, shrubs and seasonal flowers add a great deal to 

the value of your home and the community. Remember that over time 

trees and shrubs can become overgrown and unsightly. Please keep 

your landscaping well-trimmed and yard edged so that it enhances your 


home and does not interfere with the street. 

Street Parking - Please keep in mind that the streets belong to the City. 

Please report all street parking to Harris County Constable Precinct 4

If you are between 12 and 18 and would like to be added to the 

teenage job seeker’s list, please fill out the form on our website (www.

Double Layer Pumpkin Pie 

You could make this on National Pie Day December 1st or National 

Pumpkin Pie Day on December 25th! 

4 ounces cream cheese, softened 

1 tablespoon milk 

1 tablespoon white sugar 

1 1/2 cups frozen whipped topping, thawed 

1 (9 inch) prepared graham cracker crust 

1 cup cold milk 

2 (3.5 ounce) packages instant vanilla pudding mix 

1 (15 ounce) can solid pack pumpkin puree 

1 teaspoon ground cinnamon 

1/2 teaspoon ground ginger 

1/4 teaspoon ground cloves 

DIRECTIONS: 

In a large bowl, whisk together cream cheese, 1 tablespoon of 

milk and sugar until smooth. Gently stir in whipped topping. 

Spread into bottom of crust. 

Pour 1 cup of milk into large bowl and thoroughly mix in pudding 

mix, pumpkin, cinnamon, ginger and cloves. When thickened, 

spread over cream cheese layer. Refrigerate 4 hours or until set.

Ambrosia Fruit Salad 

You could make this on National Ambrosia Day on December 12th! 

INGREDIENTS: 

1 (8 ounce) container frozen whipped topping, thawed 

2 1/2 cups shredded coconut 

1/2 cup chopped walnuts 

1 (8 ounce) can fruit cocktail, drained 

1 (8 ounce) can pineapple chunks, drained 

1 (11 ounce) can mandarin oranges, drained 

3 cups miniature marshmallows 

1 (10 ounce) jar maraschino cherries, drained (optional) 

1 teaspoon ground nutmeg 

1 teaspoon ground cinnamon 

DIRECTIONS: 

In a large bowl, combine the whipped topping, coconut, chopped nuts, 

fruit cocktail, pineapple, mandarin oranges, marshmallows, cherries, 

nutmeg and cinnamon. Mix together well and refrigerate for 30 to 45 

minutes.

Albion Hurricanes FC (AHFC) is having supplemental evaluations for all
