Decolonizing the Media: Challenged and Obstacles on the Road to Reconciliation

<str<strong>on</strong>g>the</str<strong>on</strong>g> ‘skinny basic’ cable package, guaranteeing a<br />

porti<strong>on</strong> of fees from all Canadian households that<br />

subscribe <strong>to</strong> cable TV. In comparis<strong>on</strong>, ad sales<br />

make up just 6% of revenue, a porti<strong>on</strong> difficult<br />

<strong>to</strong> increase because Canada’s st<str<strong>on</strong>g>and</str<strong>on</strong>g>ard viewer<br />

audits — <str<strong>on</strong>g>the</str<strong>on</strong>g> bot<strong>to</strong>m line incentive for potential<br />

advertisers — primarily measure mainstream<br />

sou<str<strong>on</strong>g>the</str<strong>on</strong>g>rn audiences, neglecting <strong>to</strong> count viewers<br />

in nor<str<strong>on</strong>g>the</str<strong>on</strong>g>rn <str<strong>on</strong>g>and</str<strong>on</strong>g> remote Indigenous communities<br />

(Ille, 2015). This measuring anomaly also keeps<br />

APTN’s Canada <str<strong>on</strong>g>Media</str<strong>on</strong>g> Fund grants artificially<br />

low. The o<str<strong>on</strong>g>the</str<strong>on</strong>g>r source of revenue is a funding<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> satellite distributi<strong>on</strong> agreement with Shaw,<br />

amounting <strong>to</strong> $1.5 milli<strong>on</strong> annually, or 3% of<br />

revenues.<br />

Despite <str<strong>on</strong>g>the</str<strong>on</strong>g>se limited resources, APTN has made<br />

remarkable strides in recent years, exp<str<strong>on</strong>g>and</str<strong>on</strong>g>ing<br />

its programming <str<strong>on</strong>g>and</str<strong>on</strong>g> successfully financing <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

technological leap <strong>to</strong> HDTV <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong>line c<strong>on</strong>tent<br />

(APTN, 2015). As well, APTN is planning <strong>to</strong><br />

exp<str<strong>on</strong>g>and</str<strong>on</strong>g> in<strong>to</strong> US markets in 2017, through a<br />

partnership with All Nati<strong>on</strong>s Network, a potential<br />

source of new audiences <str<strong>on</strong>g>and</str<strong>on</strong>g> revenues (Levin,<br />

2016).<br />

The channel’s current revenue streams are<br />

not secured for <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>g term, however. The<br />

agreement with Shaw expires in 2020, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

possibly so<strong>on</strong>er if <str<strong>on</strong>g>the</str<strong>on</strong>g> CRTC agrees <strong>to</strong> an early<br />

release (APTN, 2015). A similar agreement<br />

with CTVglobemedia expired in 2009 <str<strong>on</strong>g>and</str<strong>on</strong>g> was<br />

not renewed (APTN, 2010). As well, <str<strong>on</strong>g>the</str<strong>on</strong>g>re is<br />

c<strong>on</strong>stant industry pressure <strong>to</strong> eliminate <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

levy that supports <str<strong>on</strong>g>the</str<strong>on</strong>g> Canada <str<strong>on</strong>g>Media</str<strong>on</strong>g> Fund.<br />

In 2016 al<strong>on</strong>e, two corporate-friendly thinktanks,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> C.D. Howe Institute <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Fraser<br />

Institute, released reports calling for its removal<br />

(Craig, 2016). Finally, should <str<strong>on</strong>g>the</str<strong>on</strong>g> CRTC resp<strong>on</strong>d<br />

<strong>to</strong> mounting public pressure for a purely pick<str<strong>on</strong>g>and</str<strong>on</strong>g>-pay<br />

system, <str<strong>on</strong>g>the</str<strong>on</strong>g> results for APTN would be<br />

devastating; <str<strong>on</strong>g>the</str<strong>on</strong>g> channel’s CEO estimates <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

number of subscribers would drop from 11<br />

milli<strong>on</strong> <strong>to</strong> 3 milli<strong>on</strong>, adding:<br />

At that level of revenue, we become nothing<br />

more than an aggrega<strong>to</strong>r of previously<br />

made c<strong>on</strong>tent. It would basically be <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

end of aboriginal programming in Canada.<br />

We’d have <strong>to</strong> ask if <str<strong>on</strong>g>the</str<strong>on</strong>g>re’s any reas<strong>on</strong> <strong>to</strong><br />

exist anymore. (cited by Ladurantaye, 2013)<br />

C<strong>on</strong>trary <strong>to</strong> popular myth, APTN is nei<str<strong>on</strong>g>the</str<strong>on</strong>g>r<br />

heavily subsidized nor gifted with any special<br />

advantages in advertising sales. While working<br />

<strong>to</strong> develop original made-in-Canada Indigenous<br />

programming, APTN must also juggle its survival<br />

in an increasingly precarious open marketplace.<br />

The TRC’s call for APTN <strong>to</strong> “develop media<br />

initiatives that inform <str<strong>on</strong>g>and</str<strong>on</strong>g> educate <str<strong>on</strong>g>the</str<strong>on</strong>g> Canadian<br />

Public” is <str<strong>on</strong>g>the</str<strong>on</strong>g>refore a tall order (TRC, Calls <strong>to</strong><br />

Acti<strong>on</strong>, 2015, p. 350). This is not an unusual<br />

situati<strong>on</strong>. Whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g> task is delivering diversity<br />

programming or serving local communicati<strong>on</strong>s<br />

needs, <str<strong>on</strong>g>the</str<strong>on</strong>g> societal expectati<strong>on</strong>s placed <strong>on</strong><br />

North America’s n<strong>on</strong>profit media sec<strong>to</strong>r have<br />

grown greatly in <str<strong>on</strong>g>the</str<strong>on</strong>g> past decade, with few<br />

corresp<strong>on</strong>ding supports (Knight Commissi<strong>on</strong> <strong>on</strong><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> Informati<strong>on</strong> Needs of Communities, 2009).<br />
