NATIONAL RETIREE COUNCIL CO-CHAIRS<br />

<strong>2021</strong>, HERE WE COME! We hope that everyone<br />

enjoyed a peaceful and safe end of year holiday<br />

season. For those of us that had to forgo seeing family<br />

up close and personal, it was a tough pill to swallow<br />

at our age, but necessary and the right thing to do.<br />

COVID-19 vaccinations can’t get here soon enough.<br />

Since our last issue of the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>, we have<br />

added our 19th CG Regional Retiree Council.<br />

Welcome aboard to RRC Charleston, SC! <strong>The</strong>ir<br />

active duty sponsor command is Base Charleston.<br />

As many of you have noticed, Charleston has<br />

quickly become a major USCG port. Thus, it is fitting<br />

that RRC Charleston has been established. We are<br />

still working to establish RRC LA/LB in the near<br />

future. If you are interested in taking an active role<br />

in getting that RRC up and running, please contact<br />

Bob Hinds, MCPO Pierce or myself.<br />

It remains to be seen whether we will be able convene<br />

an in-person CG National Retiree Council meeting in<br />

<strong>2021</strong>. While it is our strong desire to do so, medical<br />

safety comes first. If necessary, we will hold a virtual<br />

conference, with plans to expand our agenda beyond<br />

what we were able to accomplish at our virtual<br />

meeting in 2020.<br />

Despite continuing COVID-19 restrictions, we were<br />

able to hold our annual meeting on 15 Dec 2020<br />

with the Commandant, ADM Karl Schultz (RADM<br />

Hathaway in person, MCPO Pierce online). ADM<br />

Schultz was anxious to get an update on how<br />

the retiree community fared over the past tough<br />

year. With other USCG senior leadership also in<br />

attendance, we were able to report that our retiree/<br />

annuitant community has been holding its own. We<br />

National Retiree Council virtual meeting (addressed in<br />

this column in the Fall LBL). Notably, on behalf of the<br />

entire retiree community, we expressed thanks for the<br />

USCG emphasis this past year on reducing the time<br />

to process Audit Error Worksheets (AEWs) at PPC.<br />

When we brought this issue to the Commandant’s<br />

attention last year, processing times were often in<br />

excess of a year and little progress was being made<br />

on the backlog. He ordered immediate action and<br />

thru added manpower and automation at PPC, the<br />

backlog has been reduced to 120 days. We pointed<br />

out that DOD averages a 60 day turnaround on AEWs<br />

from VA. While our USCG has made great progress,<br />

120 day processing for AEWs should not be our final<br />

goal. We suggested that a 90 day processing time<br />

should be the next goal by the end of <strong>2021</strong>, and ADM<br />

Schultz and his team agreed.<br />

Finally, we once again request that, if you have not<br />

added an email address to your personal info in the<br />

Coast Guard Direct Access (DA) system, please<br />

make it your New Year's resolution to do so! Email is<br />

the only real-time means we have to PUSH important<br />

information directly to you in between quarterly issues<br />

of the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>. Otherwise, retirees must PULL<br />

timely notices off of the Retirees Services and PPC<br />

websites. Currently, DA only contains emails for about<br />

55% of our retiree/annuitant community. We can do<br />

better. A great example occurred over the last quarter<br />

of 2020. <strong>The</strong> need for retirees using Tricare Select<br />

to set up and pay new required enrollment fees by<br />

1 Jan. <strong>2021</strong> caused some confusion. While DOD<br />

retirees could pay enrollment fees through allotments<br />

and CG/PHS/NOAA retirees could “initiate” allotments<br />

with Tricare, PPC did not have the capability to pay<br />

enrollment fees through allotments – requiring retirees<br />

to pay by EFT or credit card. While that was stated,<br />

along with detailed guidance, on the PPC-RAS<br />

website, many missed PULLING that information.<br />

Tricare contractors were also originally putting out<br />

conflicting guidance when contacted by retirees. CG<br />

Retiree Services tried to PUSH information to retirees<br />

by passing along PPC guidance via GovDelivery,<br />

but it only reached those retirees (55%) with current<br />

email addresses in the system. Why subject yourself<br />

to future high anxiety when a solution exists – add<br />

an email address to your DA account! See PPC<br />

instructions on how to access/update your DA Self-<br />

Service account in this issue of the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>.<br />

FROM THE<br />

DIRECTOR<br />

TO OUR USCG, USPHS, AND NOAA UNIFORMED RETIREE COMMUNITY, including more<br />

than 60,000 readers of <strong>The</strong> <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong> – Greetings from Coast Guard Headquarters.<br />

In October 2020, I gratefully accepted the Commandant’s assignment as the new Director<br />

of Military Personnel (CG-13), CG Retiree Services Program Director, and Executive Agent<br />

for the CG National Retiree Council (CGNRC), in addition to assuming the duties as Deputy<br />

Assistant Commandant for Human Resources (CG-1D). I want to thank Captain Tom King for<br />

his exceptional leadership since August 2020 while serving as the Acting Director for CG-13<br />

and look forward to working with him as my Deputy.<br />

Introductions complete, I think it important to acknowledge the global pandemic COVID-19 that<br />

continues after almost a year and the disruption and toll it has taken on the millions of people<br />

throughout our Coast Guard, Nation, and the world. Know that I’m committed to working with<br />

CG leadership, your Retiree Services Program Manager and CGNRC, and retirees during this<br />

and future challenges to ensure we continue in meeting the people needs of our organization<br />

and the needs of our organization’s people, including retirees – the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>.<br />

I know a key to my success in learning and supporting the mission of the Retiree Services<br />

Program and CGNRC and the needs of retirees and annuitants will be Active Listening,<br />

defined as “…fully concentrating on, understanding, responding to, and remembering” what<br />

is being said by our retiree community. I am grateful for our partnership with the National<br />

Coast Guard Museum Association in answering your call to modernize retiree communications<br />

through this top-notch publication, which has received rave reviews!<br />

I also extend my sincere gratitude to RADM Jeff Hathaway, USCG (Ret.) and MCPO Lloyd<br />

Pierce, USCG (Ret.), CGNRC Co-Chairs, for their continued service to the CG and our retiree<br />

community. I had the pleasure of joining your CGNRC Co-Chairs for their annual report to<br />

the Commandant, Master Chief Petty Officer of the CG (MCPOCG), Deputy Commandant for<br />

Mission Support, and CG-1 on 15 Dec 2020. <strong>The</strong> Commandant commended the Council for<br />

making him aware of the backlog of more than 5,000 Audit Error Worksheets (AEWs) at their<br />

annual meeting in 2019 – with the backlog now eliminated! <strong>The</strong> Commandant, MCPOCG,<br />

DCMS, CG-1, and I remain committed to supporting the Council in addressing their top<br />

priorities for <strong>2021</strong>. I strongly encourage active duty members transitioning to retirement and<br />

all retirees to engage with the CGNRC and one of the 19 Regional Retiree Councils in your<br />

area, as highlighted in this issue of <strong>The</strong> <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>.<br />

MEET<br />

DR. DONNA<br />

MISCHELL NAVARO<br />

DR. MISCHELL NAVARRO ASSUMED THE DUTIES<br />

AS THE DEPUTY ASSISTANT COMMANDANT<br />

FOR HUMAN RESOURCES (CG-1D) in October<br />

2020. She is responsible for implementing the<br />

vision for human capital management; to recruit,<br />

develop, and retain a diverse, proficient and<br />

effective workforce to meet the current and future<br />

needs of the Service’s nearly 60,000 member<br />

active duty, reserve, and civilian workforce.<br />

Before coming to CG-1, Dr. Navarro served as<br />

Chief Human Capital Officer, Office of Management<br />

and Budget, Headquarters National Nuclear<br />

Security Administration (NNSA), Washington, D.C.<br />

In that capacity, she worked as a strategic partner<br />

with leaders across NNSA and DOE to ensure<br />

that human resource policies, procedures, and<br />

practices, including workforce planning strategies,<br />

fostering sound human resource management,<br />

and providing an accountability system that<br />

adhered to merit system principles and maintained<br />

legal compliance, effectiveness, efficiency, and<br />

timeliness. She joined the Senior Executive Service<br />

in 2017.<br />

Dr. Navarro also served as Executive Director,<br />

Manpower, Personnel and Services, Air Force<br />

Global Strike Command (AFGSC), Barksdale Air<br />

Force Base, LA, where she provided leadership<br />

and direction to the nuclear command. She<br />

oversaw personnel, resources, manpower<br />

allocations, accession, hiring, readiness, and<br />

force development planning and implementation.<br />

Dr. Navarro also served as Chief, Manpower,<br />

Resources, and Civilian Personnel Division,<br />

AFGSC. She managed the execution of funded<br />

and unfunded command requirements along<br />

with officer and enlisted grades allocation and<br />

personnel assignments for 36K members and<br />

influenced programming of more than $3.4B<br />

annually. Prior to that assignment, she was<br />

assigned to the Pentagon as a Senior Program<br />

Analyst, Manpower and Personnel Budget<br />

Development, and a Liaison to Congress.<br />

Dr. Navarro began her career in 1991 at<br />

Misawa Air Base, Japan. Throughout her<br />

career, she has held various key positions<br />

within the United States and OCONUS at<br />

Wing, Major Command, Field Operating<br />

Agency, and Headquarters Air Force.<br />

During her career, she has served in<br />

multiple positions within Manpower,<br />

Budget, Personnel and Services. She is a<br />

graduate of Air War College, Air Command<br />

and Staff College, Squadron Officer<br />

School, and holds a Ph.D. in Clinical<br />

Psychology and a Master’s Degree in<br />

Education and Counseling.<br />

COAST GUARD PRE-RETIREE<br />

<strong>The</strong> CG Retiree Services Program (RSP) and CG Transition Assistance Program (TAP) are pleased to<br />

announce the addition of the CG Pre-Retiree section to the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>. This initiative is well-aligned with<br />

#1 priorities of the CG National Retiree Council (CGNRC), as highlighted below:<br />

• Better integrate Retiree Services Program (RSP) into CG Transition Assistance Program (TAP). Ensure<br />

transitioning members are appropriately informed of RSP services. Better leverage CG TAP Seminars<br />

(Transition Goals, Plans, and Success) in messaging RSP to transitioning members.<br />

• Continue to improve communications to the CG retiree community. Implement CG Retiree<br />

Communications Strategy and validate effectiveness. Communications is the single most important<br />

activity of the CGNRC and Regional Retiree Councils (RRCs).<br />

<strong>The</strong> primary purpose of the CG Pre-Retiree section is to assist CG Active Duty/Reserve Members within one<br />

year of retirement to make a smooth transition to “post-active duty life” by providing them needed information<br />

and resources. <strong>The</strong> <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>, published by the National Coast Guard Museum Association,<br />

has been very well received by a readership of 60,000+ retirees and offers an excellent medium to help<br />

familiarize transitioning members with the CG Retiree Services Program, including the CGNRC, Regional<br />

Retiree Councils (RRCs), and Active Duty Retiree Services Coordinators, and welcome them to the retiree<br />

community. <strong>The</strong> following are examples of current and planned information/resources helpful to transitioning<br />

members:<br />

TRANSITION ASSISITANCE<br />

PROGRAM OVERVIEW<br />

Information and Procedures<br />

To prepare Service members (SMs) separating or retiring from the Coast Guard for their transition to<br />

civilian life, all eligible SMs are required to complete the standardized components of the Transition<br />

Assistance Program (TAP) starting 365 days prior to separating/retiring. <strong>The</strong>se components are 1) Pre-<br />

Separation Counseling and 2) the Transition Seminar, encompassing the core curriculum. This core<br />

curriculum includes a Department of Labor (DOL) Employment Workshop and Veteran Affairs Benefits<br />

Briefing. This document provides guidance on how to complete these components.<br />

PRE-RETIREE<br />

Pre-separation Counseling<br />

Pre-separation counseling is a mandatory prerequisite<br />

to attending the transition seminar.<br />

1) Inform command of intention to separate or<br />

retire.<br />

2) Contact your local transition manager to begin<br />

the process and prepare the required DD2648.<br />

3) Complete the Pre-separation Counseling<br />

Training Modules on the Coast Guard Learning<br />

Management System (LMS) or a DoD Preseparation<br />

training,<br />

(a) Section I: Verify all information for accuracy<br />

and input remaining data. This information<br />

is pulled from DEERS; any discrepancies<br />

need to be corrected through a DEERS<br />

office.<br />

(b) Section II: mark “YES” based on Career<br />

Readiness items completed to date, for<br />

item 17 use the local HSWL location as the<br />

military installation.<br />

(c) Section IV: Digitally sign completion of Preseparation<br />

Counseling.<br />

(d) Provide a copy of completed LMS<br />

certificate and DOD ID number on back of<br />

member CAC card to the Personnel and<br />

Administrative office and TRM.<br />

4) Contact TRM Schedule TAP seminar. Online<br />

courses are also available at www.tapevents.<br />

org/courses<br />

5) Register for Veteran Affairs account through<br />

eBenefits website with guidance/assistance<br />

from SPO/PERSRU and/or TRM.<br />

NOTE: eBenefits is a one-stop shop for benefitsrelated<br />

information for Wounded Warriors, Veterans,<br />

Service Members, their families, and their caretakers.<br />

Members can track their disability claim, home loans,<br />

GI bill and search for jobs. www.ebenfits.va.gov<br />

Transition Seminar<br />

<strong>The</strong> Transition seminar is a 3-5 day workshop for all<br />

separating service members made mandatory under<br />

the Veterans Opportunity to Work Act.<br />

<strong>The</strong> intent of the program is to prepare members for a<br />

smooth transition to civilian life. This TAP component<br />

provides Service members with a targeted set of<br />

value-added, individually tailored training programs<br />

and services necessary to equip SMs with the skills<br />

needed to pursue post military goals successfully.<br />

Transition Core Curriculum consists of:<br />

1) Transition Overview<br />

2) Resilient Transitions, which includes:<br />

• Special issues, Considerations for families,<br />

Support systems, Value of a mentor, Stress<br />

management<br />

3) Military Occupational Code (MOC) Crosswalk<br />

– Translating military skills, training, and<br />

experience into civilian skills.<br />

4) Financial Planning – tools, information, and a<br />

12-month post-separation budget.<br />

5) VA Benefits Briefing (mandatory)<br />

6) 1-day DOL Employment Workshop (DOLEW)<br />

(mandatory if not exempt)<br />

7) Individual Transition Plan (ITP) Review –<br />

identifying critical activities such as personal/<br />

family requirements and career path and<br />

organizing your transition into manageable<br />

tasks over a specified time to meet Career<br />

Readiness Standards.<br />

8) Optional 2-day Transition tracks are also<br />

available: Education track, Employment track,<br />

Vocational track, and Entrepreneurship track.<br />

THE BIG BANG<br />

<strong>The</strong> crew of Coast Guard Cutter NORTHLAND<br />

conducts a live firing of the MK 75 76mm<br />

weapons system while underway, September<br />

20, 2020, in the Atlantic Ocean. <strong>The</strong> cutter<br />

returned to its homeport of Portsmouth, Virginia,<br />

after a 47-day patrol conducting counter-drug<br />

VETERAN OF THE YEAR AWARD<br />

<strong>The</strong> Department of Alabama Disabled American<br />

Veterans (DAV) Committee on Veteran of the Year<br />

unanimously selected YNC Annie L. Byrd, USCG<br />

(Ret.), as the Alabama Disabled Veteran of the<br />

Year for 2020.<br />

Annie L. Byrd, a service-connected disabled U.S.<br />

Coast Guard veteran, and lifetime member of<br />

Chapter #1 Tuscaloosa, Alabama.<br />

Annie is a native of Demopolis, Alabama. Following<br />

graduation from high school, she enlisted in the<br />

Coast Guard in July<br />

basic training at<br />

TRACEN Cape May,<br />

NJ. She earned<br />

her BS in Business<br />

Management from<br />

the University of<br />

Phoenix while still on<br />

active duty. Annie<br />

retired after 26<br />

years of service as<br />

YNC (E-7) in August<br />

2005. She moved to<br />

Tuscaloosa, AL and<br />

worked part-time as a Hospital Service Coordinator<br />

at Tuscaloosa Veterans Medical Center.<br />

Annie certified annually by completing required<br />

training while assisting veterans to apply for benefits<br />

and services through Veterans Affairs by way of<br />

the National Service Officer. In November 2012,<br />

she was appointed as National Service Officer in<br />

Montgomery, AL, where she trained for 16 months<br />

and became an accredited representative of the<br />

Department of Veterans Affairs, assisting veterans in<br />

processing claims for benefits. While in Montgomery,<br />

she transferred her membership to Chapter #12 and<br />

was elected and served as the Chapter’s Adjutant.<br />

Annie retired from the DAV office in Montgomery,<br />

AL in December 2017 and returned to Tuscaloosa,<br />

AL, where she transferred to Chapter #1, volunteers<br />

as a Chapter Service Office, and was elected and<br />

serves as the Chapter’s Adjutant. Annie has recruited<br />

numerous DAV members and in 2018, she was the<br />

number 2 recruiter for the State of Alabama. Annie<br />

resides in Tuscaloosa and is a proud mother of her<br />

son, <strong>The</strong>odore J. Williams.<br />

COAST GUARD MERITORIOUS PUBLIC SERVICE<br />

PRESENTED TO MR. BARRETT THOMAS BEARD<br />

On Coast Guard Day, August 4, 2020, Coast Guard<br />

Commandant ADM Karl L. Schultz, presented the<br />

Meritorious Public Service Award to Mr. Barrett Thomas<br />

Beard for exceptional, enduring contributions to the<br />

legacy of the Coast Guard and Coast Guard Aviation.<br />

<strong>The</strong> citation notes that Beard was “an advocate and<br />

early architect for a Coast Guard History Foundation to<br />

assimilate, organize, and preserve service records and<br />

documents.” <strong>The</strong> award also noted his collaboration<br />

with numerous historians and organizations such as<br />

the U.S. Lighthouse Society, the U.S. Lifesaving Service<br />

Heritage Association and the Coast Guard Aviation<br />

Association. <strong>The</strong> citation praised the historian for<br />

making known the accomplishments of Frank Erickson<br />

and other aviation pioneers through his writing.<br />

To the Women of the Class of 2020<br />

Congratulations on your graduation!<br />

We are Officers, Sisters, Wives, Mothers<br />

and Grandmothers who join you in<br />

commemorating the 40th anniversary of the<br />

graduation of women from the United States<br />

Coast Guard Academy. As members of<br />

the first class with women, we experienced<br />

diverse reactions to our presence, both<br />

in opposition and support as we broke<br />

ground for generations of women to follow.<br />

Since May 1980, over 1,850 women have<br />

graduated from the Academy, earned<br />

officer commissions, and proudly served our<br />

country.<br />

We were referred to as pioneers and<br />

trailblazers. We fought and won the good<br />

fight alongside our classmates, earning<br />

unqualified acceptance and respect within<br />

the entire Academy community and in the<br />

officer corps. Ensure our legacy is passed<br />

IN<br />

addition to the letter, ceremony<br />

organizers asked the Class of 1980<br />

women for words of wisdom for the<br />

Class of 2020 women. This request<br />

led me to consider how far away and long ago our<br />

graduation took place in Leamy Hall on a rainy day<br />

in May. By virtue of alphabetical order, the first<br />

woman to cross the stage was Jean Butler. She<br />

recalled the sounds of camera shutters clicking<br />

rapidly and simultaneously. She remembered,<br />

“It sounded like a cascading waterfall.” Not only<br />

was she the first woman in the Class of 1980 to<br />

graduate, she was the first woman to graduate<br />

from any armed forces service academy. <strong>The</strong><br />

Air Force, Army, and Navy held graduations<br />

in June. After graduation, the 14 of us fanned<br />

out across the cutter fleet, often being the first<br />

women to serve on board and the firsts in many<br />

assignments over our ensuing careers. Many of<br />

us retired as Captains and Commanders. Some of<br />

us found further success in academics, research,<br />

engineering, business and veterinary medicine<br />

with interests as diverse as the individuals we<br />

have always been.<br />

<strong>The</strong> Coast Guard is credited with accepting<br />

women to the Academy before being forced to by<br />

legislation. Admiral Owen Siler, Commandant, is<br />

recognized as starting it all 45 years ago on August<br />

11, 1975, when a Transportation Department press<br />

release noted that, “Admiral Siler said his decision<br />

to admit women to the Academy was based on the<br />

many contributions he expected women to make<br />

in the peace-time missions of the Coast Guard.”<br />

Siler went on to state that, “Current statutes do<br />

not bar the admission of women to the Coast<br />

Guard Academy and that action by Congress will<br />

not be required. This decision is also in keeping<br />

with the strong commitment of the leadership of<br />

the Department of Transportation to assure equal<br />

rights for women.”<br />

But it was another man who made the crucial<br />

difference. William Thaddeus Coleman, Jr., a<br />

distinguished attorney and judge, serving as the<br />

fourth Secretary of Transportation, was the second<br />

African American to serve in the United States<br />

Cabinet. He served pivotal roles in significant<br />

civil rights cases as an attorney before becoming<br />

Transportation Secretary. While the Coast Guard<br />

had previously decided not to admit women to<br />

the Academy, Coleman asked the Commandant,<br />

“Admiral, are there any really valid reasons why<br />

women should be kept out of the Coast Guard<br />

Academy?”<br />

Siler replied in the negative. Coleman then asked,<br />

“Do we have to wait for Congress to act upon this?”<br />

Again, Admiral Siler responded in the negative.<br />

Coleman’s adept handling of the situation allowed<br />

the Commandant to shine.<br />

This backstory was something I learned years later.<br />

As one of the women entering the Academy in 1976,<br />

I knew women were already in the Coast Guard.<br />

Beginning with female lighthouse keepers and<br />

World War II SPARs, followed by women graduating<br />

Officer Candidate School and being commissioned<br />

as Ensigns in 1973, it appeared women had been<br />

in the Coast Guard in some manner all along.<br />

Opening the Academy to women seemed a natural<br />

progression—how hard could it be? When I inquired<br />

about an application, I received a warm, encouraging<br />

letter. As an accepted candidate, I received another<br />

letter, professional and equally promising. Given this<br />

positive start, it appeared the 38 women accepted<br />

into the Academy would be as welcome as the men.<br />

But that’s not what happened.<br />

For a number of cadets and staff, having women<br />

at the Academy was an experiment—one they<br />

were determined to help fail. Thankfully, a few were<br />

more open, providing respite and encouragement.<br />

Support came from chaplains, cadet activity leaders,<br />

and faculty. Most of all, we garnered support from<br />

classmates and tackled challenges together—<br />

beginning on the first day. We were issued dungarees<br />

that needed hemming and the cadre (cadets two<br />

years our senior tasked with our indoctrination)<br />

yelled that it had to be done before the swearing-in<br />

ceremony. This was meant to be a stress test, but<br />

most women of my generation possessed sewing<br />

skills courtesy of required home economics courses<br />

in high school. Much to the irritation of the cadre,<br />

my roommate and I easily hemmed our dungarees<br />

and those of several male classmates before the<br />

cadre rushed us outside to practice marching. That<br />

first day, unsewn dungarees were held up with<br />

tape and staples. But going forward, sewing skills<br />

were bartered for shoe shining or rifle cleaning. We<br />

learned teamwork, perhaps not in the way our cadre<br />

intended, but we learned it all the same.<br />

Our class motto—Old Traditions, New Horizons—<br />

says it all. We would honor traditions, but we would<br />

forge a new path as well. That new path included<br />

dealing with issues prior classes had not. As a<br />

class, we endured intense media scrutiny with<br />

press dogging our steps during Swab Summer. In<br />

more than one instance, cameramen jumped out<br />

from behind bushes to snap our photographs as we<br />

marched to and from Chase Hall. Once the academic<br />

semester started, individual women were pulled out<br />

of class for interviews, often at the last minute. We<br />

were not trained in conducting interviews so it was no<br />

surprise when several women were misrepresented.<br />

We learned the media could not be trusted with<br />

the nuances of our stories and even a hint that the<br />

women were not thriving sent repercussions rippling<br />

through the Corps of Cadets, to our detriment.<br />

Consequently, we became masters at hiding certain<br />

realities from others, and even from ourselves. Our<br />

class determined that both male and female cadets<br />

would attend scheduled interviews or none at all.<br />

<strong>The</strong>re were many questions. <strong>The</strong> tangible and often<br />

humorous topics concerning bathroom facilities,<br />

uniforms, sports, and haircuts were easier to talk<br />

about. <strong>The</strong>y were temporary obstacles solved over<br />

time. By far, the most stubborn obstacles remained<br />

deeply entrenched attitudes. Nevertheless, facing<br />

these hurdles made us stronger.<br />

From the time we entered to the time we graduated,<br />

we were engulfed in an expectation of failure, and<br />

discounted in ways both overt and subtle. At the<br />

same time, we were surrounded by the largest group<br />

of funny, creative, kind, and intelligent young people<br />

in one place. <strong>The</strong> dynamic was an adventure and we<br />

walked both paths.<br />

We each had to find our own toeholds out of that<br />

quagmire of low expectations and psychological<br />

warfare in all its forms. Father Norman Ricard, U.S.<br />

Navy chaplain, provided one early toehold for me.<br />

Humor. His laughter and perspective helped me<br />

see the humor in a lot of situations. Other toeholds<br />

followed. Framed as heroes, we are often labeled<br />

as courageous by others. To most of us, it felt like<br />

survival. And we persevered as only the young can—<br />

with verve and humor.<br />

Looking back, I reflect on how quickly one’s life<br />

can become history. It was 20 years ago that the<br />

Women of 1980 were invited to celebrate the 20-year<br />

anniversary of women at the Coast Guard Academy.<br />

During that visit, we met cadets who believed women<br />

had always attended the Academy. Women at the<br />

Academy had become normalized; no one gave<br />

it a second thought. I found it refreshing. Now,<br />

suddenly, we are celebrating 40 years of women<br />

at the Academy. And once again, we dust off the<br />

memories of our moment in history and celebrate with<br />

the newest members of the long blue line.<br />

In the United States Coast Guard, there<br />

are thousands of highly motivated men<br />

and women doing extraordinary things.<br />

<strong>The</strong>se are the kind of personnel who have<br />

steered the Service throughout its 230-<br />

year history.<br />

<strong>The</strong> model example of such a Coast Guardsman<br />

was Bobby Charles Wilks, an African American<br />

who led the Coast Guard toward greater diversity<br />

in the post-World War II era by breaking color<br />

barriers for Coast Guard officers and blazing a<br />

trail for all minorities in the Service.<br />

Bobby Wilks was an overachiever, attending<br />

Stowe Teacher’s College in St, Louis, MO, and<br />

serving as president of his senior class. He was<br />

also head of the student choir and his fraternity,<br />

and captain of the college track team. Wilks went<br />

on to complete a master’s degree in education<br />

at Saint Louis University, learning the leadership<br />

skills he would later use in his career. A little over a<br />

year after completing his graduate degree, he had<br />

enlisted in the Coast Guard, received an officer’s<br />

commission, and earned his aviator wings through<br />

the flight school at Pensacola Naval Air Station.<br />

Wilks rose through the officer ranks and broke<br />

many Coast Guard color barriers. In 1956, he<br />

became the first African American to graduate<br />

from the post-World War II Officer Candidate<br />

School. In 1965, he became the first recognized<br />

African American to achieve a rank higher than<br />

lieutenant. Coast Guard predecessor service<br />

Captain Michael “Hell Roarin’ Mike” Healy, the<br />

son of a slave and a plantation owner, became<br />

a senior officer in the late-nineteenth century.<br />

However, Healy appeared to be Caucasian and<br />

he never admitted his racial background to others.<br />

On the other hand, Wilks was always recognized<br />

as a man of color.<br />

At the same time he rose through the officer ranks,<br />

Wilks became an accomplished Coast Guard<br />

aviator specializing in search and rescue missions.<br />

He qualified in over twenty different kinds of aircraft,<br />

including various fixed-wing and amphibious<br />

aircraft and single and multi-engine helicopters.<br />

Wilks served at several aviation units, including<br />

Coast Guard air stations in Italy, the Philippines,<br />

Hawaii, San Francisco, Massachusetts, Miami<br />

and New York. He received a Federal Aviation<br />

Administration award for a rescue performed out<br />

of Air Station Salem in Massachusetts and an Air<br />

Medal for a severe weather rescue flown out of<br />

Wilks blazed a trail for people<br />

of color in the Service and<br />

helped steer the Coast Guard<br />

toward greater diversity in the<br />

late-twentieth century.<br />

Helicopter Corporation twice recognized him<br />

with the Winged-S Helicopter Rescue Award for<br />

daring missions demonstrating skill and courage<br />

in piloting a helicopter.<br />

As a Coast Guard aviation officer, Wilks broke<br />

even more color barriers. He was the Service’s<br />

first minority aviator and its first African American<br />

helicopter pilot. He later became the Coast<br />

Guard’s first minority aviation operations officer<br />

and first air station executive officer and the first<br />

recognized African American in the Service to<br />

achieve the rank of captain. And, in 1979, he<br />

became the first officer of color to command a<br />

Coast Guard air station.<br />

Bobby Wilks achieved great things as an aviator.<br />

However, his greatest contribution to the Coast<br />

Guard stemmed from his skills as a leader and<br />

motivator. Throughout his pioneering career, he<br />

remained an educator at heart, mentoring many<br />

of the next generation of Service leaders, such as<br />

flag officers Erroll Brown and Manson Brown. In<br />

1986, Wilks retired from the Service after a thirtyone<br />

year career.<br />

In 2009, Bobby Charles Wilks passed away at<br />

the age of 78 and was laid to rest at Arlington<br />

National Cemetery. Wilks blazed a trail for<br />

people of color in the Service and helped steer<br />

the Coast Guard toward greater diversity in the<br />

late-twentieth century. Wilks continues to serve<br />

as an inspiration. In November 2011, Wilks Hall<br />

was dedicated at Aviation Training Center Mobile.<br />

Designed to house a world-class HC-144 pilot and<br />

sensor operator simulators, the building named in<br />

his honor is used to train over 80 percent of the<br />

Coast Guard’s pilots, and features state-of-the-art<br />

classrooms and a 70-seat auditorium.<br />

“This building and its location at the Coast Guard’s<br />

aviation center of excellence are most befitting<br />

CAPT Wilks’ accomplishments and will ensure<br />

his contributions are not forgotten,” said CAPT<br />

Steve Truhlar, Aviation Training Center Mobile’s<br />

commanding officer at the time. “His pioneering<br />

spirit and legacy will inspire young leaders for<br />

generations to come.”<br />

JUST THE TIP OF<br />

THE ICEBERG<br />

USCGC CAMPBELL ventured into Disko Bay, Greenland,<br />

with the HDMS Knud Rasmussen for joint helicopter training<br />

exercises. Disko Bay is known for its heavy concentration<br />

of large icebergs calving off the Jacobshavn Glacier. <strong>The</strong><br />

Jacobshavn Glacier is the primary contributor to icebergs<br />

in Baffin Bay and the Labrador Sea. USCGC CAMPBELL<br />

safely navigated the heavy concentration of floating ice,<br />

icebergs the size of professional sports stadiums, and<br />

launched their Over the Horizon cutter boat for training.<br />

USCGC CAMPBELL also launched the MH-6567 Dolphin<br />

helicopter to conduct hoist, rescue basket, landings, and<br />

take-offs from the Knud Rasmussen.<br />

To Our Retiree Community:<br />

In the spirit of the upcoming Black History and Women’s History Months which<br />

overlap with this edition of the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>, we are proud to highlight many<br />

firsts, in which our Coast Guard integrated to better serve the Nation we all<br />

hold dear.<br />

In this edition of the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong>, we celebrate the pioneers who have gone<br />

before because they helped to pave the way. As I reflect on the Service I joined almost<br />

49 years ago this year, I have witnessed and experienced many positive changes. Today’s Coast<br />

Guard is truly more inclusive as you will observe with any visit to Cape May, the Academy or just<br />

about any unit.<br />

Our future National Coast Guard Museum will become an exceptional venue to celebrate our<br />

Service—accessing volunteers from all corners of our Nation to become one extraordinary<br />

humanitarian force. <strong>The</strong> Museum will not have a gallery specifically dedicated to the diversity of<br />

our workforce, because our Service’s stories of mission execution are the stories of Coast Guard<br />

men and women from different backgrounds. Telling these stories of honor, respect, and devotion<br />

to duty exhibited by shipmates down through the years, demands that all shipmates regardless of<br />

race, gender, creed, sexual orientation or national origin be celebrated.<br />

Speaking of firsts, this edition of the <strong>Long</strong> <strong>Blue</strong> <strong>Line</strong> represents our first anniversary of this publication.<br />

Reflecting on this past year, the Museum Association is very proud to have become a critical information<br />

link to our Retiree Community, and we appreciate this opportunity to share the journey in creating a<br />

Museum which will honor all men and women who have served in the Coast Guard.<br />

We also have some big news to share about the project! <strong>The</strong> campaign to build the Museum is more<br />

than halfway to our goal of $150 million thanks to generous donors who contribute monthly through<br />

our Plankowner Program, and to our many major donors. Supporters have continued to invest in the<br />

project through a difficult 2020 and we believe that <strong>2021</strong> will be one of our best years yet!<br />

THE NATIONAL COAST GUARD MUSEUM will<br />

celebrate the diverse makeup that comprised<br />

the workforce of the predecessor Services and<br />

the modern U.S. Coast Guard, which has had a<br />

history of ethnic diversity that rivals all other federal<br />

agencies. People from a variety of backgrounds<br />

have been included since the Service’s beginning<br />

in 1790 and have served throughout the history of<br />

the Coast Guard and its predecessor Services.<br />

Since the nineteenth century, Native American<br />

members have served from a variety of tribes and<br />

locations and pioneered the way ahead for service<br />

diversity. <strong>The</strong> Coast Guard Academy commissioned<br />

its first officers of color over 75 years ago. <strong>Long</strong><br />

before the SPARs of the Coast Guard Women’s<br />

Reserve paved the way for today’s female Service<br />

members, women played important roles in the U.S.<br />

Lighthouse Service.<br />

This heritage of diversity will be on display<br />

throughout the future Museum, just as the stories<br />

of the men and women who served run throughout<br />

the history of the Service. <strong>The</strong> contributions of<br />

these pioneers will be recognized for their enduring<br />

importance to the Nation. <strong>The</strong> Museum Association<br />

is happy to share a small sample of the stories<br />

planned for inclusion.<br />

Ida Lewis<br />

Idawalley Zoradia Lewis, known as Ida Lewis, is one<br />

of the best-known keepers, male or female, in the<br />

history of the U.S. Lighthouse Service. She gained<br />

national fame at a time when most women worked<br />

behind the scenes with little notice or compensation.<br />

Overcoming the biases of the time through skill<br />

and professional ability, Lewis served unofficially<br />

as keeper of Newport, Rhode Island’s Lime Rock<br />

Lighthouse beginning in 1857, when her father,<br />

the official keeper, was disabled by a stroke. From<br />

1857 until 1872, she kept the light and cared for her<br />

disabled father and a seriously ill sister. Lewis was<br />

finally appointed Lime Rock Light’s official keeper in<br />

1879 and served there until she died in 1911.<br />

An expert boathandler, Lewis made her first rescue<br />

when only 12 years old. It was noted by others<br />

that she could “row a boat faster than any man in<br />

Newport.” In 1881, she received the Gold Lifesaving<br />

Medal for the rescue of two soldiers from nearby<br />

Fort Adams. <strong>The</strong> men attempted to walk across thin<br />

ice from Lime Rock to the fort and broke through the<br />

ice into the frigid water. With only minutes before<br />

the onset of hypothermia, loss of feeling in their<br />

limbs and imminent drowning, the men screamed<br />

for their lives. Lewis heard their cries and ran from<br />

the lighthouse with a rope. She threw them the line<br />

while standing on the ice. In spite of the danger of<br />

falling through or being dragged into the water by<br />

the two men, Lewis managed to save both men–<br />

one by herself and the second with the help of her<br />

younger brother.<br />

Captain “Hell Roarin’”<br />

Mike Healy<br />

In the spring of 1885, the Navy transferred the<br />

Bear to the Revenue Cutter Service and, in<br />

early November, began a voyage to California<br />

around Cape Horn. Captain Michael Healy took<br />

command of Cutter BEAR in April 1886 after the<br />

cutter arrived at its homeport of San Francisco.<br />

A veteran of Alaskan waters and skilled ice pilot,<br />

Healy was the first African American to receive a<br />

commission from the U.S. government and the first<br />

to command a Federal ship. However, despite his<br />

ethnicity, Healy appeared to be Caucasian and<br />

never admitted his racial background to others.<br />

Under Healy, BEAR served on the Bering Sea<br />

Patrol, which comprised between 15,000 and<br />

20,000 miles of cruising. Conditions on the Bering<br />

Sea were harsh, dangerous, stressful and at times<br />

deadly. Healy described the pressures of serving<br />

on the Bering Sea assignment: “to stand for 40<br />

hours on the bridge of the BEAR, wet, cold and<br />

hungry, hemmed in by impenetrable masses of<br />

fog, tortured by uncertainty, and the good ship<br />

plunging and contending with ice seas in an<br />

unknown ocean.”<br />

Tantaquidgeon<br />

Born in 1904, in Uncasville, CT, Tantaquidgeon’s<br />

formal education ceased at eighth grade.<br />

However, at home, he received a lifetime<br />

education by the elders of the Mohegan Tribe.<br />

Tantaquidgeon served in three branches of the<br />

military: the U.S. Coast Guard, prior to World War<br />

II, <strong>The</strong> U.S. Air Corps during World War II and<br />

the U.S. Army during the Korean War. For his<br />

efforts during WWII, Tantaquidgeon received the<br />

coveted Air Medal.<br />

In 1921, Harold enlisted in the Coast Guard on<br />

board the cable-laying vessel Pequot. In 1927,<br />

Tantaquidgeon advanced to Chief Boatswain’s<br />

Mate becoming the first Native American Chief<br />

Petty Officer in the Service. That same year, he<br />

became officer-in-charge of the 75-foot cutter, CG-<br />

289, and the first Native American to command<br />

a Coast Guard cutter. BMC Tantaquidgeon left<br />

the service in 1930, after commanding CG-289<br />

in Prohibition law enforcement operations for<br />

three years and serving nine years overall. He<br />

returned to Connecticut where he later became<br />

Chief Tantaquidgeon, head of the Mohegan Tribe<br />

from 1952 to 1970.<br />

Hooker<br />

Dr. Hooker was one of the first African American<br />

female members in the Coast Guard SPAR program<br />

during World War II. <strong>The</strong> United States Coast Guard<br />

Women’s Reserve was established in November<br />

1942 and came to be known as SPAR, the acronym<br />

derived from the translations of the Coast Guard’s<br />

motto, “Semper Paratus, Always Ready.”<br />

In March 1945, after hitting a snag while trying<br />

to enlist in the Navy due to her race, Hooker was<br />

accepted into the Coast Guard.<br />

“<strong>The</strong> Coast Guard recruiter was just so welcoming,”<br />

said Hooker. “She wanted to be the first one to enroll<br />

an African American.”<br />

After basic training, she specialized in the yeoman<br />

rate and went on to spend her entire service time in<br />

Boston, working in the separation center processing<br />

discharges. In June 1946, the SPAR program was<br />

disbanded and Hooker earned the rank of petty<br />

officer 2nd class. As one of the last yeomen left in<br />

the office, she had to type up her own discharge.<br />

Following her service, working as a professor in<br />

New York, Hooker had a remarkable career, finally<br />

retiring when she was 87 years old.<br />

La’Shanda Holmes<br />

La’Shanda Holmes is no stranger to prevailing<br />

against adversity. After growing up in the foster care<br />

system, she put herself through college, became<br />

a pilot, and amassed over 1,600 flight hours<br />

conducting search and rescue, counter-drug, law<br />

enforcement, and Presidential intercept missions.<br />

In 2015, she was appointed by President Barack<br />

Obama to be a White House Fellow.<br />

After two years, at Spellman College, Holmes enlisted<br />

through one of the Coast Guard’s many scholarship<br />

programs. La’Shanda finished basic training and<br />

later graduated with her bachelor’s degree. She then<br />

travelled to places like Alaska and Japan, meeting<br />

inspiring people everywhere she went.<br />

During this time, La’Shanda took her first helicopter<br />

ride in Clearwater, FL. In the cabin of that MH-60<br />

Jayhawk, she realized what she wanted to do next.<br />

Holmes knew going into flight school that there had<br />

never been an African American female helicopter<br />

pilot in Coast Guard history. But uncharted territory<br />

never intimidated her before so she completed flight<br />

school and made the record books. LCDR Holmes<br />

has since led countless rescue missions and served<br />

her community through her passion for aviation.<br />

CHAPLAIN'S CORNER<br />

erhaps you’ve heard the story of the<br />

P<br />

teacher who decided to teach his<br />

class a very important lesson one<br />

day.* He called three students to the front of<br />

the class and gave each one a small pile of<br />

sand, a small pile of pebbles, a small pile of<br />

larger rocks, and a jar.<br />

He gave each student the assignment of fitting<br />

as much of each item into the jar as possible.<br />

<strong>The</strong> first student placed the sand in the jar,<br />

then the small pile of pebbles, and only had<br />

room for one or two of the rocks to fit in the jar.<br />

<strong>The</strong> second student began by placing the<br />

pebbles in first, then the sand, and then the<br />

rocks. That student was able to fit three or four<br />

of the rocks into the jar, but still had a few left<br />

over.<br />

<strong>The</strong> third student observed the other two<br />

and decided to alter course. First, he placed<br />

the large rocks in the jar. <strong>The</strong>n he placed<br />

the pebbles in, working to make sure that<br />

the pebbles filled the spaces between the<br />

larger rocks. Finally, he took the sand, and<br />

with careful effort, he worked the sand into<br />

the spaces between the pebbles. With all the<br />

items inside the jar, the student proudly placed<br />

the lid on the jar and held it up for the teacher<br />

to see.<br />

<strong>The</strong> teacher then explained to the class that<br />

our lives are like that jar. We often try to fit so<br />

many things into our lives and find that we just<br />

cannot seem to make it all fit. While we can<br />

never do it all in life, we should learn the lesson<br />

of putting the big rocks in first.<br />

<strong>The</strong> big rocks are the things that really matter<br />

most. Too many of us go through life and<br />

realize that we have fit all kinds of pursuits and<br />

activities into our lives, but sadly have never<br />

managed to fit the big rocks in.<br />

What are the “big rocks” in your life? For many,<br />

they are treasures like family relationships,<br />

practicing our faith, and nurturing cherished<br />

friendships.<br />

We can all stand to occasionally re-evaluate<br />

how we spend our time and energy, making<br />

sure we give these “big rocks” the place they<br />

deserve.<br />

ARCTIC OCEAN – U.S. Coast Guard Petty Officer 3rd<br />

Class Shannon Eubanks poses for a photograph about 715<br />

miles north of Barrow, Alaska. Eubanks is a crew member<br />

aboard the Coast Guard Cutter HEALY (WAGB-20) and<br />

serves on the ice rescue team to protect crew members<br />

and scientists conducting work in the Arctic. <strong>The</strong> HEALY<br />

was in the Arctic with about 100 crew members and<br />

30 scientists to deploy sensors and semi-autonomous<br />

submarines to study stratified ocean dynamics and how<br />

environmental factors affect the water below the ice<br />

surface for the Office of Naval Research. <strong>The</strong> HEALY is<br />

the only military ship dedicated to conducting research<br />

in the Arctic.<br />

Tricare Select<br />

Enrollment Fees<br />

In the fiscal 2017 National Defense Authorization Act (NDAA), Congress approved a request from<br />

the DoD to implement enrollment fees for what was then known as Tricare Standard, now called<br />

Tricare Select. With the announcement of the new enrollment fees, all military retirees under age<br />

65 will be paying a baseline for participating in Tricare. Military.Com published a related article<br />

<strong>The</strong> following information was<br />

included in this article:<br />

• Defense health officials said these<br />

retirees can expect to hear from their<br />

regional contractors -- either Health<br />

Net Federal Services for Tricare West<br />

or Humana Military for Tricare East<br />

-- in the coming months instructing<br />

them on how to set up payments,<br />

either by allotment from their retired<br />

pay, electronic funds transfer, debit<br />

or credit card.<br />

• Dr. Danita Hunter, director of Tricare<br />

at the Defense Health Agency, said<br />

the DHA decided to issue a news<br />

release now to give beneficiaries<br />

time to prepare and factor the fees<br />

into their decisions on health care.<br />

"We're communicating this well<br />

before the change is implemented so<br />

beneficiaries can be informed about<br />

the change, as well as their Tricare<br />

plan and cost options," Hunter said<br />

in the release.<br />

Unfortunately, all affected CG/PHS/NOAA retirees were not properly<br />

informed about the new Tricare Select enrollment fees AND the<br />

current available payment methods. CG GovDelivery newsfeeds were<br />

sent to all retiree e-mail addresses listed in DA to help ensure affected<br />

retirees were made aware of the enrollment fees and that, while Tricare<br />

could “initiate” retiree allotments, the Coast Guard Pay System, Direct<br />

Access, was not capable of processing retiree allotments for payment<br />

of enrollment fees that were due on 1 January <strong>2021</strong>. Consequently, these<br />

fees required payment by EFT or credit card.<br />

We recommend that CG/PHS/NOAA retirees enrolled in<br />

Tricare Select contact their Tricare Provider to ensure<br />

January premiums have been correctly processed.<br />

According to the Tricare website, retirees who did not<br />

set up payment of enrollment fees by EFT or credit<br />

card by 31 Dec 2020 would have 180 days to pay their<br />

enrollment fee and their coverage would be reinstated<br />

with an effective date of 1 January <strong>2021</strong> – eliminating<br />

a risk of a lapse in coverage as long as the enrollment<br />

fee was paid within 180 days.<br />

generally determine who inherits funds after your death. You should review and update your<br />

beneficiary designations whenever you experience a major life event, such as a birth, marriage,<br />

divorce, or death in the family.<br />

Income Tax Withholding Changes<br />
