$2.6bn AKK pipeline project: Reps query contractors,
summon BPP

resentatives last night
raised questions over the alleged
exclusion of Bablinks
Resource Ltd, a Nigerian firm,
in the construction contract
of the 40’’× 318.6km BVS12
Kaduna-Kano section or Segment
2 of Ajaokuta-Kaduna-
Kano.
Acting on a petition by
Local Content Advocacy and
Management Group, alleging
that contractors in the consortium
who submitted bid
for the project had been
changed by the authorities,
the House Committee on Local
Content which met with
some contractors over the
matter, said it was interested
in the implementation of the
local contents in the project.
Similarly, the Executive
Vice Chairman, Brentex Nigeria
Ltd, Sani Abubakar, in
his testimony, said the company
was owned by Nigerians,
admitting however a
partnership with Bablinks.

Chief Executive Officer of
Bablinks, Bolaji Isiaka, said
the company was sidelined
after providing the technical
expertise that made the bid
for the contract successful.
Ruling on the matter, the
committee decided to invite
the Bureau of Public Procurement
to appear before it and
give testimony about the true
position.
It also asked Brentex CPP
and Bablinks to furnish the
committee with every contractual
documents with them,
directing its clerk to Corporate
Affairs Commission for
details of owners of the companies.
Speaking with journalists,
the lead consultant and solicitor
for the advocacy group,
John Lebor, alleged that the
contractors didn't not give recourse
to the local content
law, Nigerian export regulation,
among others.
He said: “That project is
about $2.6bn. At the award of
that project, BPP insisted that
there must be a local content
company with the capacity
and Bablinks Nigeria Limited
is the company that has
that local content capacity, in
the sense that they have done
a lot of pipeline projects in
Warri with Shell and they are
one of the best in the country.
“Now, Brentex Consortium,
being a company without experience
into oil and gas pipeline,
entered into partnership
with Bablinks. In legal terms,
there is supposed to the Chinese
company, Bablinks and
Brentex.
“The due process document
produced by the Bureau for
Public Enterprise that was
taken to the Federal Executive
Council to approve this contract,
clearly specify that
Brentex should be responsible
for procurement of the
pipelines while Bablinks
should be responsible for construction
and engineering services.
“So, as technical partners,
after they entered the agreement,
they now removed
Bablinks. If Bablinks was not
part of the due process, there
would have been no local content
that the contract would
have been awarded.
“Remember that Brentex
Consortium brought in the
Chinese Company, CPP, because
they claimed to be the
company financing the
project.
“The Chinese government
now offered loans to us at inhumane
sovereign guarantee.
They are not doing us a favour,
they gave us money and we
are going to pay for 10 years.
What they have done is that,
they now imported content.
“One Chinese engineer that
they are bringing would earn
what up to 500 Nigerians cannot
earn in that project. You
have a job of $2.6bn and you
cannot find Nigerian companies
and Nigerians there.
“What we want the Parliament
to do is to force Chinese
company and other to come
to the table and provide and
take away the Chinese content
from the contract and allow
the local content to provide
it.
“Let nobody deceive you,
China is not doing us a favour
by borrowing us money.
They have collected sovereignty
guarantee, meaning
that we are going to pay at
very high rate. They have taken
more than 60 per cent. We
will not accept it and if we
need to go to Court, we will
do that."

State, Amb. Kingsley Muturu,
has charged all the Peoples
Democratic Party, PDP,
flag bearers in the March 6,
2021, Local Government elections
in the state to work hard
for victory.
Ambassador Muturu, who
gave this charge in a press
statement made available to
journalists urged the PDP flag
bearers to see this opportunity
as a stepping stone to something
greater. He advised them
to work hard and not see the
PDP ticket as victory already
secured but “to reach out to
the voters to sell the party and
their candidacy.”
According to him, “you
should not rest having been
handed the PDP flag. It is now
the real work should start; the
work of campaign, going to
the grassroots to mobilise the
people, telling them what they
stand to gain when you are
elected. Use this opportunity
to aspire to something greater.
“Consider yourselves privileged
to bear this flag because
many had sought for it. Do
not abuse this rare privilege.
When elected, do not turn your
back on the people at the
grassroots who you are meant
to represent.
“Local government is the
tier of government closest to
the people. Therefore, I urge
you to let the people feel your
presence and impact when
elected. Distinguish yourselves
from ineffective predecessors
so that if, and when
you seek higher things, the
people will still be there to see
you through.”
The PDP in Delta state had
recently handed its flags to its
chairmanship, vice chairmanship
and councillorship
candidates in the 25 local
government areas in the state
preparatory to the local government
council elections
slated for March 6th.
Office of Senior POLAD,
Christian community pray for
peaceful Delta LG polls
ASABA—A body of Clergy
men, the Christian Community
Platform, and the Office
of the Senior Political
Adviser to the Governor of
Delta State have organized a
prayer session to seek the face
of God in the March 6 local
government election.
The event, which took place
at the Life and Power Christian
Assembly auditorium on
Maryam Babangida way,
Asaba, featured praise and
worship, Bible readings, exhortation,
hymns and special
prayer sessions.
In his remarks on the occasion,
the Senior Political Adviser
to the Governor,
Funkekeme Solomon, said it
was informed by the understanding
that peace was key
to a successful election.
Solomon noted that
though Deltans had the right
to choose who would represent
them in the local government
councils, it was important
to submit to Him in prayer
to guide the electorate in
making the right decision.
The Senior POLAD maintained
that the PDP believed
in the possibility of election
victory going either way and
had chosen not to leave anything
to chance, including resorting
to prayer for victory
for its candidates.
He thanked the Christian
Community Platform for
partnering with his office in
the search for peace in the
Council polls, stressing that
the time had come to deemphasize
violence in politics
and elections, as power could
only come from God.
The Chairman, Board of
Trustees of the Christian
Community Platform, Bishop
Greatman Malagu, described
the prayer session as
a wise decision by the PDP
hence the involvement of the
Platform, urging Deltans to
vote wisely.
Earlier in a brief exhortation,
Bishop Gim Bright
Adaigho, noted that the PDP
governnent of Governor Ifeanyi
Okowa of Delta state had
positively impacted on the
lives of the people, and expressed
optimism that the
party would do well at the local
government level if given
the opportunity.
