FALCON RANCH DEEDS<br />

AND RESTRICTIONS OVERVIEW<br />

Below is an overview of the <strong>Falcon</strong> <strong>Ranch</strong> Deeds and Restrictions. Please<br />

go to the Link to see the entire document and details.<br />

GENERAL MAINTENANCE<br />

Each owner shall maintain and keep in good repair his or her dwelling. All<br />

structures that are painted must be kept painted and the paint may not<br />

be allowed to become faded, cracked, flaked or damaged in any manner.<br />

Grass, vegetation and weeds on each Home site shall be cut as often<br />

as it is necessary to maintain a neat and attractive condition. Grass<br />

growing onto or over sidewalks, driveways and curbs shall be deemed<br />

unattractive.<br />

LANDSCAPING<br />

If an Owner of a Home site fails to maintain the landscaping, grass or<br />

vegetation of a Home site in a manner consistent with the overall<br />

standard established in the Deeds and Restrictions of the Association, 10<br />

days after being notified of the violation, if no action is taken the issue<br />

will be escalated to a Force Mow Status.<br />

SCREENING<br />

No resident of the Property in <strong>Falcon</strong> <strong>Ranch</strong> shall permit the keeping of<br />

articles, goods, materials, refuse, trash or garbage containers, exposed to<br />

public view or exposed to view from adjacent Home sites.<br />

Trash may only be placed outside for collection the evening before<br />

collection. Such trash must be contained to protect from animals or<br />

spillage. Trash cans must be removed from sight the same evening of<br />

collection.<br />

ANIMALS AND PETS<br />

No animals, livestock (including swine and of any kind) or poultry of any<br />

kind shall be raised, bred or kept on any portion of the Property except<br />

dogs cats or other usual and common household pets, NOT TO EXCEED A<br />

TOTAL OF TWO (2) PETS may be permitted. No pet is permitted to make<br />

objectionable noise that constitutes a nuisance or inconvenience to the<br />

owners of other Dwellings.<br />

GENERAL NUISANCES<br />

No portion of the Property shall be used for the storage of anything that<br />

will cause it to appear to be in an unclean or untidy condition or that<br />

will be obnoxious to the eye; nor shall any substance, thing, animal or<br />

material be kept upon any portion of the Property that will emit foul<br />

or obnoxious odors or that will cause any noise or other condition that<br />

will or might disturb the peace, quiet, safety, comfort or serenity of the<br />

occupants of surrounding, recreational Sites or Common Areas.<br />

It will be the responsibility of each Owner to prevent the development<br />

of any unclean, unhealthy, unsightly or unkempt condition on his or her<br />

Home site.<br />

RESIDENTIAL USES PERMITTED<br />

Home sites within <strong>Falcon</strong> <strong>Ranch</strong> shall be used exclusively for singlefamily<br />

residential purposes. No Home site shall be occupied by more<br />

than a single nuclear family.<br />

NON-PERMITED USES<br />

No Business or Business Activity is permitted in or on any Home site within<br />

<strong>Falcon</strong> <strong>Ranch</strong> unless the Business Activity is “not apparent or detectable<br />

by sight, sound or smell from outside the Dwelling. The business cannot<br />

constitute a nuisance or a hazardous or offensive use or threaten the<br />

security or safety of other residents.<br />

No business vehicles displaying commercial signs or advertising shall be<br />

permitted to be parked within public view in <strong>Falcon</strong> <strong>Ranch</strong>. No vehicles<br />

with more than two axles shall be permitted to be parked or stored for<br />

a period in excess of twenty-four hours in a residential section of <strong>Falcon</strong><br />

<strong>Ranch</strong>.<br />

No livestock, domestic or wild animals (this includes chickens) nor plants<br />

or crops shall be raised on any Home site or the Property for the purpose<br />

of breeding or selling.<br />

PARKING AND PROHIBITED VEHICLES<br />

No motor vehicles or non-motorized vehicle, boat, trailer, marine<br />

craft, recreational vehicle, camper rig off of truck, hovercraft, aircraft,<br />

machinery or equipment of any kind may be parked or stored on any<br />

part of any Home site, easement, right-of-way.<br />

No vehicle shall be parked so as to obstruct or block a sidewalk or be<br />

parked on a grassy area. No more than three vehicles may be parked on<br />

the driveway of a Home site at any time.<br />

SIGNS<br />

No signs or emblems of any kind may be kept or placed upon any<br />

Lot or mounted, painted or attached to any Dwelling, fence or other<br />

improvement upon such Lot so as “to be visible from public view.<br />

EXTERIOR HOLIDAY DECORATIONS<br />

Holiday decorations can be put up 30 days prior to the Holiday and must<br />

be removed no more than 14 days after the Holiday.<br />

ANTENNAS<br />

Exterior antennas or satellite dishes cannot be visible from any street<br />

or common area. No satellite dishes shall be permitted which are larger<br />

than on (1) meter in diameter.<br />

HOA BOARD MEETINGS<br />

Many of our <strong>Falcon</strong> <strong>Ranch</strong> Homeowners have requested we move our<br />

<strong>Falcon</strong> <strong>Ranch</strong> HOA Meetings to a different night, other than the fourth<br />

Wednesday of the month. By popular demand, we moved our HOA<br />

Board Meetings, to the fourth Tuesday of the month, starting in June<br />

2018. The starting time of our HOA Meetings will still be at 6:30 PM. The<br />

HOA Board Members and the Management from Spectrum Association<br />

Management respect the wishes of our <strong>Falcon</strong> <strong>Ranch</strong> Homeowners.<br />

RECYCLE YARD WASTE<br />

Residents of <strong>Falcon</strong> <strong>Ranch</strong> could benefit the community, as well as their own<br />

lawns and pocketbooks, with one simple change in lawn maintenance. If<br />

you or your lawn service currently bag grass clippings, simply leaving the<br />

clippings to work down into the lawn will make a huge difference in the<br />

amount of waste our community puts into the landfill each year. It will also<br />

help conserve water, because the clippings will work to maintain moisture<br />

in the soil. Both of these benefits will save money in the long-run. Moreover,<br />

it is estimated that lawns that are naturally fertilized with grass clippings<br />

require 25% less fertilizer - resulting in even more savings to you! Grass<br />

clippings and finely chopped leaves add vital nutrients and organic matter<br />

to the lawn, thus improving the health of the lawn. It isn’t necessary to use<br />

a mulching mower; just mow one inch when grass reaches four inches tall.<br />

The clippings won’t be noticed and will break down within a week.<br />

REPORTING SUSPICIOUS ACTIVITY<br />

You may have noticed the constables patrolling our neighborhoods,<br />

working to keep our community safer for everyone. The appearance of<br />

constables has raised a question of what to do if you witness suspicious<br />

activity. If you see something happening that is an emergency, please call<br />

911. If you see suspicious activities that are not emergencies, call the Fort<br />

Bend County Sheriff’s Office at 281-341-4665.<br />

PET PEEVES<br />

Do your duty as a pet owner! When you take your dog for a walk around<br />

the community or to the park, please be courteous to the surrounding<br />

neighbors and pick up behind your pet and keep unwanted dog waste<br />

from becoming a threat and a nuisance to the safety and enjoyment for<br />

all members of the community.<br />

CONTINUED CAMPUS PHASE 1 SAFETY PROTOCOLS<br />

Katy ISD Campus Phase 1 Safety Protocols remain in effect to ensure the continued<br />

mitigation and deterrence of the potential spread of COVID-19. The District anticipates<br />

releasing Phase 2 protocols when state, local and the Texas Education Agency (TEA)<br />

provide updated guidance allowing for de-escalation of virus mitigation protocols. Katy<br />

ISD will provide updates as additional information becomes available. Please check the<br />

independent school district to be a qualified voter by the time mentioned<br />

in Election Code Section 141.001. Katy ISD trustees are the governing body<br />

of the school district and are the main advising group that oversees and<br />

shapes policies. Individuals serving as Board members are not employees<br />

of Katy ISD, yet they dedicate countless hours to lead an A+ school district.<br />

KATY VIRTUAL SCHOOL REGISTRATION OPEN<br />

For students, virtual classes are an excellent way to acquire graduation credits<br />

and/or expand their learning opportunities. Last year, over 4,000 students<br />

utilized the Katy Virtual School (KVS) program offered by the Katy Independent<br />

School District. KVS launched in 2013 with a primary goal of expanding the<br />

learning opportunities for students by offering choice and flexibility for rigorous<br />

online courses developed and taught by Katy ISD teachers. KVS has begun<br />

online registration for Summer <strong>2021</strong>, Fall <strong>2021</strong> and Spring 2022 semesters.<br />

“KVS provides online learning that offers a flexible, online experience, which<br />

helps students achieve their educational goals,” said Susan Richards, Katy ISD<br />

Instructional Technology e-Learning Manager. “The virtual model of e-learning<br />

is in high demand and delivers quality instruction to Katy ISD students, outside<br />

of normal school hours, to support student graduation plans. KVS is different<br />

from the current Katy Virtual Academy (KVA), which is the online learning<br />

model implemented due to the COVID-19 pandemic,” added Richards.<br />

KVS will offer a wide range of courses from Creative Writing, AP Art<br />

History, English III, World Geography, Economics, Psychology and more.<br />

There are over 30 Advanced Placement (AP), Katy Advanced Program<br />

(KAP) and academic level courses available to students with additional<br />

opportunities being added each year. The cost per course is $200 per<br />

semester. KVS is an approved College Board online provider for Advanced<br />

Placement (AP) courses and by the NCAA for student initial eligibility.<br />

KATY ISD SEVEN LAKES HS CHEER WINS STATE<br />

It’s been a great school year of state championship wins for Katy Independent School District, this time the trophy goes to the Seven Lakes High School<br />

(SLHS) Cheerleaders, who won the <strong>2021</strong> Conference 6A-D1 UIL State Spirit Championship, which took place in Fort Worth, Texas. Out of 43 6A-D1<br />

schools, the Spartans took home the gold and the coveted title of being named “CHAMPIONS.” “This is the second time the Spartan Cheer Team has<br />

medaled at state,” said SLHS Cheer Coach Amy Weaston. “In 2019, the Spartans took home third place. We are so proud to bring home another state<br />

title to our supporting Spartan Nation,” added Weaston.<br />

NATIONAL CHARITY LEAGUE, INC., STAR CHAPTER RECOGNIZES<br />

SENIOR CLASS OF <strong>2021</strong> FOR ACHIEVEMENTS<br />

On February 14 th , National Charity League, Inc., Star Chapter (NCL, Inc.) honored the Senior Class of <strong>2021</strong> at the Chapter’s annual Senior Recognition<br />

Ceremony. The evening included recognition of each of these 25 graduating seniors for their accomplishments and contributions to the community<br />

as well as dinner and dancing with family and friends in attendance.<br />

Over the last six years, these young ladies, alongside their mothers, have contributed over 12,211 volunteer hours at 32 local charities. The Class of<br />

<strong>2021</strong> volunteered at the Westview School, Neighborhood Kidz Club, Citizens for Animal Protection (CAP), Interfaith Ministries (Meals on Wheels), The<br />

Ballard House, Katy Christian Ministries, Fort Bend Women’s Center, The Krause Center, The Monty Ballard YMCA, Brookwood, Willow River Farms and<br />

Texas Children’s, to name a few.<br />

In addition to serving their community through volunteering, these young ladies were also honing leadership skills and developing cultural awareness<br />

by planning and attending educational meetings, chapter-wide events, socials, class retreats and cultural events including ballet, symphony and<br />

opera.<br />

The Star Chapter wishes these accomplished young women great success in their future endeavors. The seniors honored are: Ava Adams, Brooke Berry,<br />

Easy Banana Cream Pie<br />

You could make this on National Banana Cream Pie Day <strong>March</strong> 2nd!<br />

INGREDIENTS:<br />

3 cups heavy cream<br />

1/2 cup crushed ice<br />

1 (3.5 ounce) package instant banana pudding mix<br />

1 (3.4 ounce) package instant vanilla pudding mix<br />

3 bananas, sliced<br />

1 (9 inch) pie shell, baked<br />

1 cup heavy cream<br />

DIRECTIONS:<br />

Using an electric mixer, whip 3 cups heavy cream on low speed until<br />

it starts to thicken. Add crushed ice and continue to whip another 4<br />

minutes. Increase speed and add vanilla and banana pudding mixes,<br />

whipping until pudding mixes are blended fully with the cream and the<br />

mixture thickens. Increase speed to high and beat until mixture is stiff.<br />

Line the bottom and half way up the sides of pie crust with banana<br />

slices. Cover bananas with half of the banana cream mixture and top<br />

completely with banana slices. Top with the remaining banana cream<br />

mixture. In a small bowl, whip 1 cup cream until stiff peaks form. Using a<br />

pastry bag, pipe cream onto top of pie, covering completely. Refrigerate<br />

1 hour before serving.<br />

Blueberry Popovers<br />

You could make this on National Blueberry Popover Day <strong>March</strong> 10th!<br />

INGREDIENTS:<br />

3 tablespoons butter, cut into 6 equal-sized pieces<br />

1 cup whole milk<br />

3 eggs, beaten<br />

1/4 cup white sugar<br />

1 teaspoon vanilla extract<br />

1 cup all-purpose flour<br />

1/2 cup fresh blueberries<br />

1 tablespoon white sugar<br />

1 teaspoon ground cinnamon<br />

1/4 cup confectioners’ sugar, or to taste<br />

1 lemon, halved<br />

DIRECTIONS: Preheat oven to 375 degrees F (190 degrees C). Put a piece of butter<br />

into each of 6 large muffin cups. Put muffin tin in preheated oven until butter melts,<br />

about 5 minutes. Set aside.<br />

Beat milk, eggs, 1/4 cup sugar and vanilla together in a large bowl. Whisk flour into<br />

the milk mixture until you have a batter. Divide batter between muffin cups. Drop<br />

even amounts of blueberries into each batter portion. Stir 1 tablespoon sugar and<br />

cinnamon together in a small bowl, sprinkle evenly over the batter portions.<br />

Bake in preheated oven for 5 minutes. Reduce heat to 350 degrees F (175 degrees<br />

C) and continue baking until popovers are no longer moist in the center, about 25<br />

minutes. Dust tops of popovers with confectioners’ sugar. Squeeze lemon juice over<br />

popovers. Serve warm.<br />

<strong>March</strong> Gardening Tips<br />

VEGETABLES: Plant vegetables such as tomatoes, sweet corn and<br />

snap beans and pepper, as well as cucumbers, lima or butter beans,<br />

cantaloupe, okra (if the soil has warmed sufficiently - 70 degrees F. or<br />

higher), southern peas, pumpkin, squash, peanuts and watermelon.<br />

LAWN: Re-sod or replant as needed with turfgrasses adapted to this<br />

part of Texas and suited to the planting location (shade or sun). • When<br />

resodding semi-shaded areas with St. Augustine, use ONLY the variety<br />

Floratam for best pest resistance. See www.plantanswers.com/grass.htm.<br />

TREES AND SHRUBS: Plant container-grown trees and shrubs as soon as<br />

possible. In shady areas, where grass is difficult to grow, consider planting a<br />

dependable groundcover such as English ivy, Asian jasmine, vinca or one of<br />

the prostrate junipers. • Prune spring flowering and evergreen shrubs during<br />

early <strong>March</strong>. However, be sure to prune spring flowering shrubs after they have<br />

bloomed. • Fertilize with a pre-plant application of a slow-release fertilizer<br />

analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square feet of garden<br />

planting area. Early <strong>March</strong> is the ideal time to fertilize landscape plants because<br />

you give them food just before the spring growing season starts.<br />

Marigolds and Daffodils are the flowers of this month. It’s good to know<br />

the zone you live in to determine which flowers grow as perennials (those<br />

that grow back every year) in your area and which are considered annuals<br />

Seeds can be started inside and set in a sunny window. When the weather<br />

is nicer, move those plants outside. Keep the soil moist, but not wet and<br />

follow the instructions on the seed package for proper germination of<br />

start planning your next flower garden.<br />

Are you in a warmer climate? Then it’s time to get out the trowel and<br />

the garden gloves and start turning over some new soil. Sow some new<br />

seeds, bulbs or plants and nurture those blossoms into a brilliant blaze<br />

for the whole neighborhood to enjoy.<br />

Tips for Starting a Flower Garden: Start with a potted garden. If you aren’t<br />

ready to tear up a patch of lawn, this is a good way to go. They do require<br />

more watering, but less care overall. • Select plants that grow well in<br />

your spot. Some plants grow well in the shade and others prefer the sun.<br />

Others love both! • Did you know gardeners who prefer perennial gardens<br />

have to thin their flower beds every couple of years? They also like to<br />

share the extra bulbs and seeds with those who are new to gardening,<br />

so if you know someone with a green thumb, get to know them better.<br />

You might get some free plants, advice and a budding friendship! • Local<br />

greenhouses stock plants that grow well in your area. Don’t be afraid to<br />

ask them questions and shop there frequently. • Let’s all work together<br />

by planting a flower and helping make the world a more beautiful place.<br />
