Alix grants COVID funds to non-profit groups
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Alix village council divided up the
balance of provincial funds designated
to offset financial difficulties linked to
the COVID-19 pandemic at their regular
council meeting Mar. 3.
The meeting was streamed via Zoom
to meet pandemic rules.
Village Chief Administrative Officer
(CAO) Michelle White presented councillors
with a report on the Municipal
Operating Support Transfer (MOST),
supplied to municipalities by the provincial
government to offset financial
difficulties linked to the pandemic.
White noted in her report the village
was eligible for $79,324, and the village,
by the end of 2020, had spent $14,303.85
on COVID expenses such as personal
protective equipment.
She further noted $41,267.91 has been
spent in 2021, which includes allocations
of MOST funds to the Alix-MAC
School breakfast program ($2,500) and
the arena ($37,000).
She reported at the meeting
$23,338.45 was available to grant to
other groups.
“We have confirmed that non-profit
organizations within the community
are eligible to be granted funds as long
as the funds are granted under the
terms of the eligible expenses,” stated
White in her report, who noted MOST
funds must be linked to COVID-19
expenses or revenue losses.
Both the Alix Lions Club and figure
skating club applied for MOST funds,
and both stated they lost revenue due
to fundraising casinos being delayed.
White presented a list of Alix groups
Salute to
Agriculture /
Farm Safety
that applied for MOST funds and the
amount they requested: the United
Church Women (UCW) $4,674, Alix
Public Library $1,952, Wagon Wheel
Museum $3,140, Lions Club $10,000,
Alix Figure Skating Club $4,080 and
the Alix Fire Medical Association
$5,000.
The CAO stated all these requests
met the guidelines although it was up
to council to decide if lost casino revenue
was eligible.
The CAO also noted the village must
disperse the funds by March 31, 2021 or
the money goes back to Edmonton.
Coun. Tim Besuijen, who noted the
requests added up to more money than
the village had available, asked why
the Lions Club requested $10,000.
White stated it was related to their
lost casino revenue.
Mayor Rob Fehr stated that even if a
Wheel
of a
Deal
group makes that much money at a
casino, they won’t necessarily get that
money right away. They may have to
wait a while to receive it, he added.
Mayor Fehr also added that the
Lions Club could keep in touch with
the village if they are struggling, and it
also appears pandemic guidelines may
be lifted a bit more by summer time,
meaning fundraising events might be
held.
During their discussions, councillors
mentioned several times they
wanted to divide the money up as
evenly as possible.
Councillors eventually unanimously
approved granting the following funds
from the MOST grant: UCW $4,500,
$1,838 library, $3,000 museum, $5,000
Lions, $4,000 skating club and $5,000
fire rescue.

STETTLER TOWN COUNCIL
Main Street work for summer 2021
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
The Town of Stettler’s busy Main
Street is poised to get a lot busier this
summer as council approved major
road and infrastructure work during
the regular meeting of council Mar. 2.
Councillors read a report from
Director of Operations Melissa Robbins
regarding the downtown streetscape
tender and its results.
The work was described as “2021
capital budget project to replace the
water main, water services and sidewalks/curb
and upgrade pedestrian
bulbing on 50 Street from 48 Ave. to 49
Ave. for $850,000.”
Curb bulbing (extensions) extend the
sidewalk into the parking lane to
narrow the roadway and provide additional
pedestrian space at key locations
for enhancing pedestrian safety by
increasing pedestrian visibility, shortening
crossing distances, slowing
turning vehicles, and visually narrowing
the roadway.
Robbins noted three companies bid
on the work, including Wally’s
Backhoe Services ($680,077), Watson
Welding ($724,505.54) and Urban
Dirtworks ($775,762.64), and her
recommendation was to award the
work to Wally’s Backhoe.
Robbins stated Wally’s is a local company
that she has a lot of confidence in.
Robbins also noted contingency and
tax was not included.
The project was not originally
intended to include the entire block
from 48th to 49th, but Robbins stated
the COVID-19 pandemic required some
projects to be tweaked. This was one of
them.
Coun. Gord Lawlor asked how reliable
estimates are for the length of
work, noting that he’s heard some estimates
for other jobs that were
supposed to be three months instead
end up taking a year to complete.
Robbins stated the project will be
split into two major parts, with each
part taking about four to six weeks
weather permitting, resulting in a two
to three month project.
Robbins stated it’s expected that the
water construction will begin in May.
She also noted the Town of Stettler
has a public information plan for businesses
along that stretch of Main
Street, including a mail-out and an inperson
meeting with town staff so
businesses know what to expect during
construction.
Lawlor stated he liked that approach
STETTLER COUNTY
because communication with the business
community is important.
Robbins again noted she has a lot of
faith in the proposed contractor, but
the first contact with businesses
regarding this project will be with
town staff.
Councillors were curious how
traffic on Main Street would be handled
during this project.
Robbins answered that the contractor
will do one side of the street at

ECA Review
The County of Stettler will lobby the
Alberta Safety Codes Authority
(ASCA) to closely monitor private
wastewater systems surrounding
Buffalo Lake after councillors were
required to alter a bylaw that had
already passed first reading.
The decisions were made at the Feb.
10 regular meeting of council streamed
via the county’s YouTube channel.
Councillors read a report from
Director of Municipal Services
Andrew Brysiuk, who noted a water
and wastewater bylaw, if it was to
receive second and third reading, had
to be changed.
“Bylaw 1652-21, Water and
Wastewater was presented for first
reading at the January 2021 regular
council meeting,” stated Brysiuk’s
memo.
“At that time, it was advised that
administration was seeking direction
from council prior to referring the
bylaw to legal counsel.
Upon review, our lawyers advised
that the provisions of the bylaw that
sought to give the county the ability to
require compliance with the Safety
Codes Act was inconsistent with the
Safety Codes Act and therefore would
be inoperative.
“In this case, the safe operation of a
private wastewater system is identified
to be a matter addressed by the Safety
Codes Act.
Thus, any bylaw a municipality
makes to regulate the safe operation of
a private wastewater system is
inoperative.”

Bashaw says residents must

Bashaw council will uphold a

The decision was made at the

In part of an eight-year program to
convert oil lease roads to gravel within
Flagstaff County, intent to perform
sub grade preparation on Range Road
152, south of Forestburg for 3.5 miles to
Township Road 412 is set to take place
shortly.
On Feb. 26, the village received a
letter from Flagstaff County Public
Works Superintendent Darrell Szott
formally notifying the village of the
county’s project.
This process involves removing the
oil surface currently in place, re-compacting
the sub-grade and
re-establishing the crown on the road
surface and finally surfacing the
roadbed with gravel.
Upon learning this, village administration
conveyed concern with this as
they and council both felt the road was
in good condition aside from one small
portion.
In speaking with the Chief
Administrative Officer (CAO) of
Flagstaff, CAO Dwight Dibben told
council this would not be their
door to access the water meter,
the water meter was solid with
ice. I checked the trickle flow,
no water.
“The town did not have equipment
to melt the ice in a short
period of time, period.’
The letter stated the resident
then hired Dennick Enterprises
to thaw ice in three hours at
$100 per hour which was paid by
the resident. The meter was
changed by the town staff.
The resident stated the heat
tape on the water meter was
working and the last time the
water meter was replaced was
2001.
The resident claimed the
problem was caused by the
town’s placement of the water
meter.
“The grievance I have is the
town installed meter at a ridiculous
place initially,” stated the
resident, “which should never
be installed under the trailer.”
The resident was unhappy
with the $220.50 bill received
from the Town of Bashaw.
FORESTBURG COUNCIL
The CAO noted the resident
was not billed for a new water
meter as the meter in question
was scheduled for replacement
anyway, but the resident was
billed for the public works staff
time.
Fuller stated in her report the
meter was leaking but the water
meter was located on the resident’s
property, in the crawl
space underneath a mobile
home and according to provincial
legislation and the town
bylaw residents are responsible
for monitoring water meters on
private property, including
underneath mobile homes.
Coun. Lynn Schultz stated
homeowners should be
checking their meters in cold
weather.
“To me it seems pretty clear
cut,” said agreed Coun. Rosella
Peterman. “I have no problem
with the rescue, but there is a
cost.”
Public Works Foreman
Murray Holroyd said that there

keep the road as is.
He did, however, mention the neighbouring
community of Sedgewick has
made a deal with the county over one
road north of town that connects
Sedgewick Lake Park Campground
and the local cemetery.
Council passed a motion to write to
the county asking for a similar deal as
Sedgewick to keep this oil surface road
south of the village intact.
School support
In response to a conversation that
took place last meeting about school
success, administration followed up
with Forestburg’s principal to find out
how the municipality and community
itself could support the school.
Recent years have seen a downturn
in enrollment which has been a cause
for concern for many.
Chief Administrative Officer (CAO)
Dwight Dibben in his report to council
shared he spoke with Forestburg
School Principal Gordon Thompson
on Feb. 25, gaining valuable insight as
to how they can support.

YOUNGSTOWN COUNCIL
MOST grant divvied up
Terri Huxley
ECA Review
Youngstown village council divided up the rest
of their MOST (Municipal Operating Systems
Transfer) grant from the provincial government
in light of COVID-19.
Chief Administrative Officer (CAO) Emma
Garlock suggested at the March 2 meeting that
the remaining funding of approximately $3,500
should go towards a laptop or two for councillor
use as many meetings are now online and it falls
under the grant requirements.
Laptops were purchased at the beginning of
the year for the CAO and public works foreman
under this grant as well as cleaning supplies.
Mayor Robert Blagen and Coun. Deb
McLaughlin often share a computer screen in the
office where wifi can be used during meetings.
Coun. McLaughlin also uses her personal
tablet for other councillor duties.
Council was in favour of purchasing one laptop
at approximately $1,500 from a local company.
“A bigger screen would be nice. It always seems
like we are sitting forward,” said Coun.
McLaughlin.
The remaining funds will be allocated to village
staff wages due to the extra meetings they
have been attending in light of the pandemic.
Bylaw passed
Youngstown’s land use bylaw has officially
been updated thanks to Palliser Regional
Municipal Services who designed and gave it a
new look.
Some portions were updated including the use
of a few diagrams to illustrate some of the current
restrictions.
Devon Diano and Levi Hayworth of Palliser
attended the latest meeting to give any education
needed to the public and council if needed.
No one attended the meeting and no letters
were received.
Council passed second and third reading of the
bylaw.
The last time this bylaw was updated it was
said to be the early 90s.
“We brought it into the 21st century,” said
Hayworth.
Recreation board allocations
The Youngstown Recreation Board met Feb. 17
to approve some local grants.
A total of $52,500 was allocated.
Council was required to also accept the grant
allocations which they did.
Approved grants include $37,500 to the
Youngstown Community Centre for utilities,
insurance, a table and dolly, lockable lockers and
rent for basketball.
An additional $3,000 was given to the library
for books and DVDs.
The Friends of Youngstown School were given
$12,000 towards the inclusive playground.
Action items passed
It is required that the Fire Quality
Management Plan policy is reviewed annually to
ensure it is up to date.
Special Areas Fire Chief and Fire Safety Codes
Officer Glen Durand went over the document
before updating and accepting it.
Council also approved it.
Council also approved keeping Roxzana
McNiven of Roxzana McNiven Professional
Accounting to continue as the financial auditor
for the 2021 year.
“We have a great working relationship. She
knows our history,” said CAO Garlock.

How does the APP work?
We take your priorities and build Objectives, Issues, and Measures that

ECA REVIEW HANNA/CORONATION/STETTLER, AB March 11'21 5
Forestburg school program to entice students
Cont’d from Pg 3
He added that it was both a professional
and personal visit as his family
is in the process of creating a new
scholarship in the family’s name.
The principal shared with him that
they expect to ‘hold steady’ next year
with their intake of kindergarten students
into Grade 1 which equates to the
amount of Grade 12 students leaving.
It was said that demographic challenges
in the earlier grades did raise a
red flag as the next four to five years
could be more problematic with lower
attendance.
Grade 2 currently has eight students.
The principal felt that in terms of
contributing to the broader district, it
has been disproportionate compared to
the west side of the district where more
attention seems to be given.
The CAO noted this was dipping into
the political side of school divisions but
that advocating for this area is key at
this time.
The school is working on new programs
to entice current and new
students to the area as well.
As for municipal support, direct and
indirect funding such as providing
equipment, capital contributions or
scholarships was allowable but any initiatives
involving courses, teaching
resources or capital improvements fall
under the Education Act and/or provincial
regulations.
Committee of the Whole
The Committee of the Whole (COW)
conversation began with Coun. Eileen
Fossen introducing a particular
Alberta Parks guide after it was
brought to her attention.
She mentioned this was given to her
once others discovered that Forestburg
wasn’t included in the details of Big
Knife Provincial Park which is located
southwest of the village.
The directions to the site explained it
was 40 km east of Stetter and a few
kilometres west off of Highway 855.
Coun. Fossen stated she will be getting
in touch with Alberta Parks or
Travel Alberta about this as to how
they can get Forestburg mentioned as
well as encourage local businesses to
put posters there to show a presence.
Mayor Blaise Young shared that
years ago he remembered Alberta
Parks stating not to put commercial
items on the bulletin boards.
Coun. Devon McNabb mentioned he
may have a contact for the Stettlerbased
park ranger to help get
Forestburg added to the description.
The mayor hoped they could at least
put a village poster up to draw people
to the village.
“We have to do something,” he said.
Switching topics, the mayor told
council that Amanda Davis will be
conducting a feasibility study and
detailed report on all forms of tourism
within the Flagstaff region.
He noted that in order for the Wanda
SchoolHouse to
get any funding
to be moved and
converted into a
visitor information
centre, he
believed they
would need a
study to back this

988 mental health line
Battle River-Crowfoot MP Damien
Kurek has sent out letters to all municipalities
within the region to support a
mental health line (988), especially in
light of the pandemic and its toll on
Canadians.
He has asked for each municipality
to send in a letter of support as well as
a council motion to support this
endeavour to put pressure on the federal
government to implement much
like the United States is currently
doing using the same three-digit
number.
“I am 100 per cent behind this,” said
Coun. Dwayne Giroux. “It’s high time
that we got something that addresses
mental health and gives people an
outlet.”
Council passed a motion to endorse
the number.
Healthy communities
initiative
In an effort to be in the first round of
deliberations for the promising
Canada Healthy Communities
Initiative grant, council agreed to have
administration look further and apply
for this before the deadline ending this
week.
The grant provides up to $250,000
with a two-year time horizon to complete
which administration finds
helpful as most grants only allow one
year to complete a project given the
green light to proceed.
Council asked about getting community
input and ideas but with the quick
turnaround time it was agreed to focus
on that portion later once the application
is submitted.
The local Communities in Bloom
committee found the grant and came
up with a couple of ideas this money
could be used for; one of which was the
long-standing idea of building a long
walking path.
They originally calculated this
endeavour to cost $250,000 but they felt
the price was too high to fundraise for.
“There was no way we would even
come close to that,” said Coun. Fossen.
“We will see where we go with it. It
seems like every town has a walking
path.”
Employee policies
Council passed an employee compensation
and benefits policy.
As per Section 2b of the policy,
administration determined that the
Consumer Price Index for Alberta is
1.3 per cent.
The salary grids have been adjusted
to reflect this change.
Another policy council passed was
revisions to the employee discipline
policy.
When administration reviewed it,
CAO Dibben found one clause to be
incorrect.
It is a condition of wrongful dismissal
insurance coverage that a

It was scientists at the publiclyfunded
universities of Saskatchewan
and Alberta and the Alberta Research
Council who were instrumental in
developing the technology to economically
extract oil from the oil sands.
It was a government-owned airline,
Pacific Western Airlines, that provided
critical transport between Edmonton,
Calgary and Fort McMurray during
the early stages of oil sands development
when it wasn’t yet economically
viable for the private sector.
The provincial government under
Peter Lougheed made strategic investments
in the oil sands and provincial
infrastructure as Alberta’s conventional
oil production was waning.
That’s what growth-focussed governments
do. They invest in research and
development (R&D)
for large scientific
projects that are
too expensive and
risky for private
sector investment.
In Canada much of
that government
investment is made
through
universities.
The universities
of Alberta and
Calgary have been
instrumental in
moving Alberta’s
economic future forward because of
their world-renowned research and
development expertise and accomplishments.
Yet the provincial
government continues to slash their
budgets to unsustainable levels at a
time when their contribution to the
future is so critical.
Norway, a country with an abundance
of oil and gas, and Denmark, a
country with none, are Lougheed-type
examples. We all know about, and
many of us are envious of, the Norway
story—assets of $1.1 trillion in their
Sovereign Wealth fund and over a billion
dollars of earnings each
year—wealth built on fossil-fuel, but
now being invested in the green energy
economy of the future.
Denmark’s foresight is even more
amazing. They actually started
changing their view on energy after
the oil crisis created by OPEC in the
1970s. Being dependent on OPEC was
not an option for the Danes. In the
1970s, its government started to invest
a lot of money into wind energy R&D.
Today half the country’s electricity
comes from wind energy, and it is the
largest exporter of wind turbines in
the world. The Danish government is
now investing in the largest off-shore

wind farm in the world, that when
completed will meet all of Denmark’s
energy needs with surplus for export.
The Canadian government is
encouraging Alberta and
Saskatchewan to be our Norway or
Denmark and they are more than
willing to invest to see this happen.
Alberta has so much to offer in
terms of a highly skilled and educated
workforce, good infrastructure,
enlightened executives running our
Canadian-owned energy giants, and
highly respected research universities
in Calgary and Edmonton.
We only lack a provincial government
willing to use its next 20- to
30-year window of hydrocarbon revenues
to invest in R&D and jumpstart
new and exciting energy projects of the
future.
Tomorrow’s growth industries are

Premier Kenney and his government
are afraid of the future. Their fear
affects all of us as they discredit and
attack scientists and educators at every
turn and underfund R&D and public
universities.
Kenney’s wallowing in fear, will
eventually stagnate the potential
future of our younger generations. It
will inevitably lead to our smartest
and brightest leaving the province to
seek their fortunes in jurisdictions
that are unafraid to face future challenges
head on and forge new and
exciting opportunities.

Dear Editor,
Our once proud country, whose

freedom in two World Wars, is now
governed by Muppets.
Like Miss Piggy of “Muppet Show”
fame, each province’s Medical Health
Officer preens for the cameras, trying
to justify their six-figure salaries by
keeping the public living in fear.
The “Frog” Premiers are easily
mesmerized by statistics and everchanging

rational thought or standing up to
their respective “Miss Piggy”, and
have totally forgotten that they are to
represent their constituents.
Muppet Health Ministers also fear
the Miss Piggys and try to out-do each
other in appearing knowledgeable and
“concerned”.
However, most Albertans have had
enough of the fear and lock-downs.
For the sake of our youth and seniors,
we need to return to a normal

Angel, Blanche Marie
1929 ~ 2021
Blanche Marie Angel passed
away on Jan. 26, 2021 at the
Hanna Health Centre at the age
of 91 years. She was born in
Calgary to Claude and
Katherine Buchanan.
Blanche attended school in
Rainier, Alta. and Brooks, Alta.
She worked as a waitress and
cook at various Alberta
locations.
Blanche and her husband
Ernie and two of the youngest
children moved to Trinidad
where her husband was
employed by a drilling contractor.
On completion of the
contract, they returned to
Canada.

Wayne Emiel Bitzer
was born to Emiel and
Hazel Bitzer at Hardisty,
Alta. on March 22, 1938,
and passed away peacefully
from cancer on
Feb.22, 2021, at the age of
82 years.
Wayne was fortunate,
with the love and care
around him, to
enjoy the comfort
of home
until his last two
weeks before
moving into the
Hardisty Health
Centre palliative
care.
At age 15, with
his Dad very Bitzer
sick, Wayne
knew he had to
help the family by going
away to work.
He worked at the
Richardson farm near
Brownfield long enough
to earn $150 which he
used to buy two milk
cows which would help
feed the family.
Later Wayne had various
jobs such as a
mechanic, cat skinner,
hauling gravel to build
Alberta highways and
hauling pigs to
Saskatoon.
While working as an
operator for Gibson
Petroleum at the
Hardisty Tank Farm,
Wayne had the opportunity
at age 31 to buy his
own truck.
This became Wayne’s
career, expanding to
three trucks hauling oil
for Gibson’s.
After years of driving,
Wayne let hired drivers
run all the trucks. This
freed him up
to explore his
passions from
his youth.
Wayne
expanded his
hobby farm to
include a
tractor, grass
cutter and
rake, binder,
threshing
machine, and
a horse-drawn wagon.
This led to some of his
favourite times, being
able to run a threshing
crew at harvest time.
This brought many
threshing lovers to help
by bringing their own
teams of horses with
wagons, and many older
men to reminisce by
tossing a few bundles.
Even some younger
locals were paid to help
wrap up the harvest, getting
an experience few at
their age get to have.
There was nothing like
the camaraderie of
ending a hard days’ work
by enjoying the wonderful
meals Edith and
her helpers would
prepare.
All this took place at
the “house in the hill”
just east of the Tank
Farm, a house with only
the front open to the elements,
heated entirely by
a wood fireplace and you
mowed grass on your
roof.

Salute to Agriculture / Farm Safety
Unreserved Public Real Estate Auction
Celebrate safe and
strong farms
Submitted
Canadian Agricultural Safety Week
(CASW) is an annual public campaign
committed to raising awareness about
the importance of safe agriculture.
In 2021, Safe & Strong Farms: Lead
an AgSafe Canada runs from March 14
to 20 and is the final year of a threeyear
campaign celebrating farm safety
across Canada.
The aim of the campaign is to
empower farmers, farm families and
farming communities to build (2019),
grow (2020), and lead (2021) the agricultural
industry in safety and
sustainability.
This year, organizers are focusing
on supporting farm safety leadership
through resources, safety advice articles,
and much more including a free
public webinar “Be AgSafe, Stay Rail
Smart”on March 16.
The AgSafe Ribbon campaign also
returns for CASW, but with a bit of a
different look from previous years.
For 2021, the ribbon campaign is
going digital and can be shared on
social media as a way to raise awareness
and start conversations about the
importance of farm safety.
The digital AgSafe Ribbon can be
found on the CASW website at agsafetyweek.ca.
“This year is all about celebrating
the leaders in agricultural safety and
health,” says Andrea Lear, CASA’s
CEO. “Farmers, farming communities,
ag businesses, farm safety partners,
and other farm safety champions are
doing great work keeping Canadian
farms safe and strong.”
The Canadian Agricultural Safety
Association is a national, non-profit
organization dedicated to improving
the health and safety of farmers, their
families and agricultural workers.
CASA is funded in part by the
Canadian Agricultural Partnership, a
federal, provincial and territorial
initiative.

by Devin Dreeshen
Minister of Agriculture and Forestry
Over the past year, COVID-19 has
impacted everyone’s lives and livelihoods,
including Alberta’s livestock
producers.
Early on, the pandemic caused disruptions
in our cattle sector’s
processing capacity. With plants being
forced to shut down, producers were
unsure of where they could send their
slaughter-ready animals.
Last May, we stepped in to help the
livestock sector by setting up a
$43.2-million fed cattle set-aside program
through AgriRecovery to help
producers with the backlog of cattle at
feedlots.
To date, more than $27.7 million has
been distributed for about 480,000
cattle and the backlog is nearly gone.
Alberta’s hog producers are economic
drivers in our province. They
are world leaders in the livestock
sector, supporting our rural communities
by creating thousands of jobs and
exporting more than $500 million
worth of food across the globe.
Unfortunately, we are now seeing
disruptions in their supply chain with
an estimated backlog of more than
100,000 hogs.
In response to the difficulties
that Alberta hog
producers are facing, we
have launched a new
AgriRecovery program to
support them through this
challenging time.
The new $4-million program
for hog producers will
pay producers $0.95 per day
per animal to cover the costs
of keeping market-ready
hogs on maintenance
rations.
Hog producers who own
market-ready hogs intended
Damien C. Kurek, MP
Battle River-Crowfoot
for processing between Feb.
8 and March 31, 2021, which
were held back from shipping
do to reduced
processing capacity, are eligible
to apply for this
initiative.
We want to make sure
that hog producers are getting
the supports they need
to continue doing what they
do best, which is producing
safe, high-quality food, not
just for Alberta families but
for families all around the
world.
THANK YOU
TO ALL THE FARMERS
across Canada who
work hard to keep
Canadian families fed.

County of Paintearth is heeding a
request from a family north of
Coronation to install ‘Children at
Play’ signage on the paved road near
their home.
Allysha and Aaron Davies sent a
letter explaining the speed limit has
already been reduced to 60km/hour
‘though no one goes 60 km’ so they felt
the added signage may help caution
drivers ahead of time.
“Our house is very close to the road
and we have a little boy who will be
playing outside come spring. It would
put our minds at ease and allow him to
play with a little more comfort with
these signs up,” they said in their
letter.
They added that they understood
the signs may not stop others from
‘drag racing or speeding’ but at least
give them a heads up.
Council passed a motion to erect
signs near this acreage.
Tax forfeiture property
Tax Roll #34140000 is described as
bare land located in the hamlet of
Throne. It was placed on the tax
arrears list in 2019 and was subsequently
not sold at a public auction
which was held on Feb. 2, 2021.
Councillors were presented with
two choices in regards to handling this
property now that it has gone through
proper process.
Council passed a recommendation
that was a combination of the two
options including the county register a
tax forfeiture
instrument on
title and try to
sell the parcel at a
price close to
assessed value.
Council also
chose to write off
the taxes in the
amount of $149.68,
pay for the advertising
expense
and let arrears
continue to
accrue as a
growing liability
on the tax
arrears list.
Offer declined
The Rural
Municipality

have RMA Benefits give a complimentary
audit of the county.
Corporate services director Lana
Roth explained in her report that they
would price their program on an
‘apples to apples’ basis in the marketplace
and also price any plan design
consideration that the county would
be interested in.
The ultimate goal of the program is
to gain the county as a customer.
County of Paintearth is already
under benefits with the Alberta Urban
Municipalities Association (AUMA)
saying they have been satisfied with
their service.
There was also no increase to the
2021 premium rates as all remained
constant from 2020.
“During the 2020 year, AUMA even
provided the county with a reimbursement
of $5,000 due to COVID-19.”
Council made a motion to decline
the offer and not participate.
Fees bylaw
Council passed all three readings of
the updated schedule of fees bylaw,
focusing on adjustments to the planning
and development section.
Development permit application fees
are now $100 for permitted use, $200
for discretionary use and $400 for discretionary
use of commercial or
industrial properties.
Penalties for these if work has
started without a permit, is $250.
Pipeline crossings were added at
$300 per permit.
Seismic explorations on county land
or right of way is $300, subdivision and
development appeal fees are $400.

Salute to Agriculture / Farm Safety
PARLIAMENT
Trudeau’s gun hypocrisy
by Damien Kurek, MP
Battle River-Crowfoot Constituency
Canada’s Conservatives have been working
hard to fight the Liberals’ flawed firearms policies.
I want to bring you up to date with
the most recent developments.
Many of you will recall that last year
the Liberals introduced an Order In
Council (OIC) banning 1,500 firearms
without debate, stating that legislation
would soon follow.
However, it was not until last month
that Liberal Public Safety Minister, Bill
Blair introduced Bill C-21, making a
series of changes to firearms laws in
Canada.
Kurek
These developments highlight a
number of troubling trends about the way the
Liberals approach both firearms and public
safety.
Before addressing some of the specifics of Bill
C-21 I want to talk about this hypocrisy. This was
highlighted on Jan. 27 of this year, when the
Liberal Party voted against Conservative
Bill-238.
Proudly supporting our
Agriculture
Industry
This particular bill would have increased penalties
against those who use an illegally
smuggled firearm for the purposes of committing
a crime.
Then, on Feb. 18, two days after the
new firearms bill was introduced,
Liberal Justice Minister David Lametti
introduced Bill C-22, an act that makes
a number of changes to various laws in
Canada but, most notably eliminates
mandatory minimums for the commission
of a crime using an illegally
obtained firearm.
There are many troubling aspects to
Bill C-21.
First, they have not and seem unable
to even define what an “assault style”
firearm is and are misleading Canadians when
they conflate this with firearms used in the military
that have been illegal in Canada for decades.
But it’s clear, Liberals don’t care about evidence-based
policies, as is proven by the banning
of certain gun “replicas” that will include pellet,
air soft, and paintball guns.

‘No

Cont’d from Pg 13
Additionally, this C-21 allows a
court to revoke someone’s ability to
own firearms
based on a simple
complaint with
no opportunity
for the accused to
defend
themselves.
This also lays
the groundwork
for a “buyback”
program for
those banned
guns but does not
outline costs.
And with few
details, will allow
municipalities to
ban handguns,
something that is
clearly provincial
jurisdiction.
Conservatives
will stand up for
law abiding firearms
owners by
taking politics
out of firearms
classification,
repealing both
the firearms OIC,
Bill C-71 (a backdoor
gun-registry
passed by the
Liberals in 2018)
and Bill C-21.
We will target
the real criminals
by addressing the

It is frustrating
that while
upstanding citizens

This is especially
troubling

• Jack Finarelli,
at sportscurmudgeon.com,
on
Urban Meyer being
hired as coach
of Jacksonville
Jaguars: “In his
seven years at
Ohio State, Meyer’s
teams lost a total
of nine games. If
his first year with
the Jags results
in the Jags losing
fewer than nine
games, he might
be the Coach of the
Year in the NFL.”
• RJ Currie of
sportsdeke.com:
“An ESPN talking
head called one
of Rob Gronkowski’s
nightclub partying
videos, ‘Just
a man living the
American dream.’
Which in Gronk’s
case appears to be
life, liberty and the
pursuit of happy
hour.”
• Chris Calarco,
commenting on
a Facebook page
for Buffalo fans,
after the Sabres
got shut out at
home for their
fourth straight
loss: “I bought a
cardboard cutout
to honour my aunt
who passed away.
Can I come pick it
up so she doesn’t
have to watch this
any more?”
• Dwight Perry
of the Seattle
Times: “The NBA
issued warnings
to the Lakers’
LeBron James
and Kyle Kuzma
for violating the
anti-flopping rule
in a game against
Memphis. Hey,
if the league is
really all that worried
about flops
… disband the
Timberwolves!”
• Patti Dawn
Swansson, aka
the River City
Renegade, on
whether melting
ice that caused the
Vegas-Colorado
outdoor game
at Lake Tahoe to
be delayed eight
hours cost the NHL
some money: “(If
it did) they can
just take it out of
the slush fund.”
