<strong>2021</strong> HOA DUES<br />

The <strong>2021</strong> dues are due January 1 st , delinquent February 1 st . If you<br />

need more time to pay your dues, request a payment plan now<br />

before being turned over to the attorney for collection and avoid<br />

paying much more. Save yourself a lot of extra money and possible<br />

judgment and foreclosure. Unlike many other subdivisions, there<br />

is no charge for a payment plan if you enter into one before being<br />

turned over to the attorney’s office for collection.<br />

ARE YOU SAVING THE MONEY YOU DESERVE ON YOUR PROPERTY<br />

TAXES?<br />

While doing some research on our neighborhood recently, I<br />

noticed that numerous <strong>Westfield</strong> Homeowners have not filed<br />

for Homestead Exemption on their property to save money on<br />

property taxes. (You must occupy the home to qualify for this<br />

exemption.)<br />

A homestead exemption helps you save on taxes on your home.<br />

An exemption removes part of the value of your property from<br />

taxation and lowers your taxes. For example, if your home is<br />

valued at $100,000 and you qualify for a $20,000 exemption, you<br />

pay taxes on a value of $80,000.<br />

An Application for Residential Homestead Exemption (same form<br />

for over-65, disability, over-55 surviving spouse or 100% disabled<br />

veteran homestead exemptions) can be found by hovering over<br />

Forms Page at www.hcad.org, choose popular forms, then choose<br />

form #11-13, which is the 1 st form on the list. Homestead exemption,<br />

General Residential, over 65, disability, over 55 surviving spouse.<br />

Follow the instructions on the form.<br />

To check your property to see if you have the homestead<br />

exemption, go to hcad.org, hover over property search, then<br />

choose search by address and fill in your address. (You will have<br />

better success if you do not use dr. cir.pl. etc.) Look about halfway<br />

down on the left under Exemption Type, this will show the type of<br />

exemption you have or none if you do not have any exemptions.<br />

There are videos to watch for complete instructions to fill out the<br />

homestead exemption form and the documents you will need to<br />

send in with the application. You can contact the Harris County<br />

Appraisal District at 713-957-7800 if you have any questions.<br />

NUISANCE ABATEMENT<br />

The Harris County Sheriff’s Office has an overall Nuisance Abatement<br />

program for neighborhoods. Empty homes with junk and clutter in<br />

the front and back yards, eyesores for the community, inoperable<br />

vehicles, health and safety hazards… these and much more are<br />

addressed under Texas law as it applies to Nuisance Abatements in<br />

the Traffic Code and the Health and Safety code. All Deputy Contract<br />

units are trained in every Nuisance Abatement law on the books. Each<br />

law will be enforced quickly. Once again, we are putting a burden<br />

on the Sheriff’s Office that rightfully belongs on other agencies and<br />

the homeowners’ associations, but this is the most expeditious way<br />

of solving the many problems we are seeing i. So, if you know of<br />

a home that is abandoned, has a junk vehicle in the driveway or<br />

street, trash, debris, high grass, a dangerous swimming pool, etc.,<br />

please contact the management company, Spectrum Association<br />

Management, 281-343-9178, ask them to forward the information to<br />

our deputy or the district nuisance abatement deputy who will act<br />

on it immediately. This program began in 2011 following the training<br />

of all deputies. New deputies who bid into contracts are trained in<br />

Nuisance Abatement prior to their new assignment. The vehicle<br />

Nuisance Abatement and parking code are enforced in an ongoing<br />

policy. The health and safety laws will supplement that for further<br />

improvement in our neighborhoods. The Harris County Sheriff’s<br />

Office is partnering with the Harris County Health Department and<br />

the County Attorney in an effort to clean up these problems.<br />

REPORT STREETLIGHT OUTAGES<br />

Please report outages of streetlights to Centerpoint Energy. You will<br />

need the pole number as well as the nearest street address and call<br />

713-207-2222 or go to their website and complete an online form.<br />

It is very important that non-working lights are reported for the<br />

safety of our each of us. We pay the exact same whether the light is<br />

working or not.<br />

WCA GARBAGE COLLECTION<br />

HOLIDAYS AND GUIDELINES<br />

Collection Days: Monday and Thursday<br />

Holidays: New Years Day, Memorial Day, Independence Day, Labor<br />

Day, Thanksgiving and Christmas<br />

WCA TRASH RULES<br />

Tree and yard waste will be collected on all regular collection days<br />

and must be located at the curb area of each residence and maybe<br />

contained in containers or bags not exceeding forty (40) gallons or<br />

forty (40) pounds. Trees, shrubs, brush trimmings and fencing must<br />

be stacked in neat stacks and in lengths no greater than four (4) feet<br />

with no branch diameter exceeding three (3) inches. Size limitations<br />

are required to avoid damaging the equipment in the crushing<br />

process. Bulky items will be collected on all regular collection day<br />

sand must be located at the curb area of each residence. Except<br />

as excluded below, all bulky items such as appliances, furniture,<br />

carpet (up to I room, rolled up four feet wide and less than fifty<br />

pounds) and cardboard boxes(flattened), will be picked up.<br />

By Federal Law, refrigerator sand freezers or any other items<br />

containing Freon must be drained of Freon and have an<br />

accompanying certification to validate such service was<br />

performed before being collected by WCA. Items excluded from<br />

normal collection are dirt, rocks, bricks, concrete, tires, batteries,<br />

motor oil, cooking oil, waste generated by a private contractor<br />

or any materials or items deemed hazardous materials. WCA will<br />

leave a tag explaining the reason for any non-collected item(s).<br />

With respect to special collection of other than normal amounts<br />

of residential refuse, yard trimmings or bulk items, if notified in<br />

advance, WCA will meet with a resident prior to collection day to<br />

determine a price for such special collection.<br />

If a resident does not notify WCA of such a special pick-up<br />

before its scheduled day, then WCA will leave a notice for the<br />

resident to contact WCA during normal office hours before the<br />

next scheduled pickup day.<br />

HOMEOWNER HOT LINE<br />

THERE IS HELP FOR YOUR HOMEOWNERS ASSOCIATION!<br />

The Greater Houston Chapter of the <strong>Community</strong> Associations<br />

Institute (CAI) has launched a free HOA Hotline, a resource<br />

for homeowners and Board members owning homes/units<br />

in condominium, townhome and subdivision community<br />

associations and have questions about the operations of their<br />

association. The Hotline is staffed with local non-attorney experts<br />

knowledgeable in community association best practices. Please<br />

contact the Hotline by calling 832-251-1874.<br />

We urge homeowners to take advantage of this free resource.<br />

After all, isn’t it better to resolve issues quickly and reasonably<br />

now before they get out of hand later?<br />

the teenage job seeker’s list, please fill out the form on our<br />

number, year you will graduate and the name of your newsletter/<br />

subdivision.<br />

Check the list of jobs you want on your form. Please make sure<br />

your email is correct, we send emails in the summer to make sure<br />

all the info is still good and that you want to stay on the list. If we<br />

do not hear back from you after 3 tries, we will remove you from<br />

SUPPORT GROUP FOR JOB HUNTERS<br />

Searching for a job can be difficult and stressful, but doing it in the middle<br />

of a pandemic can be even worse. Fort Bend County Libraries (FBCL) will<br />

host an online Job-Search Support Group on Tuesday, <strong>April</strong> 27 th at 2 PM.<br />

This program will be live-streamed via Webex; it will NOT be in person. In<br />

this online forum, job hunters will have an opportunity to network with<br />

other people, exchange tips and leads or simply vent their frustrations<br />

with others in the same position. Library staff will share helpful online<br />

resources that can be accessed through the FBCL website. These free<br />

resources can help job seekers create a better resumé, improve their<br />

job skills, research job opportunities and careers and much more. This<br />

AWARDS LUNCHEON ON MAY 4TH<br />

Celebrating its 40 years of service to Houston and Texas, Crime Stoppers<br />

of Houston will host its annual Houston’s Heroes Awards Luncheon on<br />

Tuesday, May 4, <strong>2021</strong> from 11:30 AM-1 PM at the Royal Sonesta Houston<br />

Hotel to honor outstanding individuals and organizations who have<br />

given exemplary service to make Houston a safer place to live, work,<br />

learn and play. Due to the public health threat from Covid-19 and the<br />

current health and safety protocols, we will offer both an in-person<br />

event with limited seating as well as virtual access for sponsors and<br />

supporters to participate from home. While Crime Stoppers had to<br />

cancel this event last Spring due to the pandemic, the organization is<br />

unable to do so this year and reminds the community that it relies on<br />

this event for funding. Eight distinguished awards will be awarded at<br />

this annual fundraiser that raises funds to keep our communities safe.<br />

For the second year, Crime Stoppers of Houston will reveal the winner<br />

of the Dave Ward Media Excellence Award. This unique award will honor<br />

an entity or individual who has exhibited media excellence and will be<br />

selected by Houston’s Media Icon Dave Ward himself, along with support<br />

from a small committee of his constituents at Crime Stoppers of Houston.<br />

For 40 years, Crime Stoppers of Houston has focused on solving crime<br />

activity by preventing it through educational community programming.<br />

The non-profit, which fundraises year-round will directly benefit from<br />

the luncheon’s proceeds to help further advance the Crime Stoppers’<br />

mission. Attending the <strong>2021</strong> Houston’s Heroes Awards Luncheon is one<br />

easy way to support Crime Stoppers and public safety. The event is open<br />

We have done everything we can to try and reopen our doors, including<br />

CONTINUED CAMPUS PHASE 1 SAFETY PROTOCOLS<br />

Katy ISD Campus Phase 1 Safety Protocols remain in effect to ensure the continued<br />

mitigation and deterrence of the potential spread of COVID-19. The District anticipates<br />

releasing Phase 2 protocols when state, local and the Texas Education Agency (TEA)<br />

provide updated guidance allowing for de-escalation of virus mitigation protocols. Katy<br />

ISD will provide updates as additional information becomes available. Please check the<br />

KATY ISD BOARD OF TRUSTEES CALL<br />

FOR A MAY <strong>2021</strong> SCHOOL BOARD ELECTION<br />

The Katy ISD Board of Trustees approved to hold a general election in<br />

May <strong>2021</strong> for a three-year term in Positions 6 and 7.<br />

• Early Voting by Personal Appearance: Mon, <strong>April</strong> 19 to Tues, <strong>April</strong> 27, <strong>2021</strong><br />

• Election Day: Saturday, May 1, <strong>2021</strong><br />

Currently, Position 6 is being held by Susan Gesoff and Position 7 is held<br />

by Dawn Champagne. State law requires a candidate for trustee of an<br />

independent school district to be a qualified voter by the time mentioned<br />

in Election Code Section 141.001. Katy ISD trustees are the governing body<br />

of the school district and are the main advising group that oversees and<br />

shapes policies. Individuals serving as Board members are not employees<br />

of Katy ISD, yet they dedicate countless hours to lead an A+ school district.<br />

KATY VIRTUAL SCHOOL REGISTRATION OPEN<br />

For students, virtual classes are an excellent way to acquire graduation credits<br />

and/or expand their learning opportunities. Last year, over 4,000 students<br />

utilized the Katy Virtual School (KVS) program offered by the Katy Independent<br />

School District. KVS launched in 2013 with a primary goal of expanding the<br />

learning opportunities for students by offering choice and flexibility for rigorous<br />

online courses developed and taught by Katy ISD teachers. KVS has begun<br />

online registration for Summer <strong>2021</strong>, Fall <strong>2021</strong> and Spring 2022 semesters.<br />

“KVS provides online learning that offers a flexible, online experience, which<br />

helps students achieve their educational goals,” said Susan Richards, Katy ISD<br />

Instructional Technology e-Learning Manager. “The virtual model of e-learning<br />

is in high demand and delivers quality instruction to Katy ISD students, outside<br />

of normal school hours, to support student graduation plans. KVS is different<br />

from the current Katy Virtual Academy (KVA), which is the online learning<br />

model implemented due to the COVID-19 pandemic,” added Richards.<br />

KVS will offer a wide range of courses from Creative Writing, AP Art<br />

History, English III, World Geography, Economics, Psychology and more.<br />

There are over 30 Advanced Placement (AP), Katy Advanced Program<br />

(KAP) and academic level courses available to students with additional<br />

opportunities being added each year. The cost per course is $200 per<br />

semester. KVS is an approved College Board online provider for Advanced<br />

Placement (AP) courses and by the NCAA for student initial eligibility.<br />

TEXAS HONOR ROLL DISTINCTION<br />

Katy Independent School District is focused on closing the achievement<br />

gap and helping all its students reach academic success. To recognize<br />

those efforts, 18 Katy ISD schools now proudly display the distinction of<br />

being a Texas Honor Roll School by the Educational Results Partnership<br />

(ERP).<br />

After an extensive analysis of student data of every public school in<br />

Texas, these campuses demonstrated clear leadership in motivating<br />

and achieving academic success for its students at their grade-level<br />

and beyond. Sponsored by the Campaign for Business and Education<br />

Excellence (CBEE), the ERP Honor Roll is the only school recognition<br />

program in the state that uses student achievement outcome data,<br />

making it a valuable resource for all schools to identify successful peers<br />

and learn about best practices that improve student success.<br />

DONATUTORS<br />

Donatutors is a nonprofit tutoring organization that donates 100% of<br />

our proceeds to charity. All of our tutors are straight-A students at Seven<br />

Lakes High school and we offer a multitude of courses like creative<br />

writing, computer science, biology, public speaking, ICTW writing and<br />

many different math courses too. We charge $20 per class, but the first<br />

Donatutors was able to raise $1,283 which we used 70% to give to a<br />

Houston based charity called NAMI and 30% to buy a bunch of masks<br />

<strong>April</strong> Gardening Tips<br />

Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a great<br />

many pests that die from various causes while in the bag. When you buy<br />

‘loose’ mulch that is trucked to your home, you are also buying ants,<br />

roaches, termites, etc…” Spend a little more on bagged material and save<br />

lots of future pest problems. Keep your mulch at least 4” - 6” below the top<br />

of your homes exposed foundation edge/side. This will aid in minimizing<br />

pests in your home and allow for quick and accurate termite inspections.<br />

Shrubs, Flowers and ground covers - Trim all shrubs/plants at least 12” -<br />

18” back from your home. Do your best to create a plant free zone that is<br />

18” - 24” wide around your home. The exception is your lawn - it can grow<br />

up next to the slab as long as you keep it 4” - 6” below the top of the slab.<br />

The most conducive to termite infestation are groundcover plantings,<br />

growing high against your homes exterior or (especially) ivy that grows<br />

on your walls.<br />

Trees - Spray your trees at least twice annually. The spring spray<br />

eliminates overwintering pests and fungi while preparing trees to resist<br />

the pest onslaught of summer with residual pesticides. The fall spray also<br />

kills pests from the summer, prevents most fungi from occurring over the<br />

winter and puts your valuable asset off to a healthy winter’s dormancy.<br />

Lawn - Spring is the perfect time to do a fungicide treatment to stop<br />

brown patch in its tracks along with other fungi. If your lawn is thin and<br />

weak in some areas, here are some important fundamentals: a) lawn<br />

aeration” b) fertilization” c) weed control.<br />

Most important is proper watering:<br />

• Water once per week (unless you get a 1/2” rain or more - then do not<br />

water.)<br />

• Water heavily (1” - 2”) for total lawn coverage.<br />

• In severe drought, water every 5th day.<br />

• Water from 5 AM to 7 AM in the morning - NOT AT NIGHT.<br />

• A heavy deep weekly watering makes the turf grow deeper, stronger<br />

and more drought resistant roots.<br />

• Less watering also saves you money!!<br />

WHEN IS EARTH DAY?<br />

This observance always falls on <strong>April</strong> 22 nd . On Earth Day, enjoy the tonic<br />

of fresh air, contact with the soil and companionship with nature! Walk<br />

through the woods in search of emerging wildflowers and green moss.<br />

Go outside, no matter what the weather!<br />

Ever wondered how Earth Day started? This observance arose from an<br />

interest in gathering national support for environmental issues. In 1970,<br />

San Francisco activist John McConnell and Wisconsin Senator Gaylord<br />

Nelson separately asked Americans to join in a grassroots demonstration.<br />

McConnell chose the spring equinox (March 21, 1970) and Nelson chose<br />

<strong>April</strong> 22 nd . Millions of people participated and today Earth Day continues<br />

to be widely celebrated with events on both dates.<br />

The most common practice of celebration is to plant new trees for Earth<br />

Day. Other Earth Day activities and ideas are: Plant wildflowers, Go<br />

native! Plants thrive when they’re natural to your area, bring nature into<br />

the garden with plants that attract butterflies, try an organic vegetable<br />

garden and conserve water.<br />

Caramel Popcorn with<br />

Marshmallow<br />

You could make this on National Caramel Popcorn Day <strong>April</strong> 6th!<br />

INGREDIENTS:<br />

23 large marshmallows<br />

2 cups brown sugar<br />

1/4 cup light corn syrup (such as Karo®)<br />

1 cup butter<br />

1 teaspoon vanilla extract<br />

2 (3.5 ounce) packages microwave popcorn, popped<br />

DIRECTIONS:<br />

Cook and stir the marshmallows, brown sugar, corn syrup, butter<br />

and vanilla extract together in a pot over medium-low heat until the<br />

marshmallows are completely melted, 5 to 7 minutes.<br />

Put the popcorn in a large bowl; pour the marshmallow mixture over the<br />

popcorn and gently stir with a big spoon to coat.<br />

Oatmeal Raisin Toffee Cookies<br />

INGREDIENTS:<br />

1 cup butter, softened<br />

1 cup brown sugar<br />

1/2 cup white sugar<br />

2 eggs<br />

1 teaspoon vanilla extract<br />

1 1/2 cups all-purpose flour<br />

1 teaspoon baking soda<br />

1 teaspoon ground cinnamon<br />

3 cups rolled oats<br />

1 cup raisins<br />

1 cup crushed toffee candy<br />

DIRECTIONS:<br />

Preheat oven to 350 degrees F (175 degrees C). Grease cookie sheets.<br />

In a large bowl, cream together the butter, brown sugar and white sugar. Beat in<br />

the eggs, one at a time then stir in the vanilla. Combine the flour, baking soda and<br />

cinnamon, stir into the creamed mixture. Blend in the oatmeal, raisins and toffee<br />

bits. Drop by rounded spoonfuls onto the prepared cookie sheet. Bake for 8 to 10<br />

minutes in the preheated oven. Allow cookies to cool on baking sheet for 5 minutes<br />

before removing to a wire rack to cool completely.<br />
