Name the new sculpture: A baby elephant!

Haddonfield will celebrate Sculpture Month in April with tours, do-it-yourself

activities, and a contest to name a new sculpture – a baby elephant – coming

soon to the Children’s Sculpture Zoo (Kings Highway E. at Evergreen).

The 450-pound bronze sculpture is a likeness of an orphaned elephant

found wandering Kenya’s remote Ndoto hills several years ago. Rescued by

local tribesmen, he was rehabilitated at the world-renowned Sheldrick Wildlife

Trust, and named (“our little dream”). His rescue inspired Australian sculptors

Gillie and Marc to create an exhibit in London in 2020 of 21 life-sized bronze

elephants. It became a hit, raising funds and awareness for these endangered

animals. The artists created three life-size versions of Ndotto. One is in New

York, one is in London, and soon, one will be in Haddonfield.

Mayor to retire

Mayor Neal Rochford

has announced that he

will not seek to be reelected

to the Board of

Commissioners, in May.

He posted a message

on his mayoral Facebook

page just before the

petition filing deadline

on Mar 9. Read it here:

you to the community

for allowing me to serve

as your commissioner

and mayor. It has been

my honor to serve ...

Neal Rochford first

ran for the Board of

Commissioners in 2001,

unsuccessfully. He

entered the fray again in

2005, placed third in a

field of five, and took on

the Revenue & Finance

portfolio.

In 2009, he came

fourth in a field of six,

then returned to the

board in 2013 as Director

of Public Affairs & Public

Safety.

In 2017 election, the

three commissioners

ran unopposed. As

the recipient of the

largest number of votes,

Rochford became the

mayor and retained the

same portfolio. After

a special election in

2019 to fill an unexpired

term, Rochford became

the Director of Public

Works, Parks and Public

Buildings.

Neal Rochford was

Two community workshops on topical topics

The Haddonfield Education Association is partnering with the Middle School

and High School Gender-Sexuality Alliance and Garden State Equality to offer

two community workshops, open to all:

• LGBTQ 101– Mon Apr 19 at 7pm. The workshop begins by explaining the

general physical, cognitive and emotional milestones people undergo as they

mature. It also details the four different components that make up sexuality:

chromosomal sex, gender identity, gender expression, and sexual orientation.

• Cycle of Prejudice & Intersectionality – Mon Apr 26 at 7pm. This workshop

addresses seven forms of prejudice and implicit bias. Participants will explore

personal identities and the intersection of marginalized identities, power,

privilege, and the achievement gap. Strategies for creating safe, inclusive

spaces for the LGBTQ community (and therefore, for all) will be discussed.

On HMHS stage and your screen: ‘Gypsy’

Loosely based on the memoirs of burlesque star Gypsy Rose Lee, the

Broadway musical Gypsy follows an indomitable stage mother in her quest to

give her daughters the success she never had.

The score by Jule Styne and Stephen Sondheim includes such standards as

“Everything’s Coming Up Roses” and “Together Wherever We Go.”

The High School Drama Club will present its production of “the greatest of all

American musicals” (The New York Times) before a small private audience of

students’ families. Other fans of the show, and of HMHS Drama, will be able to

view the livestream on Fri Apr 30 and Sat May 1 at 7:30pm, and Sun May 2 at

2pm.

BANCROFT JUDGE SENDS BOROUGH

BACK TO SQUARE TWO

On Wednesday, March 3, a Camden County Superior Court Judge ordered

the Borough and Commissioners to re-do their meeting of February 13, 2018,

at which they adopted an amendment to the Bancroft Redevelopment Plan.

Judge Nan S. Famular ruled that the Commissioners must not only “place

on the record their specific reasons for wanting to deviate from and amend

the [original] Bancroft plan” but also “have a meeting that is transcribed.”

Once she has a transcript, Judge Famular said, she will be able to “review

whether or not there is arbitrary and capricious action on behalf of the

Borough.” Such action was, in part, the basis for the lawsuit against the

Borough and Commissioners [see note] by a group of residents – including

former mayors Jack Tarditi and Tish Colombi – who advocate age-restricted

(55+) housing at Bancroft, as opposed to the “age-targeted” townhomes

favored by the Commissioners and the developer.

Judge Famular dismissed the Commissioners’ claim that (in her words)

“the ordinance and the minutes together explain the reason for the

amendments to the plan,” adding that “neither of them states the reasons for

the amendment other than to appease [the developer] ... avoid a lawsuit, and

also avoid paying” an agreed-upon buy-out. “This is not a recognized basis for

amending a redevelopment plan,” she said.

“[B]ecause there is no transcript and there is not enough specificity in either

the minutes or the ordinance to explain the reasons for the amendment that

resulted in this particular ordinance,” the judge said, “I am going to remand

this matter” i.e. send it back to the Commissioners for a do-over.

WHAT’S NEXT?

The Judge’s formal order – issued on April 1 – put all action on hold

until the Commissioners hold a new public hearing that is recorded and

transcribed and the Judge reviews the transcript. Stay tuned!

Note: “Commissioners” refers to Neal Rochford, Jeff Kasko, and John Moscatelli.

Commissioner Moscatelli’s successor, Colleen Bianco Bezich, was not in office

when the suit was filed and the actions complained of occurred.

BANCROFT PLAN GETS

ENVIRONMENTAL THUMBS-DOWN

The March 3, 2021 ruling by Camden County Superior Court Judge Nan

S. Famular was the second blow the Borough suffered in two days. The

first came in a letter to the Bancroft developer, dated March 2, from the

NJ Department of Environmental Protection’s Division of Land Resource

Protection.

The letter set out a number of deficiencies in the developer’s application

relating to flood hazards and freshwater wetlands. The letter advised the

developer that it would not be possible for DEP to issue permits for the

development until “information and revisions” to the site plans were received

that would make the application “administratively and technically complete.”

Among the deficiencies noted by the Division of Land Resource Protection

were the failure to include in the application adjacent open space, owned by

Camden County, that the developer proposes to use for an outfall and path.

That deficiency in the application is compounded, the letter notes, by the

fact that “the stormwater outfall structure on Open Space property ... will

require a Green Acres major diversion.” Experts advising HERD (Haddonfield

Encouraging Responsible Development) say that obtaining such a diversion is

extremely difficult and highly unlikely.

Even more challenging for the developer, perhaps, is the fact that the

proposed development impinges on the 300-foot riparian zone alongside

Cooper River. (“Riparian” is derived from the Latin “ripa” – river bank. A riparian

zone is a transitional buffer between land and a river or stream.)

Because the developer failed to submit an application that was

“administratively and technically complete” by March 1, 2021, a new DEP

stormwater management rule requiring a 300-foot riparian zone, rather than

the former 150-foot zone, will now apply to the Bancroft development.

In HERD’s view, this means that the 80 townhomes and 10 affordable

housing units proposed by the developer – and advocated by the

Commissioners – simply cannot be built on the available land. Stay tuned!

down rulings that were favorable to the plaintiffs (HERD) and

unfavorable to the defendants (the Borough and Commissioners

– see Note) THREE TIMES. Legal action is expensive, but HERD has

resolved to take it because the stakes are so high. (The Bancroft

development will be there long after adults who are alive today have

Schools to be fully in-person from April 19

Haddonfield Public Schools expect to be “back to normal” on Mon Apr 19

– at least with respect to where most students will be, physically.

Phase III of the School District’s “On the Road Back” plan calls for in-person

attendance to resume when various COVID-19 metrics show:

• Declining or stable case rate incidence approaching 25 per 100,000.

• Percent positivity less than 9%.

• COVID Activity Level Index score of 2 (Moderate Risk).

• Absence of high/moderate levels evidence of linked transmission occurring

in schools.

• Absence of rapidly accelerating community transmission.

The District expects an uptick in cases after Spring Break (Apr 5 thru 9) and

has postponed its original return-to-school date to Mon Apr 19, but notes that

there “is no discussion of reverting back to a hybrid model.”

In addition to a Name the Baby Elephant contest, Haddonfield Outdoor

Sculpture Trust is sponsoring several other activities during Sculpture Month.

• From Mon Apr 5 to Sat 10, children age 5 and up can get a make-your-own

sculpture craft kit at the Public Library (while supplies last).

• A guided walking tour on International Sculpture Day, Sat Apr 24, leaving

from the “Open Heart” sculpture in Kings Court at 1pm will end at the

Children’s Sculpture Zoo (in Tatem Gardens, Kings Hwy E at Evergreen). Rain

After college, I chose to return to raise a family here. (Three girls

I’m an active member of the Lions Club (motto: We Serve). I’m on

the board of the Sculpture Trust and I chair the Educational Trust

(financial support for public schools and students). And I’m a board

member for the Partnership for Haddonfield (which promotes the

Fourth – A candidate wHO’S GOT VISIOn

Folks who know me will tell you I’m a good listener, open-minded,

action-oriented. That I seek advice from experts and encourage

Pandemic 2020-21

COVID-19: Year One in review

As of March 31, the Camden County Department

of Health reported that 542 Haddonfield residents

had been confirmed positive for COVID-19 – 292

males, 246 females, and 4 of unknown gender.

The department has reported 13 fatalities among

Haddonfield residents.

Adults account for 380 of the total; juveniles

(under 10) number 155; unknown age = 7.

The age groups with the largest male/female

disparities are the 50s (55 males, 31 females) and

the 70s (19 males and 8 females). In the 80s, the

disparity is reversed (5 males and 12 females). In

other age groups, male/female is about even.

After a steep increase late last year – November

2.80 cases per day, December 3.84 per day – the

daily rate of confirmed cases for Haddonfield

residents dropped steadily: January 3.68, February

1.54, March 1.23.

The total of 542 local cases represents 1 in every

22 residents (using the 2010 Census as the base).

As of March 31, the public schools had reported

a total of 157 cases: 121 students and 36 staff; 70

males and 87 females. The district was tracking 9

active cases among students, and 1 among staff.

The borough has not published reports of COVID-

19 infections among its employees.

residents.

shows the percentage of

non-white residents in

Across the country,

communities of color

are disproportionately

affected by COVID-19.

question is: Why

HMHS Basketball in the Season of COVID

When the Haddonfield boys basketball team lost, rather soundly, to Camden

in the Group 2 South Jersey championship last March 9, the term “COVID-19”

was just getting into the everyday vernacular of our country and the world.

No one could have expected that, 2 days later, just as all the teams that had

made it to the state semifinals were preparing to take to the court for the

thrill of advancing to and participating in the state championship games, all

sports—from professional to collegiate and high school on down—would come

to a screeching halt. As improbable and impossible as that shutdown seemed

at the time, that was just the beginning of a year that often would make people

feel like they were trapped in a nightmare they couldn’t wake up from or were

forced to be characters in some combined sci-fi–horror movie that never got to

the closing credits.

I was lucky that my job as managing editor for a publishing company in

Medford never missed a beat. I started working from home on March 17 and

have now been doing so for more than a year. I think early on, most of us

expected that by summer 2020, life would be back to normal. Discussions with

my boss and then an announcement from my church, both in the middle of

summer, came as a one-two punch: My boss, also the president of the company,

said he did not see most people coming back to work until there was a vaccine,

and the leaders of my church made the decision to keep doing virtual services

through 2020, which meant no in-person Christmas celebrations. Although my

friends and family largely remained unscathed in any serious way from COVID-

19, for which I am profoundly grateful, the thought of being mostly isolated

(I am single and live on my own) indefinitely hit hard. Then at some point as

summer turned into fall, I had a sinking thought: Suppose there wasn’t going to

be a 2020–21 high school basketball season?
