disappear<strong>in</strong>g <strong>in</strong><br />

Nigeria, by experts<br />

Unemployment rate <strong>in</strong> Nigeria<br />

rose from 27.1 percent to 33.3<br />

percent from December to<br />

March 2021, accord<strong>in</strong>g to the<br />

National Bureau of Statistics,<br />

NBS.<br />

The NBS expla<strong>in</strong>ed that the number of<br />

unemployed Nigerians rose to 23.19 million<br />

<strong>in</strong> the fourth quarter (Q4) of 2020 on the back<br />

of job losses occ<strong>as</strong>ioned by the outbreak of<br />

COVID-19 pandemic and its stifl<strong>in</strong>g impact<br />

on bus<strong>in</strong>esses dur<strong>in</strong>g the period.<br />

The Q4 unemployment rate report titled:<br />

‘Labor Force Statistics: Unemployment and<br />

Underemployment Report’, showed that the<br />

number is 6.5 percent higher compared to 21.77<br />

million.<br />

Ever s<strong>in</strong>ce the report w<strong>as</strong> rele<strong>as</strong>ed, there have<br />

been arguments back and forth on the true<br />

unemployment state <strong>in</strong> the country.<br />

While officials of the Buhari adm<strong>in</strong>istration<br />

argued that the situation w<strong>as</strong>n’t the fault of<br />

government, others blamed what w<strong>as</strong> described<br />

<strong>as</strong> the fail<strong>in</strong>gs of the regime.<br />

However, <strong>in</strong> conversations with Sunday<br />

Vanguard, some experts presented the true state<br />

of unemployment <strong>in</strong> the country, say<strong>in</strong>g the<br />

cont<strong>in</strong>uous <strong>in</strong>cre<strong>as</strong>e w<strong>as</strong>n’t surpris<strong>in</strong>g. They<br />

identified re<strong>as</strong>ons for the situation and proffered<br />

ways out.<br />

Manag<strong>in</strong>g Director/CEO, Highcap<br />

Securities, David Adonri, said the<br />

socioeconomic conditions <strong>in</strong> the country are<br />

responsible for the situation.<br />

Adonri said the <strong>in</strong>cre<strong>as</strong>e <strong>in</strong> unemployment<br />

rate to 33 percent w<strong>as</strong>n’t surpris<strong>in</strong>g.<br />

Causal factors<br />

“The <strong>in</strong>cre<strong>as</strong>e <strong>in</strong> the unemployment rate of<br />

labour to 33 percent <strong>in</strong> Nigeria is not surpris<strong>in</strong>g.<br />

The prevalent socioeconomic conditions <strong>in</strong> the<br />

country are precursors to this parlours situation.<br />

If th<strong>in</strong>gs cont<strong>in</strong>ue the way they are, the situation<br />

can get worse”, he said.<br />

“Nigeria degenerated to this dangerous level<br />

of unemployment ow<strong>in</strong>g to the absence of<br />

population control and excessive supply of<br />

uns<strong>kill</strong>ed labour.<br />

“As a result of population explosion due to<br />

lack of birth and migration controls, the<br />

economy is overwhelmed with excess liquidity<br />

of people.<br />

“Then, concern<strong>in</strong>g the demand for labour,<br />

the economy lacks the required capacity to<br />

generate productive employment that can<br />

consistently mop up labour.<br />

“Due to the absence of eng<strong>in</strong>eer<strong>in</strong>g<br />

<strong>in</strong>fr<strong>as</strong>tructure, the economy is unable to susta<strong>in</strong><br />

itself <strong>in</strong>ternally, thus export<strong>in</strong>g jobs through<br />

perv<strong>as</strong>ive import dependence. “Nigeria is an<br />

agrarian economy, but the recent breakdown<br />

of the rural economy due to widespread<br />

<strong>in</strong>security h<strong>as</strong> worsened the country’s<br />

unemployment rate.<br />

Challenges<br />

“Challenges to tackl<strong>in</strong>g ris<strong>in</strong>g<br />

unemployment rate are ma<strong>in</strong>ly from<br />

population explosion, absence of eng<strong>in</strong>eer<strong>in</strong>g<br />

<strong>in</strong>fr<strong>as</strong>tructure to support production and<br />

perv<strong>as</strong>ive rural <strong>in</strong>security.<br />

“The first two are age-long while the third<br />

challenge <strong>as</strong>sumed an unprecedented<br />

dimension s<strong>in</strong>ce 2015.<br />

“While the first two challenges are <strong>in</strong>imical<br />

to full employment of labour and capital, the<br />

third factor deals with the employment of land.<br />

“Analysis of these factors shows very clearly<br />

that all the factors of production are m<strong>as</strong>sively<br />

underemployed <strong>in</strong> Nigeria.”<br />

Faulty<br />

Speak<strong>in</strong>g on the effectiveness of strategies<br />

deployed to tackle unemployment, he said:<br />

“The <strong>in</strong>struments and strategies deployed by<br />

government to create jobs are faulty. They are<br />

not formulated to address the <strong>in</strong>herent<br />

weaknesses <strong>in</strong> the socioeconomic fuell<strong>in</strong>g<br />

unemployment. They are tak<strong>in</strong>g <strong>in</strong>effective<br />

panic me<strong>as</strong>ures.<br />

“They should start implement<strong>in</strong>g policy on<br />

birth and immigration controls to lay the<br />

foundation for labour optimization.<br />

“They must start bridg<strong>in</strong>g the <strong>in</strong>fr<strong>as</strong>tructure<br />

deficit. This will mechanize the economy and<br />

enable it to become <strong>in</strong>ternally self-susta<strong>in</strong><strong>in</strong>g<br />

with a high multiplier effect. “There should be<br />

no room for rural <strong>in</strong>security if agriculture which<br />

forms the natural b<strong>as</strong>e for employment is to be<br />

revived.<br />

“Government h<strong>as</strong> not been serious <strong>in</strong> these<br />

are<strong>as</strong>. The laughable policies of Tradermoni,<br />

meager c<strong>as</strong>h transfer and temporary<br />

employment across all 774 LGAs are w<strong>as</strong>ted<br />

resources.<br />

“They cannot form the k<strong>in</strong>d of capital that<br />

can generate m<strong>as</strong>sive productive employment<br />

on a susta<strong>in</strong>able b<strong>as</strong>is.<br />

Unemployment<br />

and <strong>in</strong>security<br />

“High unemployment rate and <strong>in</strong>security are<br />

mutually re<strong>in</strong>forc<strong>in</strong>g evils. One can lead to the<br />

other. They are two devilish brothers born on<br />

the same day but <strong>in</strong>security, which is elder, is<br />

the most terrible.”<br />

On his part, Prof. Uche Uwaleke, a lecturer<br />

<strong>in</strong> Capital Market Studies at the N<strong>as</strong>arawa<br />

State University, said s<strong>in</strong>ce the GDP growth<br />

rate s<strong>in</strong>ce 2015 h<strong>as</strong> been weak and below<br />
