Scaling up <strong>Equitable</strong> <strong>Housing</strong> on Public Land A plan to build 10,000 units of affordable housing on public land in Los Angeles Introduction Los Angeles City leaders are currently calling for action on two significant issues. The first is a call to make Los Angeles a world leader in implementing modern, socially-equitable justice policies to address structural discrimination and inequality. The second is a call to end the crisis of homelessness and housing insecurity by rapidly scaling up development of affordable housing. This report is intended to provide a road map to advance both of these goals by marshalling public land for a large-scale development of <strong>Equitable</strong> <strong>Housing</strong>. Many cities in the world have solved big housing challenges by developing housing on public land and keeping the land in public ownership. Sixty percent of the residents of Vienna, Austria live in social homes on land owned by the municipal government. Singapore has sold more than a million subsidized flats on 99-year leases to low- and moderate-income buyers. These cities view the task of building housing as a public service, like education, healthcare, and transportation. They have used local government’s unique capacity to serve as a steward of public land to create an abundant supply of housing that is affordable to their residents. Los Angeles can do this too. Land held by Los Angeles’ public agencies holds enormous untapped value. If we do it right, we can leverage public land to scale up the supply of affordable housing across the City at a pace never seen before in Los Angeles. If we do it wrong, or not at all, we will squander our best opportunity to end the housing crisis and create a more just and equitable Los Angeles. Most of the ideas in this report are already being discussed in City Hall and are the subject of Council Motions and Mayoral Directives made during the past two years. The goal of this report is to connect the dots between emerging ideas and ground them in the context of Los Angeles’ local government. ii
