IBI Architects can again use the parametric model to refine the potential development scenarios based on standardized housing design. Bringing City departments such as Department of City Planning, Los Angeles Building and Safety, Fire Department and Public Works, the team can evaluate and refine the technical implementation plan. This effort will be focused on driving toward an efficient development process. Acting on its own behalf, the public sector can reduce barriers to development by clearing encumbrances, resolve hazards, remove buildings, and getting sites ready for development. As a land owner, the city can ensure zoning and environmental clearances are completed, so that <strong>Equitable</strong> <strong>Housing</strong> developments could be developed by right. 15
Scaled <strong>Equitable</strong> <strong>Housing</strong> 1,000 Unit RFP Once enough land is assembled for 1,000 units, it will be time to initiate a competitive selection process to find a development team to build <strong>Equitable</strong> <strong>Housing</strong> at scale. The competitive selection process will place an emphasis on Equity, Diversity and Inclusion and will work with the City’s new Civil, Human Rights and Equity Department & the Office of Racial Equity, to develop a jury that represents those who have been most affected by housing discrimination in Los Angeles. Though Los Angeles will create its own selection process, it is interesting to consider how developer selection is done in other places. The City of Vienna selects developers for multiple projects each year using a Four Pillar Model that includes design, cost, environmental sustainability, and social sustainability, with an emphasis on the social sustainability. The overall aim is to create communities that will thrive over time.
