DISABLED CONTINUES
The outreach to our senior citizens and the disabled who live in our
neighborhoods of Westlake and Westlake Forest will continue through
and beyond the COVID-19 quarantine. We have found some of our
residents who are homebound and need the help of the community
throughout the year. The majority of our Seniors and Disabled will be
independent as soon as the quarantine ends. But for those who need
help, we will continue to provide help.
To add your name to the list of Seniors and Disabled living alone, you may
contact any of the following:
RECYCLE TRASH BINS FOR RECYCLING ONLY
It has become apparent that not everyone who lives in Westlake and
Westlake Forest is familiar with the use of the recycling trash bin. This bin
is for recycling materials only… no garbage or other types of trash can be
put in these bins. If you have a neighbor who does not understand this
concept, please take a moment and explain it to them. Only recycling bins
with recyclable materials in them will be picked up by the trash company.
Best Trash will not pick up the recycling bins if they contain anything but
recyclable products. You can put the garbage and unrecyclable trash in a
regular trash bin for pickup.
SUMMER VACATION BRINGS
OPPORTUNITY AND TEMPTATIONS
It’s summer vacation… no school… free time… the kids are unsupervised.
These idle hours can be filled with meaningful projects and activities or
can be abandoned to destructive and negative behavior.
Plan now for your child’s summer activities. Peckham Park in Katy
offers many activities, swimming lessons and has a lovely park. Our
swimming pools are open seven days per week. Katy Budget Books
has a reading program each week for children. We have a library on
Clay Road and another on the south side of I-10. Keep children busy
with reading, physical activities and planned activities. Many churches
offer all types of summer camps, as do other organizations. Monitor
your child’s activities on the web, Blackberry or cell phone. Get to
know how to operate all the communication equipment that your
child uses. KISD offers enrichment as well as academic courses in their
summer school sessions in June and July. There are plenty of positive
experiences awaiting your child… it is up to you to make sure that
your children are busy and well supervised.
The extra effort parents put in now will reap many rewards as your
children grow into mature adults whose work ethic and sense of
responsibility will serve them well throughout their lives. “At risk” children
are vulnerable to all kinds of negative influences, which can inalterably
change the course of their lives. Whether your child is 7 or 17, you, as a
parent, must be in control of your child’s activities. With every freedom
comes an accompanying responsibility. Children must learn this early.
FILE VACATION WATCH FORMS
BEFORE YOU LEAVE YOUR HOME
The Harris County Sheriff’s Office offers a vacation watch program.
Before going on vacation complete a vacation watch form and fax it
to the District IV substation at 281-463-8246. Include an emergency
contact number and any information that the deputy should know when
checking your house. Our marked unit, district units and our unmarked
deputy units will check your home throughout the day, evening and
night for any unusual activity. The web address for the vacation watch
form is: www.harriscountso.org/Programs/programs_vacationwatch.
aspx. The vacation watch gives residents the opportunity to gain extra
security for their home while they are away on vacation. A digital copy is
available on our website at www.westlakecia.org.
SAFETY & SECURITY
FOR THE SUMMER
While the obvious is sometimes not so obvious to people who have
moved to the Houston area from other parts of the country, certain
procedures must be followed in order to lower your chances of becoming
a victim of crime.
Lock the doors to your home - even when you are at home. This means
the front, back and house door to the garage. Do not leave exterior
garage doors standing open. Lock car doors and trunks when these are
parked on the street or in your driveway. Install motion detector lights on
both the front and back of your house. These are reasonably priced and
fairly easy to mount.
Some families have chosen alarm companies, others have installed
security cameras which sweep their property front and back, record all
activity on a hard disk and can be accessed in real-time on the web from
a remote location. These systems are a bit pricey, between $1,200 and
$2,000. However, the investment is a good one. The Ring door bell is an
especially good buy for security.
Be aware of your surroundings whether you are at home, shopping
or going to work. Be extra cautious in parking lots. Always be “in the
moment” when you are not inside your home and secure.
Have a happy and safe summer. Drive carefully. Our children will be
playing and darting into the streets from time to time. Take extra
precautions when backing out of your driveway to make sure that no
child is behind your vehicle.
PARKING WARS IN
OUR NEIGHBORHOOD
With summer we find that people have shorter tempers, faster fuses
and tendencies to overreact to almost many elements of daily life. This
is especially true in the parking situation in Westlake and Westlake Forest.
Due to the fact that we seem to have so many people living in some
houses, there are cars and trucks packed in driveways (we hope) and
parked on the street. This leads to resentment from the neighbors.
It is imperative that we park in our garages and on our driveways and
leave our streets open and clear for emergency vehicles. Recently we
were advised of a “party” on one of the cul-de-sacs in Westlake which
boasted cars and pick up trucks double parked and driveways blocked.
Our deputy defused the situation quickly, but these issues are known
to provoke overreaction, violence and sometimes death. So, let’s take it
back a notch and be considerate of our neighbors.
Double parking is not allowed on any public street in Texas.
• Park no less than 30 feet from a stop sign
• Park no less than 20 feet from an intersection
• Park no closer than 15 feet from a fire hydrant
• Park no more than 48 hours on the street.
• Park WITH the flow of traffic
• Park no more than 18 inches from the curb
• Do not park in a way that blocks or restricts access by neighbors to their
driveways
Never park within five feet of a mailbox. The US Postal Service will not
deliver if their delivery vehicle cannot pull in and deliver the mail without
causing the driver to leave the vehicle. These routes are timed; there is no
time to park somewhere and walk to a carelessly blocked mailbox.
Parking citations are a hassle, but as the summer progresses and the kids
fill up the subdivision day and night, our deputy will be pretty busy. He
will no longer have time to knock on your door and make a “courtesy”
contact. You will simply receive a ticket or find that your vehicle has been
towed.
6
CLEAN UP LAWN CLIPPINGS:
DON’T DUMP IN STORM SEWERS
In order to keep a positive appearance in our neighborhood, all residents
(homeowners and renters alike) need to mow weekly and edge at least
twice a month throughout the growing season. Do not just sweep or
blow your clippings into the street as these will wash into our storm
sewers. The fine for this is very high. The lawn clippings cause the storm
sewer to clog up and back up into the street, the driveways and homes.
Recent scoping of the storm sewers revealed that many people are NOT
refraining from dumping lawn debris in the storm sewer. It isn’t that long
since Harvey and most of us remember the flooding these subdivisions
experienced during that storm.
Keep all gardens well mulched as this reduces the need for water. Lawns
need water during the summer months or they will weaken and become
subject to various varmints and diseases. Watering at least twice a week
usually helps. If we have measurable rainfall twice a week, watering won’t
be necessary. Be sure and clip all dead or dying branches, limbs and
shoots from trees, bushes and plants. Keep your gardens in tip top shape.
Finally, it is a good idea to edge and mow either early in the morning or
late in the evening. The mid-day hours are very hot and those not used
to working outside on a daily basis can become ill from the heat. At the
first sign of heatstroke, call 9-1-1. Stay hydrated with water while you are
working in the heat. Wear light weight, loose fitting clothing.
If you plan correctly, the time spent in your yard is often less than one
hour for edging, mowing and sweeping. If you wait until the hot hours of
the mid-day, it could take you as long as three hours to do the job.
LOOSE ANIMALS ARE A
BIG SUMMER PROBLEM
The children are out of school and that means they will be in and out
of the house and fenced yard. Consequently, even more pets will get
loose or become lost. There has been a real problem with people letting
their cats roam during the day and night. If you have a cat, please keep it
indoors. If it is left outside, it can become diseased, hit by a car or trapped
by a neighbor. Cats on the loose kill birds, use neighbors flower beds to
do their business and will even use a child’s sandbox. This can lead to
humans becoming sick because of a cat that wanders the streets. The
WCIA has purchased cat traps for those who are bothered by feral cats
and cats running loose. Sadly, this has become a necessity. Once a cat is
trapped, call Animal Control and tell them that you have a cat in a trap
for pick up. If you would like to spare the animal’s life, take the cat to CAP
on the east-bound access road of I-10 and they will neuter or spay the
animal and clip its ear to denote a neutered animal. However, this will not
solve the problem of that cat wandering into your yard.
There have been several dogs that are wandering loose in the
neighborhoods. Some have tags and collars and some don’t. If they are
found and don’t have tags, there is no way of getting your pet back to
you. Please keep your dog in the house or in a fenced yard unless you are
walking the dog on a leash. Remember, there are leash laws that should
be followed. If you are out walking your dog, please be considerate of
your neighbor. If you don’t want your dog doing its business in your yard,
you can figure that your neighbor does not want them doing it in theirs. If
you walk your dog in the parks or on the greenbelt, please carry a baggy
to clean up after your animal. Several times people have been walking
in the parks and greenbelt only to find dog excrement along the trail. Be
considerate. Treat your animals as part of the family and be considerate
of your neighbors and their property.
If you find a dog or cat that is obviously someone’s pet, check for ID on
the animal and take it to a vet to check for a micro-chip. If no identity is
available, take a picture and email it to info.westlake@gmail.com. An email
blast will be sent to our group as well as to the NextDoor community to
try and identify the animal and reunite it with its owner.
transform a classroom into a mock Oscars Film Festival where your child will
pick their favorite film that they made to be shown on the big screen! We are
running our first camps this summer and we would love to have some support
from the local community to get us off to a good start. Camps are held at
