All Swimmers Under the age of 17 must be accompanied by Adult(s),<br />

who is/are 21 years old or older, at all times.<br />

Swimmers Under 7 years of age - One (1) Adult for each swimmer<br />

Swimmers 7 years old to age 12 - One (1) Adult for 2 swimmers<br />

Swimmers 13 years old to age 16 - One (1) Adult for 3 swimmers<br />

CARD ENTRY SYSTEM FOR POOL USE IN <strong>2021</strong><br />

If you did not get a scan card in 2020, then you will need to go through<br />

Town Square and get one for the <strong>2021</strong> season.<br />

A responsible adult from each home seeking a scan card (homeowners<br />

or renters) must provide a driver’s license for identification purposes<br />

along with the signed affidavit. Landlords must sign a waiver of liability<br />

agreement.<br />

ISSUANCE OF SCAN CARDS<br />

1) Names and ages of all who will be using the pool from the address<br />

2) Emergency telephone numbers of responsible persons in case of an<br />

incident or accident and to discuss problems.<br />

3) Signed liability agreement<br />

4) Signed copy of the pool rules<br />

1. Gate shall be closed at all times. Persons inside the pool area MAY NOT<br />

open the gate for another person. An authorized key card must be used<br />

to enter the pool area.<br />

2. Absolutely NO: Glass containers, Running, Horseplay, Diving, Pets,<br />

Pushing, Loud Music, Offensive/Abusive Language or Behavior, Alcohol<br />

or Smoking of any kind will be tolerated within pool area.<br />

3. No standing, sitting or playing on Division Rope.<br />

4. Approved swimming/bathing suits and/or special swim-type diapers<br />

must be worn at all times.<br />

5. Pool area must be cleared during rain, lightning or thunderstorms.<br />

6, All patrons must clean up after themselves.<br />

7. The Baby Pool is reserved for children under 42” and children must be<br />

supervised at all times<br />

8. Non-proficient swimmers must be supervised by competent swimmers.<br />

9. All persons must exit the pool area at 9 PM.<br />

VIOLATION OF ANY OF THESE RULES MAY RESULT IN KEY CARD BEING<br />

MAY WCIA BOARD MEETING<br />

The Homeowners meeting will be held on <strong>May</strong> 18, <strong>2021</strong>, on Zoom. The<br />

meeting begins at 7 PM. The Homeowners meetings are held the third<br />

Tuesday of each month at the Civic Center located at 19754 Franz Rd.,<br />

except during COVID when the meetings are held by zoom. Meetings<br />

begin at 7 PM, Homeowners Forum is formally opened around 7:30 PM.<br />

com. These are also posted on our website.<br />

The executive sessions are held the evening before the homeowners’<br />

meetings. These are held at the Civic Center at 6:30 PM. If you have a<br />

personal issue, which you wish to discuss with the Board, contact<br />

the agenda.<br />

OUTREACH TO SENIOR CITIZENS AND THE<br />

DISABLED CONTINUES<br />

The outreach to our senior citizens and the disabled who live in our<br />

neighborhoods of <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong> will continue through<br />

and beyond the COVID-19 quarantine. We have found some of our<br />

residents who are homebound and need the help of the community<br />

throughout the year. The majority of our Seniors and Disabled will be<br />

independent as soon as the quarantine ends. But for those who need<br />

help, we will continue to provide help.<br />

If you see trespassers who are loitering or sleeping on the greenbelt in<br />

<strong>Westlake</strong>, immediately call this in to the Sheriff’s Office at 713-221-6000.<br />

ARCHITECTURAL CONTROL FORMS MUST BE FILED<br />

The ACC-Architectural Control Committee - must receive a copy of the<br />

ACC form requesting changes to the exterior of your home. A copy of the<br />

RECYCLE TRASH BINS FOR RECYCLING ONLY<br />

It has become apparent that not everyone who lives in <strong>Westlake</strong> and<br />

<strong>Westlake</strong> <strong>Forest</strong> is familiar with the use of the recycling trash bin. This bin<br />

is for recycling materials only… no garbage or other types of trash can be<br />

put in these bins. If you have a neighbor who does not understand this<br />

concept, please take a moment and explain it to them. Only recycling bins<br />

with recyclable materials in them will be picked up by the trash company.<br />

Best Trash will not pick up the recycling bins if they contain anything but<br />

recyclable products. You can put the garbage and unrecyclable trash in a<br />

regular trash bin for pickup.<br />

SUMMER VACATION BRINGS<br />

OPPORTUNITY AND TEMPTATIONS<br />

It’s summer vacation… no school… free time… the kids are unsupervised.<br />

These idle hours can be filled with meaningful projects and activities or<br />

can be abandoned to destructive and negative behavior.<br />

Plan now for your child’s summer activities. Peckham Park in Katy<br />

offers many activities, swimming lessons and has a lovely park. Our<br />

swimming pools are open seven days per week. Katy Budget Books<br />

has a reading program each week for children. We have a library on<br />

Clay Road and another on the south side of I-10. Keep children busy<br />

with reading, physical activities and planned activities. Many churches<br />

offer all types of summer camps, as do other organizations. Monitor<br />

your child’s activities on the web, Blackberry or cell phone. Get to<br />

know how to operate all the communication equipment that your<br />

child uses. KISD offers enrichment as well as academic courses in their<br />

summer school sessions in June and July. There are plenty of positive<br />

experiences awaiting your child… it is up to you to make sure that<br />

your children are busy and well supervised.<br />

The extra effort parents put in now will reap many rewards as your<br />

children grow into mature adults whose work ethic and sense of<br />

responsibility will serve them well throughout their lives. “At risk” children<br />

are vulnerable to all kinds of negative influences, which can inalterably<br />

change the course of their lives. Whether your child is 7 or 17, you, as a<br />

parent, must be in control of your child’s activities. With every freedom<br />

comes an accompanying responsibility. Children must learn this early.<br />

BEFORE YOU LEAVE YOUR HOME<br />

The Harris County Sheriff’s Office offers a vacation watch program.<br />

Before going on vacation complete a vacation watch form and fax it<br />

to the District IV substation at 281-463-8246. Include an emergency<br />

contact number and any information that the deputy should know when<br />

checking your house. Our marked unit, district units and our unmarked<br />

deputy units will check your home throughout the day, evening and<br />

night for any unusual activity. The web address for the vacation watch<br />

aspx. The vacation watch gives residents the opportunity to gain extra<br />

SAFETY & SECURITY<br />

FOR THE SUMMER<br />

While the obvious is sometimes not so obvious to people who have<br />

moved to the Houston area from other parts of the country, certain<br />

procedures must be followed in order to lower your chances of becoming<br />

a victim of crime.<br />

Lock the doors to your home - even when you are at home. This means<br />

the front, back and house door to the garage. Do not leave exterior<br />

garage doors standing open. Lock car doors and trunks when these are<br />

parked on the street or in your driveway. Install motion detector lights on<br />

both the front and back of your house. These are reasonably priced and<br />

fairly easy to mount.<br />

Some families have chosen alarm companies, others have installed<br />

security cameras which sweep their property front and back, record all<br />

activity on a hard disk and can be accessed in real-time on the web from<br />

a remote location. These systems are a bit pricey, between $1,200 and<br />

$2,000. However, the investment is a good one. The Ring door bell is an<br />

especially good buy for security.<br />

Be aware of your surroundings whether you are at home, shopping<br />

or going to work. Be extra cautious in parking lots. Always be “in the<br />

moment” when you are not inside your home and secure.<br />

Have a happy and safe summer. Drive carefully. Our children will be<br />

playing and darting into the streets from time to time. Take extra<br />

precautions when backing out of your driveway to make sure that no<br />

child is behind your vehicle.<br />

PARKING WARS IN<br />

OUR NEIGHBORHOOD<br />

With summer we find that people have shorter tempers, faster fuses<br />

and tendencies to overreact to almost many elements of daily life. This<br />

is especially true in the parking situation in <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong>.<br />

Due to the fact that we seem to have so many people living in some<br />

houses, there are cars and trucks packed in driveways (we hope) and<br />

parked on the street. This leads to resentment from the neighbors.<br />

It is imperative that we park in our garages and on our driveways and<br />

leave our streets open and clear for emergency vehicles. Recently we<br />

were advised of a “party” on one of the cul-de-sacs in <strong>Westlake</strong> which<br />

boasted cars and pick up trucks double parked and driveways blocked.<br />

Our deputy defused the situation quickly, but these issues are known<br />

to provoke overreaction, violence and sometimes death. So, let’s take it<br />

back a notch and be considerate of our neighbors.<br />

Double parking is not allowed on any public street in Texas.<br />

• Park no less than 30 feet from a stop sign<br />

• Park no less than 20 feet from an intersection<br />

• Park no closer than 15 feet from a fire hydrant<br />

• Park no more than 48 hours on the street.<br />

• Park WITH the flow of traffic<br />

• Park no more than 18 inches from the curb<br />

• Do not park in a way that blocks or restricts access by neighbors to their<br />

driveways<br />

Never park within five feet of a mailbox. The US Postal Service will not<br />

deliver if their delivery vehicle cannot pull in and deliver the mail without<br />

causing the driver to leave the vehicle. These routes are timed; there is no<br />

time to park somewhere and walk to a carelessly blocked mailbox.<br />

Parking citations are a hassle, but as the summer progresses and the kids<br />

fill up the subdivision day and night, our deputy will be pretty busy. He<br />

will no longer have time to knock on your door and make a “courtesy”<br />

contact. You will simply receive a ticket or find that your vehicle has been<br />

towed.<br />

CLEAN UP LAWN CLIPPINGS:<br />

DON’T DUMP IN STORM SEWERS<br />

In order to keep a positive appearance in our neighborhood, all residents<br />

(homeowners and renters alike) need to mow weekly and edge at least<br />

twice a month throughout the growing season. Do not just sweep or<br />

blow your clippings into the street as these will wash into our storm<br />

sewers. The fine for this is very high. The lawn clippings cause the storm<br />

sewer to clog up and back up into the street, the driveways and homes.<br />

Recent scoping of the storm sewers revealed that many people are NOT<br />

refraining from dumping lawn debris in the storm sewer. It isn’t that long<br />

since Harvey and most of us remember the flooding these subdivisions<br />

experienced during that storm.<br />

Keep all gardens well mulched as this reduces the need for water. Lawns<br />

need water during the summer months or they will weaken and become<br />

subject to various varmints and diseases. Watering at least twice a week<br />

usually helps. If we have measurable rainfall twice a week, watering won’t<br />

be necessary. Be sure and clip all dead or dying branches, limbs and<br />

shoots from trees, bushes and plants. Keep your gardens in tip top shape.<br />

Finally, it is a good idea to edge and mow either early in the morning or<br />

late in the evening. The mid-day hours are very hot and those not used<br />

to working outside on a daily basis can become ill from the heat. At the<br />

first sign of heatstroke, call 9-1-1. Stay hydrated with water while you are<br />

working in the heat. Wear light weight, loose fitting clothing.<br />

If you plan correctly, the time spent in your yard is often less than one<br />

hour for edging, mowing and sweeping. If you wait until the hot hours of<br />

the mid-day, it could take you as long as three hours to do the job.<br />

LOOSE ANIMALS ARE A<br />

BIG SUMMER PROBLEM<br />

The children are out of school and that means they will be in and out<br />

of the house and fenced yard. Consequently, even more pets will get<br />

loose or become lost. There has been a real problem with people letting<br />

their cats roam during the day and night. If you have a cat, please keep it<br />

indoors. If it is left outside, it can become diseased, hit by a car or trapped<br />

by a neighbor. Cats on the loose kill birds, use neighbors flower beds to<br />

do their business and will even use a child’s sandbox. This can lead to<br />

humans becoming sick because of a cat that wanders the streets. The<br />

WCIA has purchased cat traps for those who are bothered by feral cats<br />

and cats running loose. Sadly, this has become a necessity. Once a cat is<br />

trapped, call Animal Control and tell them that you have a cat in a trap<br />

for pick up. If you would like to spare the animal’s life, take the cat to CAP<br />

on the east-bound access road of I-10 and they will neuter or spay the<br />

animal and clip its ear to denote a neutered animal. However, this will not<br />

solve the problem of that cat wandering into your yard.<br />

There have been several dogs that are wandering loose in the<br />

neighborhoods. Some have tags and collars and some don’t. If they are<br />

found and don’t have tags, there is no way of getting your pet back to<br />

you. Please keep your dog in the house or in a fenced yard unless you are<br />

walking the dog on a leash. Remember, there are leash laws that should<br />

be followed. If you are out walking your dog, please be considerate of<br />

your neighbor. If you don’t want your dog doing its business in your yard,<br />

you can figure that your neighbor does not want them doing it in theirs. If<br />

you walk your dog in the parks or on the greenbelt, please carry a baggy<br />

to clean up after your animal. Several times people have been walking<br />

in the parks and greenbelt only to find dog excrement along the trail. Be<br />

considerate. Treat your animals as part of the family and be considerate<br />

of your neighbors and their property.<br />

If you find a dog or cat that is obviously someone’s pet, check for ID on<br />

the animal and take it to a vet to check for a micro-chip. If no identity is<br />

available, take a picture and email it to info.westlake@gmail.com. An email<br />

blast will be sent to our group as well as to the NextDoor community to<br />

try and identify the animal and reunite it with its owner.<br />

STREETLIGHTS OUT?<br />

Please report outages of streetlights to Centerpoint Energy. Get the pole<br />

number as well as the nearest street address and call 713–207-2222 or go<br />

to their website and complete an on-line form. It is very important that<br />

non-working lights are reported for the safety of our each of us. Call it in,<br />

call it in.<br />

Homeowners and renters can get a copy of the deed restrictions for both<br />

<strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong> on our website: www.westlakecia.org.<br />

Please note that these two subdivisions have separate deed restrictions.<br />

You may also call Inframark or send them an email to have a copy mailed<br />

to you. Information on Inframark is on the inside of the back page of the<br />

monthly newsletter and on our website.<br />

TEENAGE JOB SEEKERS<br />

If you are between 12 and 18 and would like to be added to the<br />

teenage job seeker’s list, please fill out the form on our website (www.<br />

krenekprinting.com, click submissions and choose Jobseekers) with your<br />

name, birthdate (mo. & yr.), phone number, year you will graduate and<br />

the name of your newsletter/subdivision. Check the list of jobs you want<br />

on your form. Please make sure your email is correct, we send emails<br />

in the summer to make sure all the info is still good and that you want<br />

to stay on the list. If we do not hear back from you after 3 tries, we will<br />

EEEK! Science camps include numerous science based activities centered<br />

around various themes for the day. During each week, campers will<br />

receive a personalized lab coat. Campers also receive a fun science snack<br />

each day that pertains to the day’s investigation as well as at least one<br />

activity or experiment that they get to take home each day to continue<br />

The YMCA offers summer camp programs throughout the Greater<br />

Houston region, including at three locations in the Katy area. Camp<br />

CAMP ZOOFARI AT THE HOUSTON ZOO<br />

Camp Zoofari is an immersive experience for children ages 4-14. Campers<br />

explore the Zoo, meet our animals and make new friends while learning<br />

AFA SUMMER MUSIC FESTIVAL SESSIONS<br />

The AFA Summer Music Festival offers intensive music-making<br />

experiences and camaraderie in a supportive environment for Houston’s<br />

young musicians and has been a part of the community for over 25<br />

years. Led by renowned faculty artists who are outstanding performers<br />

and educators, students make noteworthy progress - both individually<br />

and in ensembles - that will impact their lives as they continue to grow<br />

as musicians. The Summer Music Festival offers programs for musicians<br />

in grades 3-12 that last from 1-5 weeks, including large and small<br />

ensembles, technique classes, masterclasses, studio classes, sectional<br />

rehearsals music theory, ear training, and other enrichment studies. On<br />

top of the musical skills and knowledge gained, students also benefit<br />

from the diverse group of young musicians from across the Greater<br />

Houston area. Each session includes performances that make up the AFA<br />

The <strong>2021</strong> Katy Independent School District FFA Livestock Show auction<br />
