RULES AND REGULATIONS<br />

Students have to observe the following guidelines for their effective learning and<br />

efficient functioning of the college.<br />

Identity Card<br />

An identity card is issued to every student on admission to the college/centre. It is to<br />

be presented for admission into the following.<br />

✦ Dining hall of the hostel ✦ Periodical film shows<br />

✦ <strong>University</strong> Health Centre ✦ College functions<br />

✦ <strong>University</strong> Library ✦ Sports meets<br />

✦ <strong>University</strong> Convocation ✦ Other Programmes.<br />

✦ <strong>University</strong> Examination Hall<br />

The Identity Card helps students in situations where his/her identity is challenged. If<br />

it is lost, it should immediately be reported to the Dean concerned. The Dean, after<br />

satisfying himself will issue a duplicate card after collecting the prescribed fee of Rs. 6.00<br />

Attendance<br />

A minimum of 75 per cent attendance is compulsory for all students. Those who do not<br />

put in the required attendance will not be eligible for receiving scholarships.<br />

Those who fall short of 75% attendance will not be allowed to the <strong>University</strong> examinations<br />

and will not be promoted into the next higher class.<br />

Condonation<br />

Condonation will be granted to those who have put up a minimum of 62.5% of<br />

attendance. Under any circumstances, condonation will not be granted if the attendance<br />

falls short of 62.5%.<br />

The condonation is specifically meant for the purpose of examinations and not scholarships<br />

or promotion.<br />

Candidates have to apply for condonation stating reasons for the absence with<br />

proper evidence and pay the fee prescribed by the <strong>University</strong>.<br />

Application for such condonation will have to be duly forwarded by the appropriate<br />

authorities (Co-ordinator of the programme, Head of the Department and Principal with<br />

specific remarks/recommendations on the basis of valid grounds like; serious health<br />

problems supported by the appropriate medical authorities with a certificate).<br />

Permission to absent from a class may be granted by a teacher, but such permission<br />

will extend only till the end of the hour in which it is granted.<br />

Leave of absence from classes is to be obtained from Head of the Department. The<br />

names of those students who absent themselves for more than fifteen days without leave<br />

will be removed from the rolls unless they show that their omission to obtain leave is<br />

unavoidable.<br />

Leave of absence from the terminal / Internal assessment examinations will be<br />

granted under special circumstances only.<br />

No student shall leave the class room, without the permission of the teacher- in -<br />

charge of the class.<br />

Students who may have no class to attend in any particular hour of the day may<br />

✦ Sit in any Class room that is unoccupied at that hour or<br />

✦ Sit in departmental library/ reading room.<br />

They shall on no account disturb any class at work.<br />

Conduct and Unity<br />

Students shall conduct themselves in a manner worthy of the alumni of the university<br />

and in the best traditions of Indian life and culture.<br />

Smoking inside class room, throwing out waste paper, defacing wall, eve-teasing<br />

and committing nuisance in the college campus are punishable offences.<br />

Formation of formal or informal groups on the basis of caste or community, region or<br />

religion and creating discord among students on any basis is reprehensible.<br />

Creating unrest for problem solving is undesirable. All genuine grievances or<br />

problems can be redressed through discussion and arriving at consensus.<br />

Students should not engage themselves in any kind of agitation or activity that<br />

interferes with the functioning of the college. Violence-based coercive activities and nonviolent<br />

persuasive methods like satyagraha have no place in educational institutions.<br />

ADMISSION PROCEDURE<br />

1. A candidate seeking admission into P.G. Courses shall have to qualify in the<br />

entrance test conducted by Directorate of Admissions (Ph :0877-2248589), S.V.<br />

<strong>University</strong> every year.<br />

2. A candidate seeking admission into M.Phil. / Ph.D. (Full time/ <strong>Part</strong> time) shall have<br />

to apply to the Directorate of Admissions, in the appropriate time in response to the<br />

notification of the Directorate.<br />

3. The selection of the candidates for P.G. Courses and M.Phil. Programme is based<br />

on the marks obtained in the S.V.<strong>University</strong> Entrance Test and availability of seats<br />

in the concerned discipline. Whenever there is a tie in giving ranks for those who<br />

secure the same marks in the test, the elder person will have the priority. The usual<br />

rules of reservation will be followed in the allotment of seats.<br />

4. The Selection of a candidate to the Ph.D. Programme is based on: (1) marks<br />

secured in the P.G. Examination (2) availability of a seat with a teacher and (3)<br />

consent of the teacher to guide the student.<br />

RULES AND REGULATIONS FOR SCHOLARSHIPS<br />

To receive any scholarship a student has to put in compulsorily 75% of attendance.<br />

<strong>University</strong> endowment scholarships will be sanctioned by university authorities as<br />

per the eligibility conditions laid down.<br />

Scholarships by government, research organisations and other agencies will be<br />

awarded as per the rules stipulated by them. Submission of application for a scholarship<br />

does not guarantee the award of scholarship. The <strong>University</strong> is only a forwarding authority.<br />

It is in no way responsible for the award or otherwise of the scholarship.<br />

A. Rules and regulations stipulated by the Government for the award of SC scholarship<br />

include:<br />

1. Scholarship holders under this scheme shall not hold any other scholarship of higher<br />

value, the student can exercise his/her option for either of the two scholarships,<br />

whichever is beneficial to him / her and should inform the District Social Welfare<br />

(General) Camp Office, Tirupati through the Head of the institution about the option<br />

made. No scholarship will be paid to the student under this scheme from the date he/<br />

she accepts another scholarship.<br />

2. A scholarship awarded may be cancelled if the scholar changes the subject of the<br />

course of study for which the scholarship was originally awarded or changes the<br />

institution of study without prior approval. The Head of the institution is requested to<br />

stop forthwith the payment of the scholarship money. The amount already paid may<br />

also be recovered.<br />

3. A scholar is liable to refund the scholarship amount if during the period for which the<br />

scholarship has been awarded, he/she discontinues his/her studies.<br />

4. If a candidate is found to have obtained a scholarship by false statements, his / her<br />

scholarship amount paid will be recovered. The student concerned will be blacklisted<br />

and debarred for scholarship in any scheme forever.<br />

5. The sanction of scholarship shall be subject to the condition that the holder puts in a<br />

minimum attendance of 75%.<br />

6. If any candidate puts in less than 75% attendance for valid reasons like falling sick or<br />

due to certain unavoidable reasons, he / she shall be paid scholarship in proportion<br />

to attendance.<br />

7. The scholarship is dependent on the satisfactory progress and conduct of the scholar.<br />

If it is reported by the Head of the institution at any time during the academic year that<br />

a scholar has by reason of his/her own act or default, failed to make satisfactory<br />

progress or has been guilty of misconduct, such as resorting to participation in<br />

strikes, irregularity in attendance without the permission of the authorities concerned,<br />

etc., the District Social Welfare Office (Gene) Camp Office, Tirupati may either cancel<br />

his/her scholarship or stop or withhold further payment for such a period as he may<br />

think fit.<br />

8. The Head of the Institution should get all the conditions fulfilled before the payment of<br />

scholarship is made.<br />

B. Government of Andhra Pradesh Post-Matric Scholarships for students who<br />

belong to Economically Poor Persons Category :<br />

1. Candidates, who after passing one stage of education are studying in a different<br />

subject, e.g.M.A., in one subject after M.A., in another subject, will not be eligible.<br />

2. Candidates, who after having completed their educational career in the professional<br />

line continue professional studies in a different line, e.g.B.L. after B.Ed., will not be<br />

eligible.<br />

3. Students, who are in full-time employment will not be eligible.However, employed<br />

students who take leave without pay for the entire duration of the course and study<br />

as full time students will be eligible.<br />

4. Only two children of the same parents are eligible for this scholarship.<br />

5. A scholarship holder under this scheme will not be eligible for any other scholarship.<br />

6. While considering the application for award of scholarships, priority will be given to<br />

fresh students to various courses in <strong>University</strong> College/P.G.Centres.<br />

7. The scholarship is liable to be terminated if the scholarship holders violate any of the<br />

rules and regulations of the <strong>University</strong> or misbehave in the college or in the hostel,<br />

including the dining hall and the parent/guardian of such student shall be informed<br />

about the cancellation.<br />

8. Payment of residential scholarship in respect of all categories of students is subject to<br />

the condition that they put in a minimum attendance of 75% in the college in each<br />

term. If any candidate puts in less than 75% attendance for valid reasons like<br />

sickness or due to certain unavoidable reasons, he/she shall be paid scholarship in<br />

proportion to attendance. Those who absent themselves without valid reasons and<br />

put in less than 75% attendance will not be paid any scholarship.<br />

9. For renewal of scholarships, the student should have been promoted to the next<br />

year class of the same course.<br />

Special Note :<br />

1. Sanction of scholarships shall not be automatic and as such <strong>University</strong> Colleges<br />

should not extend mess facilities without payment in anticipation of sanction of<br />

scholarships by the Government.<br />

2. The students shall be given mess facilities only on payment of mess charges every<br />

month and caution deposit and prescribed fee at the time of admission till their<br />

scholarships are sanctioned. However, this condition shall not apply to students<br />

seeking renewal of scholarships provided they satisfy the conditions laid down.<br />

3. The residential scholarships are tenable for a period of ten months in a year. In case<br />

where the academic year is affected or postponed due to student disturbances, the<br />

students shall have to bear the mess charges incurred on that account, i.e. during<br />

the period of strike, themselves.<br />

4. The residental scholarships shall be sanctioned from the date of admission into the<br />

hostel or from the date of commencement of regular classes whichever is later and<br />

not from the date of admission into the course.<br />

Conditions to receive Scholarships<br />

1. To receive any scholarship, the student has to put in compulsorily 75% of attendance.<br />

2. Scholarships will be awarded as per the rules of the awarding Agencies. Hence<br />

applying for any scholarship shall not be claimed by the student as a right to get it.<br />

Submission of the application for a scholarship does not guarantee the award of<br />

scholarship. The <strong>University</strong> will not be responsible for the award of scholarships.<br />

3. It is binding on the part of the different scholarship holders like SC/ST/ LBC/EPP, etc.,<br />

to fulfil all the conditions stipulated by the Government/ awarding agencies concerned.<br />

Some of the rules and regulations stipulated by the Central Government with regard<br />

The <strong>University</strong> Library was started in the Year 1955 with a small collection of 6,700<br />

books taken from the <strong>Sri</strong> <strong>Venkateswara</strong> College, Tirupati, administered by Tirumala Tirupati<br />

Devasthanams. The present library building was declared open in July 1964, by Dr. S.<br />

Radhakrishnan, the distinguished Philosopher and the then President of India. The <strong>University</strong><br />

Library, centrally situated and easily accessible to all the Departments in the campus has<br />

steadily grown over the years and it has today 3,43,061 documents. The Library serves<br />

the information needs of students ,research scholars, teaching faculty of the eight constituent<br />

campus Colleges of <strong>Sri</strong> <strong>Venkateswara</strong> <strong>University</strong>, Non-Teaching Staff of the <strong>University</strong><br />

and Deposit Borrowers numbering around 8,000. The Library subscribes to about 382<br />

current periodicals of national and international importance.<br />

In order to provide better service to the users of the library, the huge and perennial<br />

growth of its collection has been arranged in such a manner that books and back-volumes<br />

of journals on Science and Technology are housed in the newly constructed extension<br />

building and books and back-volumes of journals on Social Sciences, Arts and Humanities<br />

are housed in three floors of the stack area of the library building. Readers will not find any<br />

difficulty in locating the documents of their choice.<br />

The Library has four reading halls with a seating capacity for 400 readers at a<br />

time. Members are provided with tickets for borrowing books from the Library. Each Post-<br />

Graduate student is given 3 tickets and each Research Scholar 5 tickets. The borrowers<br />

can keep the books for fourteen days only. If the books are not returned within the<br />

prescribed period, a penalty of 10 paise per day for each book will be collected. Besides<br />

book lending service, the Library offers Reference Service, advice to Readers and<br />

Inter-Library Loan facility.<br />

The UGC has provided access to about 4,435 E-Journals and Databases under its<br />

UGC-INFONET Programme to SVU Library. The students, Research Scholars and<br />

Faculty members can access these E-Resources in the digital Library. The process of<br />

digitizing Ph.D. and M.Phil. theses awarded by the S.V. <strong>University</strong> is in progress. So far<br />

about 1,201 Ph.D. theses have been digitized and this can be accessed through the<br />

website http://library.svu.ernet.in. S.V. <strong>University</strong> is the first state <strong>University</strong> in the country<br />

to digitize Ph.D. and M.Phil. theses. The total automation work of SVU Library is in<br />

progress and so far databases for back volumes of 2,591 Journals and 2,970 Ph.D. &<br />

M.Phil theses have been created and the database for books is in progress.<br />

The Library is kept open for readers between 8.00 A.M. and 8.00 P.M. on all<br />

working days with transactions at the circulation counter except on Sundays and Holidays,<br />

on which the Library functions from 10.00 A.M. to 5.00 P.M. for study and consultation<br />

S.V. UNIVERSITY HEALTH CENTRE<br />

S.V.U.Health Centre was established in 1962. It is a service oriented mini-hospital<br />

extending free medical service to the students , research scholars and employees of<br />

S.V.<strong>University</strong> and their dependent family members like parents and unmarried children,<br />

retired employees and their spouses and guests and visitiors to the <strong>University</strong>. The total<br />

population covered is about 20,000. The average daily out-patient strength of the centre<br />

is about 250 per day.<br />

MEN'S HOSTELS<br />

1. Admission<br />

Hostel accommodation is provided to the students who get admission into B.Tech. /<br />

P.G. / M.Phil. / Ph.D. / Integrated Courses subject to availability. On showing the fee<br />

receipt, the Hostel office will issue application form. The hostel authorities will allot room to<br />

the student after all formalities are completed. Each Block is provided with electricity meters<br />

and the charges will be shared by the inmates of the respective Blocks.<br />

2. Accommodation & Dining Halls<br />

a. Admission does not automatically entail accommodation in the <strong>University</strong> Hostels.<br />

Only limited accommodation is available in the <strong>University</strong> hostels for Men. Admission<br />

to hostels will be made as per rules in vogue.<br />

b. Accommodation cannot be provided in the <strong>University</strong> hostels to any student who is a<br />

native of any area within 20 kms radius of Tirupati.<br />

c. Hostel accommodation will not be provided to those who wish to pursue another P.G.<br />

course or those admitted under self-supporting courses or payment/sponsored<br />

category.<br />

Each room is equipped with a cot, a table and a chair. Each block is provided with<br />

a Television. Apart from these, each block is provided with Telugu and English news<br />

paper, competitive news etc., so as to enable the students to appear for various competitive<br />

examinations. During vacation, however, all students should vacate the hostels. No electrical<br />

appliances such as heater, electric stove etc., should be used in hostel rooms. A book bank<br />

facility is available in the hostels of SVU College of Eingineering.<br />

SVU MEN'S HOSTELS - ADMINISTRATION<br />

The following guidelines are adopted for running of blocks and messes w.e.f. the<br />

<strong>Academic</strong> Year 2006-07 for better management, accountability and efficiency.<br />

1. The blocks and messes are to be re-opened one day before the re-opening of the<br />

colleges.<br />

2. The allocation lists of boarders, block-wise will be prepared in advance and displayed<br />

prominently at the respective hostel offices.<br />

3. Admissions will be made on the basis of the actual capacity of the blocks.<br />

4. In each hostel block, a set of rooms are allocated separately for research scholars,<br />

final and previous year boarders.<br />

5. Three Student Committees are to be constituted for each hostel covering the Resident<br />

Block, Mess and Purchases separately. Each Committee will comprise one Ph.D.<br />

scholar, one M.Phil. scholar, two boarders, each of final and previous years. The<br />

Purchase Committee will have, in addition to the above composition, two faculty<br />

members (other than the present Wardens/Dy.Wardens) from the concerned College.<br />

These Committees are nominated by the Chief Warden of the respective hostel. The<br />

Committees will be headed by the Warden and are convened by the Dy. Warden.<br />

This is applicable for the first seven constituent colleges of S.V.<strong>University</strong>.<br />

6. The Mess Committee will (a) decide on the menu; (b) maintain cleanliness in the<br />

mess; (c) appoint Food Basis Staff and decide on their wages; (d) will ensure<br />

regular and prompt payment of mess bills, and (e) be responsible for the overall and<br />

regular running of messes.<br />

7. The Block Committee will (a) maintain and manage the Blocks and be responsible<br />

for the overall upkeep and cleanliness of the Blocks; (a) ensure that no unauthorised<br />

residents stay in the hostels; (c) no unsocial/sectarian activities are organized in the<br />

hostels and (d) bring to the notice of the authorities any violation of general discipline<br />

in this regard.<br />

8. The Purchase Committee will have powers to decide on the purchases, necessary<br />

for the Blocks and Messes by following established procedures and make payments<br />

for the approved purchases.<br />

Discipline<br />

The residents shall maintain decency, decorum and sense of personal hygiene in<br />

the dining hall and in the blocks. Any resident of the hostels is liable for expulsion from the<br />

hostels for any misbehaviour, violation of Hostel rules or default in payment of mess bills.<br />

RULES AND REGULATIONS<br />

1. Students who have done P.G. earlier and resided in the hostels once are not eligible<br />

for the second time..<br />

2. Mess Bill should be paid within 10 days from the date of display of Mess bills on the<br />

notice board. A fine of rupees one or two will be levied upto 20 days and thereafter<br />

their names will be removed from the Register. After that a Re-admission charge of<br />

Rs.110/- will be collected along with the regular mess bills for regularisation of hostel<br />

admission.<br />

3. Students admitted into hostels should always keep their identity card and shall show<br />

it whenever the <strong>University</strong> hostel authorities, Police demand.<br />

4. Students should stay in the rooms allotted to them by the Hostel authorities. Outsiders<br />

should not be entertained in the Hostels. Otherwise their admission into the hostels will<br />

be cancelled without prior notice.<br />

5. Use of Electrical Heaters, Radio, tape recorder, Computers inside the hostels is<br />

strictly prohibited.<br />

6. The Students shall maintain decency, decorum , hygiene in dining hall and use water<br />

in bath rooms and latrines and not give any scope for contagious diseases.<br />

7. No meals or breakfast shall be allowed to be carried outside the dinning hall unless<br />

specially authorised by the Medical Officer, if the students are sick or otherwise.<br />

8. Consumption of liquor and alcohol inside the hostel is strictly prohibited. The hostel<br />

authorities are not responsible for the action taken by the Police in this regard and<br />

such boarders are liable for expulsion from hostels.<br />

9. Hostel furniture such as chairs, cots, tables and other electrical appliances damaged<br />

by the students, if any, will be repaired/replaced and charges will be collected from<br />

the respective students of the room alongwith their mess bill.<br />

10. M.Tech. / M.Phil / Ph.D. Scholars who seek hostel admission should have cleared<br />

their mess dues of earlier Courses and enclose the No-Dues certificate alongwith<br />

their application.<br />

11. Students should vacate the hostels after theory examinations, after obtaining No-<br />

.Dues certificate from the hostel authorities and shall produce identity card whenever<br />

they receive refund of C.D. amount.<br />

12. Ragging, eve-teasing, individual attacks are strictly prohibited. Hostel authorities are<br />

not responsible for the criminal and other police disciplinary action taken against the<br />

defaulters.<br />

HOSTELS FOR WOMEN<br />

The <strong>Sri</strong> <strong>Venkateswara</strong> <strong>University</strong> College Hostels for Women comprises of I and II<br />

Premises with 7 Blocks which accommodate all categories of Women Students admitted<br />

into the 8 Colleges of S.V. <strong>University</strong>. The Hostel is run on no loss, no profit basis. The<br />

expenditure is divided equally among the inmates.<br />

Common Halls with TV and Telephone are provided in all the Blocks. Food is<br />

served in four messes. Water Coolers and protected water using Aquaguard facility is<br />

provided in all the Blocks. A Computer Center and a Library are established in both the<br />

premises for the use of the inmates.<br />

All the inmates should be within the premises by 6.30 p.m., every day. However<br />

Research Scholars are permitted to stay out upto 8.30 p.m. All the inmates should report<br />

Administration of the Hostels<br />

The General administration of the Hostel is carried on by the Wardens with the help<br />

of various Committees constituting of Staff and Students of S.V. <strong>University</strong> Colleges.<br />

1. Admission<br />

i) The hostel authorities reserve the right to deny admission to any applicant.<br />

2. Accommodation<br />

i) The student has to occupy the room allotted to her.She should not change it without<br />

prior permission of the Warden of the hostels.<br />

ii) The student has to bring her own bucket, mug and doorlock and key.<br />

iii) Rooms will be handed over to the students with available furniture, electrical and fan<br />

fittings. During vacation the inmates should hand over the same fittings etc. to the<br />

Deputy Wardens of the blocks concernd.<br />

iv) Expenditure incurred on any replacement / repairs /additions /alterations in respect<br />

of furniture, electrical fittings or tube light and dailies will be added to the mess bills of<br />

the residents.<br />

3. Discipline<br />

i) The residents shall maintain decency, decorum and sense of personal hygiene in the<br />

dining hall and in the blocks.<br />

ii) Any resident of the hostels is liable for expulsion from the hostels for any misbehaviour,<br />

violation of hostel rules or default in payment of mess bills.<br />

4. Mess<br />

i) Members desirous of changing from vegetarian to non-vegetarian or vice-versa<br />

shall intimate in writing to the Steward two days before the first day of a month.<br />

Change will not be allowed in the middle of the month.<br />

ii) No meal or tiffin shall be allowed to be carried outside the dining hall.<br />

5. Absence<br />

i) If a resident absents herself continuously for a period of 2 months without any intimation<br />

her membership in the hostels stands cancelled<br />

ii) No remission will be granted for absence without prior written intimation/leave<br />

application. Application for leave/extension/cancellation should be given to concerned<br />

steward latest by 8 am on the day preceding the first day of leave or a day before the<br />

beginning of the extended leave.<br />

iii) Remission will not be allowed for an absence of less than two days. The remission is<br />

applicable for the day of leave occurring only during the calendar month. However, 0.50<br />

Paise per day will be charged for the leave period towards the maintenance charges.<br />

6. a. Closure of Hostels<br />

i) All the post graduate hostels and messes will be closed on the day after the closure of<br />

the College for any vacation. No special mess will be run during any vacation.<br />

ii) All the hostels and messes will be closed on one day after the last university examination,<br />

with dinner. The rooms should be vacated by the inmates immediately.<br />

b. Duration of Stay<br />

i) Students are eligible to stay in the hostel for the period they are given admission in the<br />

college.<br />

ii) In case of Research Scholars, the period is counted as follows.<br />

Till the date of submission of their Ph.D. thesis or completion of 4 years of stay in the<br />

hostels, whichever is earlier. Till the date of submission of their M.Phil. dissertations or<br />

completion of 18 months of stay in the hostels, whichever is earlier.<br />

7. Payment of Bills<br />

i) Inmates have to pay their mess bills and all their charges from time to time as notified<br />

by the authorities. In case of any problem, they should contact the respective authorities<br />

for clarification.<br />

ii) If a member becomes defaulter for non-payment of the mess dues for three months,<br />

action will be taken for the collection of dues through the court of law. Expenditure<br />

incurred in this connection will be recovered from the concerned in full.<br />

8. No Dues Certificate<br />

❆ No student shall be issued hall tickets for taking the university examination without the<br />

production of No dues certificate. Research scholars cannot submit their Ph.D./<br />

M.Phil. thesis without obtaining No dues certificates from their hostels. On the knowledge<br />

of any violation of this rule, the hostel authorities have the right to take necessary<br />

steps to stall the process of adjudication of the thesis.<br />

❆ Applications of the candidates who have dues to the hostels will not be considered either<br />

for admission or re-admission.<br />

❆ No dues certificate will be issued to students on complete payment of bills and<br />

production of ‘Vacation Report’from the Assistant Warden concerned.<br />

❆ No dues certificate shall be issued in the Hostel office 15 days before the<br />

commencement of the <strong>University</strong> examination. Issue of no dues will be stopped three<br />

days before the commencement of the examinations.<br />

❆ No dues certificate is only provisional. Authorities reserve the right to collect the<br />

dues if any from the ex-members in case the same is noticed at a later date.<br />

Established in the year 1955, the department of Physical Education has been<br />

functioning as the prime nucleus for the organisation of Sports activities in various disciplines<br />

at the college, Inter-Collegiate and Inter-<strong>University</strong> levels and coaching campus for all the<br />

Students are advised to attend these classes without fail, since it will be beneficial to them.<br />

The students can make use of the Library in Directorate of Distance Education<br />

during the working hours. By producing the identity card, the candidate can get<br />

one book during contact programme classes only. But they have to return the<br />

book before the completion of the contact programme classes.<br />

Students can also make use of S.V.<strong>University</strong> main library for reference purpose<br />

whenever he / she wishes during working hours of the library. But books<br />

cannot be issued to home.<br />

Well-established Multi-media Lab has been established at the Directorate of Distance<br />

EXAMINATION PATTERN<br />

At the end of academic year examinations are conducted by the Controller of<br />

Examinations, S.V.<strong>University</strong> for the students who apply for the examinations. Detailed<br />

time-table with regard to the dates of examinations will be sent to the students in advance.<br />

The examination centre is S.V.U.College of Arts & Sciences, Tirupati along with other study<br />

centres. Hall tickets will be issued two working days before the commencement of the<br />

examination at Directorate of Distance Education, S.V.<strong>University</strong>, Tirupati and at the Study<br />

Centres. The hall tickets will be issued on the production of No Dues Certificate.<br />

Even after the completion of the course, for supplementary exams, application forms<br />

will be sent to the candidates, if the candidates make a request along with self-addressed<br />

envelope with due stamps.<br />

The UGC-<strong>Academic</strong> Staff College was established in August, 1988. The centre is<br />

100% funded by UGC. The objective of ASC is to enhance motivation of teachers, to<br />

UNIVERSITY COMPUTER CENTRE<br />

The <strong>University</strong> Computer Centre was established during the year 1984, with an<br />

objective to provide services to the students, staff and research scholars of the university.<br />

The Computer Centre has been carrying out the works of Examinations, Finance &<br />

Accounts, Administrative Departments. It undertakes computer training programmes to<br />

the teaching and non-teaching staff of the <strong>University</strong>. The Computer Centre has the latest<br />

state of art facilities like SVU Campus Centralized Server, Advanced Desktop Systems,<br />

Intranet Communication Software and High speed Internet. The centre is open from 8.00<br />

am to 6.00 pm.<br />

Computer Centre is organizing Internet orientation programmes for members of<br />

the students welfare Association of the <strong>University</strong>, and Training for P.G. Students of<br />

<strong>University</strong> in Tally, MS-Office and Internet. Every year more than 100 research scholors<br />

and about1000 students are getting registered, for their academic work. The Computer<br />

Centre is also offering certificate courses in office Automation, Visual Basic, Programming<br />

with Java, object-oriented programming through C++. Computer Centre took responsibility<br />

of Design and Maintenance of the <strong>University</strong> official website www.svuniversity.in. It is<br />

being updated very often.<br />

<strong>Sri</strong> <strong>Venkateswara</strong> Oriental Research Institute was started in July, 1939 by the<br />

Management of Tirumala Tirupati Devasthanams with a view that it should be a first-rate<br />

Research and Training Centre with appropriate divisions for the study of Sanskrit and<br />

other languages of the Hindu religion and Philosophy and of Hindu culture generally.<br />

Under the Management of Tirumala Tirupati Devasthanams, the Oriental Research Institute<br />

published sixteen volumes of the Oriental Journal and about sixty-four books in Sanskrit<br />

(20), English (8), Telugu (19) Tamil (17) under three series named <strong>Sri</strong> <strong>Venkateswara</strong><br />

Oriental Series, <strong>Sri</strong> <strong>Venkateswara</strong> Oriental Institute Studies and <strong>Sri</strong> Visistadvaita Sampradaya<br />

Granthamala, covering the areas of Kosa, Dharma sastra, Vyakarana, Scientific literature<br />

like Mathematics, Saiva, Vaikhamala and Pancaratra Agamas, Vedanta, Kavya, Stotra<br />

and Psychology. The Bharatakosa by M.R. Kavi and the History of Sanskrit Literature by<br />

M. Krishnamachariar Published from this Institute have become indispensable basic tools<br />

of research in Sanskrit Literate and literacy criticism. The Tength All India Oriental Conference<br />

in 1940 and the Fourth Session of Sanskrit Vishva Parishat in 1955 were held inTirupati<br />

under the auspices of the Institute. When the <strong>Sri</strong> <strong>Venkateswara</strong> <strong>University</strong> was established,<br />

for the encouragement of higher education and research in all branches of learning<br />

particularly on Oriental learning, Sanskrit, Ancient Indian Arts and Culture, Architecture<br />

and Fine Arts, Tirumala Tirupati Devasthanams handed over the Institute on the 1st<br />

November 1956, with a view to promote its activities in a broader perspective with well<br />

qualified research staff. With limited resources and meagre staff the Instutte continued to<br />

function with the same zeal and aspirations with which it was started and could publish 43<br />

volumes of Oriental Journal and 30 books in English (3), Sanskrit (15), Telugu (10) and<br />

two volumes of the Descriptive catalogue. A Seminar on Andhra's contribution to Indian<br />

Culture was held in March 1972 and a National Seminar on the eve of Centenary<br />

Celebration of Bhagavan Ramana Maharshi was conducted on 20-08-1997.<br />

In 1979, the Institute moved to its own new building. It was named "Tiruppan Alvar<br />

Bhavan" in sacred memory of Saint Tiruppan alvar who sang in praise of <strong>Sri</strong> Vishnu in the<br />

ninth century A.D. The Library of the Institute contains 17,038 manuscripts and 43,000<br />

printed books. Each book in the library is purchased selectively on consideration of its<br />

utility in the research activities of the Insitute covering all the fields of Indian tradition. There<br />

is a binding section to repair damaged books. But many of the books in the old collection<br />

are irreparable, as the paper became very brittle and got damaged. So the Library is run<br />

onclosed access system. All possible facilities are provided for the bonafide research<br />

scholars and learned public to consult the books in the Reading Room.<br />

INSTITUTE OF ADVANCED STUDY IN EDUCATION<br />

As per the 1986 New Education Policy (NEP) under the centrally sponsored<br />

scheme of "Teaching Education" by the Ministry of Human Resource Development<br />

(MHRD), Govt. of India during IX plan, the Institute of Advanced Study in Education<br />

(IASE), S.V.<strong>University</strong>, was established in 1998. The main purpose of establishing IASE<br />

is to uplift the Department of Education as IASE, to improve the quality of Teacher Education<br />

and Secondary Education asper the norms of NCTE. To achieve the above objectives,<br />

IASE, S.V.<strong>University</strong> conducted 7 pre-service batches with efficient training, 30 In-service<br />

Training Programmes for secondary school teachers (covered 3000 teachers), 10<br />

workshops in secondary school curriculum, 3 workshops on Guidance and Counselling<br />

at Intermediate level, Inter Master Trainers Programme for Teacher Education, Information<br />

Technology Literacy Programme for Teacher Educators at Tirupati, Kurnool, Anantapur<br />

and other extension programmes with the support of Intel. In November 2004 principal<br />

IASE organized UGC national level seminar on the topic "Value oriented Education". So<br />

far, 15 minor projects have been completed and 15 seminars / workshops have been<br />

organized. 132 research papers and 25 books have been published. The HRD Ministry<br />

sanctioned a grant of Rs. 1.5 lakhs for further research in the Institute Rs. One lakhs also<br />

DIRECTORATE OF COMMUNITY DEVELOPMENT<br />

Community Development is an issue of global concern. It is an integral part for the<br />

development of any Nation. Although the Universities and colleges in India are actively<br />

involved in modes of teaching and research activities, they have their own limitations to<br />

contribute their research findings for the development of the communities. Now, it is more<br />

important than ever, that the Universities should have their strategies in contributing to the<br />

development of the community in their own possible ways. The Universities have an<br />

access to understand the world wide information technology and donor system which can<br />

be linked to the rural community to the opportunities that are available globally. This will<br />

pave a way to tap the funds in getting a project for the progress of poor and disadvantaged.<br />

The <strong>University</strong> co-ordinates the projects, plays a mediator and motivator role, interprets<br />

government structures, donor intentions and procedures, thus empowering the community<br />

to access these resources. The <strong>University</strong> also facilitates needs assessment, planning,<br />

training, report writing, account keeping and assists conflict management. Keeping these in<br />

view, the above centre has been opened to make S.V. <strong>University</strong> to take part actively in<br />

the activities of Community Development. Apart from the Director, the Advisory Committee<br />

and the Task Force Committee have also been constituted. They are headed by the Vice-<br />

The Centre for studies in peace and non-violence was established in 1976. Prof. K.<br />

Satchidananda Murthy, former Vice-Chancellor was the Principal architect of the Centre<br />

which was inaugurated on 13-10-1976 by Prof. Satishchandra, the then Chairman of the<br />

<strong>University</strong> Grants Commission, New Delhi.<br />

The purpose of the Centre is, in general, to study peace and non-violence in their<br />

widest context. However, in more specific terms, its aim is to develop an applied science of<br />

Peace Research with the goal of preventing wars and promoting positive peace i.e. the<br />

unification of mankind into co-operative enterprise on a world-scale. To this end the Centre<br />

endeavours to foster and promote inter-disciplinary studies and research relating to problems<br />

of war, peace and non-violence. 4 M.Phil and 2 Ph.D. degrees have been awarded so<br />

UGC - SVU CENTRE FOR MST RADAR APPLICATIONS<br />

The Mesosphere, stratosphere and Troposphere (MST) Radar is established as<br />

a National Facility at Gandanki, about 35 Km from SV <strong>University</strong>. The Radar is a<br />

sophisticated, state-of-the art ground based instrument for middle and upper atmospheric<br />

research. MST Radar provides unique observational data to carry out frontline research<br />

in atmospheric sciences. The MST Radar can be used to study middle atmospheric<br />

dynamics, turbulence, jet streams, gravity waves, troposphere - stratosphere exchange<br />

process etc. Considering the importance and potential of MST Radar for atmospheric<br />

sciences, UGC created a Centre for utilisation of the MST Radar Facility by all the Indian<br />

Universities through S V <strong>University</strong>, Tirupati. The Centre is known as UGC - SVU<br />

Centre for MST Radar Applications. The centre is accessible to scientists and researchers<br />

The Centre was started as a Central facility for hobbies (Hobby Centre) and<br />

Workshop practice (Central workshop) in the year 1959. The status of the Centre was<br />

elevated to Central Instrumentation and Services Laboratory by the UGC. The present<br />

status of USIC level II was attained in 1984. <strong>University</strong> Science Instrumentation<br />

Centre(USIC) is a non-vacation academic department functioning as a centralized<br />

Instrumentaton facility for the benefit of various departments on the Campus and at times to<br />

the needy local educational institutions outside the campus also.<br />

Friends of SVIMS Society honoured the Centre for the fabrication of a cautery tip<br />

suitable for an important Brain Surgery unit of SVIMS. The centre also conducts national<br />

level training programmes in Instrumentation in collaboration with the Western Regional<br />

Instrumentation Centre, Mumbai.<br />

iv. Any other work that may be entrusted by the Vice-Chancellor from time to time.<br />

Director, Hostel Affairs<br />

i. To coordinate between the three campus hostels.<br />

ii. To maintain, uniformity in respect of policy decision covering the campus hostels in<br />

respect of hostel charges collected from boarders and infrastructural development.<br />

iii. Director, Hostel Affairs shall be the member of the hostel purchase committees of all<br />

the hostels of the constituent colleges. The wardens will bring to the notice of the<br />

Director, Hostel Affairs any problems if his coordination is required. Director, Hostel<br />

Affairs will be the convener of the wardens council headed by the Rector.<br />

iv. To attend to disciplinary problems involving students and/or hostel staff.<br />

v. To maintain peace in the campus hostels by effective intervention between the<br />

boarders and college / university authorities whenever there is disturbance.<br />

vi. To keep in continuous contact with the wardens / chief wardens to promote a<br />

healthy academic and social life in the campus.<br />

vii. To see that transparency is followed in accounts and expenditure chart for every<br />

month is displayed in the notice board at the messes.<br />

viii. To encourage sports, games and cultural activities in the hostels.<br />

NATIONAL SERVICE SCHEME (NSS)<br />

<strong>Sri</strong> <strong>Venkateswara</strong> <strong>University</strong> carries rightly the pride for being one of the pioneering<br />

institutions in implementing the N.S.S. in the country. It was introduced during 1969-70.<br />

Starting with 300 volunteers, it has grown into a mighty programme with about 40,000<br />

Volunteers for regular NSS and special camping programmes.<br />

The Samiti is founded to promote a sense of unity through creation of awareness<br />

NATIONAL CADET CORPS (NCC)<br />

B.Tech. Students of S.V.U. College of Engineering can join NCC (Air Wing) which is<br />

situated in the College premises. The NCC programme consists of 40 parades each of<br />

two hous duration in a year. The programme mainly deals with 75% technical classes and<br />

25% drill classes. The parades are generally conducted after college hours and also<br />

sometimes during Sundays and holidays. After the successful completion of training for 2<br />

years in NCC, the cadets are eligible to appear for ‘B’ Certificate Examination and after the<br />

completion of the 3rd year of training in NCC, the cadets are eligible to appear for ‘C’<br />

Certificate Examination.<br />

The S.V.U. College of Engineering has an independent Alumni Association. It was<br />

started in 1965. Most of the old students of the college are members of the Association and<br />

all the out-going students are eligible to become members of the Association. The business<br />

and affairs of the Association are managed by an Executive Committee. The aims of the<br />

Association are to maintain a directory of the alumni, to help the alumni to maintain contacts<br />

with the college, to arrange the annual gathering of the alumni and to enroll fresh members,<br />

to institute prizes in the name of the Association for the encouragement of curricular activities<br />

and to issue News Letters periodically to its members.<br />

The Faculty Club of <strong>Sri</strong> <strong>Venkateswara</strong> <strong>University</strong> was established in the year<br />

1978 in the east premises of <strong>University</strong> Health Center. The Elected President, Vice-<br />

President, Secretary, Joint Secretary, Treasurer and three executive members and a<br />

lady representative run it. The strength of the club is about 150 with life and annual<br />

members. The name of the center was changed to SVUFAC in the year 1994. At the<br />

beginning, it was started with a Lawn Tennis Court. At present for recreation it has a TV,<br />

Table Tennis, Shuttle-Cock Court, Caroms, News dailies, weeklies, monthly magazines<br />

etc. In this center the Tirupati Town Club has conducted Bridge tournaments in the year<br />

2002, 2003 and 2006. The Physical Education Department and Officers’ Club of Tirupati<br />

conducted Tennis Tournaments in this center. In addition to games, this center is a forum<br />

for the teaching faculty to discuss various current affairs of the day. In this premise are also<br />

conducted classes for Medical Lab Technicians (MLT). The get-together functions of<br />

faculty members, family members of club members and also general functions like<br />

Independence Day and Republic Day celebrations are conducted in the Club. There is<br />

a room provided to retired faculty members to relax. Another guest-room is available for<br />

the use of out station members. The present Vice-Chancellor Prof. N. Prabhakara Rao<br />

is paying keen attention on the development of the Faculty Club.<br />

POST-GRADUATE CENTRE: KAVALI<br />

<strong>Sri</strong> <strong>Venkateswara</strong> <strong>University</strong> Post-Graduate Centre, Kavali owes its origin to the<br />

initiative of <strong>Sri</strong> D. Ramachandra Reddy, the architect of Visvodaya who started the P.G.<br />

Course in Economics and M.Com. in 1972 and 1973 respectively in Jawahar Bharathi<br />

Degree College. These two courses were handed over to S.V. <strong>University</strong> in April, 1978<br />

when Prof. K. Satchidananda Murty was the Vice-Chancellor. During the tenure of Prof.<br />

M. Santhappa - the Silver Jubilee Celebrations of S.V.<strong>University</strong> in 1979 - Two courses<br />

in science viz., Physics and Zoology were added and Prof. K. Sasirababu was appointed<br />

as Professor of Zoology and Special Officer of the P.G. Centre. The Science Departments<br />

were shifted to its own campus of 78 Acres in 1984. The Economics and Commerce<br />

Departments were shifted in 1987. The two former Special Officers Prof. K. Sasirababu<br />

and Prof. G. Raghava Reddy contributed a lot for the growth and development of the<br />

Centre.<br />

Departments<br />

The Centre has five regular Departments: Commerce, Economics, Physics, Zoology<br />

and Micro-Biology. The centre also offers Self-supporting Courses in : M.C.A. , M.Sc.<br />

Computer Science, M.Sc. Mathematics, M.B.A., M.A. English, M.Sc. Botany and M.Sc<br />

Bio-Technology.<br />

<strong>Academic</strong> Acheievements<br />

Besides teaching, reasearch (M.Phil & Ph.D.) is undertaken in Economics, Commerce,<br />

Physics and Zoology. Since inception 15,000 Post Graduates were produced, 120 Ph.D<br />

and 200 M.Phil degrees were awarded, 25 Books and nearly 1000 Research papers<br />

were published. Considerable number of Major and Minor Research Projects were<br />

completed with the assistance of various funding organizations - UGC, ICSSR, ICMR,<br />

DST, DBT, etc.<br />

N.S.S.<br />

The Library has 17,500 books and it is subscribing to 40 Journals and magazines.<br />

The Centre has NSS unit. Almost all the students are members of N.S.S.<br />

Hostels for Men and Women<br />

Student representatives along with hostel authorities run the hostel. Present hostel<br />

inmates including research scholars are 580, out of which 180 are women.<br />
